Council Considered the minutes of the Regular Meeting of the La Porte City Council held December 15, 1982. Councilperson Skelton asked that page Al, last paragraph of the minutes be amended to read, "Councilperson Skelton requested a letter be sent by Mayor Cline to Judge Lindsay and Commissioner Fonteno expressing the Council's support of the petition presented by 257 residents of La Porte." Councilperson Malone expressed his displeasure con^ cerning the travel charge of 35 cents per mile for vehicles owned or leased by the Engineer. Three bids were received, low bid was received from Pump and Power Equipment Company in the amount of $4,674.00. This is a budgeted item,. Administrative Reports: City Manager Owen announced to Council the drainage report by O'Malley and Clay is in the City's hands and copies will be forwarded to the Council within the next two weeks. Owen made the Council aware of an invitation to join the La Porte School Board in a joint meeting on January 31 at 7;00 P.M. in-the School Board Meeting Room. Councilperson Malone asked that there be some discussion of bus routes and a central location for bus bax'ns. Mayor Cline asked that an elevated crosswalk at Myrtle Creek and West Main be considered. 17. Council Action: Councilperson Malone requested a,n executive 'session on a personnel matter. Councilperson Pfeifer asked that a notice be posted for a meeting of the Game Room Ordi,nance:Comm,ttee for January 13, 1983, at 4:30 P.M. in the Conference Room of City Hall. Mayor Cline appointed Councilperson Matuszak as Chairman of the "Sign Ordinance Committee" and asked that he work with City Staff and any other Council members who wished to collaborate on this project. 18. Council. adjourned into executive session on two personnel matters at 9:00 P.M. Council returned to the Council table at 9:20 P.M. 19. AN ORDINANCE AMENDING ORDINANCE NO. 1000 OF THE CITY OF LA PORTE, TEXAS, DESIGNATING THE AREAS WHERE BEER FOR CONSUMPTION ON THE PREMISES MAY BE SOLD AND PROHIBITING THE SALE ELSEWHERE; PROVIDING FOR HOURS OF OPENING AND CLOSING; PROVIDING SALE OF BEER FOR CON- SUMPTION OFF. PREMISES SHALL NOT BE AFFECTED; DEFINING SOURCE OF AUTHORITY; PROVIDING THAT NO LICENSE SHALL BE ISSUED EXCEPT FOR THE AREAS HEREIN DESIGNATED; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. CITY OF LA PORTE By • Virginia Cline, Mayor ATTEST: City Secretary APPROVED: City Attorney • • ~~ • ~ AGREEMENT FOR ENGINEERING SERVICES MADE AND ENTERED INTO by and between the LA PORTE AREA WATER AUTHORITY, hereinafter referred to as the "Authority," and TURNER COLLIE & BRADEN INC „ hereinafter referred to as the "Engineer." 1?Ff TT~T C The Authority intends to undertake a Feasibility Study for Long-Range Potable Water Supply, hereinafter referred to as the "Study." The Authority has need of professional engineering and planning services in connection with this study. SECTION I CONTRACTUAL UNDERTAKINGS The Authority agrees to employ the Engineer and the Engineer agrees to perform professional engineering and planning services in connection with the Study, as defined in Exhibit "A" attached hereto and made a part hereof, hereinafter sometimes called "Scope of Work," and for having rendered such services, the Authority agrees to pay to the Engineer compensation as stated in the sections to follow. SECTION II COORDINAT?ON WITH THE AUTHORITY The Engineer shall hold periodic conferences with the Authority or its representatives to the end that the Study, as perfected, shall have full benefit of the Authority's experience and knowledge of • existing needs and facilities and be consistent with its current policies. To implement this coordination, the Authority shall make available to the Engineer for use in performing the Study all existing plans, maps, field notes, statistics, computations, and other data in its possession relative to existing facilities and to the Study. • z ~/ -1- • SECTION II ENGINEER'S COMPENSATION AND LIABILITY A. Comp ensation For and in consideration of the services to be performed by the Engineer, the Authority shall pay and the Engineer shall receive for all services and expenses in accordance with the following. 1. For the services of the Engineer's staff (except surveymen who are covered in paragraph B), the charge will be the "Salary Cost" of each employee so engaged times a multiplier of 2.25. "Salary Cost" is defined as the cost of salaries (total hours worked times the employee's rate of pay on an hourly basis) of the Engineer's employees for time directly chargeable to the Project, plus 27 percent for social • d roll i pay se an security contributions, unemployment, exc taxes, employment compensation insurance, retirement bene- fits, incentive pay, medical and insurance benefits, sick leave, vacation, and holiday pay applicable thereto. The "Salary Cost" for the services of the Engineer's officers shall be at their regular "Salary Cost," as defined above, not to exceed $40.00 per hour. In addition, an overtime premium for draftsmen and technician classifications will be charged for which the Engineer's technical staff works in excess of 40 hours. The overtime premium shall be one-half the employee's Salary Cost times 2.25. The overtime premium will be charged only because of the Authority's requirements i and upon its specific authorization. 