Thomas, Commissioners C. D. Christensen, I. J. Kibodeaux, A. Uel Price and C. D. Boyle. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Larry L. Broussard, Director of Finance; Virginia Cline, City Clerk; Knox Askins, City Attorney; Robert Cline, Director of Public Works and • H. F. Freeman, Chief of Police. PRESIDING: Mayor Thomas. + + + Invocation was offered by Commissioner Boyle. 1. Motion by Comm. Kibodeaux, seconded by Comm. Price to approve the minutes of the special meeting of June 22, 1973 as presented and to approve the minutes of the regular meeting of June 18, 1973 with the following correction: Item 2-Motion by Comm. Kibodeaux, seconded by Comm. Christensen to accept the bids received for tabulation. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Price and Boyle. • NAYS: None. Minutes of special meeting approved & minutes of regular meeting corrected. + + + a ~ Y Regular Meeting 7/2/73 - continued 2. Mr. Broussard stated there was an error on the Accounts list of accounts payable. He called the Commission's Payable attention to Item 2 - Central Texas Iron Works, approved as Park Equipment, in the amount of $850.00. Mr. corrected. Broussard stated the amount should be $2,650.00. Motion by Comm. Kibodeaux, seconded by Comm. Boyle to approve the accounts payable as presented, with the amount to Central Texas Iron Works being corrected to read $2,650.00. A copy of the list of accounts payable is attached to and made a part of these minutes. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Price and Boyle. CAPTION: AN ORDINANCE APPROVING THE AGREEMENT DATED JULY 2, 1973, BETWEEN THE STATE OF TEXAS AND THE CITY OF LA PORTE FOR THE INSTALLATION CONSTRUCTION, EXISTENCE, USE, OPERATION AND MAINTENANCE OF A HIGHWAY ILLUMINATION PROJECT AT SH 146; FROM THE SOUTH CITY LIMIT, NORTH TO CREST LANE IN THE CITY OF LA PORTE; PROVIDING FOR THE EXECUTION OF SAID AGREEMENT; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 4. CAPTION: AN ORDINANCE ESTABLISHING SPEED LIMITS DURING CONSTRUCTION ON A PORTION OF SH 146 WITHIN THE CITY LIMITS OF LA PORTE; PROVIDING A PENALTY FOR THE VIOLATION THEREOF; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + 5. Motion by Comm. Price, seconded by Comm. Christensen to approve the installation of a street light at 11th and Polk Streets. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Price and Boyle. NAYS: None. • + + + 6. Mayor Thomas reported on the meeting that he and Commissioner Price attended, June 26, 1973 in the Houston City Council Chambers regarding the proposed rapid transit authority for the Houston area. Mayor Thomas stated this was a public hearing, which was the first of two public hearings necessary for the City of Houston to create a temporary transit authority. The authority would then call a referendum to attain permanent status and authorize a vehicle emissions tax. Mayor Thomas stated he spoke in opposition to the creation of the authority, as he felt this would be taxation without representation and that he also questioned the method of selecting the nine members of the Board. He said the City of Houston would have five members on the Board, while the remaining members would be appointed by the county appointing two, and the outlying cities appointing two, thus giving the City of • Houston control of the Board. Price report on meeting with City of Houston regarding proposed rapid transit system. ~ ~ Regular Meeting 7/2/73 - continued • readily agreed that Houston needed a rapid transit system, but he opposed plans to tax outlying areas without being able to provide them service for 15 to 20 years. Mayor Thomas stated that Mayor Harrison of Pasadena was present at the meeting and that he also spoke in opposition to the plan. Comm. Price stated that he also spoke in opposition to the plan and he proposed that members of the Board be equally appointed, by the City of Houston appointing three, the county appointing three and the outlying cities appointing three, but he said his proposition was not received very favorably. Mr. Jim Smith and Mrs. Lois Compton stated they agreed with Mayor Thomas in opposing the plan. + + + • 7. Motion by Comm. Price, seconded by Comm. Kibodeaux that the meeting be adjourned.
