3. APPROVAL OF MINUTES - REGULAR MEETING - MAY 16, 1977 -
- SPECIAL MEETING MAY 25, 1977_-
Motion by Commissioner Cline, seconded by Commissioner
Tomerlin to approve the minutes of the regular meeting
of May 16, 1977 and the special meeting of May 25, 1977
as presented. Motion carried by the following vote:

NAYS: None.
4. APPROVAL OF ACCOUNTS PAYABLE - Motion by Commissioner Kibodeaux,
seconded by Commissioner Simons to approve the accounts payable
as presented. A copy is attached and made a part of these
minutes. Motion carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.
5. VISITORS WISHING TO ADDRESS THE COMMISSION - H. M. ROBINSON -
509 S. 5th Street - Mr. H. M. Robinson was recognized and
addressed the Commission regarding the need for a meeting place
for the Alcoholic Anonymous group. Mr. Robinson stated that
he had obtained permission from the owner of a metal building
located at 215 S. 4th but because of zoning there would be a
need for a possible variance. If this was not possible then
perhaps someone knew of something that would be available, not
of a public nature. The group presently meet at Mr. Robinson's
home, but they are growing. It was determined that this would
be placed on the Work Shop Agenda for further discussion.
6. CONSIDER AWARDING BID FOR STREET SWEEPING SERVICE TO
INDUSTRIAL SWEEPING IN THE AMOUNT OF $10.50 PER CURB MILE -
Motion by Commissioner Kibodeaux, seconded by Commissioner
Tomerlin to award the bid for street sweeping service to
Industrial Sweeping in the amount of $10.50 per curb mile.
A copy of the contract is attached and made a part of these
minutes. Motion carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.

7. CONSIDER APPROVING PAYMENT TO DOW FENCE COMPANY IN THE AMOUNT
OF $8,089.00 FOR CHAIN LINK FENCE AT THE SEWER PLANT - Motion
by Commissioner Simons, seconded by Commissioner Cline to
approve payment to Dow Fence Company in the amount of $8,089.00
for chain link fence at the sewer plant. Motion carried by
the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.
8. CONSIDER APPROVING PAYMENT TO JAY MARKS CHEVROLET IN THE AMOUNT
OF $22,263.28 FOR FOUR CHEVROLETS FOR THE POLICE DEPARTMENT -
Upon the recommendation of the Police Chief, motion by
Commissioner Simons, seconded by Commissioner Cline to approve
payment to Jay Marks Chevrolet for four Chevrolets for the
Police Department, the amount to be corrected because the
cars did not have heavy duty alternators. A corrected invoice
will be forth coming. Motion carried by the following vote:
• AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.
9. RATIFY AWARDING BID FOR THE CONSTRUCTION OF SANITARY SEWERS,
WATER LINES AND APPURTENANCES IN BLOCKS 45 AND 72 TO THE
LOW BIDDER, IKE HALL, INC., IN THE AMOUNT OF $37,182.59 -
Motion by Commissioner Kibodeaux, seconded by Commissioner
Cline to ratify awarding the bid for construction of sanitary
sewers, water lines and appurtenances in Blocks 45 and 72
to Ike Hall, Inc., in the amount of $37,812.59. Motion
carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.

10. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1079 - DISANNEXING
CERTAIN TERRITORY - After the proposed ordinance was read in
full, motion by Commissioner Simons, seconded by Commissioner
Kibodeaux to approve Ordinance No. 1079 as read. Motion
carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.
CAPTION: AN ORDINANCE DISANNEXING CERTAIN TERRITORY HERETO
FORE ANNEXED TO THE CITY OF LA PORTE; CONTAINING A SAVINGS
CLAUSE; AND PROVIDING AN EFFECTIVE DATE HEREOF.
11. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1080 - APPOINTING
PLANNING AND ZONING COMMISSION - Mayor Meza recommended that
the two vacancies on the Planning and Zoning Commission be
filled by Joseph J. Ligi and Charles Christensen.
• Commissioner Cline recommended Louise Compton be appointed.
The individuals were voted on separately:

NAYS: None.
CHARLES CHRISTENSEN

Commissioner Tomerlin, seconded by Commissioner Kibodeaux
to approve Ordinance No. 1080 as read. Motion carried by
the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, and Simons.
NAYS: None.
ABSTAINED: Commissioner Cline.

11. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1080 (CONTINUED)
CAPTION: AN ORDINANCE APPOINTING THE MEMBERS OF THE CITY OF
LA PORTE PLANNING & ZONING COMMISSION, AND PROVIDING AN
EFFECTIVE DATE HEREOF.
12. DISCUSS AGREEMENT FOR FORMULATION OF MULTIJURISDICTIONAL
CONSORTIUM FOR THE PURPOSE OF CONDUCTING COMPREHENSIVE
EMPLOYMENT AND TRAINING PROGRAMS - After a brief discussion
regarding the good relationship the City had with Harris
County under present programs, such as manpower, etc., and
upon the recommendation of the Director of Finance, motion
by Commissioner Simons, seconded by Commissioner Kibodeaux,
to remain with Harris County and not join the City of
Pasadena in an agreement for the formulation of a multi -
jurisdictional consortium. Motion carried by the following
vote:
• AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.
13. CONSIDER APPROVING TAX CONTRACT - HUGH LANDRUM - After a
brief discussion regarding the need for equalization of
property tax both residential and commercial, motion by
Commissioner Tomerlin, seconded by Commissioner Kibodeaux,
to approve the tax contract with Hugh Landrum. A copy of
the contract is attached and made a part of these minutes.
Motion carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, and Simons.
NAYS: Commissioner Cline.

14. CONSIDER VARIANCE REQUEST TO ZONING ORDINANCE OF CHARLOTTE
RIVES TO ALLOW A CAR PORT AT 507 SOUTH KANSAS STREET -
After a brief discussion regarding other car ports on Kansas
Street other variances that have been granted, motion by
Commissioner Simons, seconded by Commissioner Kibodeaux, to
grant a variance to allow a car port at 507 South Kansas
Street. The car port would be 13 feet inside the property
line. A copy of the request is attached and made a part of
these minutes. Motion carried by the following vote:
AYES: Commissioners Kibodeaux, Cline, and Simons.
NAYS: Commissioner Tomerlin.
15. CONSIDER REQUEST FOR ESTIMATE FOR PROPOSED WATER SERVICE TO
EXXON PIPELINE COMPANY'S SOUTHEAST TEXAS DIVISION OFFICE -
After a general discussion regarding requests of Exxon Pipeline,
Air Products, Liquid Air and others, the Mayor authorized the
Engineer to study and make a recommendation for the line and
• cost estimates to furnish water for Exxon Pipeline and then
loop to tie in the Fairmont Park Water Well. Then take
Liquid Air's request and see what their usage would do to our
system. A copy of each request is attached and made a part of
these minutes.
16. CONSIDER APPROVING ADVANCE SICK LEAVE FOR E. D. BUTCHEE-
Upon the recommendation of the Police Chief, motion by
Commissioner Simons, seconded by Commissioner Kibodeaux to
authorize a 30-day advance sick leave for E. D. Butchee.
Motion carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.

17. CONSIDER AUTHORIZING ADVERTISING AND ACCEPTING BIDS TO BE
RECEIVED ON JULY 5, 1977, AT 7:00 P.M. FOR TWO PATROL UNITS
FOR THE POLICE DEPARTMENT - Motion by Commissioner Simons,
seconded by Commissioner Tomerlin, to authorize advertising
and accepting bids to be received on July 5, 1977, at 7:00 P.M.
for two patrol units for the Police Department. Motion carried
by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.
18. CORRESPONDENCE - The following correspondence was read:
A. LETTER FROM SOUTHERN PACIFIC TRANSPORTATION COMPANY -
A letter of intent accepting the City's proposal to extend
water and sewer lines north on 16th Avenue and then west on
Lomax School Road to Southern Pacific's Strang Yard Property.
A copy is attached and made a part of these minutes.
B. INVITATION FOR JOINT TEXAS MUNICIPAL LEAGUE AND REGION 14 -
HARRIS COUNTY MAYORS' AND COUNCILMENS ASSOCIATION MEETING - To
be held June 23, 1977, at 6:30 P.M. A copy is attached and
made a part of these minutes.
C. LETTER FROM UNIVERSITY OF HOUSTON - offering a defensive
driving course.
D. LETTER FROM BOB ARMSTRONG - GENERAL LAND OFFICE - AUSTIN -
Inviting the officials to a series of workshops to familiarize
coastal community leaders with the impacts of outer continental
shelf oil and gas development and the financial assistance
under the federal Coastal Energy Impact Program (CEIP).
E. LETTER FROM MAYOR JACK CAMPBELL, SEABROOK - Requesting
a resolution for a fixed span bridge of 65 feet to be sent
to the state. A copy is attached and made a part of these
minutes.
F. LETTER FROM RUFUS G. SMITH - Commending the performance of
the La Porte Ambulance Service. A copy is attached and made
a part of these minutes.

