• MINUTES - REGULAR MEETING OF THE LA PORTE CITY COMMISSION, LA PORTE, TEXAS FEBRUARY 22, 1978 6:00 P.M. MEMBERS OF THE COMMISSION PRESENT: Mayor J. J. Meza; Commissioners John Tomerlin, I. J. Kibodeaux, Virginia Cline, and Tom Simons. MEMBERS OF THE COMMISSION ABSENT: None. OTHER CITY OFFICIALS PRESENT: Margie Goyen, City Clerk; Knox Askins, City Attorney; H. F. Freeman, Chief of Police; Joe Sease, Fire Chief; Stan Sherwood, Parks & Recreation Director; • R. L. JOINT PUBLIC HEARING - TO CONSIDER REZONING 2.8818 ACRE TRACT, TIDEWOOD SUBDIVISION, 420 FEET NORTH OF MC CABE ROAD FACING HIGHWAY 146, WM. P. HARRIS SURVEY A-30, HARRIS COUNTY, TEXAS, FROM RESIDENTIAL TO "C" APARTMENT AND COMMERCIAL DISTRICT - Mayor Meza opened the public hearing by asking if there was anyone desiring to speak for the rezoning of this property? Mr. Irving Phillips, representing Mr. F. Carrington Weems, was recognized and stated he had plans for the proposed apartment project and would be happy to make a presentation. U 0 • • Regular Meeting 2/22/78 4. JOINT PUBLIC HEARING (CONTINUED) Mr. Phillips made a brief presentation, showing the plans and a brief lay -out of the proposed project. 3 Mr. Carl Lyons - 1914 Crescent Shores - was recognized and asked if the apartment project would be a government subsidized project? Mr. Lyons was informed that the project had secured conventional financing. Mayor Meza asked if there was anyone desiring to speak in opposition to the project? There was none. Motion by Commissioner Simons, seconded by Commissioner Kibodeaux to rezone 2.8818 acre tract, Tidewood Subdivision 420 Feet North of Mc Cabe Road Facing Highway 146, Wm. P. Harris Survey A-30, Harris County, Texas, from Residential to "C" Apartment and Commercial, as recommended by the Planning & Zoning Commission, it be specifically for the project as presented; if a building permit had not been issued within two years of the rezoning date, the property • will revert back to the R-1 classification. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. 5. APPROVAL OF MINUTES REGULAR MEETING - FEBRUARY 6, 1978 - Motion by Commissioner Cline, seconded by Commissioner Kibodeaux to approve the minutes of the Regular Meeting held February 6, 1978, as presented. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. 0 • Regular Meeting 2/22/78 • 4 6. VISITORS WISHING TO ADDRESS THE COMMISSION MR. H. P. PFEFFER - informed the Commission that the Charter revision had progressed to the point of going to the Justice Department for districting if the Commission did in fact want to district. If so, an accurate count of anglos, minorities, etc.;. block by block count; boundaries of each district, etc. would be required and some professional engineering would be required. This would necessitate a budget of approximately $5,000.00. The Commission will determine if funds are available for appropriation of an amount for the districting. MR. CARL LYONS - addressed the Commission regarding his concern of the 1900 block of Crescent Shores, abandoned houses, weeds, cane, etc. The Inspection Department should start processing for demolition or clean up. MRS. EUGENIA RILEY - addressed the Commission regarding the need for better streets, playgrounds and equipment on the North Side. 7. CONSIDER APPROVING PAY ESTIMATE NO. 4 IN THE AMOUNT OF $50,507.10 - P. G. BELL COMPANY - NEW CITY HALL - Motion by Commissioner Tomerlin, seconded by Commissioner Kibodeaux to approve payment to P. G. Bell Company in the amount of $50,507.10 for the new City Hall. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. 8. DECLARE EMERGENCY TO REPLACE WATER LINE ON EAST "E" STREET - Motion by Commissioner Tomerlin, seconded by Commissioner Kibodeaux to declare an emergency to replace the water line on East "E", approximately two blocks of 6" water line from Iowa to Utah. If more weak places were found, approximately two more blocks would be replaced. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. 0 • • Regular Meeting 2/22/78 5 9. RATIFY AUTHORIZING EXPENDITURE OF FUNDS TO REPLACE WATER LINE ON EAST "E" - Motion by Commissioner Tomerlin, seconded by Commissioner Kibodeaux to ratify authorizing expenditure of funds to replace approximately two blocks of 6" water line on East "E" from Iowa to Utah. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. 10. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1107 - VACATING, ABANDONING AND CLOSING A PORTION OF THE ALLEY IN BLOCK 48 - After the proposed ordinance was read in full, motion by Commissioner Kibodeaux, seconded by Commissioner Cline to approve Ordinance No. 1107 as read. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. • NAYS: None. CAPTION: AN ORDINANCE VACATING, ABANDONING AND CLOSING A PORTION OF THE NORTH -SOUTH ALLEY IN BLOCK FORTY-EIGHT (48) IN THE TOWN OF LA PORTE, HARRIS COUNTY, TEXA$ (J. MARKS) 11. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1108 - VACATING, ABANDONING AND CLOSING A PORTION OF THE ALLEY IN BLOCK 26 - After the proposed ordinance was read in full, motion by Commissioner Cline, seconded by Commissioner Simons to approve Ordinance No. 1108 as read. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1109 VACATING, ABANDONING AND CLOSING THE ALLEY IN BLOCK 2 After the proposed ordinance was read in full, motion by Commissioner Simons, seconded by Commissioner Cline to approve Ordinance No. 1109 as read. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. CAPTION: AN ORDINANCE VACATING, ABANDONING OF THE ALLEY IN BLOCK TWO (2), IN THE TOWN COUNTY, TEXAS. (J. MARKS) 2 AND CLOSING ALL OF LA PORTE, HARRIS 13. CONSIDER APPROVING EMPLOYEE POLICY MANUAL - Motion by Commissioner Tomerlin, seconded by Commissioner Kibodeaux to approve the Employee Policy Manual as proposed. A copy of the manual is attached and made a part of these minutes. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. 14. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1110 - CONSTRUCTION SPEED ZONES ALONG SPUR 501 - After the proposed ordinance was read in full, motion by Commissioner Cline, seconded by Commissioner Simons to approve Ordinance No. 1110 as read. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. CAPTION: AN ORDINANCE ESTABLISHING SPEED LIMITS DURING CONSTRUCTION ON A PORTION OF SPUR 501 (SOUTH BROADWAY) WITHIN THE CORPORATE LIMITS OF LA PORTE, TEXAS, AND PROVIDING THAT ANY PERSON VIOLATING THE PROVISIONS OF THIS ORDINANCE SHALL UPON CONVICTION BE FINED IN ANY SUM NOT TO EXCEED TWO HUNDRED DOLLARS ($200.00), AND PROVIDING AN EFFECTIVE DATE HEREOF. • Regular Meeting 2/22/78 0 7 15. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1111 - ALTERING THE PRIMA FACIE SPEED LIMITS - After the proposed ordinance was read in full, motion by Commissioner Simons, seconded by Commissioner Cline to approve Ordinance No. 1111 as read. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. CAPTION: AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF ARTICLE 6701D, REVISED CIVIL STATUTES OF TEXAS ANNOTATED, UPON THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION, UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF, WITHIN THE CORPORATE LIMITS OF THE CITY OF LA PORTE, TEXAS, AS SET OUT IN THIS ORDINANCE; AND PROVIDING THAT ANY PERSON VIOLATING THE PROVISIONS OF THIS ORDINANCE SHALL UPON CONVICTION BE FINED IN ANY SUM NOT TO EXCEED TWO HUNDRED DOLLARS ($200.00); AND PROVIDING AN EFFECTIVE DATE HEREOF. 16. CONSIDER APPROVING 1978 AGREEMENT WITH HARRIS COUNTY FOR RURAL FIRE PROTECTION - After a brief discussion, motion by Commissioner Kibodeaux, seconded by Commissioner Simons that action be postponed for additional study. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. 17. CONSIDER AUTHORIZING ADVERTISING AND ACCEPTING BIDS TO BE RECEIVED UNTIL 5:00 P.M., MARCH 20, 1978, TO BE OPENED AND PUBLICLY READ AT 7:00 P.M., FOR TWO MOWERS FOR THE PARKS & RECREATION DEPARTMENT - Motion by Commissioner Tomerlin, seconded by Commissioner Kibodeaux to authorize advertising and accepting bids to be received until 5:00 P.M., March 20, 1978, to be opened and publicly read at 7:00 P.M., for two mowers for the Parks and Recreation Department. Motion carried by the following vote: • AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. • Regular Meeting 2/22/78 8 18. CORRESPONDENCE - None. 19. DISCUSSION OF DEPARTMENT PROJECTS - COMMUNITY DEVELOPMENT FUNDS - Commissioner Cline stated that the City was informed that Community Development Funds would be available in the amount of approximately $200,000.00 for use in street repairs. Mr. Caldwell was requested to prepare cost estimates. At such time as the cost estimates were prepared, the Commission might wish to call a special work shop. Commissioner Cline asked about the status of the audit work? It was determined that the work would be completed as soon as possible. • 20. EXECUTIVE SESSION - V.A.T.S. - ARTICLE 6252-17 - SECTION 2 - (E) AND (G) - (LITIGATION AND PERSONNEL) - The executive session was postponed until after the workshop. 21. ADJOURNMENT - Motion by Commissioner Kibodeaux, seconded by Commissioner Tomerlin that the meeting adjourn. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. In the interest of safety, it is desirable to establish a reduced speed zone for posting along 'sections of the roadway during construction operations. WHEREAS, the State Department of Highways and Public Transportation has made it known to the City of La Porte that operations will begin in the near future to improve Spur 501 (South Broadway) by doing grading,'base repair, and asphaltic concrete pavement overlay, and, WHEREAS, in the interest of safety, it is desirable to maintain a construction speed zone during the construction period; NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF La Porte that a construction speed zone be established along Spur 501 (South Broadway) from the La Porte South City -Limit to a point 528 feet -North of Avenue J, a distance of approximately 1.612 miles, 35 MPH, to be effective when so signed within said zones. Necessary signs for posting the speed zones will be furnished, installed, and maintained by the direction of the State Department of Highways and Public Transpor- tation engineer in charge of the project. Any person violating the provisions of this ordinance shall, upon conviction, be fined in any sum not to exceed Two Hundred Dollars ($200). • This ordinance shall be in effect only during the period of construction and completion of this project shall automatically cancel the speed zones. Harris County agrees to pay the sum of $ 4100.00 to the City for fire fighting and fire protection services to the unincorporated areas of.:,iarris County pursuant to Paragraph I of this agreement. The County ® agrees said sum is to be paid to the City within thrity (30) days after the execution of this contract. 