MINUTES - SPECIAL MEETING
OF THE
LA PORTE CITY COMMISSION, LA PORTE, TEXAS
SEPTEMBER 8, 1975
7:00 P.M.
MEMBERS OF THE COMMISSION PRESENT: Mayor Pro-Tem I. J.
Kibodeaux; Commissioners Bill Love, Virginia Cline and
C. D. Boyle.
MEMBERS OF THE COMMISSION ABSENT: None.
OTHER CITY OFFICIALS PRESENT: Larry L. Broussard,
• Director of Finance; Margie Goyen, City Clerk;
Knox Askins, City Attorney; Larry I.~. Morton, Director
of Public Works; H. F. Freeman, Chief of Police;
Joe Sease, Fire Chief.
OTHER CITY OFFICIALS ABSENT: D. R. McLaughlin, Fire Marshal.
OTHERS PRESENT: Carlos Miller, visitor; Luis Montiel, La Porte
resident; Bill Haiflich, Rotary Club; Hugh Pfeiffer, Lions
Club; Al Pena, Housing Board; Leo Rizzuto, School Board Member.

1. CALL TO ORDER - Mayor Pro-Tem Kibodeaux called the meeting
to order.

2. DISCUSS MEXICAN CARAVAN - Messrs. Carlos Miller and
Luis Montiel were recognized. Mr. Montiel addressed
the Commission regarding the group of now, 87 Mexican
people expected from CD. Valles, S.L.P., Mexico, in
regard to the International Sister City Program.
Mr. Montiel informed the Commission that the purpose
of this visit was for friendship and to visit the
City of La Porte and its officials. Mr. Montiel will
be going to Mexico on September 11, 1975, and expressed
the desire to have an official accompany him on the trip
as a representative of the City of La Porte.
There was a brief discussion regarding lodging for the
visitors. It was determined that the Mexican City
Officials would be guests in the homes of the La Porte
City Officials and the remaining visitors would either
be accommodated by Mrs. Bertha Cook, and her motel and
accommodations at a NASA motel.

MR. BILL HAIFLICH - ROTARY CLUB - extended an invitation
to the Mexican City Officials to attend the regular noon
• luncheon meeting of the Rotary Club. For the visitors
of high school age, Mr. Haiflich suggested a visit with
Interact at the high school. There was a brief discussion
regarding a desire to possibly fly doctors and dentists
down for a medical clinic as Rotary International.
FLAGS - There was some discussion regarding flags for the
group. It was determined that Mr. Perry Carter had flags
he would contribute to take, if someone from La Porte
went to Mexico at this time. It was suggested that the
Director of Finance check with State Representative
Ed Watson to get a Texas Flag that had been flown over
the Capitol.
RECEPTION - The Chamber of Commerce was not represented,
but had previously committed to host a reception for the
visitors.
MR. HUGH PFEIFFER - LIONS CLUB - offered to take two
families, and further stated that the Lions Club would
be proud to participate in anything that the City might
decide to host.
It was determined that there would be a definite need for
transportation and donations for different activities that
• will be planned for the visitors.

PARADE - There was a discussion regarding a parade for
October 4, 1975, for the visitors.
Motion by Commissioner Love, seconded by Commissioner
Boyle that Mr. Al Pena be appointed as Parade Chairman
and Larry Broussard and Chief Freeman as committee members.
Motion carried by the following vote:
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.
SCHOOL BUSSES NEEDED FOR TRANSPORTATION - There was some
discussion regarding the need for buss~sfor transporting
the visitors to the various activities. Mr. Leo Rizzuto,
of the School Board informed the Commission that he would
ask if the School Board would approve lending two large
school busses to the City to be used over the weekend,
to take the visitors to various activities, during the
time the visitors were here.
GIFTS - There was a brief discussion regarding guts
to be given the visitors of official rank.
TENTATIVE SCHEDULE - After much discussion the following
tentative schedule was arrived at:
SATURDAY - 10/4/75 9:00 A.M. Parade
2:00 P.M. NASA Tour
8:00 P.M. Barbeque
SUNDAY - 10/5/75 9:00 A.M. Astroworld - Dome
4:00 P.M. Reception (Public)
MONDAY - 10/6/75 9:00 A.M. Boat Tour
7:00 P.M. Commission Meeting
TUESDAY - 10/7/75 9:00 A.M. Sea Arama
12:00 Noon Rotary Club

It was the consensus of opinion that Commissioner Love would
try to go to Mexico with Mr. Montiel on Thursday.

3. EXECUTIVE SESSION - V.A.T.S. - ARTICLE 6252-17, SECTION 2 (G)
Motion by Commissioner Cline, seconded by Commissioner Boyle
that the meeting recess for an executive session. Motion
carried by the following vote:
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.
The meeting recessed at 8:28 P.M.
The meeting reconvened at 8:55 P.M.

4. ADJOURNMENT - Motion by Commissioner Boyle, seconded by
Commissioner Love that the meeting adjourn. Motion carried
by the following vote:
AYES: Commissioners Love, Cline, and Boyle.
NAYS: None.
• The meeting adjourned at 8:56 P.M.
