RATIFY AUTHORIZATION TO BUSCH, HUTCHISON & ASSOCIATES, INC., TO DRAW PLANS AND SPECIFICATIONS TO LET CONTRACT ON WATER AND SEWER LINES TO BLOCKS 45 AND 72 IN BAY FRONT ADDITION - Motion by Commissioner Cline seconded by Commissioner Simons to ratify the authorization. DIRECTOR OF PUBLIC TaORKS - Royal Shepherd stated that Chem-Lime Corporation was ready to start construction of the sewer line to their site. Motion by Commissioner Kibodeaux seconded by Commissioner Love to schedule an emergency special session of the City Commission for February 9, 1977 beginning at 7:00 P.M. to discuss this project with Chem-Lime Corporation representatives. Motion carried by the following vote: • AYES: Commissioners Lover Kibodeaux, Cline and Simons. NAYS: None. + + + 18. As part of this effort, they propose to install and testa solar powered heating and cooling system in a government-owned building (including local, state, and federal governments as well as school districts) in the Houston area. This activity is being handled through the Texas Governor's Energy Advisory Council (GEAC) and the Texas Solar Energy Society (TxSES). The Houston Solar Energy Society (HSES) has been asked to assist in identifying buildings suitable for the installation. The system planned for the Houston area is a 75-ton Rankine Cycle heating . and cooling system now being developed for NASA under contract by Air Research Corporation of California. It is scheduled for installation in May, 1978. The system can be designed into a new building or retrofitted into an existing building. The building must be thermally well designed and have an efficient con- ventional heating and cooling system. Building orientation is not critical, but it would have to have sufficient area (probably roof area) for installation of southern-facing panels. Further, the panels must not be shaded by trees or other buildings, either now or in the future. NASA would require the building owner to pay for any major building modifica- tions which might be necessary to accomodate the ERDA/NASA furnished solar heat- ing and cooling equipment. The government would fund the equipment and its instal- lation using local contractors for installation. They will also install a data collection system which will send data directly and automatically to computers at the Marshall Spaceflight Center in Huntsville, Alabama. There are three locations in the State of Texas which have been designated as general test locations. The types and sizes of systems by city are identified on the attached list. The long axis of the buildings with pitch roofs should be oriented in an East-West direction. An existing building or one to bt/ constructed is acceptable. Buildings should contain a forced air heating or heating/ cooling system . In commercial buildings , we will consider solar heating and cooling system testing in only a portion of the building where zone heating or cooling is employed and where total square footage is excessive. There should be no shading on the building roof from trees or obstructions. Also attached are the proposed terms of an agreement which would need settlement when an acceptable site is chosen. This means that the rates charged by Entex to residential and commercial customers pursuant to the rate sched- ules effective in your city will be increased by 18.73 per Ccf in each step of the rate schedules. The City's General Obligation Bonds, that is tax supported , would sell at a much lower interest cost and, being one issue say for $3 Million would attract bidders all over the country, and we would there- fore recommend that the City consider this approach. At your convenience, I will be glad to come to La Porte and discuss this matter with you or the City Council.
