Thomas, Commissioners C. D. Christensen, I. J. Kibodeaux, A. Uel Price and C. D. Boyle. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Larry L. Broussard, Director of Finance; Virginia Cline, City Clerk; • Knox Askins, City Attorney; Robert Cline, Director of Public Works; H. F. Freeman, Chief of Police and A. J. Busch, Jr., City Engineer. PRESIDING: Mayor Thomas. + + + Invocation was offered by Comm. Kibodeaux. 1. Motion by Comm. Kibodeaux, seconded by Comm. Boyle Approval of to approve the minutes of the previous meeting of Minutes of October 17, 1973 as presented. Price, seconded by Comm. Christensen to approve the accounts payable as presented, a copy of which is attached to and made a part of these mintues. Mr. Busch stated the bids received for the Contract eight inch water line extension along Spencer Awarded for Highway to the airport had been tabulated and g inch water reviewed by the Mayor and Commission at the line to the work shop of October 25, 1973, and his recommenda- Airport tion was to award the contract to the low bidder, South Coastal Construction, in the amount of $24,061.00. • Mr. Askins stated he had verified with Major Gov. agrees Hewett that the Government had approved the to pay one- contracts and agreed to their cost being third of $7,218.30, which is one-third of the bid cost price and that written confirmation was in route and should be received by the City within the next few days. Motion by Comm. Kibodeaux, seconded by Comm. Price to award the contract to the low bidder, South Coastal Construction, and that the Mayor be authorized to sign,and the City Clerk to attest, the contracts when the Contractor has furnished the proper performance bond. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Price and Boyle. NAYS: None. + + + 4. Mayor Thomas stated the City of La Porte Workman's . had been self-insured for Workman's Compen- Compensation sation Insurance, but under the new law (S.B.283) • C~ Regular Meeting 11/5/73 - continued passed by the legislation, the increase in benefits are so great the city cannot risk being self-insured, therefore Mr. Strum had been asked to acquire insurance for the city. Mr. Broussard stated insurance had been acquired as of November 1, 1973 through Reliance Insurance Company and the yearly premium would be $16,916.00. Motion by Comm. Price, seconded by Comm. Christensen to ratify authorizing Ken Strum, Stephens-Baker Insurance Company, to acquire workman's compensation insurance and authorizing payment of the yearly premium. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Price and Boyle. NAYS: None. + + + • 5. Mr. Busch stated the master map for improvements and changes at the airport had not been received from the printers. He stated changes had been made to extend the NW-SE runway and to add taxi ways and he thought there was an excellant possibility for federal funding on the taxi-ways. Motion by Comm. Kibodeaux, seconded by Comm. Christensen to table approving the master map until the next regular meeting of November 19, 1973. Motion carried by the following vote: AYES: Commissioners Chirstensen, Kibodeaux, Price and Boyle. NAYS: None. + + + • 6. Motion by Comm. Price, seconded by Comm. Christensen to approve the installation of a street light at the northeast corner of East Main and Lobit Streets. Motion carried Ratification Authorizing Ken Strum to Acquire Ins. Boyle Public hear,. to call a joint public hearing with the Planning with P & Z and Zoning Commission on November 19, 1973 at to consider 7:00 p.m., to consider the rezoning of Blocks Rezoning 613, 614, 338, 647, 648 and 97 from Residential Request from to Commercial. Mayor Thomas read correspondence from the Drainage State Highway Department pertaining to Work along drainage along East "J" Street, a copy E. "J" to of which is attached is and made a part of Little Cedar these minutes . Bayou to be done by Stat= Mr. Cline stated the cost of the material & City would be approximately $1,200.00. Motion by Comm. Kibodeaux, seconded by Comm. Christensen to proceed with the drainage work along the east ditch of Loop 410 and Spur 501 between "G" Street and Little Cedar Bayou as outlined in the letter of agreement with the State Highway Department. Mr. Askins reported the Ronald Dean Moore law suit against the City of La Porte and J. E. Cook had been settled on October 31, 1973 between the Moores and Mr. Cook's insurance company. Mr. Askins stated there were no findings against the City of La Porte and the judgement ruled the City will not be held liable. + + + • 10. Mayor Thomas stated that Mr. J. E. Cook has fences across several street and recommended that Mr. Cook be notified by certified mail to take the fences down. Motion by Comm. Price, seconded by Comm. Christensen to notify Mr. Cook by certified mail that he has ten (10) days to take the fences down. Motion carried by the following vote: NAYS: Commissioners Chirstensen, Kibodeuax, Price and Boyle. NAYS: None. + + + 11. Comm. Christensen stated the Civic Center building needed re-roofing but plans and specifications needed to be prepared to take bids. Motion by Comm. Christensen, seconded by Comm. Kibodeaux to authorize the City Engineer to prepare specifications for re-roofing the Civic Center building. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Price and Boyle. Comm. Boyle introduced Mr. Gary Rice as a new patrolman and asked for ratification of employing Mr. Rice and Mr. W. R. Kerber as patrolmen for the City of La Porte. Motion by Comm. Boyle, seconded by Comm. Price that the employment of Mr. Rice and Mr. Kerber as patrolmen for the City of La Porte be ratified. Motion carried by the following vote: AYES: Commissioners Chirstensen, Kibodeaux, Price and Boyle. NAYS: None. + + + • 13. Motion by Comm. Kibodeaux, seconded by Comm. Christensen that the meeting be adjourned. Motion carried unanimously. Box 1115 LaPorte, Texas 77571 Attention: Mr. Bob Cline, Director of Public Works Dear Sir: Reference is made to recent contacts with this office concerning the drainage along the east ditch of Loop ~l0 and Spur 501 between G Street and Little Cedar Bayou in the City of LaPorte. We have investigated this matter, and the Texas Highway Department agrees to do labor only on the following: 1. Install one l8-inch pipe under J Street. 2. Install one 2L1--inch pipe under Forest Street and one 2~-inch pip e`4 under Garfield Street. 3.
