HomeMy WebLinkAbout1981-04-29 Special Emergency Meeting~ ~ • MINUTES SPECIAL EMERGENCY MEETING OF THE LA PORTE CITY COUNCIL April 29, 1981 1. Meeting called to order by Mayor Meza at 5:00 P.M. Members of the City Council Present: Mayor J.J. Meza, Councilperson Malone, Councilperson Longley, Councilperson Kibodeaux, Councilperson Simons, Councilperson Gay, Council- person Westergren Members of the City Council Absent: Councilperson Faris out of town on business Other City Officials Present: City Manager Hudgens, City Attorney Askins, City Secretary Waters, Public Works Director Hodge • Others Present: Kieth Johnson of the Bayshore Sun, Shawn Balthrop of the Baytown Sun and 13 citizens 2. The invocation was given by Councilperson Malone. 3. Mayor Meza stated the reason for calling this Emergency Meeting was to report the opinion and decisions reached by the Citys' legal staff and the Secretary of States' office concerning the Run-off election results held on April 25, 1981. City Attorney Askins read the legal opinion (attached) to those present. City Attorney Askins read Ordinance No: 1258, An Ordinance Declaring The Results of The Run-off Election Held In The City of La Porte On April 25, 1981, For The Election of A Council- person - District 2; Councilperson District 4; And Councilperson - District 5 And Containing A Section - Repealing Ordinance No: 1257. Motion was made by Councilperson Simons to approve and Adopt Ordinance No: 1258 as read. Seconded by Councilperson Kibodeaux. The motion carried, 6 ayes and 0 nays. Ayes: Councilpersons Malone , Longley, Kibodeaux, Simons, Gay, Westergren • Nays: None 4. Mayor Meza ask that Mr. B.Don Skelton come forward to receive the oath of office as Councilperson District 5. • • Minutes, Special Emergency Meeting April 29, 1981, Page 2 After receiving the oath of office Councilperson Skelton was seated at the Council table. 5. Mayor Meza recognized Mrs. Janie Jackson who addressed the Council concerning a proposed Council Training Retreat. Mrs. Jackson stated her views in opposition to the retreat. Mr. Ed Matuzak stood and addressed the Council concerning his feeling in opposition to the retreat. Mr. Al Miller also spoke concerning his feeling on the proposed retreat. 6. Administrative Reports: City Manager Hudgens requested a brief executive session to discuss a contractual matter. 7. Council action: Councilpersons extended their warmest welcome to the newly elected members of the Council. Councilperson Skelton made a brief statement thanking the voters in District 5 for their • confidence in him and pledging his every effort in their well being. Mayor Meza entertained a motion to adjourn session. Motion was made by Councilperson by Councilperson Westergren to adjourn for session. The motion carried, 7 ayes and 0 Ayes: Councilpersons Malone, longley, Kib~ Skelton, Westergren. Nays: None to an executive Kibodeaux,. seconded a brief executive nays. ~deaux, Simons, Gay, Council adjourned to executive session at 5:25 P.M. Council returned to the council table at 6:30 P.M. Mayor Meza advised that the Texas Department of Human Resources is in need of a place to open offices and City Manager Hudgens has recommended they be housed in the former Lomax City Hall. Mayor Meza polled the Councilpersons for their feelings in the matter, Councilpersons present were all in complete agreement to house the Texas Department of Human .Resources at 1508 Lomax School Road. There being no further business to be brought before the Council, motion was made by Councilperson Kibodeaux to adjourn the meet- . ing. Seconded by Councilperson Westergren.
