LA PORTE CITY COMMISSION, LA PORTE, TEXAS
MAY 7, 1973

MEMBERS OF THE COMMISSION PRESENT: Mayor E. A. Thomas,
Commissioners C. D. Christensen, I. J. Kibodeaux,
A. Uel Price and C. D. Boyle.
MEMBERS OF THE COMMISSION ABSENT: None.
OTHER CITY OFFICIALS PRESENT: Larry L. Broussard,
Director of Finance; Virginia Cline, City Clerk;

Invocation was offered by Commissioner Boyle.
1. Mayor Thomas asked if there was anyone present
wishing to submit bids for the water and sewer
extensions to the Northside or for operating
the concession stand at the swimming pool.
There being none, Mayor Thomas declared the
bids closed.
Jim Hutchison read the bids received for
tabulation for water and sewer extensions
to the Northside. The bids received were

to tabulate the bids received for water and
sewer extension to the Northside. Motion

Motion by Comm. Kibodeaux, seconded by Comm.
Price that the bids be accepted or rejected
at the regular meeting of May 21, 1973.

2. Mayor Thomas read the bid received for operating Concession
the concession stand at the swimming pool. The stand bid read
bid was from David Groos and John Armstrong. The and awarded
bid proposed to pay the City ten percent (10~)
of net sales.
Motion by Comm. Christensen, seconded by Comm.
Kibodeaux that the bid be awarded to David Gross
and John Armstrong to operate the concession
stand at the swimming pool. Motion carried by the
following vote:

received for improvements to Pfeiffer Park,
Central Park and Vest Pocket Park.
Motion by Comm. Christensen, seconded by Comm.
Kibodeaux to award the bid for improvements
to Pfeiffer Park, Central Park and Vest Pocket
Park as tabulated and 'recommended by the City
Engineer, a copy of which is attached to and
made a part of these minutes. Motion carried

to prepare a study of the sewer plants in
preparation for a grant application. Motion

Christensen to ratify the employment of
Mr. Clinton Owsley to make a telephone
rate study for the City. Motion carried

12. Mayor Thomas read correspondence from
Commissioner Tom Bass in which Comm.
Bass stated that he had set aside Wednesday
afternoons to meet with city officials in
his precinct.

13. Mr. Harrison McDonald addressed the Commission
in regards to paving 200 feet of 7th Street
north from "J" Street. Mr. McDonald stated
in previous discussion, the City had agreed
to do the foundation base work and he would
do the concrete work, but since the City had
not been able to start the work because of
the bad weather and their other work load,
he was asking permission to do all of the work
himself at no cost. to the City. He stated
he had tenants occupying the building and was
in dire need of having the street finished.

RE: Bid Tabulation and Recommendations
on Playground Equipment for
Pfieffer Park, Central Park, and
a Vest Pocket Park
Gentlemen:
The attached bid tabulations were prepared from the bids on playground
equipment received April 26, 1973. All bids were in order and acceptable.
• Comparisons of equipment construction and function were made between all
alternates offered to dete rmine equality. Based on this study, the
recommended equipment is so marked on the tabulation sheet. Low bids were
recommended where equipment was considered equal. The total cost of equip-
ment on both bids is approximately $600.00 less than the estimate due to
the lesser cost of the mini-shelte rs.
If there are any questions concerning this matter, I will be present at
the May 7, meeting to discuss them.