0 The term of this agreement shall be one (1) year beginning January .1, 1978, and ending December 31, 1978. IV. It is hereby agreed and understood that the fire fighting and fire protection services to be -furnished by the City under this agreement shall include but not be limited to the following: Answering all calls for help y�and'assistance in extinguishing fires in the area designated in Paragraph I. of this agreement; furnishing fire fighting personnel, equipment and 'supplies to fight all fires within the -said area; and answering all calls and furnishing fire fighting personnel, equipment and supplies to protect persons and prop- erty within the said -area which are endangered by fires to adjacent areas; provided, that the above described personnel, equipment and supplies are not otherwi.se engaged in fire fighting within the City. Walk as quietly as possible and modulate your voice so that other employees will not be disturbed by unnecessary noise. • CONFIDENTIAL INFORMATION There is a code of ethics to be followed in any business, but of necessity the City of La Porte code is even more rigid. Routine information to newspapers shall be given only through the Administrator's Office. ECONOMY The City of La Porte is a not -for -profit operation. It is important that each and every employee be alert and careful in the care and use of City equipment and supplies. CITY EQUIPMENT AND SUPPLIES The equipment and supplies in the City are intended for City use only. They are more costly to manufacture than the articles used in the home. In this way, you can help keep down the cost of City Services. This will result in benefits to both our employees and citizens. SANITATION It is only natural to assume that a City should be a model institution for cleanliness and healthful sanitation. We, there- fore, enlist the support and aid of each employee in making the City of La Porte outstanding for its cleanliness, and hope that each employee will be personally responsible for seeing that • papers, rags, bottles, or any other refuse is not left on the floors or stairways. 0a • ACCIDENTS AND SAFETY MEASURES We ask the support of all employees in protecting one another from injury or disability by exercising caution and extreme care in the performance of their duties. All employees must be alert to any hazardous condition which might cause harm to themselves, their fellow workers, or visitors. Anyone notic- ing such hazardous conditions should correct them immediately or report them to their supervisor. Any foreign objects on floors such as broken glass, paper clips, water or other fluids, should be removed immediately by the first employee to detect them. IN CASE OF ACCIDENT, NO MATTER HOW MINOR, YOU ARE REQUIRED TO REPORT IMMEDIATELY TO YOUR SUPERVISOR. INSTRUCTIONS IN CASE OF FIRE The City is equipped with adequate fire -fighting equipment. Be familiar with the location of the fire extinguishers in or • near the department in which you work. Your Department Head will instruct you in its operation. Always be alert to the pos- sibility and source of fire hazards. Report them immediately to your Supervisor. DISASTER PLAN All employees of this City are part of an organized plan that has been prepared to help the City meet any emergency. Check with your Supervisor for your part in the program, and be sure you know what to do. DEFINITIONS OF FULL TIME, PART TIME AND OCCASIONAL EMPLOYEES Full Time: One whose regularly scheduled work week covers a minimum of forty (40) working hours per seven day period, exclusive of the one -hour lunch period. The employee must be able to meet the requirements of his department, as to schedulue of time, rotation of days off, holidays, etc. Full time employees are entitled to all employee benefits provided by the City. Part Time: One who works less than forty (40) hours per week, but who averages at least sixteen (16) hours per week. This employee • may be employed to work specific days of a week or a specific number of hours on given days. Part time employees are not eligible for employee benefits. 