Meza, Commissioners Bill Love, I. J. Kibodeaux, Virginia Cline, and Tom C. Simons. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Margie Goyen, City Clerk; Knox Askins, City Attorney; H. F. Freeman, Chief of Police; Royal Shepherd, Assistant Public Works Director; Joe Sease, Fire Chief. • OTHER CITY OFFICIALS ABSENT: Larry L. Broussard, Director of Finance, due to illness; D. R. Mc Laughlin, Fire Marshal. OTHERS PRESENT: David Corbin of Busch, Hutchison & Associates, Inc., Consulting Engineers. PRESIDING: Mayor Meza. + + + 1. CALL TO ORDER - Mayor Meza called the meeting to order. + + + 2. INVOCATION - The invocation was given by Reverend Younger • of the Episcopal Church. + + + • • Regular Meeting 12/6/76 3. APPROVAL OF MINUTES - REGULAR MEETING - NOVEMBER 22, 1976 - Motion by Commissioner Love, seconded by Commissioner Kibodeaux to approve the minutes of the regular meeting of November 22, 1976, as presented. Motion carried by the following vote: AYES: Commissioners Love, Kibodeaux, Cline, and Simons. NAYS: None. + + + 4. APPROVAL OF ACCOUNTS PAYABLE - After a brief discussion, motion by Commissioner Love, seconded by Commissioner Kibodeaux to approve the accounts payable as presented. A copy is attached and made a part of these minutes. Motion carried by the following vote: AYES: Commissioners Love, Kibodeaux, Cline, and Simons. NAYS: None. • + + + 2 5. VISITORS WISHING TO ADDRESS THE COMMISSION - A. MR. TIM DE WALT - 1102 Broadway - was recognized and addressed the Commission regarding a Wrecker License for his business at 1102 Broadway, which is in the City of Morgan's Point. Mr. De Walt stated that he was not granted a license because his business was not inside the City Limits of La Porte. Mr. De Walt asked for the Commission's consideration in granting a Wrecker License. He was advised that the Commission will review and take under advisement. B. MR. MARK BASSETT - CHEMETRON - was recognized and addressed the Commission regarding extending sanitary sewer on 16th Street to accommodate Chemetron. It was the consensus of opinion that something could be worked out. Mr. Bassett will work with the Assistant Public Works Director for a cost estimate. C. MR. JEFF FELTS - 3202 BOYETT STREET - Mr. Felts was recognized and addressed the Commission regarding the need for water service for four families, along Spencer Highway and Boyett. Mr. Felts will work with the Assistant Public Works Director for a cost estimate. • + + + • • • Regular Meeting 12/6/76 3 6. CONSIDER APPROVING PAY ESTIMATE - BEN FELTS UTILITY CONTRACTING COMPANY - NORTH 16TH STREET WATER MAIN - IN THE AMOUNT DF $2,235.29 - After a brief discussion, motion by Commissioner Kibodeaux, seconded by Commissioner Simons that payment of the Pay Estimate to Ben Felts be tabled for further considera- tion due to additional costs because of a break in the 16th Street line. Motion carried by the following vote: AYES: Commissioners Love, Kibodeaux, Cline, and Simons. NAYS: None. + + + 7. CONSIDER AWARDING BID - ONE BACKHOE AND FRONT END LOADER - After a brief discussion, motion by Commissioner Kibodeaux, seconded by Commissioner Love to award the bid for one Backhoe and Front End Loader to Alvin Implement & Supply in the amount of $14,350.00 as recommended by the Assistant Public Works Director. Motion carried by the following vote: • AYES: Commissioners Love, Kibodeaux, Cline, and Simons. NAYS: None. + + + 8. CONSIDER AWARDING BID - ONE TRUCK TIRE CHANGER - Motion by Commissioner Kibodeaux, seconded by Commissioner Love to award the bid for one Truck Tire Changer to J. V. Auto Equipment in the amount of $3,193.75. Motion carried by the following vote: AYES: Commissioners Love, Kibodeaux, Cline, and Simons. NAYS: None. + + + 9. CONSIDER AWARDING BID - TWO WALKIE TALKIES - FIRE DEPARTMENT - Motion by Commissioner Love, seconded by Commissioner Kibodeaux to award the bid for two Walkie Talkies to Motorola in the amount of $2,992.50. CONSIDER AWARDING BID - ONE FIRE TRUCK - After a brief discussion, motion by Commissioner Simons, seconded by Commissioner Cline to accept the recommendation of the Fire Chief and award the bid for one Fire Truck to Fire Fox in the amount of $50,695.00, due to quick delivery. Motion carried by the following vote: 4 AYES: Commissioners Love, Kibodeaux, Cline, and Simons. NAYS: None. + + + 11. CONSIDER APPROVING PROPOSED ORDINANCE N0. 