19. DISCUSSION OF DEPARTMENT PROJECTS -
92-500 GRANT PROJECT - Mayor Meza stated that the City had
been moved from position 36 to 78 for funding for the 92-500
Sewer Grant. A public hearing will be held in Austin on
June 23, 1977. Members of the Chamber of Commerce, Realtors,
Industry and citizens plan to go to the hearing to testify on
behalf of the City's needs.
COMMISSIONER TOMERLIN requested an executive session.
REQUEST OF BAY MUD - Mr. Broussard informed the Commission
of a meeting with a Mr. Morse of Bay Mud, who had made two
verbal requests of the City: (1.) That the City run a water
line under Spur 501 from the east side to the west side at
Mc Cabe Road for emergency water only, as soon as possible.
(2.) Would like an agreement which would include their cost
to process sewer through our sewer plant.
Mr. Broussard requested an executive session.
ENGINEER'S REPORT - Dave Corbin stated that his office had
• been requested to attend a meeting at the Chamber of Commerce
on Tuesday, June 14, 1977, at 1:15 P.M., to discuss the
P.L. 92-500 Sewer Grant Hearing.
20. EXECUTIVE SESSION - V.A.T.S. - ARTICLE 6252-17 - SECTION 2 -
(E) AND (G) - LITIGATION AND PERSONNEL) - Motion by Commissioner
Kibodeaux, seconded by Commissioner Simons that the meeting recess
for an executive session. Motion carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.`

ORDINANCE NO.
AN ORDINANCE DISANNEXING CERTAIN TERRITORY HERETOFORE ANNEXED
TO THE CITY OF LA PORTE; CONTAINING A SAVINGS CLAUSE; AND
PROVIDING AN EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LA PORTE:
Section 1. The hereinafter described territory, to
the extent to which the same has been previously annexed
to the.City of La Porte, and. made a part of the corporate
boundaries of the City of La Porte, Texas, by prior annex-
ation ordinance of the City of La Porte, is hereby dis-
annexed from the corporate limits of the City of La Porte,
and, after the effective date of this Ordinance, shall not
constitute a part of the corporate territory of the City of
La Porte, to -wit:
All of the territory lying East of the Western right-of-way
line of the G. H. & S. A. Railroad or its successors or
assigns; and South of a line described as follows:
BEGINNING at the point of intersection of a Westerly pro-
jection of the North boundary line of Tract No. 1 of
y Bayshore Municipal Utility District as described in Article
8280-268 of Vernon's Annotated Civil Statutes, Water,
Cumulative Supplement, 1965, same being the North right-of-
way line of McCabe Road, and the Western right-of-way line
of the G. H. & S. A. Railroad or its successors or assigns;
THENCE in an Easterly direction with said Westerly projection
of said North boundary line of Tract No. 1 of Bayshore
Municipal Utility District and with the said North boundary
line of Tract No. 1 of Bayshore Municipal Utility District
and continuing in the same Easterly direction across Spur
501 (also known as Old State Highway 146) to a point of
intersection with the East right-of-way line of said Spur
501;
THENCE in a Southerly direction along said East right-of-
way line of said Spur 501 a distance of 100 feet, more or
less, to the North line of Pine Bluff Addition;
THENCE in an Easterly direction along said North line of
Pine Bluff Addition, .a distance of_1.,350 feet, more or
less, to a point on the West Shoreline of Galveston Bay.
Section 2. Nothing herein contained shall affect the
validity of the remaining portion of the Ordinance or Ordi-
nances under which the hereinabove described territory, or
any portion thereof, was originally annexed, and it is the
is intention of the City Commission of the City of La Porte
that only the above described territory, or so much thereof
which has been previously annexed to the City of La Porte,
shall be disannexed from the corporate limits of the City
of La Porte, Texas.

