by narcotics officers of the police department.

presented a resume of some buildings his architectural
firm had designed.

7. RATIFY AUTHORIZATION TO BUSCH, HUTCHISON & ASSOCIATES, INC.,
TO DRAW PLANS AND SPECIFICATIONS TO LET CONTRACT ON WATER
AND SEWER LINES TO BLOCKS 45 AND 72 IN BAY FRONT ADDITION -
Motion by Commissioner Cline seconded by Commissioner Simons

17. DISCUSSION OF DEPARTMENT PROJECTS ~-
COMMISSIONER CLINE - L^]ould like the expense accounts for
Commissioners to be given some guidelines.

Motion by Commissioner Love seconded by Commissioner Kibodeaux
to reimburse Commissioner Cline up to $60.00 for expenses
incurred during trip to election seminar. Motion carried
by the following vote:
AYES: Commissioners Love, Kibodeaux and Simons.
NAYS: Commissioner Cline.
DIRECTOR OF PUBLIC TaORKS - Royal Shepherd stated that
Chem-Lime Corporation was ready to start construction of
the sewer line to their site.
Motion by Commissioner Kibodeaux seconded by Commissioner
Love to schedule an emergency special session of the City
Commission for February 9, 1977 beginning at 7:00 P.M. to
discuss this project with Chem-Lime Corporation representatives.
Motion carried by the following vote:
• AYES: Commissioners Lover Kibodeaux, Cline and Simons.
NAYS: None.

18. EXECUTIVE SESSION - V.A.T.S - ARTICLE 6252-'17 - SECTION 2 -

ordinance calling the City of La Porte's 1977 general elec-
tion. I would like to submit this ordinance to the La Porte
City Commission for~its approval at a Workshop Meeting on
January 26, 1977, and thereafter to be formally passed and
approved at the City Commission's regular meeting of
February 7, 1977.
In preparing. the ordinance, I have used the polling places
and election officials which you used at your recent bond
election. If there are any changes in election officials,
please let me know.
In addition, would .you please present to your Board of
Trustees, for approval at the meeting at which it calls its
election, the following motion:
"Upon the motion of Trustee ,

conduct the La Porte Independent School District
Trustee election, will also be allowed to conduct

Section 1. An election shall be held within the corporate
limits of the City of La Porte, Texas, on the 2nd day of April,
1977, such day .being the first Saturday in April, 1977, between
seven o'clock (7:00) A.A4. and seven o'clock (7:00) P.M., for
the purpose of electing a Commissioner of said City for Position
No. 1, and a Conuttissioner of said City for Position No. 3. A
run-off election, if necessary, shall be held on April 23, 1977,

Section 5. The City Clerk of the City of La Porte shall
forthwith issue Notice of said election by causing a substantial
copy of. this Ordinance to be published one time in the BAYSHORE
SUN, which is hereby found and declared to be a newspaper of
general circulation in said City, not less than ten days nor
more than thirty days prior to the date of the said election.
Section 6. Upon a candidate tendering his application on
the form prescribed, the City Clerk shall furnish to such candi-
date all information relative to the qualifications for the
office being sought; the method of placing the candidate's name
on the ballot; the amount of the required filing fee;. and any
other pertinent information concerning said election.
Section 7. The deadline for a candidate to make applica-
tion to have his name appear upon the ballot for such election,
is hereby designated and established as 5:00 o'clock P.M.,
Wednesday,. March 2, 1977. The filing fee for each candidate for
the office of Commissioner. is hereby. established at Fifty Dollars
($50.00). The filing fees shall be used to defray the cost of
the election, and said fees shall be prorated and any surplus
shall be refunded to said candidates. As an~alternative to
paying a filing fee, a candidate may obtain a place on the
ballot by, filing a petition as provided for in City of La Porte
• Ordinance No. 968, passed and approved October 1, 1973, codified
as Section 9-3 of the Code of Ordinances of the City of La Porte.
Section 8. Said election shall be held in accordance with
the provisions of the City Charter of the City of La Porte, and
the general election laws of the State of Texas governing
general and municipal elections, so far as same may be applicable

