4. CANVASS RESULTS OF REGULAR ELECTION OF APRIL 2, 1977 -
The Commissioners examined the results of the election
that were presented. Proposed Ordinance No. 1067 was
read in full.
Motion by Commissioner Simons, seconded by Commissioner
Kibodeaux to approve Ordinance No. 1067 as read. Motion
carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline and Simons.
NAYS: None.

5. APPROVAL OF MINUTES - REGULAR MEETING - MARCH 21, 1977 -
Motion by Commissioner Kibodeaux, seconded by Commissioner
Simons to approve the minutes of the regular meeting of
March 21, 1977, as presented. Motion carried by the following
vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.
NAYS: None.
6. APPROVAL OF ACCOUNTS PAYABLE - Motion by Commissioner
Cline, seconded by Commissioner Simons to approve the
Accounts Payable as presented. A copy is attached and
made a part of these minutes. Motion carried by the
following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.
NAYS: None.
7. VISITORS WISHING TO ADDRESS THE COMMISSION -
A. County Fire Marshal, J. J. Pruitt, was recognized and
expressed appreciation for the cooperation and the agreement
between the City and the County for rural fire protection.
B. Mr. Frank Zeigler, AMCO Mesh & Wire Company -
Mr. Zeigler was recognized and addressed the Commission
regarding the possible use of welded wire fabric for use
in concrete pavement reinforcement.
After a brief discussion, Commissioner Cline recommended
this item be placed on the next regular Work Shop agenda.

8. CONSIDER APPROVING PAYMENT TO BUSCH, HUTCHISON & ASSOCIATES
IN THE AMOUNT OF $116.10 - SANITARY SEWER SOUTH 14TH,
SOUTH 15TH, SOUTH 16TH, WEST "A" AND WEST "B", RESIDENT
REPRESENTATIVE; ENGINEERING FEE $824.50; FIELD SURVEYING -
$128.70- Motion by Commissioner Kibodeaux, seconded by
Commissioner Love to approve payment to Busch, Hutchison
in the amount of $116.10, Sanitary Sewer, South 14th,
South 15th, South 16th, West "A" and West "B", Resident
Representative; Engineering Fee, $824.50; Field Surveying -
$128.70. Motion carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.
NAYS: None.
9. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1068 CALLING
PUBLIC HEARING ON ENTEX RATES - After the proposed ordinance
was read in full, motion by Commissioner Love, seconded by
Commissioner Kibodeaux to approve Ordinance No. 1068 as read.

CAPTION: AN ORDINANCE RECITING THE CIRCUMSTANCES OF THE
ENTEX, INC. STATEMENT OF INTENT TO CHANGE GAS RATES; SETTING
A PUBLIC HEARING ON THE PROPOSED RATE INCREASE OF ENTEX, INC.;
PROVIDING FOR THE GIVING OF NOTICE THEREOF; PROVIDING FOR THE
DELIVERY OF A CERTIFIED COPY OF THIS ORDINANCE TO SAID
UTILITY; AND PROVIDING AN EFFECTIVE DATE FOR THIS ORDINANCE.
10. CONSIDER APPROVING PAYMENT TO SKRLA, INC. - IN THE AMOUNT
OF $43,157.03 - IMPROVEMENTS FOR LA PORTE MUNICIPAL AIRPORT -
Motion by Commissioner Kibodeaux, seconded by Commissioner
Cline to approve payment to Skrla, Inc., in the amount of
$43,157.03 for Improvements for La Porte Municipal Airport.
Motion carried by the following vote:

11. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1069 - ADOPTING
AN EMERGENCY PLAN FOR THE CITY OF LA PORTE - After the
proposed ordinance was read in full, motion by Commissioner
Simons, seconded by Commissioner Cline to approve Ordinance
No. 1069 as read. Motion carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.
NAYS: None.
CAPTION: AN ORDINANCE APPROVING AND ADOPTING AN EMERGENCY
PLAN FOR THE CITY OF LA PORTE; AND PROVIDING AN EFFECTIVE
DATE HEREOF.
12. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1070 - DESCRIBING
FUNCTIONS, DUTIES, AND POWERS OF SHELTER MANAGERS - After
the proposed ordinance was read in full, motion by Commissioner
Simons, seconded by Commissioner Kibodeaux to approve Ordinance
No. 1070 as read. Motion carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.
NAYS: None.
CAPTION: AN ORDINANCE DESCRIBING THE FUNCTIONS, DUTIES AND
POWERS OF SHELTER MANAGERS DURING NATIONAL EMERGENCIES;
AUTHORIZING SHELTER MANAGERS TO USE REASONABLE RESTRAINT
AGAINST THOSE WHO REFUSE TO COOPERATE WITH THE ROUTINE OF
SHELTER LIVING UNDER EMERGENCY CONDITIONS; PROVIDING THAT
ANY PERSON VIOLATING THE TERMS OF THIS ORDINANCE SHALL BE
DEEMED GUILTY OF A MISDEMEANOR AND UPON CONVICTION SHALL BE
FINED IN ANY SUM NOT MORE THAN TWO HUNDRED DOLLARS ($200.00)
AND PROVIDING AN EFFECTIVE DATE HEREOF.

13. CONSIDER AUTHORIZING E.M.S. DIRECTOR POSITION FOR EMERGENCY
VEHICLES AND APPOINTING DIRECTOR - Upon the recommendation of
Mayor Meza, motion by Commissioner Kibodeaux, seconded by
Commissioner Cline to appoint Commissioner Tom Simons as
the E.M.S. Director for emergency vehicles. Motion carried
by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.
NAYS: None.
14. CONSIDER REQUEST OF CROW'S NEST ART GALLERY FOR ADDITION
OF A VAULT - Motion by Commissioner Cline, seconded by
Commissioner Love to approve the request of Crow's Nest
Art Gallery for an addition of a vault. A copy of the
request is attached and made a part of these minutes.
Motion carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.

15. CONSIDER APPROVING LEASE FOR CITY HALL ANNEX - Motion by
Commissioner Kibodeaux, seconded by Commissioner Love to
approve the lease for the City Hall Annex. A copy of the
lease is attached and made a part of these minutes. Motion

16. CONSIDER APPROVING RESOLUTION NO. 77-4 AUTHORIZING PARTICIPATION
WITH HOUSTON-GALVESTON AREA COUNCIL FOR HIGH SPEED VIDEO TELE-
COMMUNICATIONS TERMINALS SYSTEM - Motion by Commissioner Simons,
seconded by Commissioner Kibodeaux to approve Resolution No.
77-4. A copy of the resolution is attached and made a part of
these minutes. Motion carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.
NAYS: None.
17. CONSIDER AUTHORIZING ADVERTISING FOR BIDS FOR WATER AND
SEWER LINES FOR BLOCKS 72 AND 45, BAY FRONT, TO BE RECEIVED
ON MAY 2, 1977, AT 7:00 P.M. - Motion by Commissioner
Kibodeaux, seconded by Commissioner Cline to authorize
advertising and accepting bids for water and sewer lines
for Blocks 72 and 45, Bay Front, to be received on May 2,
1977, at 7:00 P.M. Motion carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.
NAYS: None.
18. CONSIDER CALLING SPECIAL COMMISSION MEETING FOR APRIL 11, 1977,
TO INDUCT NEW OFFICIALS INTO OFFICE - Since a hearing was
scheduled for 7:00 P.M. on April 11, 1977, motion by Commissioner
Love, seconded by Commissioner Kibodeaux to call a special
Commission Meeting for April 11, 1977, beginning at 6:30 P.M.
to induct new officials into office. Motion carried by the
following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.
NAYS: None.
19. CORRESPONDENCE - A letter from the City of Shoreacres
requesting a letter of intent from the City to supply
surface water. A copy is attached and made a part of these
minutes.

for the building program for review. A copy of the letter
is attached and made a part of these minutes.

