• MINUTES - EMERGENCY MEETING
OF THE
LA PORTE CITY COMMISSION, LA PORTE, TEXAS
NOVEMBER 14, 1979
6:15 P.M.
MEMBERS OF THE COMMISSION PRESENT: Mayor J. J. Meza;
Commissioners John Tomerlin, I. J. Kibodeaux, and Tom C. Simons.
MEMBERS OF THE COMMISSION ABSENT: Commissioner Virginia Cline.
OTHER CITY OFFICIALS PRESENT: J. R. Hudgens, City Administrator;
Margie Goyen, City Clerk; Knox Askins, City Attorney; Stan Sherwood,
Parks & Recreation Director.

1. CALL TO ORDER - Mayor Meza called the meeting to order.

2. CONSIDER APPROVAL OF NOMINEES FOR THE CENTRAL APPRAISAL DISTRICT -
Mayor Meza stated that the emergency meeting had been called to
consider approval of the nominees for the Central Appraisal
District. There was a brief discussion regarding how we get a
total vote of 18. It was determined that it was based on the
population estimate of 8,549, which would entitle the City to
2 votes x 9 Directors = voting entitlement of 18.
Mayor Meza recommended two votes for Robert W. Carey; four
votes for Jerry S. Dominy; two votes for Fred Hartman; two
votes for Thomas W. Masterson; four votes for Elroy M. Satterlee;
two votes for W. W. Thorne; and two votes for George N. Wyche.
Motion by Commissioner Tomerlin, seconded by Commissioner
Simons to accept the Mayors recommendation for the nominees
for the Central Appraisal District. Motion carried by the
following vote:
AYES: Commissioners Tomerlin, Simons, and Kibodeaux.
NAYS: None.

3. EXECUTIVE SESSION - V.A.T.S. - ARTICLE 6252-17 - SECTION 2 -
(E), (F), AND (G) - (LEGAL, LAND ACQUISITION AND PERSONNEL) -
Motion by Commissioner Tomerlin, seconded by Commissioner Simons
that the meeting recess for an executive session. Motion carried
by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, and Simons.
NAYS: None.
The meeting recessed at 6:20 P.M.
The meeting reconvened at 6:35 P.M.

4. CONSIDER APPROVING PROPOSED ORDINANCE NO. 768-B - ORDINANCE
WAIVING CERTAIN REQUIREMENTS OF THE CITY OF LA PORTE ORDINANCE
REQUIRING THE ISSUANCE OF BONDS BY MUNICIPAL UTILITY DISTRICTS
WITHIN THE CITY OF LA PORTE EXTRA-TERRITORIAL JURISDICTION -
After the proposed ordinance was read, motion by Commissioner
• Simons, seconded by Commissioner Tomerlin to approve Ordinance
No. 768-B as read. Motion carried by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux, and Simons.
NAYS: None.

OF BONDS BY SPENWICK PLACE MUNICIPAL UTILITY DISTRICT.

5. ADJOURNMENT - Motion by Commissioner Kibodeaux, seconded by
Commissioner Tomerlin that the meeting adjourn. Motion carried
by the following vote:
AYES: Commissioners Tomerlin, Kibodeaux and Simons.
NAYS: None.