AGREEMENT FOR THE FOkMULATION OF A
MULTIJURISDICTIONAL CORSORTIUM FOR
THE PURPOSE OF CONDUCTING COMPREHENSIVE
EMPLOYM.E,NT AND TRAINING, PROGRAMS
UNDER THE COMPREHENSIVE EMPLOYMENT
AND TRAINING ACT OF 1973 (PL 93-203)
I. GENERAL:
In accordance with Section 102 (a)(3) of the Comprehensive Employment and
Training Act of 1973 (PL 93-203), herein referred to as "Act", and by the
authority as evidenced by the attached resolutions, the cities of Pasadena,
Deer Park, La Porte, South Houston, Taylor Lake, E1 Lago, Nassau Bay and
Seabrook hereby join -in consortium for the purposes of conducting comprehensive
manpower programs under said Act.
ORGANIZATION
II. EXECUTIVE COMMITTEE:
A. An Executive Committee of twelve shall be formed consisting of the
following representation:

Members of the Executive Committee from a City shall be appointed by the Mayor
of that City, prpvid.ed, however, that only elected officials of political sub-
divisions of -the -State of Texas shall be eligibles to serve on the Executive- -
Committee.
B. The Executive Committee shall, from among its members, elect a Chair-
man, Vice-Cbairman and Secretary, and shall develop and -adopt by-laws to govern
its deliberations and proceedings. The.Executive Committee shall be the
governing body of the Consortium and shall have over-all authority and responsi-
bility to establish the goals, objectives and policies of the Comprehensive
• Manpower Program to be operated under said Act and shall review and approve or
disapprove the Comprehensive Manpower Plan to be submitted under the Act.

III. A. The administration of the comprehensive manpower program shall be
vested in the eligible prime sponsor, The City of Pasadena, as administrative
unit of the Consortium. The administrative unit is hereby delegated the power
to enter into contracts and dub -grants and other necessary agreements, to

receive and expend funds, to employ personnel, to organize and train staff,
to develop procedures for program planning, operation,,assessment and fiscal
management of the program, to evaluate program performance and determine
resulting need, to sign grant agreements or modifications thereto with the
Department of Labor, and to perform any other acts, consistent with said Act
and regulations promulgated thereunder, reasonably deemed necessary by the
administrative unit to insure the success of the compreheniive manpower program.
The administrative unit shall have responsibility for the entire operation of
the comprehensive manpower program, however, the consortium does not delegate
to the administrative" -.unit the authority to. make decision on grant agreements
or modifications thereto~wzth the Department of Labor, which authority is dele-
gated to and shall be retained by the Executive Committee, but only delegates to

the administrative unit the authority to sign grant agreements or modifications
thereto when specifically authorized by the Executive Committee. The consortium,
further, delegates and -reserves to the Executive Committee the authority.to
evaluate the program and all its components and also reserves to the Executive
Committee the decisions to reallocate and reprogram funds of the consortium.
The administrative unit shall make periodic reports to the Executive Committee

administrative operation of the comprehensive manpower program. The delegation
of authority to the administrative unit shall not relieve the members of the

A. The Executive Committee shall appoint a Prime Sponsor Advisory Council,
referred to herein as PSAC, which shall be of a size to be determined by the
• Execuiive Committee. The Executive Committee shall, to the extent practicable,
include as appointments to the PSAC members who are representative of the client
community, community -based organizations, the Employment Service, education and
training agencies and institutions, business, labor and, where appropriate,
agriculture. Elected officials of political subdivisions of the State of Texas
as well as other persons representative of other interested groups may be
appointed. The Executive Committee shall appoint a Chairman and Vice -Chairman
of the PSAC and shall provide professional, clerical and technical staff to