A brochure of an Annual Short Course for Planning Commissioners
and Elected Officials to be held May 12 - 14, 1977 in
Corpus Christi, Texas.
20. DISCUSSION OF DEPARTMENT PROJECTS - Mayor Meza informed the
Commission of a meeting Se and the Engineer attended with
Mr. Waggoner of the Subsidence Board, the City of Houston
and other area mayors; it seems like the problem is still
the trunk line coming into La Porte, as far as surface water
is concerned.
Mr. Busch stated that he felt the meeting was most interesting.
He met with Mr. Cape, Public Works Director of the City of
Houston, and two Assistant Directors and was encouraged that
• there were definite plans to extend conduit southerly down
along side and parallel with Southern Pacific tracks. If we
enter into a contract with the City of Houston and various
total entities that need the water from this source, it would
be economically feasible for the City of Houston to construct
the conduit and charge the City of La Porte or whoever the
buying entity is. It will probably be late 1978 or 1979
before the line will be finished to Du Pont. Then if there
was enough water to be purchased, they would enter into a
contract for building the line to the area, at no cost, to
whomever would be buying the water.
If the City did enter into a contract for purchasing water,
it would be the first ever accepted, where one municipality
would be purchasing agent and were able to disburse to other
entities.
At first, the City of Houston was reluctant to consider
selling water to only one entity, but later felt it could
be worked out.
Chief Freeman informed the Commission of a qualified reserve
officer, Frank Suggs; and requested permission to appoint
a Police Chaplain, W. K. "Bill" Rinesmith, 10030 Old Orchard.

20. DISCUSSION OF DEPARTMENT PROJECTS - (Cont'd.)
Mr. Busch stated that there would be a hearing in Austin
on Thursday, April 7, 1977, at 9:00 A.M., on the City's
application to amend the waste water permit. He invited
any of the officials wishing to attend the hearing, to ride
with him.
21. EXECUTIVE SESSION - V.A.T.S. ARTICLE 6252-17 - SECTION 2 -
(E) AND (G) (LITIGATION AND PERSONNEL) - Motion by
Commissioner Kibodeaux, seconded by Commissioner Cline that
the meeting recess. Motion carried by the following vote:
AYES: Commissioners Love, Kibodeaux, Cline, and Simons.
NAYS: None.

Dear Sirs:
The City Inspector's office tells me any approval for
an addition to my business must come from you. I would
like you to consider the proposed plans for a vault, which
we feel essential to the security of our business.
As you undoubtedly know from the cover of your new Clear Lake
Area phone directory, among other things, some of our artists
• are rapidly gaining fame. That, with the resulting increase in
pricb of their art, and the fact that we have the largest
selection of aulthentic Indian jewelry in the Houston area,
demands that we improve our security.
We have decided that a burglar and fire proof vault is essential.
This woulq, permit storage of several filing cabinets full of
vital records, our jewelry and all of our more expensive paintings;
altho-u - the Kroehnke originals are now moderately priced their
predicted value will soon be five to ten times the present amount.
The vault must be accessible from the gallery, but cannot be
constructed inside the gallery since it must have its own heavy
foundation, and heavily reinforced concrete walls. It cannot
be attached directly since its floor height requirement and vault
door design would interfere with floor of existing second floor
and ceiling of first floor.

which is feasible in all respects, and would satisfy

PARTIES: This Lease agreement made and entered into by and between LA PORTE APPLIANCE COMPANY
Winafter designated Lessor, and CITY OF LA PORTE hereinafter designated Lessee,
whereby Lessor leases unto the Lessee the following described property:
A 20'x60' building located on Lots No. 15 and 16, in Block No. 38, of the Town of La Porte,

