MINUTES - REGULAR MEETING
OF THE
LA PORTE CITY COMMISSION, LA PORTE, TEXAS
AUGUST 20, 1973
7:00 P.M.
MEMBERS OF THE COMMISSION PRESENT: Mayor E. A. Thomas,
Commissioners C. D. Christensen, A. Uel Price and
C. D. Boyle.
MEMBERS OF THE COMMISSION ABSENT: I. J. Kibodeaux.
OTHER CITY OFFICIALS PRESENT: Larry Broussard, Director
of Finance; Virginia Cline, City Clerk; Knox Askins,
City Attorney; Robert Cline, Director of Public Works
and H. F. Freeman, Chief of Police.
PRESIDING: Mayor Thomas.

Invocation was offered by Comm. Price.
1. Mayor Thomas opened the public hearing on the
proposed budget for the fiscal year 1973-74.
Mr. Broussard read a recap of the proposed
budget, which totaled $1,983,109.00.
Mayor Thomas asked if there were any questions
or comments pertaining to the budget, and there
being none, declared the hearing closed.

Mayor Thomas read his budget message, in which Mayor reads
he stated because of sucessful negotiations budget message
of the industrial district contracts, it
would not be necessary to increase the tax

Christensen to approve the minutes of the
regular meeting of August 6, 1973 as presented.
Motion carried by the following vote:
AYES: Commissioners Christensen, Price and
Boyle.
NAYS: None.
ABSENT: Commissioner Kibodeaux.

3. Motion by Comm. Christensen, seconded by Comm.
Price to approve the accounts payable as

4. Mr. J. R. Spradling, 3302 Valley Brook Drive,
addressed the Commission in regards to police
protection.He stated there were a number of
little things that needed attention, such as
enforcing city ordinances on abandoned cars,
dogs, fireworks vandalism and stop signs.
Mr. Spradling stated he thought all complaints
should be checked and if the police can't come
when called, they should come later. He stated
the dog problem was one where the citizens
do not think the police department is doing its
job and while the local police should be

7. Motion by Comm. Price, seconded by Comm. Partial payment

Products. Motion carried by the following

ESTABLISHING THEIR SALARY; PROVIDING FOR
THE REPEAL OF PRIOR ORDINANCES TO THE
EXTENT OF INCONSISTENCY HEREWITH; AND
PROVIDING AN EFFECTIVE DATE HEREOF.

• 11. Mayor Thomas stated Knox Askins, City Attorney, Appointment
had been appointed to the Mass Transit Authority of Mr. Askins
Board and that there would be an election creating to Mass
the authority and giving it taxing power held Transit Auth.

was in the hospital due to a coronary problem.

Boyle that the meeting be adjourned. Motion
