• OF THE
LA PORTE CITY COMMISSION, LA PORTE, TEXAS
AUGUST 22, 1977
7:00 P.M.
MEMBERS OF THE COMMISSION PRESENT: J. J. Meza, Mayor;
Commissioners John Tomerlin, I. J. Kibodeaux, Virginia Cline,
and Tom Simons.
MEMBERS OF THE COMMISSION ABSENT: None.
OTHER CITY OFFICIALS PRESENT: Larry L. Broussard, City
Administrator; Margie Goyen, City Clerk; Knox Askins, City
Attorney; Stan Sherwood, Parks & Recreation Director.
• OTHER CITY OFFICIALS ABSENT: H. F. Freeman, Chief of Police;
Joe Sease, Fire Chief; D. R. D'icLaughlin, Fire Marshal.
OTHERS PRESENT: Annie Higby, President of American Association
of Retired Persons, and members of that organization; and
various citizens.

1. CALL TO ORDER - Mayor Meza called the meeting to order.

2. PUBLIC HEARING ON GENERAL REVENUE AND FEDERAL REVENUE SHARING
BUDGETS - Mayor Meza opened t e public hearing on the General
Revenue and Federal Revenue Sharing Budgets for the fiscal
year beginning October 1, 1977.
The City Administrator read the Federal Revenue Sharing Budget
as follows:
FEDERAL REVENUE SHARING
City Hall & Police Administration Building $102,162.00
Community Services 10,000.00
TOTAL $112,162.00
Mayor Meza asked if there were any questions?
BETSY WEBBER - asked if the amount of Community Services would
be 10,000.00. The City Administrator answered in the affirmative.
JIM SMITH - asked if the $102,162.00 amount was contingent on
• the new City Hall. The City Administrator stated that bids
had not been accepted for the new City Hall, so there was no
way to know the exact cost. An amount up to $102,162.00
will be used toward the new City Hall.
Motion by Commissioner Tomerlin, seconded by Commissioner Simons
to approve the Revenue Sharing Budget as presented. Motion
carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.
The City Attorney suggested that the citizens be encouraged
to participate in the public hearing.
EUGINA RILEY - stated that she felt $10,000.00 was a very small
amount of funds for community services.
Commissioner Tomerlin stated that the Nutritional Center was
only one of numerous programs that would be initiated with the
$10,000.00; once programs are initiated, then additional aid
would be available.
The Commission noted that the over 65 exemption of $12,500.00
per year was another savings that the citizens would have.
• MS. ANNIE HIGBY - stated that she felt that $10,000.00 was
too small amount.

3. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1090 - APPROVING
BUDGET P,ND SETTING TAX RATE - Mayor Meza stated that the
Commission had worked diligently for six weeks, most nights,
to prepare a budget that would be workable, and asked the
City Administrator to read the proposed budget for General
Revenues:

CAPTION: AN ORDINANCE MAKING APPROPRIATIONS FOR SUPPORT OF THE

BEGINNING OCTOBER 1, 1977, AND ENDING SEPTEMBER 30, 1978, AND
LEVYING A TAX OF $1.05 ON EACH $100.00 OF ASSESSED VALUE OF ALL
REAL AND PERSONAL PROPERTY LOCATED WITHIN SAID CITY.

4. .CONSIDER CALLING SPECIAL MEETING FOR SEPTEMBER 13, 1977, AT
7:00 P.M. - Motion by Commissioner Cline, seconded by Commissioner
Simons to call a Special Meeting for September 13, 1977, at
7:00 P.M. to accept bids for the new City Hall. Motion carried
by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.

5. CONSIDER AUTHORIZING ADVERTISING AND ACCEPTING BIDS TO BE
RECEIVED ON SEPTEMBER 13, 1977, AT 7:00 P.M. FOR NEW CITY HALL -
Motion by Commissioner Tomerlin, seconded by Commissioner Cline
to authorize advertising and accepting bids to be received on
on September 13, 1977, at 7:00 P.M., for the new City Hall.
Motion carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.

6. DISCUSS LETTER OF INTENT ON COMMUNITY DEVELOPMENT FUNDS -
Motion by Commissioner Simons, seconded by Commissioner Tomerlin
to authorize a letter of intent on Community Development Funds.
A copy of the letter is attached and made a part of these minutes.
Motion carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.

7. DISCUSS PARK PROPOSAL FOR FAIRMONT PARK - Mayor Meza stated that
Mr. Eddie Gray had contacted and would not be present because of
a death in his family, and requested that this item be tabled.
Motion by Commissioner Simons, seconded by Commissioner Cline
that this item be tabled. Motion carried by the following vote:
• AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.

8. DISCUSS PARTICIPATION IN THE COST OF 18-INCH SANITARY SEWER LINE -
Motion by Commissioner Kibodeaux, seconded by Commissioner Simons
that discussion of participation in the cost of 18-inch sanitary
sewer line be tabled. Motion carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.

9. EXECUTIVE SESSION - V.A.T.S. - ARTICLE 6252-17 - SECTION 2 -
(E) AND (G) - (LITIGATION AND PERSONNEL) - Motion by Commissioner
Cline, seconded by Commissioner Kibodeaux, to recess for an
Executive Session. Motion carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.
The meeting recessed at 7:44 P.M.

10. ADJOURNMENT - Motion by Commissioner Simons, seconded by
Commissioner Kibodeaux that the meeting adjourn. Motion carried
by the following vote:

LETTER OF INTENT COMMUNITY DEVELOPMENT ACT
Dear Sir:
•
The City of La Porte intends to file an application for
Community Development Funds.
There is a dire need for recreational facilities to especially
serve the needs of the area in our City known as the "North Side".
This area contains many low income families and is predominately
"black". Civic leaders have expressed the desire to hold a
neighborhood or "town meeting" at the City Hall so that the. needs
of the area can be openly discussed and studied.
The City owns a tract of land in this area on which we would like
to construct a swimming pool, tennis courts, playground and other
recreational facilities. The estimated cost of these improvements
is two hundred thousand dollars.
Another badly needed item would be low income housing for the
same area.
Your assistance and consideration will be appreciated by the
citizens of La Porte.