REPAIRS: Lessee acknowledges that he has fully inspected the demised premises, and on the basis of such inspection, Lessee hereby
accepts the demised premises, and the buildings and improvements situated thereon, as suitable for the purposes for which same are
leased, in their present condition, with such changes therein as may be caused by reasonable deterioration between the date hereof
and the commencement date of this Lease.
Lessor shall at all times at his sole cost and expense keep the roof, foundation, and exterior walls (excluding all windows
and doors) of the buildings situated on the demised premises in good repair and condition, except that Lessee shall repair any damage
caused by Lessee's negligence or default hereunder. in the' event that the building situated upon the demised premises should become
in need of repair required to be made by the Lessor hereunder, Lessee shall give immediate written notice thereof to Lessor, and
Lessor shall proceed promptly to make such repairs.
Lessee shall throughout the term of this Lease take good care of the demised premises including the buildings and other im-
provements located thereon, keep them free from waste or nuisance of any kind, and make all necessary repairs, except those expressly
required to be made by Lessor. At the end or other termination of this Lease, Lessee shall deliver up the demised premises with all
improvements located thereon in good repair and condition, reasonable wear and tear and damage by fire, tornado, or other casualty
only excepted.
ASSIGNMENT: The Lessee shall not assign, sublet, mortgage or pledge this Lease, nor let the whole or any part of the demised
premises without the Lessor's written consent; nor in any event permit the premises to be occupied for any purpose or business deem-
ed illegal, disreputable, or extra hazardous on account of fire, nor ermit anything to be done in or about the demised premises
Wwill in any way increase the rate of fire insurance on the building or on the property kept therein; and in the event that, by
Eof acts of the Lessee, there shall be any increase in the rate of insurance on the building or on the contents thereof the
Lessee hereby agrees to pay such increase.
LAWS: Lessee agrees to comply with all laws, rules and orders of Federal, State and Municipal Governments and all of their de-
partments applicable to the demised premises; and shall comply promptly with the requirements of the Board of Fire Underwriters.
Lessee, at his own expense, will make application for occupancy permit to the municipal authority involved within five (S) days from
date. In the event Lessee is unable to obtain an occupancy permit hereunder for any reason, Lessor, at his option shall be given a
reasonable time to cure any such defects or declare this Lease null and void.
INDEMNITY: Lessee hereby covenants and agrees at all times to indemnify and save harmless the lessor and the demised premises from
and against any cost, liability, or expense arising out of any claims of any person or persons whatsoever by reason of the use or misuse
of the demised premises, parking area, or common facilities by lessee or any person or persons holding under lessee, and shall indemnify
and save harmless the lessor from any penalty, damage, or charge incurred or imposed by reason of any violation of law or ordinance
by lessee or any person or persons holding under lessee, and from any cost, damage, or expense arising out of the death of or injury to
any person or persons holding under lessee.
ALTERATIONS: The Lessee shall not make any alterations, additions, or improvements to the demised premises without the prior
written consent of the Lessor. All fixtures (including floor coverings), alterations, additions and improvements (except trade fix-
tures) put in at the expense of the Lessee, shall be the property of the Lessor and shall remain upon and be surrendered with the
demised premises as a part thereof at the termination of this Lease.
ENTRY: The Lessor or his representatives shall have the right to enter the demised premises at all reasonable times to inspect and
examine demised premises and to make alterations, changes, or repairs to the demised premises as are herein required or as Lessor
9deem necessary for the preservation of the demised premises. Lessee shall not be entitled to any abatement or reduction of rent
ason thereof. During the last.thirty (30) days of the term of this Lease or any extension thereof, the Lessor shall have the

