SPECIAL MEETING - JANUARY 30, 1978, RECONVENED EXECUTIVE
SESSION - SPECIAL MEETING - JANUARY 31, 1978 - Motion by
Commissioner Cline, seconded by Commissioner Simons to approve
the minutes of the regular meeting of January 23, 1978, the
special meeting of January 30, 1978, and the reconvened
executive session of the special meeting held January 31,
1978, as presented. Motion carried by the following vote:
AYES: Commissioners Kibodeaux, Cline, and Simons.

4. APPROVAL OF ACCOUNTS PAYABLE - Motion by Commissioner Kibodeaux,
seconded by Commissioner Cline to approve the accounts payable

5. VISITORS WISHING TO ADDRESS THE COMMI'SSI'ON - RUFUS G. SMITH -
was recognized and requested that the City of La Porte voice a
protest to the B. F. Goodrich plant that was proposed in our area.

6. DISCUSS BIDS - TWO 1978 COMPACT CARS - INSPECTION AND PARKS &
RECREATION DEPARTMENTS - Motion by Commissioner Simons, seconded
y Commissioner Kibodeaux to accept the recommendation of the
City Administrator, and reject all bids for two compact cars and
readvertise for medium size cars, to be received March 6, 1978.

ELECTRICAL ORDINANCE PROHIBITING THE USE OF ALUMINUM CONDUCTORS -
After the proposed ordinance was read in full, motion by
Commissioner Simons, seconded by Commissioner Cline to approve
Ordinance No. 664-G as read. Motion carried by the following
vote:
AYES: Commissioners Kibodeaux, Cline, and Simons.
NAYS: None.
CAPTION: AN ORDINANCE AMENDING ORDINANCE 664, BY ADDING A
SECTION PROHIBITING THE USE OF ALUMINUM CONDUCTORS EXCEPT
AS OUTSIDE AERIAL CONDUCTORS; PROVIDING THAT ANY PERSON
VIOLATING THE TERMS OF THIS ORDINANCE SHALL BE DEEMED GUILTY
OF A MISDEMEANOR, AND UPON CONVICTION SHALL BE FINED IN ANY

to approve payment to Alvin Implement in the amount of $7,195.00
for one four wheel tractor with flail mower. Motion carried by

ABANDONING AND CLOSING A PORTION OF THE ALLEY IN BLOCK 1113,
TOWN OF LA PORTE, HARRIS COUNTY, TEXAS - After the proposed
ordinance was read, motion by Commissioner Simons, seconded
by Commissioner Cline to approve Ordinance No. 1103 as
read. Motion carried by the following vote:

CAPTION: AN ORDINANCE VACATING, ABANDONING AND CLOSING A

ACT AS ADMINISTRATOR OF THE TERMS OF THIS. ORDINANCE, SPECIFYING
HIS DUTIES AND RESPONSIBILITIES; PROVIDING FOR INCLUSION OF

AND PUBLICLY READ AT 7:00 P.M., FOR AIR CONDITIONING FOR
NEW POLICE BUILDING - Motion by Commissioner Kibodeaux, seconded
by Commissioner Simons to authorize advertising and accepting
bids to be received on March 6, 1978, until 5:00 P.M., to be
publicly opened and read at 7:00 P.M., for air conditioning
for the New Police Building. Motion carried by the following
vote:
AYES: Commissioners Kibodeaux, Cline, and Simons.

16. CONSIDER AUTHORIZING ADVERTISING AND ACCEPTING BIDS TO BE
RECEIVED ON MARCH 6, 1978, UNTIL 5:00 P.M., TO BE PUBLICLY
OPENED AND READ ALOUD AT 7:01 P.M., FOR ANTENNA TOWER FOR
NEW POLICE BUILDING - Motion by Commissioner Simons, seconded
by Commissioner Cline to authorize advertising and accepting
bids to be received on March 6, 1978, until 5:00 P.M., to be
publicly opened and read at 7:01 P.M., for an antenna tower
for the new Police Building. Motion carried by the following
vote:

THE NAME OF CRESCENT DRIVE TO CRESCENT SHOREB DRIVE - After
the proposed ordinance was read in full, motion by Commissioner
Kibodeaux, seconded by Commissioner Cline to approve Ordinance
No. 1105 as read. Motion carried by the following vote:

18. CONSIDER APPROVING PROPOSED ORDINANCE NO. 11D6 - CHANGING THE

Cline, seconded by Commissioner Simons to approve Ordinance
No. 1106 as read. Motion carried by the following vote:

19. CONSIDER CALLING SPECIAL WORK SHOP TO DISCUSS ENTEX, INC.,
FRANCHISE REQUEST - Motion by Commissioner Kibodeaux, seconded
by Commissioner Cline to call a Special Work Shop to be held
on February 15, 1978, at 6:00 P.M., to discuss Entex, Inc.,
franchise request. Motion carried by the following vote:
AYES: Commissioners Kibodeaux, Cline, and Simons.