2. For the Engineer's survey parties (these parties are fur- nished by SURVCON INC., a subsidiary company), the following schedule of rates applies for standard 8-hour days, according to the instrumentation used: Standard instrumentation: Three-man party $430 per day Four-man party $540 per day Control leveling instru- Three-man party $455 per day mentation, lovar rods: Four-man party $565 per~day ~~ -2- • • Short-range electronic distance measuring. instrumentation: • Three-man party 5465 per day Four-man party 5575 per day These charges exclude vehicles, boats, and supplies. Charges for vehicles, boats, and supplies are described in paragraph 3. below. 3. For all direct nonlabor expense, including surveying sup- plies, transportation, telegraph and telephone toll charges, reproduction, etc., and travel and subsistence for the Engineer's officers and staff, all as required for the proper execution of the work and for all .work subcontracted, the charge is the actual invoice cost plus a 10 percent service charge. Travel by vehicles owned or leased by the Engineer shall be at 35 cents per mile, except that travel by survey crew vehicles owned or leased by SURVCON INC. shall be at the rate of 40 cents per mile. Small boats owned or leased by SURVCON will be charged at the rate of 512.00 per day without motor and 522.00 with motor. Use of large boats will be covered by separate agreement, as needed. 4. For outside services, such as making soil borings and per- forming laboratory tests on soil samples or retaining special consultants, Authority may, at its option, contract directly with a third party for such services, or through Turner Collie & Braden Inc., a handling charge of 10 percent will be added to the net amount of such contracts. 5. Payments to Engineer for authorized services will be due upon presentation of monthly statements by Engineer for such services until 85 percent of the authorization has been paid. Upon review of the Preliminary Draft, the Authority will pay any unpaid amount of outstanding statements up to 90 percent of the authorization. If, however, the Authority does not review the Preliminary Draft and schedule the Technical Review Session within 30 days of submittal of the Preliminary Draft, the Authority shall pay the Engineer the full sum ~3 3- 0 • • specified in statements submitted. The Authority will pay 100 percent of all statements submitted, less all amounts previously paid by the Authority upon delivery of the Final Report. If, within 30 days of the date of any such statement, Authority should fail to pay Engineer the full sum specified in any such statement, subject to the limitations described, then the Authority shall pay to Engineer, in addition to the sum shown as due by such statement, interest on any unpaid portion thereof at the rate of 12 percent per annum from the date of such statement until fully paid, which shall liquidate any injury to Engineer arising from such delay in payments. • B. Limit of Authorization The Engineer acknowledges that the Authority has authorized a maximum of 590,000 as payment to the Engineer for services per- formed in connection with the Study, as defined in Exhibit A, Scope of Services. Engineer will provide Authority with a fee summary report when approximately 60 percent of the authoriza- tion has been spent, detailing the expenditures of funds to that point, the funds remaining in the initial authorization, and the expected need for additional authorization, if any. The Engineer will not exceed the maximum fee of 590,000 unless authorized in writing by the Authority. • C. Engineer's Standard of Care and Liability All services to be performed under this Agreement shall be per- formed in a professional manner, using that degree of care and skill ordinarily exercised by and consistent with the standards of competent professional engineers engaged in the same or simi- lar projects. The Authority agrees that the Engineer's liability for the negligence, error, omission, or breach of warranty in the preparation of designs and drawings, the designation of • C 4- • • selection of materials or equipment, the selection of personnel, or the performance of any other services pursuant to this agree- ment shall in no event exceed the amount of total compensation received by the Engineer for services rendered under this Agreement. Opinions of probable construction cost, financial evalua- tions, feasibility studies, economic analyses of alternate solutions, and utilitarian considerations of operations and maintenance costs prepared by Engineer hereunder will be made on the basis of Engineer's experience and qualifications and represent Engineer's best judgment as an experienced and quali- fied design professional. It is recognized, however, that Engineer does not have control over the cost of labor, material, equipment, or services furnished by others or over market conditions or contractors' methods