MEMBERS OF THE COMMISSION PRESENT: Mayor E. A. Thomas,
Commissioners Bill Love, I. J. Kibodeaux, Virginia Cline,
and C. D. Boyle.
MEMBERS OF THE COMMISSION ABSENT: None.

1. CALL TO ORDER - Mayor Thomas called the meeting to order.
2. INVOCATION - Mayor Thomas informed the Commission that
Rev. L. R. Fleck would give the invocation at the request
of Commissioner Cline.

Rev. L. R. Fleck was recognized and addressed the Commission,
expressing his appreciation to the Commission for the sewer
service for the Assembly of God Church on East "J".
Rev. Fleck offered the invocation.

3. APPROVAL OF MINUTES - SPECIAL MEETING APRIL 14, 1975 -
Motion by Commissioner Cline, seconded by Commissioner
Boyle to approve the minutes of the special meeting of
April 14, 1975. Motion carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline and Boyle.
NAYS: None.

4. APPROVAL OF ACCOUNTS PAYABLE - Motion by Commissioner
Kibodeaux, seconded by Commissioner Cline to approve
the accounts payable as presented. A copy is attached
and made a part of these minutes. Motion carried by
the following vote:
AYES: Commissioners Love, Kibodeaux, Cline and Boyle.
NAYS: None.

5. PRESENTATION - TOM SIMONS - Mayor Thomas read a press
release selecting Mr. Tom Simons as a recipient of the
1975 Gerald L. Phillippe Award for his distinguished
public service and providing emergency medical care
in La Porte, Texas. A copy is attached and made a
part of these minutes.
Mayor Thomas presented Mr. Simons a plaque of appreciation
from the City of La Porte.
Mr. Simons expressed his thanks to all.

6. VISITORS WISHING TO ADDRESS THE COMMISSION - Mayor Thomas
asked if the meeting had been posted according to law?
the City Clerk affirmed. There was no one present desiring
to address the Commission.

7. CONSIDER ORDINANCE NO. 1015 APPOINTING MAYOR PRO-TEM -
Motion by Commissioner Cline, seconded by Commissioner
Boyle to approve Ordinance No. 1015 Appointing
Commissioner I. J. Kibodeaux Mayor Pro-Tem. Motion
carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline and Boyle.
NAYS: None.
CAPTION: AN ORDINANCE APPOINTING A MEMBER OF THE CITY
COMMISSION TO SERVE AS MAYOR PRO-TEM OF THE
CITY OF LA PORTE, FOR THE PERIOD APRIL 15,
• 1975, THROUGH APRIL 12, 1976, BOTH INCLUSIVE;
AND PROVIDING AN EFFECTIVE DATE HEREOF.

8. CONSIDER ORDINANCE N0. 1016 APPOINTING MEMBERS OF THE
PLANNING AND ZONING COMMISSION - Motion by Commissioner
Kibodeaux, seconded by Commissioner Love to approve
Ordinance No. 1016 appointing members of the Planning
and zoning Commission. Motion carried by the following
vote:
AYES: Commissioners Love, Kibodeaux, Cline and Boyle.
NAYS: None.

9. CORRESPONDENCE - Mayor Thomas read a letter dated April 15,
1975, from Mr. Otis Graham appraising an alley requested to
be closed by Southern Pacific.
It was determined that no action would be taken at this
time due to the fact the necessary fee had not been paid
for this closing request.
(B) Mr. Tom Simons was recognized and invited the Commissioners
and anyone desiring to attend, to see a film being shown at
the school on paramedics and what the E.M.T.'s are trying
to do in La Porte. Said film to be shown at 9:30 P.M.

10. DISCUSSION OF DEPARTMENT PROJECTS - Mr. A. J. Busch
updated the Commission on the water well project and
the sanitary sewer project.

11. EXECUTIVE SESSION - VATS - ARTICLE 6252-17, SECTION 2 (G) -
Motion by Commissioner Kibodeaux, seconded by Commissioner
Cline that the meeting recess for an executive session,
VATS, Article 6252-17, Section 2 (G). Motion carried by
the following vote:
AYES: Commissioners Love, Kibodeaux, Cline and Boyle.
NAYS: None.
The meeting recessed at 7:26 P.M.
The meeting reconvened at 8:18 P.M.
Mayor Thomas stated that there had been a discussion
regarding payment of sick leave and vacation time. It
was the consensus of the majority of the Commission that
if any time, vacation time, or sick leave was due anyone,
it was the duty of the City to pay this amount to any of
the employees that had walked out on March 27, 1975.
The City Attorney was of the opinion that the City did
owe vacation time and sick leave time to certain employees
that had walked out.

CONSIDER RE-HIRING EMPLOYEES THAT WALKED OUT MARCH 27, 1975-
Motion by Commissioner Cline, seconded by Commissioner Boyle
that any employee that quit and would like to be rehired,
that the City rehire those men, or consider rehiring them.
Motion failed by the following vote:
AYES: Commissioners Cline and Boyle.
NAYS: Commissioners Love and Kibodeaux, and
Mayor Thomas.

12. ADJOURNMENT - Motion by Commissioner Kibodeaux, seconded
by Commissioner Cline that the meeting adjourn. The
motion carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Boyle.
NAYS: None.

Tom C. Simons has been selected by the General Electric Foundation as a recipient
of the 1975 Gerald L. Phillippe Award for distinguished public service.
Tan is a Logistics Specialist at the Johnson Space Center with the Houston Operations
occnponent of the General Electric Space Division.
N~'. 5imans was narttied for ris long commitment in providing emergency medical care
in LaPorte, Texas. One of the first in this area to qualify as an emergency
medical technician, he has instructed over. 200 volunteers as technicians and in
cardiapulmonazy resuscitation. He is a volunteer driver and technician for the
Laporte Emergency Ambulance Service and a manbPS of the Volunteer Fire Departrnent
and Rescue Unit.. Each scanner he takes a week of vacation to instruct Texas firanen
in these skills. He has also spent over 2000 hours as a volunteer in•the emergency
roam of the Gulf Coast Hospital. ~.`
Tan joins four other award recipients who were chosen fran arrong 82 naninees
sul~nitted by operating components of the General Electric Canpany, representing
over 400,000 employees throughout the wr~rld. ,
The five winners will receive the Phillippe medallion and will have the opportunity
to select a charity fora $1,000 grant fran the General Electric Foundation. They
bring to 30 the n~nber of winners of the Phillippe Award in its six years of
existence.

Tenn.; Charles E. Leonard, Burlington, Vt.; and Lewis Woods, Jr., Hickory, N.C.
