ACCEPT BIDS ON RADAR UNIT - Mayor Thomas asked if there was anyone present desiring to submit a bid for the Radar Unit. There being none declared the bidding closed. ACCEPT BIDS FOR AUXILIARY TRUCK FOR RESCUE EQUIPMENT - Mayor Thomas asked if there was anyone present desiring to submit a bid for the Auxiliary Truck. There being none, declared the bidding closed. JOINT PUBLIC HEARING - CONSIDER REZONING CERTAIN TRACTS OF LAND IN NORTHERN AREA OF CITY - Mayor Thomas called the Joint Public Hearing with the Planning and Zoning Commission to order, to consider rezoning certain tracts of land in the northern area of the City from Residential to Commercial; and one tract from Residential to Commercial with Special Use Permits for Light Industry. • • • Regular Meeting 3/3/75 4 5. JOINT PUBLIC HEARING - CONTINUED It was ascertained that notices to all property owners and property owners within 200 feet of the property under consideration for rezoning were mailed on February 14, 1975, and that a Public Notice of this hearing was published in the official newspaper of the City on February 13, 1975; A copy of said notice and property description is attached and made a part of these minutes. Mr. Walter Roberson, Chairman of the Planning and Zoning Commission was recognized and located the property in question on the map. Mayor Thomas asked if there was anyone desiring to speak in opposition to the rezoning. There being none, asked if there was anyone desiring to speak in favor of the rezoning. There being none, declared the joint public hearing closed. Upon the recommendation of the Planning and Zoning Commission to rezone the West 1/2 Block 72, West 1/2 Block 73, West 1/2 Block 96, West 1/2 Block 97, West 1/2 Block 338, and the East • 1/2 Block 616. All of Blocks 613, 614, 615, 327, 328, 329, 330, 331, 332, 439, 973, 974, 975, 976, 977, 978,979, Town of La Porte, from Residential to Commercial; the other tract from the drainage ditch at "L" Street West to 16 Street, North on 16 Street to Hwy. 225 and back on the City Limit line on the South side of the Tunnel and come back down the bay front line and back down to the railroad track at Broadway, from Residential to Commercial with Special Use Permits for Light Industry. Motion by Commissioner Price, seconded by Commissioner Kibodeaux to rezone the above stated property. A copy of said description is attached and made a part of these minutes. APPROVAL OF MINUTES - REGULAR MEETING FEBRUARY 19, 1975 - Motion by Commissioner Kibodeaux, seconded by Commissioner Christensen to approve the minutes of the regular meeting • of February 19, 1975. FOR JOINT PUBLIC HEARING TO CONSIDER REZONING REQUEST FOR LOTS 17 THROUGH 26, AND LOTS 27 AND 28, BLOCK 125, TOWN OF LA PORTE FROM RESIDENTIAL TO COMMERCIAL - Motion by Commissioner Kibodeaux, seconded by Commissioner Christensen to set the date of April 7, 1975, 7:00 P.M. for a Joint Public Hearing to consider rezoning request for Lots 17 through 26, and Lots 27 and 28, Block 125, Town of La Porte from Residential to Commercial. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Price, and Boyle. NAYS: None. + + + 11. CONSIDER REQUEST OF HOUSTON NATURAL GAS - After a brief discussion regarding a proposed ordinance for a rate increase, a proposed letter was read in full. A copy of the letter is attached and made a part of these minutes. Motion by Commissioner Price, seconded by Commissioner Kibodeaux to authorize the Mayor to sign the letter and mail said letter • to Houston Natural Gas. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Price, and Boyle. NAYS: None. Motion by Commissioner Christensen, seconded by Commissioner Kibodeaux, to table the proposed ordinance from Houston Natural Gas. RATIFY AUTHORIZING ENGINEER TO RUN METES AND BOUNDS AND DETERMINE CITY LIMIT LINES BETWEEN LA PORTE AND LOMAX - Motion by Commissioner Kibodeaux, seconded by Commissioner Christensen to ratify authorizing the Engineer to run metes and bounds and determine the City Limit lines between La Porte and Lomax. • ~ ~ • Regular Meeting 3/3/75 7 12. DISCUSS GROUP INSURANCE - After a brief discussion, motion by Commissioner Christensen, seconded by Commissioner Kibodeaux to table a decision for group insurance and call a Special Commission Meeting for March 12, 1975, at 7:00 P.M. and have representatives of Blue Cross and American National present to discuss the plans further. CORRESPONDENCE - Mayor Thomas read the following correspondence, a copy of which is attached and made a part of these minutes: A. A letter from the Federal Aviation Administration stating that they were unable to approve our project for the La Porte Municipal Airport. B. A letter from Representative Ed Watson concerning H.B. 481 - "Strip Annexation". C. Resolution - Implementing a Coordinated Waste Treatment Management Plan. After a brief discussion, motion by Commissioner Price, seconded by Commissioner Kibodeaux to adopt Resolution 75-1. Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, • Price, and Boyle. DISCUSSION OF DEPARTMENT PROJECTS - A. Commissioner Kibodeaux asked about the Sanitary Sewer Project. It was the consensus that there were no problems at this time. B. Commissioner Price asked for the Commission to consider transferring funds to continue street paving. _TRANSFER OF FUNDS - After a brief discussion, motion by Commissioner Kibodeaux, seconded by Commissioner Christensen to transfer the following to street maintenance: AMOUNT FROM • $44,800 Vehicle Replacement $ 6,000 Vehicles $ 8,000 Drainage Motion carried by the following vote: AYES: Commissioners Christensen, Kibodeaux, Price, and Boyle. COMMUNITY DEVELOPMENT FUNDS - After a brief discussion regarding the intent to file for Community Development Funds in the amount of $200,000.00 for recreational facilities for the North Side, motion by Commissioner Kibodeaux, seconded by Commissioner Christensen to call a Special Towm.Meeting to be held March 12, 1975, at 8:00 P.M., inviting interested citizens to attend to discuss the Community Development Act. Secondly, we would like to weigh the impact of this request on the La Porte service area. Accordingly, we would like to have you advise us as to the number of accounts which would be classified as "large volume consumers," and a breakdown of these accounts as between residential, and commercial or industrial. We would particularly like to know if the pro- posed classification would affect any apartment or multi- family units in La Porte. Finally, could you furnish us a copy of the proposed rates for large volume consumers? Box 1115 LaPorte, Texas 77571 Dear Mayor Thomas: We have considered your application seeking $433,015 in federal funds under the Airport Development Aid Program (ADAP) for airport development at LaPorte Municipal Airport. Requests for assistance under the Fiscal Year 1975 ADAP far exceeded available funds within this region and nationwide. Although funding constraint has been the program's history for the last four years, the problem was particularly aggravated this year, which is the last one for which the program has been authorized by Congress. In order to make sure that the limited funds that were available would be used only for the most urgently needed items of airport development, it was necessary that the requests for aid be analyzed from the standpoint of strict priorities and that the funds be allocated only • for those items that met the tests in competition with other requests for aid. On that basis, we were unable to approve your project. We are, however, retaining the request and other documentation submitted so that the project can be quickly and easily reconsidered if additional funding is made available. It is my under- standing that this Bill would exempt from the prohibition against 500-foot strip annexations, any land the owners of which request to be annexed by the City. February 25, 1975 Houston-Galveston Area Council 3701 West Alabama Houston, Texas 77027 Attention: Mr. Charles Trost LETTER OF INTENT COMMUNITY DEVELOPMENT ACT Gentlemen, the City of La Porte intends to file an application for Community Development Funds. There is a dire need for recreational facilities to especially serve the needs of the area in our City known as the "North Side". This area contains many low income families and is predominately "black". Civic leaders have expressed the desire to hold a neighborhood or "town meeting" at the City Hall so that the needs of the area can be openly discussed and studied. The City owns a tract of land in this area on which we would like to construct a swimming pool, tennis courts, playground and other recreational facilities.
