3. ACCEPT BIDS FOR SALE OF 1965 INTERNATIONAL TRUCK - The
following bids were opened and read aloud:

After a brief discussion, motion by Commissioner Boyle,
seconded by Commissioner Cline to award the bid for the
sale of the 1965 International Truck to Jerry Carpenter

of the regular meeting of August 18, 1975, and the special
meeting of August 27, 1975, as presented. Motion carried
by the following vote:

8. CONSIDER APPROVING FINAL PAY ESTIMATE - MC KEY CONSTRUCTION
& EQUIPMENT RENTALS, INC., IN THE AMOUNT OF $30,154.53 -
Motion by Commissioner Cline, seconded by Commissioner Love
to accept the recommendation of the Engineer and approve
the final pay estimate to McKey Construction & Equipment
Rentals, Inc., in the amount of $30,154.53. Motion carried
by the following vote:
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.

9. CONSIDER APPROVING MINUTE ORDER NO. 70387 OF STATE
DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION CONCERNING
SIGNALIZATION ON LOOP 410 (BROADWAY STREET) AT "G" STREET.
Motion by Commissioner Love, seconded by Commissioner Cline
to approve Minute Order No. 70387 of the State Department
of Highways and Public Transportation Concerning Signalization
of Loop 410 (Broadway Street) at "G" Street. Motion carried
by the following vote:

10. CONSIDER REPEAT OF BROOKGLEN, SECTION 3 - After a brief
discussion, motion by Commissioner Boyle, seconded by
Commissioner Cline to accept the recommendation of the
Engineer and approve the preliminary replat of Brookglen,
Section 3. Motion carried by the following vote:
AYES: Commissioners Love, Cline, and Boyle.

11. DISCUSS RELOCATING 8" WATER LINE ON WINDING TRAIL IN

FAIRMONT PARK - Mr. Carlos Smith was recognized and
updated the Commission regarding the relocation of an
8° water line on Winding Trail in Fairmont Park. Mr. Smith
informed the Commission that Mr. Eddie Gray, of Fairmont
Park Joint Venture had already had the line lowered at their
expense, but felt that the City should share the expense.
After a brief discussion, motion by Commissioner Love,
seconded by Commissioner Cline, that this item be tabled
until the Engineer could make a report of the situation.
Motion carried by the following vote:
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.

12. DISCUSS FINANCIAL SUPPORT FOR TEXAS AIR NATIONAL GUARD
SEWER LINE - After a brief discussion, motion by Commissioner
• Cline, seconded by Commissioner Boyle that this item be
tabled for additional study by the Engineer. Motion carried
by the following vote:
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.

13. CONSIDER COMMON BOUNDARIES BETWEEN THE CITY OF LA PORTE
AND LOMAX - After a brief discussion, motion by Commissioner
Boyle, seconded by Commissioner Cline that this item be
tabled for further clarification and that Mayor Cockrell
be invited to attend the Workshop meeting of September 24,
1925. Motion carried by the following vote:
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.

14. CONSIDER AUTHORIZING ADVERTISING AND RECEIVING BIDS TO
BE RECEIVED OCTOBER 6, 1975, AT 7:00 P.M. FOR FOUR 1976
CARS - Motion by Commissioner Boyle, seconded by Commissioner
Cline to authorize advertising and receiving bids to be
received October 6, 1975, at 7:00 P.M., for four 1976
cars for the Director of Public Works, Inspection Department,
Fire Chief and Fire Marshal. Motion carried by the following
vote: ,
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.

15. CONSIDER ORDINANCE NO. 1021 APPOINTING MEMBER TO THE
ELECTRICAL BOARD - After the proposed ordinance was read
in full, motion by Commissioner Cline, seconded by Commissioner
Love to approve Ordinance No. 1021 as read. Motion carried by
the following vote:
AYES: Commissioners Love and Cline.
NAYS: None.
ABSTAINED: Commissioner Boyle.
CAPTION: AN ORDINANCE MAKING AN APPOINTING TO THE UNEXPIRED
TERM OF E. A. THOMAS, ON THE CITY OF LA PORTE

16. CONSIDER AUTHORIZING MAYOR PRO-TEM TO SIGN TRACINGS FOR
PROPOSED IMPROVEMENTS IN FAIRMONT PARK SECTION 2 AND
FAIRMONT PARK WEST - After a brief discussion, motion by
Commissioner Cline, seconded by Commissioner Boyle to
authorize the Mayor Pro-Tem to sign the tracings for
proposed improvements in Fairmont Park Section 2 and
Fairmont Park West. Motion carried by the following votes:
AYES: Commissioners Love, Cline, and Boyle.

