J. eza, Mayor • • • ORDINANCE NO. 915-L AN ORDINANCE GRANTING A PERMIT UNDER SECTION 18-A-3 OF ~~ ORDINANCE NO. 915, "PIPELINE TRANSPORTATION, BEING CHAPTER 18-A OF THE CODE OF ORDINANCES OF THE CITY OF LA PORTE, TEXAS; AND APPROVING THE APPLICATION OF EXXON COMPANY DATED NOVED4BER 3, 1978, TO CONSTRUCT A SIX-INCH ETHYLENE PIPE LINE, AND TO CONSTRUCT A SIX-INCH PROPYLENE PIPE LINE; AND PRIVIDING AN EFFECTIVE DATE HEREOF. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LA PORTE: Section 1. The City Commission of the City of La Porte has received an application dated November 3, 1978, from Exxon Pipeline Company, requesting a permit under Section 18-A-3 of Ordinance No. 915, being Chapter 18-A of the Code of Ordinances of the City of La Porte, to construct a • six-inch ethylene pipe line crossing the City of La Porte, and to construct a six-inch propylene pipe line crossing the City of La Porte, all as shown on said application. The application of Exxon Pipeline Company has been reviewed by the City's Director of Public Works, who has found that said application meets all requirements of said Ordinance No. 915, and has recommended its approval. Section 2. The City Commission of the City of La Porte hereby approves the application of Exxon Pipeline Company, dated November 3, 1978, and this Ordiannce shall constitute a permit to Exxon Pipeline Company to lay and construct said pipe line within the City of La Porte, all in conform- ance with the requirements of said Ordinance No. 915. The pipelines will be of steel, 6.625 O.D., API 5LX-52 ERW, and have a wall thickness of .219. Also attached is Exxon Pipeline Company's draft number 14164 in the amount of $600.00, as required. F. O'Neil on November 15, 1978, Air Products and Chemicals, Inc. requests permission to lay an 8" pipe- line for the transportation of nitrogen within the city limits of Laporte, Texas. As Mr. O'Neil explained to you, it is requested we be permitted to lay the proposed pipeline before a formal permit is granted by the City of Laporte to enable us to construct the proposed pipeline before a formal per- mit is granted by the City of Laporte to enable us to construct the proposed pipeline with the same contractor and at the same time as an Exxon Pipeline Company's pipeline is to be laid through Laporte. The proposed 8" pipeline of Air Products and Chemicals, Inc. will be located on the Exxon Pipeline Company's corridor throughout the City of Laporte and will be adjacent to and parallel with Exxon Pipeline Company's line for which they have heretofore made an application for a permit from Laporte. We will construct our pipeline in the same manner as Exxon. If the City of Laporte will grant Air Products and Chemicals, Inc. permission • to lay the proposed 8" pipeline, Air Products and Chemicals, Inc. will agree to the following stipulations as well as other reasonable stipulations requested by Laporte. 1. We will fully comply with Ordinance 915 as passed by the Governing Body of Laporte on March 6, 1972. 2. As soon as plats of street crossing and alignment sheets are available, a formal application will be made for a permit. Such information will be available on or before January 1, 1979. 3. Cover over the pipeline will comply with the requirements of the Ordinance. 4. All street crossings will be bored and encased in 12" pipe. 5. Pipeline will operate at a 500 psi maximum pressure. Temperature of nitrogen to be transported will be ambient. 6. Air Products and Chemicals, Inc. will agree to pay the fees set forth in the Ordinance. 7. Freeman Jr. 1 SUBJECT: Parking & Lighting at Akard Beall Apartments , At your request, I had Assistant Chief Hall check the area of the Akard Beall Apartments'on Oregon Street--regarding lighting and on- street parking. There is on-street parking on both sides of Montana and Oregon Streets. Because of the narrow streets and muddy unimproved shoulders, I recommend the parking be limited to one side of street on Oregon and Montana. ® This area is dark except for the intersection of Oregon and "K" Streets. I recommend street lights at Montana and "L" and Oregon and "I" (south end of unit). I recommend the owner place lights on the rear~of .buildings, lighting, the alley between .Oregon and Monta o iminate vandalism and thefts. ;_.r--~ r~reeman