3 PROBATIONARY PERIOD OF EMPLOYMENT • Your first 520 hours (approximately 3 months for full time employees) of employment are considered a "trial or probationary period". This period gives your Supervisor an opportunity to determine whether you are able to perform the work assigned you. It also gives you the opportunity to decide whether you are satis- fied with your job. During this period you will be subject to all the rules and regulations of a permanent employee. If your work or conduct during this period of time is not satisfactory, your Depart- ment Head has the prerogative of dismissing you, or you may leave without prejudice. Upon completion of this period (520 hours), you are considered to have permanent status. HEALTH INFORMATION Before final acceptance for employment, applicants are re- quired to pass a physical examination. A Department Head may request a physical examination for an employee in his department at any time if he has reason to believe there is need for one. HEALTH INSURANCE The City of La Porte pays the entire cost of health insurance for the employee and his family. Beginning with the first day of • employment and terminating on the last day of employment. Also included in this insurance is $5,000 life insurance for the employee only. SALARY INFORMATION The amount of your salary will be discussed when it is de- cided that you will work with us. Many factors will influence the amount you will receive. We know that one job may require more skill and training than another. One person may have the working experience which would help us give better service to our citizens. When you may receive a salary increase will depend on you. Consider yourself as your Department Head sees you in your daily work. Study your own willingness to learn to accept changes. Rate yourself honestly on dependability, and on your ability to work with other people. See that you are always neat and clean and that you take special care to remove body odors. See that you are a person who can keep from idle talk and gossip both when on and off duty. Consider your real knowledge of your job. Do you really understand how it fits in with other jobs to help us give the best possible service. SALARY INCREASES Upon being recommended for a salary increase by the full time employee's Supervisor and Department Head, such increase will • normally become effective on the beginning of the next pay period after consideration. 4 • INCOME TAX WITHHOLDING AND SOCIAL SECURITY (F.I.C.A.) As an employee, you are automatically covered under the Social Security Law which entitles you to the benefits defined by the program. The cost of Social Security is paid by the City and deducted from your check on a 50-50 basis. Every new employee must obtain a Social Security number if he does not already have one. We must see your card in order to make a correct report. If, at any time, you have a question regarding your benefits under Social Security or possible problems which may arise for you under Social Security, the Personnel Office will advise you as to proper agency to contact. When you are employed you will be asked to complete a withholding tax form which determines the amount of income tax to be withheld from your check and deposited to your account with the Internal Revenue Service. Payroll checks will not be issued to any new employee until he has completed this form. It is your responsibility to report a change of address and/or telephone number to the Personnel Office as well as to your Department Head. If you change your name, you must go to the Personnel Office, where you will be given a form to com- plete and mail. This form requests that your name be changed with the Social Security Administration. If you need to change the number of dependents you claim for income tax purposes, you must go the the Payroll Office and complete a new W-4 form. A withholding tax receipt showing your earnings the past year and the amount of income tax withheld will be presented to you by January 31 of each year. This is the "W-2" Form which you will need in order to file your income tax returns. If you leave before the end of the year, you should leave a mailing address with the Personnel Office where this form can be mailed to you. PAY DAY Employees are paid semi-monthly on the 5th and 20th of each month. Payroll checks will be given to Department Heads who will in turn distribute them to their employees. If you are off duty on pay day and wish to have your check picked up by someone else you must send a written note identifying the person who will be getting your check. This note must give us permis- sion to release your check to that person; otherwise, for your own protection, we shall hold your check until you can come and claim it. Pay advances are not granted. OVERTIME PAY Payment for overtime will be made to all employees except those who are classified as exempt employees. Each department has a standard work week. Hours worked beyond the standard work week must be approved by the Department Head before any overtime is worked. When approved the payment will be made. 5 0 WORKING HOURS Because of its nature, the City work never stops. Certain facilities must be available every hour of the day, every day of the year. This requires that many departments be covered at all times, and employees may be expected and scheduled to work eve- nings, nights, holidays, weekends and in cases of emergency to work in areas and departments other than the one to which he is regularly assigned. However, we try to follow a schedule of work and time off. Certain emergencies may necessitate extra work. You will receive pay for overtime worked, according to the Fair Labor Standards Act. TRANSFERS AND PROMOTIONS If an employee desires a change in position to some other department, he should first discuss the matter with his Department Head, who in turn will consult the Head of the Department to which the employee wishes to change. Final arrangements will be made through the Personnel Director, with the Administrator's approval. An employee who transfers by his request to a new position must understand the following agreement on the terms of the transfer: (1) A 90-day probationary period will be served in the new position. . (2) If the Supervisor and/or employee is not satisfied in any way during the 90-day probationary period, the em- ployee may ask for a transfer back to his old position, providing it has not been filled and the Department Head approved the transfer back; otherwise, the employee may be terminated. (3) During this probationary period the employee shall con- tinue to receive all City benefits. Employees who are qualified to fill vacancies are encouraged to do so when it would mean a promotion. Otherwise, transfers are discouraged, especially since time and money have been spent in training for the original position. • RESIGNATION • In order that all functions of the City may run as smoothly as possible, it is expected that all permanent employees will give two weeks written notice when submitting their resignation. It may be necessary for your replacement to be trained before you leave. We do, however, realize that personal emergencies may sometimes force you to leave on short notice. Be sure to discuss your rea- sons with your Department Head so your personnel record will fairly reflect your action. When an employee resigns, the final check will be issued on the next regular pay day and may be picked up at that time in the personnel office. Prior to the resignation date the employee must obtain an "Employee Clearance Form" from their Department Head. This form will be issued after all assigned equipment has been returned. This form must be completed before a final check will be issued. REGULATIONS GOVERNING EMPLOYEE CONDUCT The following are examples which will be considered grounds for corrective action up to and including terminating employment; however, termination is not limited to the infractions mentioned. Dishonesty Deliberate or negligent damage or destruction of equipment • or materials Intoxication or possession of intoxicating liquor or narcotics while on City property or on duty • Repeated violation of City rules Insubordination Harboring a serious or contagious disease which would endanger fellow employees Fighting while on City premises or while on duty Repetitious acts of a less serious nature Conviction of any misdemeanor or felony resulting in confine- ment to any jail, prison or penitentiary Intentional violation of City safety rules Possession of a weapon or firearms on City property or while on duty. (This excludes members of the Police Department.) Abusing, either physically, verbally or psychologically, a fellow employee or citizen 7 • 0 It is the City's policy to consider it has a verbal agreement • with its employees by which they agree to perform the tasks and meet the responsibilities the job requires of them and to do so to the best of their ability. This booklet outlines the rules to which the employee agrees when accepting employment. The City agrees to pay the employee at the rate initially agreed upon at the time of hire plus other benefits and increases as the employee becomes eligible. The City will honor its part of the agreement and expects the employee to honor his without the necessity for discipline. Discipline will consist of verbal reviews if an employee breaks his portion of the agreement. In more serious cases, formal letters of notice will be written and entered into the employee's file. The City policy is to make every effort through its supervisory personnel to aid the employee in understanding and honoring their portion of the agreement. As a last resort, when it becomes apparent an employee cannot keep his side of the agreement, it is assumed the agreement is not workable and the employee is separated from the City. The following are some examples of offenses warranting corrective action and are not limited to only the infractions mentioned: Failure to report off work properly Repeated failure to properly fill out records Violation of City rules • Excessive tardiness or absenteeism Loafing; failure to perform work assigned within a reasonable time Doing personal work while on duty Leaving your job while on duty without permission of your supervisor Removal of City property from the premises without proper authorization In each instance of disciplinary action the reasons for the action will be discussed with you by your Supervisor or in the case of discharge by the Department Head. ANY EMPLOYEE WHO IS OFF WORK AND MISSES THREE SCHEDULED WORK DAYS WITHOUT CALLING IN TO REPORT OFF IN A PROPER MANNER IS CONSIDERED TO HAVE RESIGNED. UNEMPLOYMENT COMPENSATION • Due to a change in the present law, this City will be included under the requirements of the Unemployment Compensation Law. This change will become effective January 1, 1978. Employees seeking more information on this law should contact the State Employment Security Commission. RE-EMPLOYMENT Personnel re-entering the service of the City after having resigned shall assume the same status as a new employee. We shall consider your previous work record and the personal evaluation stated by your previous Department Head. We shall not, however, consider you if you previously left employment without giving us fair notice (2 weeks). If you are re-employed, you will be a new employee with no seniority rights or benefits. ABSENCE, NOTIFICATION Your job in our City is important. If you are absent, a replacement must be found to do your work until you return. If you are late for work, one of your fellow employees must temporarily assume your responsibilities. Therefore, it is important that you notify your Department Head or his designee, at the earliest possible indication that you will be either absent or tardy. • If it is necessary for you to be absent from duty for any reason other than your regularly scheduled days off, you must notify your immediate supervisor by either 7:00 a.m. or 8:00 a.m., depending on your schedule, and get it approved by your Supervisor. Your Supervisor will then forward it to the Department Head and Personnel Office for final approval and processing. If you are unable to report on duty because of illness, it is important that you notify your immediate Supervisor or Department Manager as soon as possible by telephoning the City prior to 7:00 a.m. or 8:00 a.m., depending on your schedule. You must report in each morning that you will be absent. The number is 471-5020. MAIL AND TELEPHONE MESSAGES Personal mail should be directed to the employee's home address. The City does not have the facilities to sort and deliver personal mail and cannot be responsible for delivering mail to employees addressed to the City. Telephone lines must be kept free for City business as much as possible. Employees are allowed to use City phones for personal calls when absolutely necessary; however, these calls should be limited to the shortest time possible. If it is absolutely necessary to make a call while on duty, you must get the approval of your Department Head. Ask your friends and relatives not to call you at the City except in cases of emergency. Only emergency calls will be given • to the employees. G7 PARKING • The City provides free parking for employees in designated areas. Please DO NOT park in the spaces reserved for citizens. Spaces for handicapped employees will be provided as needed. 0 REST PERIODS One ten minute rest period will normally be provided during each uninterrupted 4-hour tour of duty, at the discretion of the Supervisor, depending on the needs of the department. You should advise your Supervisor when you desire to leave for your rest period. The rest period is a privilege and not a right; the work needs of the department are always the determining factor. The rest period is not a deduction from your pay, but when received is a fringe benefit. SOLICITORS AND SALESMEN Solicitors and salesmen are not permitted to contact you at the City without special permission. This is for your protection. CREDIT UNION All employees, at the time of employment or any time there- after, are invited to become members of the City of La Porte Federal Credit Union. To become a member, an employee must pay a 25� application fee plus purchase of one $5.00 share (savings account). Payroll deduc- tions are made for savings and/or loans. Dividends are paid to members with savings accounts. Loans are also available at low interest rates after completion of three (3) months service with the Credit Union. Insurance protection is pro- vided on savings accounts and loans in the event of your death or disability. For further information contact the Credit Union personnel. All Credit Union business should be transacted on Tuesday through Thursday from 11:00 a.m. to 1:00 p.m. only. 10 • STANDBY REQUIREMENTS • In the Water and Sewer Department as well as the Street Department it is necessary that qualified personnel be avail- able to handle emergencies that might arise. All employees of these departments are subject to being scheduled on a standby basis for emergency call. This standby duty is rotated among the qualified employees in the department, who are compensated for this responsibility. Each person is expected to do their part to insure proper performance of these departments.
