In your letter and in previous correspondence from your company, Houston Natural Gas Corporation and Houston Pipeline Company have contended that you do not own or operate any pipelines per- pendicular to Spencer Highway near the Southern Pacific railroad tracks. Furthermore, in telephone conversations with Mr. Randall, Mr. Copeland, and Mr. Sowell, they have all contended that there are no Houston Natural Gas Corporation pipelines crossing Spencer Highway in this area. Construction of the proposed overpass has been advertised and bids will be received at an early date. Construction will pro- ceed shortly thereafter and all pipelines in the area will have to be located and marked to prevent any possible damage or accidents.