shall have the right to show the demised premises to prospective tenants or purchaser at all reasonable times.
SIGNS: Lessee shall not place any signs or objects on the roof or any part of the exterior of the building (except on the plate glass
windows) nor place any signs, show cases, displays or fences on the sidewalks, parking lots, driveways or exterior of any building on
the demised premises except as and where first approved in writing by Lessor. Lessee shall remove all signs at the termination of
this Lease. Such installations and removals shall be made in such manner as to avoid injury, defacement or overloading of the build-
ing or other improvements.
CONDEMNATION: If the whole Seised premises, or such portion the 'Wake premises unuseable for the purposes
herein leased, be condemned by any legally constituted authority for any public use or purpose, then in either of said events the term
hereby granted shall cease from the time when possession thereof is taken by* ppublic authorities, and rental shall be accounted for as
between Lessor and Lessee as of that date. Such termination, however, shall be without prejudice to the right of either Lessor or
Lessee to recover compensation and damage caused by condemnation from the condemnor. It is further understood and agreed that
IRther the Lessee nor Lessor shall have any rights in any award made to the other by any condemnation authority.
TICE: Any demand to be made or notice to be given hereunder shall be made on, or given to the Lessee either personally, or, at
the Lessor's option, by sending a copy of such demand or notice by -mail addressed to the Lessee at the demised premises.
,WAIVER: No waiver at any time of the right to terminate this Lease shall impair the right of the Lessor to insist upon such termina-
Jion in the event of subsequent breach or default by Lessee, nor shall the acceptance of rent at any time constitute such waiver of
default or waiver of damages, and in addition to any other remedies which ' the Lessor may have, the Lessor may apply for and
obtain an injunction or use any other legal process to enforce the Lessor's rights.
MORTGAGES: This Lease is and shall always be subordinate to any mortgage or mortgages which now or shall at any time' be placed
upon the demised premises or any part thereof, and the Lessee agrees to execute and deliver any instrument, without cost, which may be
deemed necessary to further effect the subordination of this Lease to any such mortgage or mortgages.