WHEREAS, the Secretary -of Labor provides Comprehensive Employment
and Training services throughout the United States, and
WHEREAS, the City of Pasadena is eligible to receive funds from
the Secretary of Labor for the purposes of providing said services, being an
independently eligible Prime Sponsor under said Act, and

WHEREAS,'.Section 102 (a)(3) of said Act authorizes the combination
of units of general local governments which includes an independently eligible
Prime Sponsor to be organized and to receive federal assistance for the purposes
of said Act, and R-
WHEREAS, State and local law provides for the formation of said
consortium, and
WHEREAS, the City of Pasadena has extended an invitation to the City
of , et al, to join it in the organization of such'
consortium,

NOW, THEREFORE, Be it resolved by the City Council of the City
Section 1. That the Mayor is hereby authorized to sign an agreement
with the City of Pasadena, et al, for the purpose of forming an Employment and
Training Consortium to establish a program which includes the development and
creation of job opportunities and the training, education and other services
needed to enable individuals to secure and retain employment at their maximum
capacity consistent with the intent and scope of the said Act.
Section 2. That the Mayor is hereby authorized to sign with other
consortium members a pre -application for Prir--e Sponsorship; said application
being in conformance with all applicable state requirements and guaranteeing
that the Consortium members, together and separately, will comply with all
assurances as stated in the Act.

Section 3. To the extent consistent with State and local law, the

Section 4. That the City of Pasadena, as an independently eligible

WHEREAS, the Mayor and City Commission of the City of La Porte, Texas,
are concerned that all taxable properties within the City be taxed on a fair
and equitable basis, and
WHEREAS, there is some indication that all properties may not currently
be taxed on a completely equitable basis, now
THEREFORE, the Mayor and City Commission of the City of La Porte, Texas,
have determined that it would be wise and to the best interest of said City that
all taxable real property and land within the City that are subject to appraisal
for City taxes, and/or "in lieu of taxes" payments, be appraised by experts
skilled in the matter of making such appraisals for tax purposes; said experts
to compile current appraisals on all the aforementioned properties and furnish
data and information to the City's Tax Assessor -Collector and Board of Equalization
for the purpose of equalizing the values of such properties as compared with other
property valuations in said City for tax purposes for the tax year 1978 and to up-
date these appraisals as necessary for the tax years 1979 and 1980; said data and
information to be made available in respect to all of such properties properly and
lawfully cominq before the Board of Equalization for said years; for consideration
in the equalization of values upon renditions made by the owners thereof and/or
upon renditions and/or assessments made by the Tax Assessor -Collector of the
City of La Porte, Texas, where the owner or owners may fail to render same; and
WHEREAS, the City of La Porte has employed the firm of Biggs, Landrum and
Associates, of Houston, Harris County, Texas, for tax appraisal services for the
City since 1967; and
WHEREAS, the Mayor and City Commission of the City of La Porte, Texas,
find that the firm of Biggs, Landrum and Associates has performed the services
called for in prior contracts in a completely satisfactory manner, and have
adequately demonstrated their skills and expertise in the matter of making apprai-
sals for tax purposes; and

WHEREAS, the firm of Biggs, Landrum and Associates has proposed to
the City of La Porte, Texas, that a new contract be entered into between that
firm and the City of La Porte, said contract to cover a complete reappraisal of
all taxable real property and land, and the gathering and compiling of informa-
tion relating to the values of the properties above identified as of January 1,
1978, and to up -date these property values as of January 1, 1979, and January 1,
1980, and make this information available to the City Tax Assessor -Collector and
the Board of Equalization to be used as they may see fit in determining the values
which should be assigned to said properties properly coming before them for consi-
deration and within its jurisdiction for tax purposes in the City of La Porte,
Texas, for each of the years 1978, 1979, and 1980, for the sum of THIRTY-EIGHT
THOUSAND DOLLARS ($38,000.00) per year for each of the calendar years 1978, 1979,
and 1980.
IT IS THEREFORE AGREED by and between the City of La Porte, Texas, acting
herein by its duly authorized Mayor and City Commission, FIRST PARTY, and the firm
of Biggs, Landrum and Associates of Houston, Harris County, Texas, SECOND PARTY as
follows:
THE SECOND PARTY AGREES TO:
1. Inspect, measure as necessary, classify, and appraise all residential and com-
mercial buildings within the City of La Porte for tax year 1978. For tax years
1979 and 1980, any new improvements will be appraised for addition to the appro-
priate years' tax roll and any adjustments deemed necessary will be made.
2. Inspect and appraise all taxable residential lots and acreage within the City
for the tax year 1978, and make any split -outs or necessary adjustments for the
tax years 1979 and 1980.
3. Inspect and appraise each industrial plant located within the City of La Porte,
or either of the Industrial Districts for City taxes and "in lieu taxes"
payments for each of the years 1978, 1979, and 1980.
4. Inspect and appraise all utilities, railroads, and pipe lines located within
the City as necessary for City taxes or "in lieu taxes" payments for each of
the years 1978, 1979, and 1980.

