Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. CAPTION: AN ORDINANCE VACATING, ABANDONING AND CLOSING ALL OF THE ALLEY IN BLOCK ELEVEN HUNDRED SEVEN (1107), IN THE TOWN OF LA FORTE, HARRIS COUNTY, TEXAS. + + + 7. CONSIDER APPROVING_PROPOSED ORDINANCE NO. 1160 - ORDINANCE VACATING, ABANDONTNG.AND CLOSING THE PORTION OF SOUTH SECOND STREET LYING BETWEEN FAIRMONT PARKWAY AND WEST "K" STREET • BETWEEN BLOCK 1107 AND BLOCK 1108, TOWN OF LA FORTE - Mr. J. E. Cook, 1515 S. 2nd Street was recognized and addressed the Commission requesting that the portion of South Second Street between Fairmont Parkway and West "K" Street not be closed. He felt that it would create a hardship on him and would devalue his property. Mayor Meza asked if the Commission would like to respond to Mr. Cooks objections? Commissioner Tomerlin felt that the by closing that portion of Second Street, allowing for further development, would enhance Mr. Cook's property, not devalue it. Commissioner Cline reminded Mr. Cook that the Commission was only considering the closing of Second Street between Fairmont Parkway and West "K", only one block; and perhaps at a later time open "K" Street. Mr. Cook felt that the more ingress and egress there was to his property, the better it would be if it were developed into apart- ments. Commissioner Cline felt that because of the commercial development that that portion of Second Street might never be opened by the City. • • Regular Meeting 6/20/79 4 7. CONSIDER APPROVING PROPOSED ORDINANCE N0. 1I60 - ORDINANCE .VACATING, ABANDONING AND CLOSING THE PORTION OF SOUTH SECOND STREET LYING BETWEEN FAIRMONT PARKWAY AND WEST "K" STREET (BETWEEN BLOCK 1107 AND BLOCK 1108, TOWN DF LA PORTE - CONTINUED Commissioner Tomerlin mentioned his concern in regard to our Planning and Zoning Study they felt that La Porte had too many streets; new development has longer blocks; further stating that Mr. Cook might wish to close all of Second Street and buy it for apartments, and have all the additional land. Mr. Cook stated that he was not informed of the meeting in time to talk with the officials prior to this meeting. Mayor Meza stated that Mr. Cook's letter of opposition was read at the last work shop. Mr. Cook stated that he had owned his property over twenty years and asked that the Commission consider what they felt would be best for the majority. r 1 U Commissioner Simons felt that the closing of that portion of South Second Street would be beneficial if an apartment complex was built on Mr. Cook's property. Commissioner Tomerlin stated that he felt that it was in the best interest to close that portion of South Second Street lying between Fairmont Parkway and West "K" Street. After the proposed ordinance was read in full, motion by Com- missioner Tomerlin, seconded by Commissioner Kibodeaux to approve Ordinance No. 1160 as read. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons. NAYS: None. B. The Administrator informed the Commission of a memo from .Busch, Hutchison regarding a pump problem at the Municipal Swimming Pool. A copy is attached and made a part of these minutes. • C. Box 1115 La Porte, TX 77571 ATTN: Mr. Stan Sherwood RE: PUMP PROBLEM AT MUNICIPAL SWIMMING POOL Subsequent to the recent repairs to the referenced facility, some other problems have developed which, in our opinion, are unrelated to the repairs. One of these problems is the introduction of air into the filtration system causing loss of circulation. This can only be caused by there being a hole some- where in the suction line to the pump, that is between the main drain/skimmer lines and the pump case itself. By plugging the main drain and shutting the • skimmer valves it can be determined if there is a leak in the main drain line. If not the skimmer valves can be opened one at a time to see if they leak. On taro occasions the plumbing above ground in the pump house has proved to be at fault and both times the repairs have held up for only a few days and then the air problem recurs. The other problem is a seeming inability of the pump to be self priming. Although I have not personally witnessed the occurrence, they apparently at times -•ri 11 not 1 i ft ~•rater the one foot height required for priming. If there is a significant air leak in the suction lines, this could cause the lack of self priming. Another reason for not being self priming would be extensive wear in the pump, specifically at the wear rings. This cannot be determined without taking the pump down and having a skilled mechanic check the internals. I understand the pump is 20 years old and as such unless it has been maintained on a regular basis it would very likely now be in need of repair or replace- r,ent. Installation of a positive check valve in the suction line might help the priming problem, but a pump in good condition should not need this. All new lines to the pump from the skimn•~ers are in and working fine. The lines from the pump to the water inlets are installed and axe working properly. The original contract was for $15,997.50 but because the inlets into the pool did not need h•orking $1,000.00 was subtracted from the price. During the early part of the construction , it was found that • electrical wiring was embedded in the concrete and had to be replaced for an additional cost of $1,800.00. New fencing was added for an C~ additional cost of $530.00. Two additional items were found in the electrical work.. One ryas the sexy*ice box and main electrical line t}iat ,supplies the motox and pool light was in bad shape and the conduit which it was housed in was rusted in~• two, in several places. This was replaced with schedule 40 P.V.C. Also the service line from the pump house to the bath house was in the same condition and was replaced. This was..an additional cost of $1,604.90. Several pipes leading into the bath house wexe rusted and leaking. These pipes ti~~ere replaced at an additional cost of -$514.31. This brought the total to $4,449.21 for add on to the contract, for a total cost of $19,446.71. At present, all repairs are working fine with the cxception~of the pool pump. Also with the new and improved lines that we now have, the pump can not maintain its proper pressure because of the age and wear of the pump. With these factories and the fact that the efficiency of the pump is at about 40~, it is m}~ recommendation that we replace the . .pump. Blue prints showed that all electrical lines were six inches under the pool decking. •When the contractor started removing the decking from around the pool, he found that the wiring was inbedded in the concrete, because of this., all wiring around the pool had to be removed with the concrete. X would recommend that we allow Hamilton Construction to replace this wiring as an add on to his contract. Estimated cast is about $1,800.00. ,, Also about half of the fencing around the pool that was removed is in very poor condition. Since the contract called for the contractor to put the fencing back up, the City would be only out the expense of buying new fencing and no cost of labor putting the fence up. Y would recommend •that we purchase this additional fencing and Hamilton replace the fence with new fencing instead of the existing old one. The additional cost of the fence would be around $600.00. Also we received a bill from Bush Iiutchson Eng. for $951.85 for fee's on the pool. This fee along with the fencing and the.~elect"rival was not included in the contractor bid. I would like to recommend that this additional expense of $3,352.00 be expe~ided from the general contingency fund.
