Meza; Commissioners John Tomerlin, I. J. Kibodeaux, and Tom C. Simons. MEMBERS OF THE COMMISSION ABSENT: Commissioner Virginia Cline. OTHER CITY OFFICIALS PRESENT: J. R. Hudgens, City Administrator; Margie Goyen, City Clerk; Robert Hall, Assistant Chief of Police; Jack Burks, Public Works Director; Joe Sease, Fire Chief; D. R. McLaughlin, Fire Marshal; Paul Hickenbottom, Assistant Fire Marshal; Stan Sherwood, Director of Parks & Recreation; Knox Askins, • City Attorney. OTHER CITY OFFICIALS ABSENT: H. F. Freeman, Chief of Police. CHARTER REVISION COMMITTEE MEMBERS: H. P. Pfeiffer, Chairman; Eugenia Riley, Robert Daniel, Robert White, Dan Kennedy, Carlos Smith, and Bill Love. OTHERS PRESENT: James Hutchison and David Corbin of Busch, Hutchison & Associates, Inc.,; Rufus Smith, Fred Westergren, Linda Westergren, Evelyn Kennedy, John Courville. PRESIDING: Mayor J. J. Meza. + + + 1. CALL TD ORDER - Mayor Meza called the meeting to order. • + + + C Special Meeting 10/10/79 2 2. CONSIDER RECOMMENDATION OF CHARTER REVISION COMMITTEE ON THE PROPOSED BOUNDARY LINES FOR DISTRICTS FOR ELECTION OF COUNCIL- PERSONS UNDER THE PROPOSED REVISIONS TO THE HOME RULE CHARTER OF THE CITY OF LA PORTE - Mayor Meza read the recommendation from the Chairman of the Charter Revision Committee, Mr. H. P. Pfeiffer, stating that the Committee had voted six to one to reject the six single member district plan and stay with the four single member and two at large plan. The reason for the committee's preference of the four-two plan is that each citizen may vote for a total of four persons in lieu of being able to vote far only two persons in the rejected plan. Further, stating that one of the members, Gracie Gonzales, was advised by the League of United .Latin American Citizens that they felt the proposed four-two plan was acceptable. A copy of the recommenda- tion is attached and made a part of these minutes. Motion by Commissioner Tomerlin, seconded by Commissioner Simons to accept the recommendation of the Charter Revision Committee to stay with the four single member, two at large, Mayor at large plan. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, and Simons. NAYS: None. + + + 3. CONSIDER APPROVING PROPOSED ORDINANCE NO. 1171 - ORDINANCE APPROVING DISTRICT BOUNDARY LINES SUBJECT fi0 THE APPROVAL BY THE VOTERS OF THE REVISIONS TO THE HOME RULE CHARTER OF THE CITY OF LA PO-RTE AND AUTHORIZING THE CITY ATTORNEY TO SUBMIT THE PORTIONS OF SUCH WHICH WOULD AFFECT VOTING, ALONG WITH SUPPORTING DOCUMENTATION, TO THE UNITED STATES DEPARTMENT OF JUSTICE FOR APPROVAL - After the proposed ordinance was read In full, motion by Commissioner Kibodeaux, seconded by Commissioner Simons to approve Ordinance No. 1171 as read. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, and Simons. NAYS: None. CAPTION: AN ORDINANCE APPROVING THE DISTRICT BOUNDARY LINES SUBJECT TO APPROVAL BY THE VOTERS OF THE REVISIONS TO THE HOME RULE CHARTER OF THE CITY OF LA PORTE AND AUTHORIZING THE CITY ATTORNEY TO SUBMIT THE PORTIONS OF SUCH WHICH AFFECT VOTING, ALONG WITH SUPPORTING DOCUMENTATION, TO THE UNITED STATES DEPART- MENT OF JUSTICE FOR APPROVAL; AND PROVIDING AN EFFECTIVE DATE HEREOF. + + + c: • Special Meeting 10/10/79 4. COUNCIL ACTION - Mayor Meza expressed appreciation to the Charter Revision Committee and all citizens for their participa- tion in regarding the proposed Charter Revision and districting plan. + + + 6. Motion by Commissioner Simons, seconded by Commissioner Kibodeaux that the meeting recess for an executive session. Motion carried by the following vote: AYES: Commissioners Tomerlin, Kibodeaux, and Simons. • NAYS: None. The meeting recessed at 9:18 P.M. The meeting reconvened at 9:59 P.M. + + + 7. Fairmont Parlcway La Porte, Texas 77571 Re: Charter Revision Committee Meeting, October 8, 1979 Gentlemen and Mrs. Cline: In response to the request of the City Commission at its October 3, 1979, meeting, our committee held a meeting at City Hall, October 8, 1979, at 7:00 p.m. Seven members of the thirteen-member committee ~,~ere in attendance. The committee voted six to one to reject the six single member district plan and stay with the four single member and two at large plan. The reason for the committee's preference of the four-two plan is that each citizen gets to vote for a total of four persons in lieu of being able to vote for • only two persons in the rejected plan. T~~e would, also, like to advise that one member of our committee, Gracie Gonzales, was advised by the League of United Latin American Citizens that they felt the proposed four-two plan was acceptable. As chairman of this committee, I would like to thank the committee fox their many hours of work and personal sacrifice to attend these meetings over the past two years. ~Je would urge the commission to ma'~.e a determination at the October 17, 1979, meeting to move forward with the planned timetable schedule. I would have to judge a selection by comparing their service in other cities where they now have a franchise. I feel that we need to take time to thoroughly investigate all companies.