5, Prepare a permanent record card on each parcel of land included in Item 2
above for the City tax office. These records will contain the property
description, recommended land valuation, and how determined, a dimensional
sketch of any improvements on the land, complete with details of construction,
recommended values for the improvement and how determined, and any other data
pertinent to the particular property.
6. Assist the Tax Assessor -Collector in setting up records on the above proper-
ties, achieving equalization throughout the taxing jurisdiction, and meeting
deadlines and legal requirements for each of the years. 1978, 1979, and 1980.
7. Prepare recommended City assessments and "in lieu of taxes" payments for each
industrial plant within the City's Industrial Districts in accordance with the
current Industrial District agreements between the various industries and the
City. This will be done for tax years 1978 and 1979. In 1979, will assist
the City in negotiating new Industrial District contracts, and prepare the
tax data for 1980 in accordance with these new contracts.
8.. Work with the Tax Assessor -Collector, the Board of Equalization, the_ Mayor,
and City Commission to promote harmony and understanding.
9. Sit with the Board of Equalization at their meetings as necessary and make
available information relating to property values which may be used by
them as they see fit in determining the values which should be assigned to
properties coming before them.
THE SECOND PARTY also agrees that in the event the recommended values
are protested by the owners or representatives of the property, SECOND PARTY
will furnish expert testimony at their own expense in the District Court of
Harris County, Texas.
IT IS FURTHER UNDERSTOOD by both parties hereto, that the re -cord cards
mentioned in Item 5 above will become the exclusive property of the City
of La Porte, and the City may sell or share this information with any other
taxing jurisdiction as they may see fit.

FOR AND IN CONSIDERATION of the skilled services, technical knowledge,
and experience of SECOND PARTY in the performance of the obligations devolving
upon such party hereunder; and in consideration of the information given and
assistance given to the City of La Porte, Texas, the Tax Assessor -Collector and
the Board of Equalization in undertaking to value and equalize the values of pro-
perties properly coming before the Board of Equalization for the years 1978, 1979,
and 1980, for consideration at its equalization hearings; FIRST PARTY AGREES and
obligates itself to compensate SECOND PARTY by payment to SECOND PARTY the sum
of THIRTY-EIGHT THOUSAND DOLLARS ($38,000.00) for each of the calendar years,
1978, 1979, and 1980, equal payments to be made quarterly upon the submission of
a statement by SECOND PARTY to the City. The City shall also furnish all materials
and supplies required for this work that are to remain the property of the City of
La Porte, Texas.
THE EXECUTION OF THIS CONTRACT is authorized by proper resolution duly
adopted by the City Commission of the City of La Porte, Texas, and entered upon
the minutes of such Commission.

Gentlemen:
This letter is to confirm the understandings of Southern
Pacific Transportation Company ("Railroad") and City of La
Porte ("City") with respect to the proposed extension of the
City's.eight (8) inch water and sanitary sewer pipelines to
serve Railroad's Strang Yard.
City has stated that said facilities can be extended north
on 16th Avenue and then west on Lomax School Road to this Company's
Strang Yard property. The proposed extension is shown on the
attached Railroad map of its Galveston Branch right of way.
• The estimated cost of construction, including engineering and
supervision, is One Hundred Ten Thousand Dollars ($110,000). Rail-
road -shall deposit with City the sum of Seventy Thousand Dollars
($70,000), of which a total of Fifty-two Thousand Dollars ($52,000)
is to be refunded to Railroad over a ten (10) year period.. Railroad
shall contribute the remaining Eighteen Thousand Dollars ($18,000)
as its share of the cost.
City agrees to undertake installation of said sewer and water
line extensions as soon as practicable after labor and materials
are available, and to thereafter diligently prosecute same to
conclusion.
If the above is in accordance with your understandings and
agreements, please so indicate on the attached copy of this letter
and return the same to me.