of determining their prices, and that any utilitarian evaluation of any facility to be con- structed or work to be perfurmed on the basis of the Study must of necessity be speculative until completion of its detailed design. Accordingly, Engineer does not guarantee that proposals, bids, or actual costs will not vary from opinions, evaluations, or studies submitted by Engineer to Authority hereunder. SECTION IV TIME OF PERFORMANCE Engineer shall start performing services hereunder within thirty (30) days after receipt of Authority's written authorization to proceed, which shall be given not later than fifteen (15) days after the effective date of this Agreement. Engineer will submit Prelimi- nary Draft for Authority's review within 180 days of authorization to proceed. The Final Report will be submitted within thirty (30) days of the Technical Review Session. • t ~~ •5- • • • SECTION V OWNERSHIP OF DOCUMENTS Original documents, plans, designs, and survey notes developed in connection with services performed hereunder belong to, and remain the property of, the Authority, in consideration of which it is mutually agreed that the Authority will use them solely in connection with the Study, save with the express consent of the Engineer. The Engineer may retain reproducible copies of such documents. SECTION VI TERMINATION Either party~to this Agreement may terminate the Agreement by giving to the other fifteen (15) days notice in writing. Upon delivery of such notice by the Authority to the Engineer, the Engineer shall discontinue all services in connection with the performance of this Agreement and shall proceed to cancel promptly all existing orders and contracts insofar as such orders or contracts are chargeable to this Agreement. As soon as practicable after receipt of notice of termination, the Engineer shall submit a state- ment showing in detail the services performed under this Agreement to the date of termination. The Authority shall then pay the Engineer promptly that proportion of the prescribed charges which the services actually performed under this Agreement bear to the total services called for under this Agreement, less such payments on account of the charges as have been previously made. Copies of all completed or partially completed documents prepared under this Agreement shall be delivered to the Authority when and if this Agreement is termi- nated, but subject to the restrictions as to their use as set forth in Section V. Except as above, neither the Authority nor the Engineer shall assign, sublet, or transfer its interest in this Agreement without the written consent of the other. Nothing herein shall be construed as creating any personal liability on the part of any officer or agent of any public body which may be a party thereto. • SECTION X INSPECTIONS AND AUDIT The Authority shall have the right to perform, or cause to be performed, audits of the books and records of the Engineer and inspections of all places where work is undertaken in connection with this Contract, provided that the Engineer shall not be required to keep such books and records longer than two (2) years after the termination of this Agreement. • a e~ -7- • • SECTION XI ENGINEER'S CERTIFICATION OF INSURANCE Engineer shall obtain and maintain throughout the term of this Agreement, as a minimum, insurance to protect itself from (1) claims under worker's compensation acts; (2) claims for damages because of bodily injury or death of any person or damage to or destruction of property caused by the negligent acts of Engineer. Engineer shall furnish certificates of insurance to Authority which prove Engineer has complied with insurance requirements hereof. Engineer shall cause his insurance companies to provide for at least ten days' prior written notice of any material changes, cancellation, or renewal. Engineer shall obtain such insurance from such companies as shall be satisfactory to Authority and shall obtain such insurance in the following minimal limits. 1. Worker's Compensation and Employers' Liability Insurance - Provide statutory benefits in compliance with the laws of the State of Texas and shall also carry an Employers' Liability limit of at least 5100,000. 2. Comprehensive General Liability Insurance - Limits of at least 5500,000 each occurrence for Bodily Injury and 5250,000 each occurrence for Property Damage. 