POSSESSION: If, for any reason, the premises herein demised shall not be ready for occupany by the Lessee at the time of the com-
mencement of this Lease, this Lease shall not be affected thereby, nor shall the Lessee have any claim against the Lessor by reason
thereof, but no rent shall be payable for the period during which the premises shall not be ready for occupancy; and all claims for
damages arising out of such delay are waived and released by the Lessee. Rent -for any fractional month at the beginning or the
end of the lease term shall be prorated.
FIRE CLAUSE: In the event that the premises hereby demised, or the building of which the same is a part, shall be partially damaged
by fire, the elements, civil disorder, or other casualty, the Lessee shall give immediate notice thereof to the Lessor and the same shall
be repaired at the expense of the Lessor without unreasonable delay. Lessee shall receive an abatement of rent proportionate to the
damage to the demised premises; and in the event that the damage should be so extensive as to render the demised premises untenant-
able, the rent shall cease until such time as the premises shall again be put into repair, but in the event of the building being damaged
by fire or otherwise to such an extent as to render it necessary in the judgment of the Lessor not to rebuild the same (and whether
or not the demised premises be affected), then, at the option of the Lessor, and upon notice to Lessee, and from thenceforth this Lease
JWcease and come to an end, and the rent shall be apportioned and paid up to date of such damage. If Lessor elects to rebuild
premises and continue this Lease, Lessor shall notify Lessee of such intention within thirty (30) days of the date of the damage;
erwise, this Lease shall be deemed cancelled and of no further force or effect.
DEFAULT: In the event that the Lessee shall default in the prompt payment of rent when the same is due, or shall violate or omit
to perform any of the provisions of this Lease herein contained, or in -the event that the Lessee shall abandon the business or the
premises or leave them vacant, Lessor may, if he so elects, send written notice of such default, violation or omission to the Lessee,
by mail or otherwise, at the demised premises, and unless Lessee shall have completely cured or removed said default within ten (10)
days after the sending of such notice by Lessor, Lessor may thereupon re-enter the demised premises, by summary proceedings or by
force or otherwise without being liable for prosecution therefor, take possession of said premises and remove all persons and property
therefrom, and may elect to. either cancel this Lease or relet the premises as agent for the Lessee or otherwise, and receive the rent
therefor, applying the same first to the payment of such expenses as the Lessor may be put to in entering and letting; and then
to the payment of the rent payable under this Lease and the fulfillment of the. Lessee's covenants hereunder; the balance (if any) to
be paid to the Lessee who shall remain liable for any deficiency. On any sums due under the terms of this Lease placed in the hands
of an attorney after default or collected through any judicial probate or bankruptcy proceedings, Lessee agrees to pay a reasonable
attorney's fee, together with all court costs. Past due installments of rent shall bear interest at the rate of eight (8) per cent per
annum until paid. In the event the Lessee shall continue to hold the demised premises, after demand therefor by Lessor, at the
termination of this Lease, or for default or breach of this Lease, that the Lessor shall be entitled to institute and maintain a Forcible
Entry and Detainer suit in the Justice Court and obtain a writ of possession for the demised premises.
BANKRUPTCY.- In the event that the Lessee shall become bankrupt, voluntary or involuntary, or shall make a voluntary assignment
for the benefit of creditors, or in the event that a receiver for the Lessee shall be appointed, then, at the option of the Lessor and
upon ten (10) days notice to the Lessee or Lessee's representatives, of the exercise of such notice, this Lease shall cease and come to an end.
HOLDING OVER: It is agreed and understood that any holding over by the Lessee of the hereby demised premises at the expiration of
this Lease shall operate and be construed as a tenancy from month to month at a rental of one and one-half times the current monthly
rental, and Lessee shall be liable to Lessor for all loss or damage on account of any holding over against Lessor's willafter the termi-
nation of this Lease, whether such loss or damage may be contemplated at this time or not.
SEVERABILITY: In the event of litigation on this instrument and should one or more clauses be found invalid all other provisions
of the lease are to stand as written.
ES: Lessor agrees to pay before they become delinquent all real property taxes and assessments lawfully levied or assessed against
emised premises or any part thereof, provided, however, Lessor may, at his sole expense dispute and contest same, and in such
, such disputed item need not be paid until finally adjudged to be valid. If after one year from the commencement date of this
lease,, the real estate taxes on the demised premises are increased by any taxing authority at any time during the remaining portion of
the primary term or any renewal or extension thereof, Lessee agrees to pay to Lessor upon demand, and as additional rental, an
amount monthly equal to 1 / 12 of said increase. Lessee shall pay all taxes levied against personal property, trade fixtures and inven-
tory placed by Lessee in, on or about the demised premises.
BINDING UPON PARTIES: The Covenants and agreements herein contained shall inure to the benefit of and be binding upon the
parties hereto, their respective heirs, legal representatives, successors and assigns.
UTILITIES: Lessor agrees to provide, at his sole expense, water, sewer; electricity, and gas service connections into the demised premises;
but Lessee shall pay all utility connection charges including meters, if any, and all charges incurred for any utility services used on the
demised premises, and shall furnish all electric light bulbs and tubes.
LESSOR TO COT GRASS.
This Lease contains the entire agreement between the parties hereto, and no representations, warranties, express or implied,
inducements, promises or agreements, oral or otherwise, between the parties not embodied herein shall be of any force or effect.

