Honorable Mayor and City Commission:
I am acting in behalf of Mr. Ted V. Robertson and Mr. Corbit Thompson to
acquire the above mention lots to build a Sonic Drive-In restaurant. These
lots are zoned commercial but, or zoned against a drive-in restaurant and we
would like to get a variance from you to build and operate this facility.

Three things that might be a factor to you are.
(1) We do not plan to remove the trees at the rear of these lots. They will
help as a sound barrier.
(2) We will build a six (6) foot cedar fence across the back and as far do\~
each side as the city ordiance will allow us.
(3) Sonic Drive-Ins do not sell any alcholic beverages at any of their locations.
I think you will find Sonic runs a very good operation and will be an asset to
your cOTIIDlunity. I would appreciate your earliest possible attention to this matter.

RESOLUTION NO. 77-5
CLEAR CREEK BRIDGE
WHEREAS, the bridge on State Highway 146 over Clear Creek
between Kemah and Seabroo~ is only two lanes with a four-lane
highway on either side of said bridge; and
WHEREAS, the lift span is continuously opening on week-
ends and holidays because of numerous sail boats going in and
out of Clear Lake; and
WHEREAS, the lift span in said bridge causes traffic
jams, air pollution problems, and serious adverse effect to
the business life of the City of Seabrook; and
WHEREAS, subsidence in the Harris County area is causing
said bridge to be lower each year;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY CO~1ISSION
OF THE CITY OF LA PORTE, TEXAS: THAT, the State Department of
Highways and Public T~ansportation be urged to allocate the
necessary funds at the earliest possible time for a fixed span
high bridge on State Highway 146 crossing Clear Creek; and
BE IT FURTHER RESOLVED, that a copy of this Resolution
'be forwarded to all members of the State Department of Highways
and Public Transportation, Governor Dolph Briscoe, Lieutenant
Governor Bill Hobby and all Legislators from this area.

Dear Sir:
Attached to our letter dated January 20, 1<]77, were two copies of a
sample Construction Speed Zone Ordinance for the subject section of
roadway. We have not as yet received a copy of the action taken by
the City of La Porte establishing this zone. In the event the Ordinance
has been lost in the mail, we are attaching two additional. copies of the
Construction Speed Zone Ordinance. Following Council passage, please
return one copy of the Ordinance to this office for further handling.

CONSTRUCTION SPEED ZONE ORDINANCE
AN ORDINANCE ESTABLISHING SPEED LIMITS DURING .CONSTRUCTION
ON A PORTION OF SPUR 501, WITHIN THE CORPORd.TE LIMITS OF
LA PORTE AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF.
WHEREAS, the State Department of Highways and Public Transportation
has made it known to the City of La Porte that operations will begin in the near
future to improve Spur 501 by doing Grading, Lime Stabilized Base, Asphaltic
Concrete Pavement, One Course Surface Treatment,- and Striping, and,
WHEREAS, in the interest of safety, it is desirable to maintain a
construction speed zone during the construction period;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF LA PORTE, that a
construction speed zone be established along Spur 501, from West "p" Street
to West "T" Street, a distance of approximately 0.362 mile, 30 MPH; to be
effective when so signed within said zone.
Necessary signs for posting the speed zones will be furnished,
installed, and maintained by the direction of the State Department of Highwa.ys
and Public Transportation engineer in charge of the project.
Any person violating the provisions of this ordinance shall upon
conviction be fined in any sum not to exceed Two Hundred Dollars ($200) .
This ordinance shall be in effect only during the period of construc-
tion, and completion of this project shall automatically cancel the speed zone.

AN ORDINANCE AMENDING ORDINANCE NO. 780, THE CITY OF LA PORTE
ZONING ORDINANCE, BY CHANGING THE CLASSIFICATION OF THAT CERTAIN
PARCEL OF LAND HEREIN DESCRIBED; AND PROVIDING AN EFFECTIVE DATE
HEREOF.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LA PORTE:
Section 1. The City Commission of the City of La Porte
hereby finds, determines and declares that heretofore, to-wit,
on the 20th day of June, 1977, at 7:00 P.M., a joint public
hearing was held before the Planning and Zoning Commission and
the City Commission, of the City of La Porte, Texas, pursuant to
due notice, to consider the question of the possible re-classi-
fication of the zoning classification of the hereinafter described
parcel of land. There is attached to this Ordinance as "Exhibit A,"
4It and incorporated by reference herein and made a part hereof for all
purposes, a copy of "Notice of Public Hearing" 'which the City
Commission of the City of La Porte hereby finds was properly
mailed to the owners of all properties located within two
hundred feet (200') of the properties under consideration.
Section 2. The Publisher's Affidavit of Publication of
notice of said hea~ing is attached hereto as "Exhibit B,"
incorporated by reference herein and made a part hereof for all
purposes.
Section 3. Subsequent to such public hearing, the City of
La Porte Planning and Zoning Commission met in special session
on June 20, 1977, to consider the changes in classification
which were the subject of such joint public hearing. The

City Commission of the City of La Porte is in receipt of the
written recommendations of the City of La Porte Planning and
Zoning Commission, by letters dated June 20, 1977, the original
of which letter is attached hereto as "Exhibit C," incorporated
by reference herein, and made a part hereof for all purposes.
Section 4. The City Commission of. the City of La Porte
hereby accepts the recommendation of the City of La Porte Planning
and Zoning Commission, and the zoning classification of the

corporate limits of the City of La Porte, is hereby changed
in accordance therewith, and the zoning classification of said

Please accept this letter as an introduction to Coastal
Tank Lining Company.
It is our desire and intention to become a part of your
community. In order to fulfill this desire, we must re-
quest your help.
We have an opportunity to purchase property in your fair
city, however your present zoning ordinances, in this
area, prevent us from operating our type of business in
this area.
Presently, this area,located at Block 727 18th Street,
is zoned for apartments, we need it zoned for industrial.
Our business is pipe and tank coating, This LaPorte loc-
ation would handle the bulk of the plant coatings and
specialty coating, however our tank and field crews would
work out of this location too.
Coastal Tank Lining Company is currently headquartered at
1214 Spooner Street in Pasadena and has been in the Coat-
ing business for over three years.
Thomas Mabry and John Fitch are the owners of Coastal Tank
Lining Company. Mr. Mabry has been in the painting and
coating business for over twenty five (25) years, having
been associated with Trustkote, Joiner and Southwest
Painters, all in this area and all industrial painting
companies. Mr. Mabry is well known and respected in his
field.
Mr. Fitch has been in the coating business for many years
also. Having been associated with Marchem, a specialty
coating company, and Gulf Coast Pipe Coating, specialists
in pipe coatings. Mr. Fitch also is respected and well
known in this field.

The City of La Porte, Texas has applied for a grant to improve
its sanitary sewer system. This letter is in support of that
application, from the point of view of the La Porte Independent
School District.

The City of La Porte, beginning to feel the urban sprawl of Houstqn,
does not have the tax base it needs to finance the sanitary sewer
system it needs. Federal funds for this project seem to be partiqu-
larly appropriate in light of the facts that, the degree of urban
renewal needed in La Porte will have to begin with rebuilding the
sewage system; that La Porte is alrrDst surrourrled with smaller
municipal utility districts, posing the demand that extremely hig!)
efficient standards be maintained; and, residents of La Porte COrM
tribute their share of federal taxes.
Schools in La Porte experience sewage problems periodically. We
un:lerstand the City of La Porte does the best it can with the avaj,lable
resources, but we know the service should be improved :for health and
convenience reasons.
We respectfully request that La Porte be awarded a high priority ror
a Municipal Facilit1es Construction Grant.
