Chacko Thomas DATE: August 25, 1980 SUBJECT: Fairmont Ground Water Storage Tank Leak Last Wednesday, August 20th, Manuel Utility Service Co. cleaned the tank and removed 20 yards of sand. After filling the storage tank I found that there was a leak under the West side of the tank and the water was found to be leaking approximately at a rate of one hundred (100) Gallons per minute. On August 21st, I called Bill High, Anderson Plastico Co., Houston, Texas. After he inspected the leak he recommended the following work: Tank to be opened by City 24 hours prior to start up of blast cleaning to air and dry. JOB DESCRIPTION: Internally line 30' dia. bolted water tank floor and up 18" on wall and specifically make fiberglass repairs to area of floor where leak is believed to be. COATING SYSTEM: Ceilcote FG ~ FDA approval for drinking water service • SCOPE OF WORK: Cut rubber in seams, sandblast all metal surfaces to bright metal in areas where thickness will permit. Otherwise, clean to remove all loose scale, etc. from metal surface. Remove all sand and debris from tank and blow down with clean air. After enough lapsed time for the full spray coat to be applied, a visual inspection will be made for pin holes etc. and patched with fiberglass cloth as in .System 3. Once all repairs are made, two full coats of Ceilcote 251 FG at 15 to 20 mils each coat will be applied to entire floor and up wall 18" for a total film thickness of 30 to 40 mils. Two full days will be allowed for the repairs and application of the tank lining. Upon complection, 24 hours will be allowed for cure time before covers are installed and any water allowed to enter tank. Contractor to furnish all labor, equipment and lining materials. Contractor also states that he carries sufficient liability insurance (100,000 - 300,000). Contractor will remove all waste and debris except spent sand in relation to scope of work upon completion. After blast cleaning, make fiberglass repairs to area of two staves where it appears that the tanks bottom has separated from wall (area approx. 8' wide x 18" up wall and 18" over floor). Apply two layers of resin and fiberglass cloth to this leak area. Caulk all bolt rows and bottom chime with 2 passes of Ceilcote 251 and lay in one layer of "B" type fiberglass woven cloth 1' wide in bottom shime (refer to System3). If it is determined upon entry that "B" type 4" wide feberglass cloth is needed on all seams of floor and up 18" on wall (System 3), the following procedure shall be followed: - ~ ~ • Spray apply one full coat of Ceilcote 251 FG to all seams to floor and up 18" on wall, Lay in 4" cloth and roll in so as to absorb the applied coating followed by one additional coat of Ceilcote 251 FG over the rolled- in cloth. Allow to cure for 1 hour. It will be owner's responsibility to flush or clean with rinse water after com- pletion but not prior to 24 hours. Also, it will be owner''s responsibility to remove all manways and make ready for entry at least one day before starting day and to replace same upon completion. Time require is two working days. Terms of payment are 1%-10; net 30 Guarantee shall be for one year provided that, upon entry, it is repairable as set out in scope of work. Due to the fact that we have only one ground storage tank at Fairmont and that we are loosing large quantities of water, I would consider this an emergency situation and it needs to be corrected immediately. The Plastico Company has been instructed to go ahead with repairs and they will start work on Tuesday, August 26th at 9:00 A.M. The tank will be isolated from service for three days. I have found a way to supply enough pressure and water supply by pumping water straight from the well to the elevated tank. I will inspect the operation • during repair.
