Thomas, Commissioners C. D. Christensen, I. J. Kibodeaux, G. E. Sampson and C. D. Boyle. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Larry Broussard, Director of Finance; Virginia Cline, City Clerk; Knox Askins, City Attorney; Robert Cline, Director of Public Works and H. F. Freeman, Chief of Police. • PRESIDING: Mayor Thomas. + + + Invocation was offered by Commissioner Christensen. 1. Mayor Thomas asked if there was anyone wishing to submit sealed bids on the ambulance, fire hose, or gasoline, oil and grease products, and there being none, declared the bids closed. Mr. Askins read the bids received for the ambulance. Bids called for on fire hose,ambulance, & gasoline,oil grease products Motion by Comm. Boyle, seconded by Comm. Sampson Ambulance bids to accept the bids received for tabulation. Motion accepted for carried by the following vote : tabulation AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. Mr. Askins read the bids received for 1, 000 Fire hose bids feet of fire hose. accepted for tabulation Motion by Comm. Boyle, seconded by Comm. Christensen to accept the bids for tabulation. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. A copy of the tabulation is attahced to and made a part of these minutes. + + + 3. Mr. Askins read the bids received for gasoline, Gasoline, oil oil and grease products. & grease prod. bids accepted Motion by Comm. Kibodeaux, seconded by Comm. for tabulation • Christensen to accept the bids for tabulation. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. A copy of the tabulation is attached to and made a part of these minutes. + + + 4. Motion by Comm. Boyle, seconded by Comm. Minutes of Christensen to approve the minutes of the previous previous meeting of January 3, 1973 as meeting presented. Motion carried by the following approved vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. • + + + Regular Meeting 1/15/73 continued • 5. Motion by Comm. Boyle, seconded by Comm. Sampson to approve the accounts payable as presented, a copy of which is attached to and made a part of these minutes. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. + + + 6. Mrs. Evelyn Kennedy, Visitor, addressed the Commission in regards to the plaque honoring Dr. Aves and which at one time had been in the City Hall, being placed in the Library. The Commission agreed for the plaque to be placed in the Library. r~ + + + 7. Motion by Comm. Kibodeaux, seconded by Comm. Christensen to authorize Johnny Busch, the city's consulting engineer, to prepare plans and bid specifications for water and sewer service to the northside. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. + + + • 8. Motion by Comm. Christensen, seconded by Comm. Kibodeuax to approve construction plans for Section 3 of the Brookglen Subdivision. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeuax, Sampson and Boyle. NAYS: None. Accounts pay- able approved Evelyn Kennedy ask Comm. to preserve plaque honoring Dr. Aves Engineer authorized to prepare plans & bid spec. for water & sewer Ito Northside Construction plans for Sec. Approval to Sampson to advertise for bids to be advertise for received on February 5, 1973 for one bids for police (1) police car. Motion carried by the car following vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. + + + 10. Motion by Comm. Kibodeuax, seconded by Comm. Ord. 945 read Sampson to adopt Ordinance No. 945 as read. & adopted Motion carried by the following vote: (Gravel pits) AYES: Commissioners Christensen, Kibodeuax, Sampson and Boyle. NAYS: None. CAPTION: AN ORDINANCE REGULATING GRAVEL PITS, SAND PITS, STONE QUARRIES, ROCK QUARRIES AND EARTH EXCAVATION • PITS WITHIN THE CITY OF LA PORTE; REQUIRING SPECIAL PERMITS; PROVIDING FOR NOTICE AND HEARING BEFORE THE ISSUANCE OF SPECIAL PERMITS; CONTAINING A SEVERABILITY CLAUSE; PROVIDING ANY PERSON, FIRM, OR CORPORATION VIOLATING THE TERMS OF THIS ORDINANCE SHALL, UPON CONVICTION, BE DEEMED GUILTY OF A MISDEMEANOR, AND SHALL BE FINED IN ANY SUM NOT TO EXCEED TWO HUNDRED DOLLARS ($200.00), AND THAT EACH DAY OF VIOLATION SHALL CONSTITUTE A SEPARATE OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE HEREOF. + + + 11. CAPTION: AN ORDINANCE ESTABLISHING SALARIES FOR THE MAYOR • Regular Meeting 1/15/73 continued • AND MEMBERS OF THE CITY COMMISSION; CONTAINING A REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 12. Motion by Comm. Boyle, seconded by Comm. Sampson to adopt Ordinance No. 947 as read. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. CAPTION: AN ORDINANCE AUTHORIZING THE EXECUTION BY THE CITY OF LA PORTE OF AN INDUSTRIAL DISTRICT AGREEMENT WITH OHMSTEDE MACHINE WORKS, INC., AN INDUSTRY WITHIN THE BATTLEGROUND INDUSTRIAL DISTRICT, FOR THE SEVEN (7) YEAR PERIOD COMMENCING JANUARY 1, 1973. • + + + 13. Motion by Comm. Kibodeuax, seconded by Comm. Boyle that James Cook, Councilman from Deer Park and Asa Yeamans, Councilman from Alvin be designated as the City of La Porte's representatives to the Executive Committee of the Houston-Galveston Area Council and that Mayor Babovec be the official alternate for Mr. Cook and Mayor Baggett be the official alternate for Mr. Yeamans. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Sampson and Boyle. NAYS: None. + + + 14. Motion by Comm. Kibodeaux, seconded by Comm.
