12. CONSIDER APPROPRIATING $14,400 FROM THE GENERAL FUrID CON-

TINGENCY AND AUTHORIZING CITY ADMINISTRATOR TO AMEND THE
ENGINEERING CONTRACT WITH O'MALLEY & CLAY TO INCLUDE LOMAX -
Motion by Commissioner Tomerlin, seconded by Commissioner
Kibodeaux to approve the appropriation of $14,400 from the
General Fund Contingency and to authorize the City Adminis-
trator to amend the contract with O'Malley & Clay to include
Lomax in the drainage study. Motion carried by the following
vote:
AYES: Commissioners Tomerlin, Kibodeaux, Cline, and Simons.
NAYS: None.

14. COUNCIL ACTION - Mayor Meza announced he had received a call
• from Congressman Eckhardt stating he had received verbal
approval from the Justice Department on the Consolidation of
La Porte and Lomax.

Personnel. Motion by Commissioner Cline seconded by Commissioner
Kibodeaux to recess to executive session. Motion carried by
the following vote:

ORDINANCE NO. 1194_
AN ORDINANCE GRANTING THE MAYOR OF LOMAX VOICE WITHOUT VOTE
IN CITY COMMISSION MEETINGS UNTIL THE ELECTION OF APRIL, 1981;
AND PROVIDING AN EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LA PORTE:
Section 1. The consolidation of the City of Lomax with the
City of La Porte has heretofore been approved by the electorate
of each of said cities. Norman L. Malone was elected Mayor of
the City of Lomax at an election on April 5, 1980.
Section 2. The City Commission of the City of La Porte
hereby grants Norman L. Malone, Mayor of the City of Lomax,
voice without vote in City Commission meetings, until the
election of April, 1981.
La Porte business.
Section 3. Norman L. Malone shall receive for his services,
a salary of One Thousand Two Hundred Dollars ($1,200.00) per
year, payable in monthly installments of One Hundred Dollars
($100.00) each, and shall be entitled to the reimbursement of
his reasonable expenses incurred in connection with City of
Section 4. This ordinance shall be effective immediately
upon its passage and approval.
