LA PORTE CITY COMMISSION, LA PORTE, TEXAS
DECEMBER 17, 1973

MEMBERS OF THE COMMISSION PRESENT: Commissioners:
C. D. Chirstensen, I. J. Kibodeaux, A. Uel Price and
C. D. Boyle.
MEMBERS OF THE COMMISSION ABSENT: Mayor E. A. Thomas.
OTHER CITY OFFICIALS PRESENT: Larry L. Broussard, Director
of Finance; Virginia Cline, City Clerk; Knox Askins, City
Attorney; Robert Cline, Director of Public Works and
H. F. Freeman, Chief of Police.
PRESIDING: Mayor Pro-Tem C. D. Boyle.

Invocation was offered by Comm. Kibodeaux.
1. Mayor Pro-Tem Boyle asked if there was anyone
present wishing to submit bids for two police
cars, and there being none, declared the bids
closed.
Lumus Dodge of Baytown submitted the following
bid for the two police cars:
Two (2) 1974 Dodge Monaco
4dr. Police Patrol vehicles
as per specifications for:
$4,087.61 each

regular meeting of December 3, 1973 as
presented and to correct Item 1 of the
minutes of the special meeting of December
10, 1973 to read "905 acres". Motion

and Price.

as presented, a copy of which is attached
to and made a part of these minutes. Motion

Christensen to adopt Ordinance No. 664-F as
read. Motion carried by the following vote:

ELECTRICAL CODE OF THE CITY OF LA PORTE; AND

LICENSE AND PERMIT FEES AS ESTABLISHED BY THE
CODE OF ORDINANCES OF THE CITY OF LA PORTE;
AND PROVIDING AND EFFECTIVE DATE HEREOF.

AN ORDINANCE AMENDING SECTION 13-27 OF CHAPTER
13, "MISCELLANEOUS OFFENSES AND PROVISIONS,"
ARTICLE II, "UNSANITARY, UNSIGHTLY, ETC.,
CONDITIONS ON PRIVATE PREMISES," OF THE CODE
OF ORDINANCES OF THE CITY OF LA PORTE; AND
PROVIDING AN EFFECTIVE DATE HEREOF.

9. Motion by Comm. Kibodeuax, seconded by Comm.
Christensen to advertise for and accept bids
on January 7, 1974 for construction of water
mains and appurtenances along Catlett Lane,
State Highway Spur 501 South and vicinity;
and construction of a sanitary sewer along
Brownell Avenue. Motion carried by the
following vote:

and Price.

10. Motion by Comm. Price, seconded by Comm.
Christensen to advertise for and accept
bids on January 7, 1974, for an addition
to the police building. Motion carried
by the following vote:
AYES: Commissioners Christensen, Kibodeaux
and Price.
NAYS: None.

11. Motion by Comm. Christensen, seconded by Comm.
Kibodeaux to advertise for and accept bids on
January 7, 1974 for two (2) dump trucks. Motion
carried by the following vote:
AYES: Commissioners Christensen, Kibodeaux
and Price.

12. Motion by Comm. Kibodeaux, seconded by Comm.
Price that Mayor E. A. Thomas be appointed
the City of La Porte's representative to the
general membership body of the Houston-Galveston
Area Council for the year 1974 and that Comm.
C. D. Boyle be appointed as his alternate.
Motion carried by the following vote:
AYES: Commissioners Christensen, Kibodeaux
and Price.
NAYS: None.

Price that the City Inspector be appointed
as progran director for the Municipal Water
Pollution Control Program. Motion carried
by the following vote:

14. Motion by Comm. Christensen, seconded by Comm.
Kibodeaux that the request from Mr. Herschel
Owen for a taxi cab franchise be postponed for
addition study at the work shop of December 27,
1973. Motion carried by the following vote:
AYES: Commissioners Christensen, Kibodeaux
and Price.
NAYS: None.

15. Discussion was held on the requirements from
the F.H.A. that a certificate of compliance
be issued on existing dwellings before loan
approval is given.
Mr. Kennedy, City Inspector, stated that he
was to inspect the houses for compliance to
the city ordinances and it did require quite
a bit of his or his assistants time and he
• recommended that a fee of $20.00 be charged.
Motion by Comm. Price, seconded by Comm.
Christensen that the City Attorney be
authorized to prepare an ordinance establish-
ing a fee for the issuance of a certificate
of compliance with City of La Porte ordinances
applicable to existing dwellings. Motion
carried by the following vote:
AYES: Commissioners Christensen, Kibodeaux
and Price.
NAYS: None.

16. Motion by Comm. Kibodeaux, seconded by Comm.
Price that the meeting be adjourned. Motion
carried unanimously.
The meeting of the City Commission was adjourned at 7:48 p.m.