- Section 9. Immediately after said election, the officers
holding the same shall make and deliver the returns of the
results thereof and the accompanying records for use in the
official canvass to the City Commission of the City of La Porte,
and the City Commission shall canvass said returns at the
earliest practicable time, and shall, immediately after can-
vassing the returns, declare the results of the election. The
Mayor shall immediately thereafter deliver to the candidate
for whom the majority of votes has been polled for each
respective office, a certificate of election. Such elected
officials shall assume their duties within ten (10) days
thereafter, Sundays excluded, upon their taking the oath of
office.
Section 10.
The City Commission of the City of La Porte
hereby authorizes reimbursement to the La Porte Independent
School District, for one-half (1/2) of the common expenses
of the joint election(s).
Section 11. Each and every provision, paragraph, sen-
tence end clause of this Ordinance has been separately con-
sidered and passed by the City Commission of the City of
La Porte, Texas, and each said provision would have been
separately passed without any other provision, and if any
provision hereof shall be ineffective, invalid or unconstitu-
tional,'for any cause, it shall not impair or affect the
remaining portion, or any part thereof, but the valid portion
shall be in force just as if it had been passed alone.
Section 12. This Ordinance shall be in effect immediately
upon its passage and approval.

Entex, Inc. has been notified by its gas supplier, Houston Pipe Line
Company, that the domestic city gate rate charged Entex is being increased
to $2.1880 per thousand cubic feet (Mcf) effective February 1, 1977.
As a result of this increase by Houston Pipe Line, the rates•charged
by Entex to residential and commercial customers will be increased and the
total adjustment in each step of the rate schedules for your city will now
be 18.73 per hundred cubic feet (Ccf). This is set forth in the attached
..affidavit. The adjustment will become effective with all bills rendered
on or after February 3, 1977. ;

People:
NASA and ERDA are developing solar heating and cooling systems which they
plan to install and test in buildings at various locations throughout the coun-
try. As part of this effort, they propose to install and testa solar powered
heating and cooling system in a government-owned building (including local, state,
and federal governments as well as school districts) in the Houston area. This
activity is being handled through the Texas Governor's Energy Advisory Council
(GEAC) and the Texas Solar Energy Society (TxSES). The Houston Solar Energy
Society (HSES) has been asked to assist in identifying buildings suitable for the
installation.
The system planned for the Houston area is a 75-ton Rankine Cycle heating
. and cooling system now being developed for NASA under contract by Air Research
Corporation of California. It is scheduled for installation in May, 1978.
The system can be designed into a new building or retrofitted into an existing
building. The building must be thermally well designed and have an efficient con-
ventional heating and cooling system. Building orientation is not critical, but
it would have to have sufficient area (probably roof area) for installation of
southern-facing panels. Further, the panels must not be shaded by trees or other
buildings, either now or in the future.
NASA would require the building owner to pay for any major building modifica-
tions which might be necessary to accomodate the ERDA/NASA furnished solar heat-
ing and cooling equipment. The government would fund the equipment and its instal-
lation using local contractors for installation. They will also install a data
collection system which will send data directly and automatically to computers at
the Marshall Spaceflight Center in Huntsville, Alabama. After the testing and
demonstration phase is completed. the equipment will probably be donated to the
building owner although it could be removed if preferable.

Reference is made to your. letter of November 26, 1976, concerning your
interest in selecting sites for our Solar Heating and Cooling Development
test program. As I promised Mr. Bob King in our phone conversations of
recent weeks, I am forwarding the following additional information on our
Operational Test Site program. We are seeking sites far testing 67
developmental solar heating and cooling system prototypes in various
locations throughout the country. There are three locations in the State
of Texas which have been designated as general test locations. The
types and sizes of systems by city are identified on the attached list.
The long axis of the buildings with pitch roofs should be oriented in an
East-West direction. An existing building or one to bt/ constructed is
acceptable. Buildings should contain a forced air heating or heating/
cooling system . In commercial buildings , we will consider solar heating
and cooling system testing in only a portion of the building where zone
heating or cooling is employed and where total square footage is excessive.
There should be no shading on the building roof from trees or obstructions.
Also attached are the proposed terms of an agreement which would need
settlement when an acceptable site is chosen. Since the solar energy
system prototypes will be given to the site owner after completion of the
test period, we are initially seeking sites owned by the federal, state, or
local government.