1058 - ORDINANCE ANNEXING CERTAIN TERRITORY - After the proposed ordinance was read in full, motion by Commissioner Love, seconded by Commissioner Kibodeaux to adopt Ordinance No. 1058 as read. Motion carried by the following vote: AYES: Commissioners Love, Kibodeaux, Cline, and Simons. NAYS: None. CAPTION: AN ORDINANCE DESCRIBED TERRITORY TO BOUNDARY LIMITS OF THE A SAVINGS CLAUSE; AND ANNEXING ON FINAL READING THE HEREINAFTER THE CITY OF LA PORTE, AND EXTENDING THE SAID CITY OF LA PORTE, TEXAS; PROVIDING PROVIDING AN EFFECTIVE DATE HEREOF. + + 12. CORRESPONDENCE - (A) A letter from Tom Bass, dated November 24, 1976, regarding a traffic study of Spencer at Farrington; resurfacing Spencer at Underwood; routine road maintenance; Flood Control ditch problems. A copy of said letter is attached and made a part of these minutes. (B) An invitation to Harris County Mayors & Councilmen's Association December meeting. (C) A letter from Bayport Aviation, Inc., successor to Hou- Port Aviation, expressing desire to exercise option to leases at the La Porte Municipal Airport. A copy of said letter is attached and made a part of these minutes. + + + • 16. DISCUSSION OF DEPARTMENT PROJECTS - Commissioner Love informed the audience that the City had hired a Parks and Recreation Director, Mr. Stanley Sherwood, and would be moving his office to the Civic Center by the first of the year. MEETING WITH BAY MUD REGARDING EMERGENCY SERVICE - Commissioner Cline reported to the Commission. on a meeting she and representa- tives of Busch, Hutchison with Bay Mud about hooking on to La Porte's water system for emergency service; and further explained that due to the pending annexation, services would probably be coming across Spur 501. The City might expect to be contacted by Bay Mud in the future. There was a brief discussion regarding possible grant funds available through Criminal Justice for municipal buildings; the need for road work on "Y" Street, Nugent and 11th Streets; and the problem existing on 1st Street behind the First Baptist Church caused by accumulated water. It might help the situation if the church would put drain spouts on their buildings. • 17. I have enclosed a copy of my letter to the County Engineer, Richard P. Doss, re- Questing a traffic study of Spencer at Farrington. There will be additional ma- • terial applied to the surface at the intersection Spencer at Underwood early next year. Hopefully the modifications to the signal which will allow for protected left turn from Spencer to Underwood will be completed before long. The traffic volwne on Underwood has not been sufficient to warrant the construction of left turn lanes. However, the situation will be reviewed prior to the reconstruction of Underwood Road. You may recall during the discussion of the condition of the north lanes of Fairmont that the impending 1975 Bond Project reconstruction was mentioned as a determining factor in the kind of repairs Precinct 1 has made. The Bond Project will include the removal and replacement of all existing sub-grade. For this reason, Precinct 1 will limit the repair work as much as possible in order to avoid investing both materials and labor in the more lasting repair work which requires replacement of the surface and sub-grade where the detrioration has taken place. Naturally, every- one looks forward to the elimination of this problem by the Bond Project reconstruc- tion. I have asked Mike Noblet, Precinct 1 Environmental Aide, to get in touch with you in order to see if there is anything Precinct 1 can do to assist you regarding the problem you described with the Flood Control ditch between San Jacinto and Texas. Mike is very knowledgeable about the operations within the Flood Control District and is the member of my staff who acts as liaison to the District. As I mentioned at our meeting the area office of Precinct 1 which serves the La Porte area is operated by Jane Cherry and located in the new Clear Lake Courthouse Annex.