As you know, this city and the city of K'emah have been diligently
working toward alleviating the congested traffic at the lift span
bridge connecting the two cities.
We believe the most expeditious solution to this problem would be
a fixed span bridge with a minimum clearance of 65 ft.
. Since replacement of the bridge is of concern to all cities and
residents of the area, I am requesting that you supply a letter
to me expressing your sentiments regarding the fixed span bridge,
and recommending the 65 ft. clearance. I am also requesting all
cities to pass a resolution urging the State to allocate funds
for this bridge at the earliest possible time. A copy of Seabrook's
resolution is attached hereto.
Both the letter and the resolution should be forwarded to me as
soon as possible, and no later than the last of June, so that a
compilation may be ready for the State. Your cooperation on this
urgent matter will be greatly appreciated.

RESOLUTION NO. 77-18
CLEAR CREEK BRIDGE
WHEREAS, the bridge on State Highway 146 over Clear Creek between Kemah and
Seabrook is only two lanes with a four -lane highway on either side of
said bridge; and
WHEREAS, the lift span is continuously opening on weekends and holidays because
of numerous sail boats going in and out of Clear Lake; and
WHEREAS, the lift span in said bridge causes traffic jams, air pollution problems,
and serious adverse effect to the business life of the City of Seabrook. -
and
WHEREAS, subsidence in the Harris County area is causing said bridge to be lower
each year;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEABROOK, TEXAS:
THAT, the State Department of Highways and Public Transportation be urged to
allocate the necessary funds at the earliest possible time fir a fixed
span high bridge on State Highway 146 crossing Clear Creek; and
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to all members
of the State Department of Highways and Public Transportation, Governor
Dolph Briscoe, Lieutenant Governor Bill Hobby and all Legislators from
this area.
AND IT IS SO ORDERED.

May 19, 1977
May I commend to you an instance of fine and precise per-
formance by our La Porte Ambulance Service which occurred
on April 25. Among their varied and frequent runs, the one
which originated about 2000 that evening was, I'm sure, more
or less routine.
But for me it became anything but a routine evening. Without
warning I was floored by sudden and. severe heart disturbance
in my home. Fortunately I was not alone and both me andmy
family's first thought was to trundle me into a car and take
off for Pasadena-Bayshore's Emergency room. But luckily my
son, Stdphen, who has had EMT training intervened and called
our Ambulance Service. They responded immediately and with
expertise and oxygen, got me to the hospital with efficiency,
flawless driving, and still alive. Stephen's wife, Chris,
had the presence of mind to forewarn Dr. Blumenthal and he
arrived there only a step or two behind. our ambulance. Had
any one of four or five steps in this scenario been bungled
my return would undoubtedly have been via Art Simpson's.
Probably the most significant step of all was the fine exe-
cution of proscribed procedure by the ambulance crew. I now
have a Pacemaker, will never again "manana" even minor warn-
ing signs, and am told that I may even make it to the 21st
Century.
It occurs to me that if even I, a 30 year resident of La Porte,
with a former ambulance driver in the family, nearly made a
fatal mistake in attempting #o go by car without oxygen, etc.,
how many more citizens there must be in La Porte and nearby
communities who may not even know this fine service is avail-
able and how vital it may be to use it, rather than improvise.
I was quite surprised to find that my share of the fee for
this service was only 430.00. I'm sure that Mr. Carpenter
and his group have some ideas on how to publicize and possibly
post prominently in every home a step by step and daily re-
minder of what our Ambulance Service supplies and how and
why to use it. I'm sure their know-how is available to s:xch
a project without charge. I cannot imagine a more beneficial
use for some of the City's surplus funds. If somewhere I