RESOLUTION NO. �%
WHEREAS, the City of La Porte wishes to participate in a
Houston -Galveston Area Council project designed to improve law en-
forcement by upgrading the operating efficiency of regional law
enforcement agencies with the acquisition of new, improved high
speed video (CRT) telecommunications terminals to replace the ex-
isting teletype units and add new subscribers on Texas' Law Enforce-
ment Telecommunications Network (TLETN), and;
WHEREAS, it is recognized that Criminal Justice Division
funding is available to those units of government who agree to accept
the lawfully promulgated rules and regulations for administration of
grants so funded, and;
WHEREAS, the City of La Porte is desirous of obtaining
Criminal Justice Division funding of a portion of the purchase price
and first year's maintenance cost of the new terminal, and;
WHEREAS, the City of La Porte recognizes that the portion
of the purchase price and first year's maintenance cost required to
be paid by the City of La Porte will be an amount not to exceed
• ($3,984.30), and that subsequent years' maintenance costs will not
be funded by the Houston -Galveston Area Council nor the Texas Criminal
Justice Division, and that those subsequent years' maintenance costs
are contractually guaranteed at ($105) per month, ($1,260) per year,
until January, 1982, and;
WHEREAS, an agency receiving equipment under the project
will be required to provide a suitable site for the equipment to in-
clude a sturdy table or desk for the equipment to be placed upon and
an electrical circuit providing for three (3) 115 VAC electrical out-
lets, within five (5) feet of the physical location of the terminal,
three -prong, grounded, type capable of providing up to five (5) amperes
of current to each of the three (3) outlets.
NOW, THEREFORE, BE IT RESOLVED, that the City of La Porte
consents to and authorizes the Houston -Galveston Area Council to
submit a grant application to the Criminal Justice Division and to
execute a contract with International Communications Corporation
(ICC) for the purchase and maintenance of one (or more) high speed
video (CRT) terminal devices, and;
BE IT FURTHER RESOLVED, that the City of La Porte agrees to
pay the cash commitment required to participate in the project and
that the City of La Porte will cooperate with the Houston -Galveston
Area Council and International Communications Corporation to set up a
billing and payment procedure that will allow for a smooth transition
• when the funded project expires after 12 months; and, agrees to con-
tinue the operation of funded equipment, using locally budgeted funds,
for law enforcement or Criminal Justice purposes for the useful life
of the equipment.
BE IT FURTHER RESOLVED, that the City of La Porte certifies
by adoption of this resolution that the City of La Porte meets one of
the following eligibility conditions for participation in this project:
(a) Replacement of an existing terminal or teletype
already on the Texas Law Enforcement Telecom-
munications Network (TLETN), or;
• (b) Has 24-hour, 7 days per week, dispatching with
one or more people on duty to operate radio and
terminal equipment, or;

• (c) Has at least 18-hour dispatching, 7 days per
week and has 10 full-time commissioned and
certified police officers or deputies,..not
including the (Chief .of Police or Sheriff)
nor other (city official or county official)
who may be -commissioned and/or certified, or;
(d) Has at least 12-hour dispatching, 7 days per
week and is the only terminal equipped law
enforcement agency within a 50 mile radius and
is willing to serve as an inquiry point for all

• F qr many months now you and 1 and the Subsidence Board
have all talked to each other regarding surface water,
and I recall both you and I sat in the same Subsidence
Board meeting wherein I stated that it appeared our
hopes and plans were contingent upon La Porte getting
surface water and building a treatment plant, and us
securing -our supply from La Porte. In later personal,
informal, conversation, you stated to me that it appeared
La Porte would raise the money for a treatment plant,
and that after subject plant was built, La Porte would
be strictly a vendor to those who wanted to buy water.
With all the talk we have had between us, I cannot remember
one piece of paper being generated - and I feel that with
Shoreacres next appearance before the Subsidence Board
scheduled for 11 May 1977, it might be apropos for us to
get a very informal, non -technical, non -binding type of
request to you, and for you to get me back the same type
of an answer. Please, then, consider this letter as that
type of request, and the same type of answer would be much
appreciated as soon as possible, so that I might have paper
in hand when I stand before the Board on 11 May.

Dear Mayor Meza.
Enclosed is the draft for. the building" program for your review. Make any
suggestions or changes you think necessary. When it meets with your
approval, copies will be sent to other departments you think necessary
for their review. ;
The gross square footage is 14,000. At $30.00 per square foot the cost
would be $420, 000.00. It appears at this time that there would be a
sufficient amount of monies in the budget to construct the Police Building.
If it meets with your approval, I would like to recommend that sufficient
studies be made to determine the cost of the Police Building and if the
budget.is sufficient, the Police Building would be included in this building
program..:
