• MINUTES - SPECIAL MEETING
OF THE
LA PORTE CITY COMMISSION, LA PORTE, TEXAS
APRIL 10, 1978
7:00 P.M.
MEMBERS OF THE COMMISSION PRESENT: Mayor J. J. Meza;
Commissioners John Tomerlin, I. J. Kibodeaux, Virginia Cline,
and Tom Simons.
MEMBERS OF THE COMMISSION ABSENT: None.
OTHER CITY OFFICIALS PRESENT: Margie Goyen, City Clerk;
Knox Askins, City Attorney; Gail Hamilton, Associate; James
La Fitte, Lieutenant, Police Department; Joe Sease, Fire Chief;
Stan Sherwood, Director of Parks & Recreation; Gerard Nutting, Public
Works Director; D. R. McLaughlin, Fire Marshal; Paul Hickenbottom,
• Assistant Fire Marshal; Al Steckman, Inspector; Judge J. B. Williamson.
OTHER CITY OFFICIALS ABSENT: None.
OTHERS PRESENT: Reverend Leroy Fleck, family, friends and supporters
of the newly elected officials.

1. CALL TO ORDER - Mayor Meza called the meeting to order.

2. INVOCATION - The Reverend Leroy Fleck gave the invocation.

3. ADMINISTER OATH OF OFFICE TO NEW CITY OFFICIALS -
I. J. KIBODEAUX - COMMISSIONER, POSITION NO. 2
TOM C. SIMONS - COMMISSIONER, POSITION N0. 4 - Judge
J. B. Williamson administered the oath of office to both
Commissioner Kibodeaux and Commissioner Simons simultaneously.
Certificates of Election were presented to both Commissioners.
J. J. MEZA - MAYOR - Judge J. B. Williamson administered the
oath of office to Mayor Meza and presented a Certificate of
Election to him.
The newly elected officials were reseated.
Commissioner Simons expressed appreciation to ever_y_one,
especially his wife and son.
Commissioner Kibodeaux expressed appreciation to everyone
that supported him; stating that he would try to work for
all the citizens. A special thanks to his wife, Ruth.
Mayor Meza expressed his appreciation to all the citizens
• for voting, showing their interest and concern for the
City. A special thanks to Dottie Kaminski, Mr. and Mrs.
Riley, his Aunt and Uncle, City employees and friends;
especially his wife, Patsy, and family.
Mayor Meza invited everyone present to attend a reception
at the Civic Center.

4. ADJOURNMENT - Motion by Commissioner Tomerlin, seconded by
Commissioner Kibodeaux that the meeting adjourn. Motion
carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.
The meeting adjourned at 7:13 P.M.

Eugene Ybarra made the motion to rezone Lots 13, 14, 15, and
16, Block 1373, La Porte, from Residential to "C" Apartment
and Commercial. Seconded by J. C. Hebert. Motion passed.

4. CONSIDER REQUEST OF HAZEL WILKES FOR LEGAL VARIANCE OF
BLOCK 48, LOTS 23 THROUGH 31, LA PORTE, TO ALLOW FOR MOBILE
HOME TO BE TEMPORARILY PLE~CED ON SAID PROPERTY - Hazel Wilkes
spoke to the Commission in reg~~l:d to her request for a vari-
ance to allow a mobile home to be tempo~r~.rily placed on
Lots 23 through 31, Block 48. She noted that she would be '
living at this Tocation front. 3 to 5 years. Discussion fol--
lowed by Commission members. Each Commission member gave
his opinion on this issue.
Ms. Wilkes pointed out that house trailers were located with-
in the City riow and are being used for living quarters in
both residential and commercial areas. Trailers are located
behind.. the La Porte school bus barn and the Weems property
on the old Highway 146.
.. Joe L_igi made the motion to approve Hazel Wilkes request for
- a variance for a period of 5 years maximum, on the basis
this is stipulated in the property sales agreement. Seconded
by J. C. Hebert. Motion failed to pass.

5. REVIEW AND CONSIDER REVISING THE PROPOSED PORTABLE BUILDING
ORDINANCE---:Mr. Steckman`was present for the review.
The Ordinance was discussed and Mr. Steckman agreed to
resubmit a revised version of the Portable Building Ordinance.

6. The Commission discussed commercial property being used for
apartments.

7. J. C. Hebert asked questions about: A. The City hiring
consultants to make a study of Planning & Zoning. This
question was raised before when 50' lots were submitted
to the Commission in a property plot plan.
` B. Property now zoned for mobile homes in La Porte which
is not being used yet.- (This will be on the Agenda at the
-next meeting.)
Joe Ligi asked about : The City providing an Ordinance pro-
hibiting topless joints, dives, etc.