20. CONSIDER AUTHORIZING ADVERTISING AND ACCEPTING BIDS TO BE
RECEIVED-ON MARCH 6, 1978, UNTIL 5:00 P.M., TO BE PUBLICLY
OPENED AND READ ALOUD AT 7:02 P.M., FOR NEW GARBAGE TRUCK
AND REFUSE BODY - Motion by Commissioner Simons, seconded
by Commissioner Kibodeaux to authorize advertising and
accepting bids to be received on March 6, 1978, until 5:00 P.M.,
to be opened and publicly read aloud at 7:02 P.M., for a new
garbage truck and refuse body. Motion carried by the following

21. DECLARE EMERGENCY TO AUTHORIZE INSTALLING HEAT AND AIR
CONDITIONING AT NUTRITION CENTER - Motion by Commissioner
Simons, seconded by Commissioner Kibodeaux to declare an
emergency to authorize installation of heating and air
conditioning at the Nutrition Center. Motion carried by
the following vote:
AYES: Commissioners Kibodeaux, Cline, and Simons.
NAYS: None.

22. RATIFY AUTHORIZING 12 STREET LIGHTS FOR FAIRMONT PPiRK EAST,
SECTION II, AND 25 STREET LIGHTS FOR FAIRMONT PARK WEST,
SECTION I - Motion by Commissioner Cline, seconded by
Commissioner Kibodeaux to ratify authorizing 12 street .lights
for Fairmont Park East, Section II, and 25 street lights for
Fairmont Park West, Section I. Motion carried by the following
vote:

24. DISCUSSION OF DEPARTMENT PROJECTS - MAYOR MEZA read the letter
attached to the petition presented by Eugina Riley regarding
community development. Copies will be made-for each of the
Commission members.
Mayor Meza further stated that he had received a letter from
Tom Van Dyke of Community Development, requesting that the City
present a priority list to Community Development expressing the
City's needs.

meeting recess for .an executive session. Motion carried by

Mrs Riley, reported,That the houses that Mr Hunt promised to work on has
been started,in spite of the bad weather.

to the city officials of La Forte telling'_them what the ~peo~le-would like •_to see
done in La Porte.
The Community Develotment people have been out in the area of La Porte to
see the poverty situation, they will return in the near futher.

if they want thir help.

Mrs Riley has done all she can to help the people she urges them to help their

RE'ERF~TCE: Bids accepted for two (2) 1978 compact cars at the last Council
Meeting.
It is my recommendation that all bids received on these two cars be rejected.
I would like to request permission to re-advertise for bids for two cars of
the same size that were recently purchased by the Police Department.
It is my thinking that we should get a fleet of automobiles of approximately
• the same size in order that we may stock the necessary parts for these vehicles
instead of carrying a stock for each different size vehicle.
My concern is the safety of the car. A medium size autanobile, when involved
in an accident, it seems, would be less dangerous than the very smallest auto-
mobile made. I personally would like to stay with a small, American-made
automobile rather than going with a foreign autanobile. Since our mechanics
are required to furnish their own tools, they would also have to personally
buy a set of metric tools for these foreign automobiles.
If this meets with your approval, I hereby request that we rebid these auto-
mobiles. I will be happy to supply anew set of specifications.

SPECIFICATIONS FOR REFUSE BODY
TYPE: Latest model, by-manufacturer with at least five

CAPACITY: The manufacturer's rated capacity shall be not less
than twenty (20) cubic yards,•exclusive of the load
hopper capacity. Rear loading type.

CONSTRUCTION: Bodies shall be constructed of high tensile steel wit•
the following minimum specifications:

DIMENSIONS: Length approximately 220 inches, maximum. Width
approximately 95 inches, maximum. Height above

LOAD HOPPER: The load hopper shall be one and eight-tenths (1 8/10:
cubic yards minimum fully open. Automatic actuated
safety door required if loading hopper does not
raise above loading height before packing plate lower-
PACKING UNIT: The packer assembly shall be fully automatic and
hydraulically operated without the use of sprockets
and chains.
HYDRAULIC SYSTEM: All hoses shall be double-braided wire high burst
capacity. All working cylinders must be double
acting hydraulic cylinders..
CONTROLS: The body compaction controls shall be operated from
• the rear of the body and be installed as recommended
_ by body manufacturer's standard procedures. Controls
to include a two (2) way buzzer signal system from
control panel to truck cab. •
DUMPING: The body shall be. ejection type dumping, NOT RAISED
BODY TYPE.
PAINTING: Bodies shall be properly cleaned and prepared prior
to painting. Paint shall consist of prime coat and
two (2) coats of paint applied as per manufacturer's
• recommendation. Color to be WHITE.
EQUIPMENT: The body shall be equipped with riding platform on
each side with handrails and gua~cds. Clearance
•• lights, directional signals, mud flaps and reflectors-
all to be installed on bodies according to ICC
• specifications and .Texas State Law.
• GENERAL: It is intended that service of these bodies will be
performed at the City Service Center according to
manufacturer's recommendations. If this will affect
any warranty or guarantee, exceptions will be noted an
taken as:-part of this bid. Cope of warranty must be
attached to bid.