17. CONSIDER CHANGING REGULAR MEETING DATE OF OCTOBER ~~, 1975,
TO OCTOBER 22, 1975, AT 7:00 P.M., DUE TO WATER AND WASTE
WATER OPERATORS MEETING - After a brief discussion, motion
by Commissioner Cline, seconded by Commissioner Boyle to
change the regular meeting date of October 20, 1975, to
October 22, 1975, at 7:00 P.M., due to the Water and Waste
Water Operators Meeting, to be held in La Porte. Motion
carried by the following vote:
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.

18. CORRESPONDENCE - A legal notice regarding a public hearing
for fees to be charged for water used by municipalities, to
be held September 10, 1975, at 3:30 P.M. in Webster, by the
Land Subsidence Board was read.
There was a brief discussion regarding the proposed water
• line for Mr. Crowder.

19. DISCUSSION OF DEPARTMENT PROJECTS: There was a brief
discussion regarding the Mexican Delegation Caravan,
ordinances covering junk yards and problems regarding
sidewalks being constructed in alleys.
Motion by Commissioner Love, seconded by Commissioner Cline
to have an executive session at the end of the meeting. Motion
carried by the following vote:
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.

20. ENGINEERING REPORTS - After a brief discussion regarding
the need for an ordinance regulating utility companies
laying lines within the City limits, it was determined that
the Engineer will obtain a copy of the Baytown Ordinance
for study by the Engineer and Attorney for their recommendations.

21. SPECIAL MEETING - SEPTEMBER 8, 1975 - After a brief
discussion, motion by Commissioner Cline, seconded by
Commissioner Boyle to call a special meeting for
September 8, 1975, at 7:00 P.M. and invite members of
the Lions Club, Rotary Club, Chamber of Commerce,
Perry Carter, Luis Montiel, Carlos Miller to attend
to further discuss the Mexican Delegation visitors
coming. Motion carried by the following vote:
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.

Motion by Commissioner Cline, seconded by Commissioner

Sanitary Sewers - South Side
We have performed a finai inspection of the referenced project and
we found the work completed in accordance with the Plans and.Spe-
cifications.
• The attached final estimate shows an overrun of about $10,500.0.0
or 4.3~. 7his is due to $3,744.75 in extra work authorized by the
City; about $5,160.00 in extra costs because there were more feet of
' various lines at greater depths than estimated originally; and
$1,640.00 over in shell used to keep roads and driveways passable.
We recommend that final payment be made to the Contractor, Mc Key
Construction and Equipment Rental Co., in .the amount of $30,154.53.

Street) at G Street.
You will note that this Order is subject to acceptance of its provisions
by the City within 90 days of August 18; therefore, we will appreciate

assist the City of La Porte in such raork;
1~~~, TIiE?trFORE, the Engineer-Director is directed to tender th.e foilowing proposal to the
City of La Porte: -
Provided the City wi1.1 adopt t3nd en`erce such ordinances €tnd regulations as stay be neces-
sary for proper operation of the installations. .
Subject to the auaiiability of Fe3eral-aid Urban System ftyrtds and the eligibility of the
proposed ~*ork for financing with said funds, the State Department of Highusys and Public
Transportation will: -
1. i'repare construction plans and specifications.
2. Provide for irstalla~ion of Traffic Signals st an estimated cost of $34,600 as
authorized in the 1975-1976 Urban System Program.

This Order shall become operative upon acceptance by the Cfty of La Porte and if not ac-
cepted within 90 days of the date hereof, the action herein contained shall be auto>=:ati-
cally cancelled. '
