Cost higher due to Government Regulations (Est 30%) and Inflation. 3. Uncertainity that Grant will be approved. Item 2 Advantages 1. Can be complete within 1 year. 2. Will provide for Forseeable Long Term Growth. Disadvantages 1. 40~ Tax Increase. 2. Depends on new bond issue. 3. No tax money will be available for water or street paving. 4. No tax money will be available for surface water treatment plant. Item 3 Advantages 1. Same as Item 2 2. Termination of dependance on contract services which are subject to curtailment. 3. Industrial area along railroad can be developed. Disadvantages same as Item 2 Item 4 Advantages 1. Immediate reduction in Ad Volorem Tax of 16 1/2%. 2. Sewer and Water will be provided at no tax increase. 3. Reduction in Water 3.50 vs 2.50 Sewer 6.42 vs 1.85 Garbage 6.00 vs 3.50 4. Possible direct representation on council if charter ammended. 5. Streets can be paved with no Tax increase within 1 year. 6. Water and Sewer can be extended to all homes without increase in taxes. - It _.~ . - 7. City planners favor concrete streets and subdivision development as contrasted to the rural flavor preferred by Lomax.