We have already looked at some sites in the El Paso area (which were
actually located in New Mexico) and need to identify some candidates
in Houston and Ft. Worth. I will be looking forward to your recommenda-

12. MSFC and/or their contractor will be permitted to conduct .special
tests of short duration which might alter normal comfort zone

14. Cost of including the solar heating and hot water system in the
building design, preparation of site, etc., will be borne by the
site owner. Architectural drawings to accommodate the solar

15. Obstructions to collectors (shade, etc.) during the life of the test
are not permitted. .
16. Utility bills will be borne by the site owner.
17. Repair of any scars or damages caused by installation, operational
testing, or maintenance of the system will be borne by MSFC,

City Council
Entex, Inc. has been notified by its gas supplier, Houston Pipe Line
Company, that the domestic city gate rate charged Entex is being increased
to $2.1880 per thousand cubic feet (Mcf) effective February 1, 1977.
As a result of this increase by Houston Pipe Line, the rates charged
by Entex to residential and commercial customers will be increased and the
total adjustment in each step of the rate schedules for your city will now
be 18.73 per hundred cubic feet (Ccf). This is set forth in the attached
affidavit. The adjustment will become effective with all bills rendered
on or after February 3, 1977.
If you need additional information concerning this adjustment, we
will be glad to have a representative of Entex meet with you. It is our
sincere desire to continue to provide satisfactory, reliable gas service
at the lowest reasonable cost to our customers.

BEFORE ME, the undersigned authority in and for said county
and state, on this day personally appeared Thomas B. Tyson, Rate At-
torney, Entex, Inc., who, having duly sworn by me, upon his oath
deposed and said as follows:
Entex purchases gas for resale in your city under a Gas Supply
Agreement dated February 8, 1976, between Entex and Houston Pipe Line in
Docket No. 592 issued March 19, 1976. .Pursuant to the adjustment provi-
sion of this gas supply agreement, Houston Pipe Line has notified Entex
that the domestic city gate rate to Entex will. increase to $2.1880 per
Mcf effective February 1, 1977. This means that the rates charged by
Entex to residential and commercial customers pursuant to the rate sched-
ules effective in your city will be increased by 18.73 per Ccf in each
step of the rate schedules. This adjustment reflects only the recovery
of the increase plus the gross receipts taxes payable to the State of
Texas and the applicable municipality.

Dear Knox:
In looking at the City of La Porte Financial Statement and at the
same time considering the need for approximately $3 Million, I don't
believe the City would benefit at all by issuing any Revenue Bonds, as it would
be such a relatively small portion that in the first place the issue would be
too small to attract much interest and consequently would sell at a much
higher rate.
The City's General Obligation Bonds, that is tax supported ,
would sell at a much lower interest cost and, being one issue say for
$3 Million would attract bidders all over the country, and we would there-
fore recommend that the City consider this approach.
At your convenience, I will be glad to come to La Porte and discuss
this matter with you or the City Council. If you happen to be in Houston we
would like to have you visit our new offices and have a cup of doffee and visit
on this matter.

I would like to take a few paragraphs to describe my Architectural firm and ask
for consideration as Architects on your projected City Hall.
YOUNGBLOOD & ASSOCIATES is a small, responsive, user-oriented firm. engaged in
the design of Commercial, Industrial and Institutional projects with emphasis
on the flow of work within the structure.
We are experienced in all phases of construction from simple wood framing to a
slip-formed shear core 21 story office building. The majority of our work has
been in they200,000.00 to 1,000,000.00 range.
Having served for five years as Chairman of the Transportation Committee for the
City Planning Department of Fort. Worth, we have a good working knowledge of
Municipal Government operations.
Historically, our track record shows a high degree of accuracy in predicting
costs and producing contract documents which provide completed facilities
within budgetary limitations.
Firm policy provides that the principal is involved in each project, controlling
design and dictating material and system selection. This provides the client
with a finished product which serves the precise purpose intended.
As an example of the way system selection can affect the cost of a project, this
office recently completed a building design which is being constructed at a cost
of 47,000 after previous planning had produced less overall square footage when
priced as an alternate to other construction at X120,000.
The firm is located in the Vanguard Building in Clear Lake City providing easy
communication with the City of La Porte.
Finally, the office is not currently loaded down with work and is able to devote
full attention to this project immediately.
