MINUTES - SPECIAL CALLED MEETING
OF THE
LA PORTE CITY COMMISSION - LA PORTE, TEXAS
AUGUST 27, 1980
The meeting was called to order by Mayor Meza at 7:30 P.M.
MEMBERS OF THE CITY COMMISSION PRESENT: Mayor J.J. Meza, Com-
missioner John Tomerlin, Commissioner I.J. Kibodeaux, Commission-
er Virginia Cline, Commissioner Tom Simons, Commissioner Norman
Malone.
MEMBERS OF THE CITY COMMISSION ABSENT: None
OTHER CITY OFFICIALS PRESENT: City Administrator James R. Hudgens,
City Attorney Knox Askins, City Clerk Betty Waters, Police Chief
• Freeman, Chief Inspector Paulissen, Fire Marshal Hickenbottom,
Parks Director Sherwood.
Mayor Meza stated this meeting was called to canvas the returns of
the Proposed City Charter Election held August 23, 1980.
The return sheets from Voting Precinct 1 at the La Porte High School
were reviewed by the City Commission. There were 339 votes cast,
196 votes for the adoption of the Amended City Charter and 143 votes
against the adoption of the Amended City Charter.
The return sheets from Voting Precinct 2 at Baker Elementary were
canvassed by the City Commission. There were 104 votes cast, 97
votes were for adoption of the Amended City Charter and 37 votes
were against the adoption of the Amended City Charter.
The return sheets were canvassed by the City Commission for Voting
Precinct 3 at Lomax Civic Center. There were 56 votes cast, 46
votes for the adoption of the Amended City Charter and 10 against
the Amended City Charter.
Total votes cast in this election: 472 for and 252 against.

DECLARING THE RESULTS OF THE ELECTION ON THE QUESTION OF ADOPTION
• OF AMENDMENTS TO THE HOME RULE CITY CHARTER OF THE CITY OF LA
PORTE; HELD TN THE CITY OF LA PORTE ON AUGUST 23, 1980.

• A motion was made by Commissioner Simons to adopt Ordinance No.
1224. The motion was seconded by Commissioner Cline. The motion
carried 4-ayes and 0-nays.
AYES: Commissioners Tomerlin, Kibodeaux, Cline and Simons.
NAYS: None
Motion was made by Commissioner Tomerlin to adjourn the Special
Called Meeting, seconded by Commissioner Cline. The motion carried
4-ayes and 0-nays.
AYES: Commissioners Tomerlin, Kibodeaux, Cline and Simons.
NAYS: None
The meeting was duly adjourned at 7:42 P.M.

ORDINANCE NO, 1224
AN ORDINANCE DELCARING THE RESULTS OF THE ELECTION ON THE QUESTION
OF ADOPTION OF AMENDMENTS TO THE HOME RULE CITY CHARTER OF THE
CITY OF LA PORTE; HELD IN THE CITY OF LA PORTE ON AUGUST 23, 1980.
WHEREAS, there was held in the City of La Porte, on the
23rd day of August, 1980, an election on the question of adop-
tion of amendments to the home rule .city charter of the City of
La Porte; and
WHEREAS, there were cast at said election for and against
such question, the following votes:
FOR THE AMENDED CHARTER 472
• AGAINST THE AMENDED CHARTER 252
as shown in the official election returns heretofore delivered by
the Election Judge and officials to the Mayor and City Commission
of the City of La Porte and submitted to the City Commission:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF LA PORTE:
Section 1. That said election was duly called and notice
thereof given in accordance with law; that said election was
held in the manner required by law; that due returns of said
election have been made by the proper officers; that said returns
have been canvassed by the City Commission of the City of La Porte;
that a total of 724 persons voted at said election, including
• persons voting on the regular voting machines, and on the absen-
tee voting machine; that a majority of the qualified voters who
voted on said question have voted for the adoption of amendments
to the Home Rule Charter of the

Section 3. The City Clerk shall record the amended Home
Rule Charter at length upon the records of the City of La Porte,
in a separate book to be kept in her office for such purpose.
Section 4. The City Commission officially finds, deter-
mines, recites and declares that a sufficient written notice
of the date, hour, place and subject of this meeting of the
City Commission was posted at a place convenient to the public
at the City Hall of the City for the time required by law pre-
ceding this meeting, as required by the Open Meetings Law,
Article 6252-17, Texas Revised Civil Statutes- Annotated; and
that this meeting has been open to the public as required by
law at all times during which this ordinance and the subject
matter thereof has been discussed, considered and formally acted
upon. The City Commission further ratifies, approves and con-
firms such written notice and the contents and posting thereof.
Section 5. This Ordinance shall take effect and be in
force immediately upon its passage and approval.
