HomeMy WebLinkAbout1974-05-23 Special Meeting i • MINUTES - SPECIAL MEETING • OF THE LA PORTE CITY COMMISSION, LA PORTE, TEXAS MAY 23, 1974 7:00 P. M. MEMBERS OF THE COMMISSION PRESENT: Mayor E. A. Thomas, Commissioners C. D. Christensen, I. J. Kibodeaux, A. Uel Price and C. D. Boyle. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Larry L. Broussard, Director of Finance, and Mrs. Ruth Huddleston, Assistant City Clerk. PRESIDING: Mayor Thomas. + + + 1. Mayor Thomas stated that he would like the Commission to retire for an executive session to attempt to re- solve a personnel problem. • Motion by Commissioner Kibodeaux, seconded by Commiss- ioner Christensen, to retire for an executive session. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Price, and Boyle. NAYS: None. CORRECTION: AYES: Commissioners Christensen, and Kibodeaux. NAYS: Commissioners Price, and Boyle. Mayor Thomas broke the tie by voting AYE. + + + 2. The special meeting of the Commission was reconvened at 7:15 P. M. Mayor Thomas stated that the Commission was no nearer a solution to the problem than they ever were after three executive sessions, and he felt it was time to remove the problem. Motion by Commissioner Kibodeaux, seconded by Commiss- Toner Christensen, to dismiss Mrs. Virginia Cline, City • • • Special Meeting May 23, 1974 - continued Clerk, as of tonight, May 23, 1974, and pay her to June 1, 1974, plus two weeks severance pay. Motion carried by the following vote: AYES: Commissioners Christensen and Kibodeaux. NAYS: Commissioners Boyle and Price. Mayor Thomas broke the tie by voting AYE. Motion by Commissioner Boyle, seconded by Commissioner Price, to allow Mrs. Virginia Cline to attend the next Commission meeting and give her a public hearing. Motion failed by the following vote: AYES: Commissioners Boyle and Price. NAYS: Commissioners Kibodeaux and Christensen. The Mayor broke the tie by voting NAY. Mayor Thomas read a letter from Knox Askins which con- tained a legal opinion dealing with a section of the City Charter in regard to a discharged City employee. • Ordinance No. 991 was read by Mayor Thomas, which appoints Mrs. Ruth Huddleston as Acting City Clerk. Motion by Commissioner Christensen, seconded by Commissioner Kibodeaux, to adopt Ordinance No. 991 as read. Motion carried by the following vote: AYES: Commissioners Christensen and Kibodeaux. NAYS: Commissioners Boyle and Price. Mayor Thomas broke the tie by voting AYE. CAPTION: AN ORDINANCE APPOINTING AN ACTING CITY CLERK FOR THE TERM May 1, 1974, UNTIL APRIL 30, 1976, OR UNTIL THE FURTHER APPOINTMENT OF A CITY CLERK FOR SAID TERM OF OFFICE: AND PROVIDING AN EFFECTIVE DATE HEREOF. Mrs. Virginia Cline who was in the audience, asked if she could address the Commission. She requested a reason for her dismissal, and was told that they did not have to give her a reason. Motion by Commissioner Kibodeaux, seconded by Commissioner Christensen that the meeting adjourn.