3. Comprehensive Automobile Liability Insurance - Limits of 5250,000 each person, 5500,000 each occurrence for Bodily Injury, and $100,000 each occurrence for Property Damage. This study will determine water supply requirements of the service area of the La Porte Area Water Authority and will then be utilized to prepare an integrated water system. A premium will be placed on proposing a system compatible with the fiscal capabilities of the Authority and its potential customers. The study will be conducted in distinct steps to assure that the final product reflects the current input of the La Porte Area Water Authority. Periodically, progress meetings will be held with the Board to ensure timely input. The tasks to be accomplished in the. study are presented below. PROJECT TASKS Task 1.0 - Baseline Data Collection The Engineer will collect basic information on the existing system, water consumption, land use, and population. This data will be utilized as a base for the remainder of the planning study. Task 1.1 - Land Use and User Classification Engineer will collect and map existing land-use data. The land use will be classified in user groups having similar water demands. Information which impacts land-use patterns will also be collected. This information will include such items as existing and planned thoroughfares, wastewater utilities, geographic physical features, and governmental jurisdiction maps. Task 1.2 - Population Demographics Engineer will prepare a land use and population projection . for the area within the boundaries of the La Porte Area Water Authority. Engineer will use available projections from existing • n ~~0 -10 • • • studies and reports of population, economic activity, and housing to establish growth patterns as a basis for the projection but will develop a projection specifically for this study. Existing planning data from the City of La Porte, Texas, the Houston- Galveston Area Council, and other governmental agencies which are used will be presented as background information in the final report. Task 1.3 - Water Consumption Records Daily pumpage records and, to the extent possible, hourly usage records from the previous three years will be used to determine water demands for existing land use within the La Porte Area Water Authority boundaries. The data will be analyzed to establish average, maximum daily, and peak hourly • demands. Billing records of significant water users (average use greater than 10,000 gallons per day) will be used to facili- tate a description of user class. Existing or proposed agree- ments to supply water to entities outside the current Authority limits will be included in the establishment of a base for future requirements. These requirements will be established in following manner. Task 1.3.1 - Engineer and Authority will prepare a list of entities that may have existing or future needs for treated surface water. Task 1.3.2 - Engineer will prepare a draft letter for Authority which outlines general legal and geographical juris- dictions of Authority to provide such water and invite such entities to an informational meeting to potential customers. Task 1.3.3 - Engineer in conjunction with Authority will present possible options for service to potential customers at a joint meeting to be held within the Authority's boundaries. Task 1.3.4 - Engineer will distribute a "letter of inquiry" to entities attending the meeting requesting time, quantity, and • s /~ • • points of delivery for potable water. • This information will be used in formulating alternatives to be considered. Task 1.4 - Financing Plan The Engineer will meet with the Authority's fiscal advisors to discuss the financing requirements for the proposed project. Specific requirements for demonstrating project feasibility will be established. Particular emphasis will be placed on required revenue projections. Based on this consultation and on the financing used for similar projects by other entities, the Engineer will prepare a preliminary financing plan to be used as a guideline in implementing the financing of the project. Task 1.5 - Water System Components • Engineer will prepare inventory of the major components of the existing water system within Authority's boundary. The inventory will be based primarily on available information including engineering reports and design drawings for major system elements; 'system layout maps, if available; and plans or reports for water system improvements under construction or design or proposed for implementation before 1985. The Engineer will supplement information available from the Authority with available data on file with the well driller, the Houston- Galveston Coastal Subsidence District, and the Texas Department of Water Resources. • Task 2.0 - Population and Demand Projections This task will establish the water system demands for the pro- posed milestone years of 1988, 1993, 1998, and 2003. Task 2.1 - Land Use and User Classification Major subareas identified by similar socioeconomic activity will be delineated and based on information gathered in Task 1.1. A summary of land use in each subarea will be prepared for each milestone year. • e e~z • • • Task 2.2 - Population Demographics Present and future population densities and land use will be presented for each subarea. This information will result in an estimate of equivalent population per subarea for each milestone year. Task 2.3 - Water System Demands A determination establishing current water usage by user class will provide design criteria for the future water use projections over the planning period. Engineers will compare the demands established by this analysis to other demand criteria utilized in .the Texas Gulf Coast area and recommended criteria for this study. Task 2.4 - Water System Capacities • Utilizin the rojected systemwide water demands, engineers 9 P will prepare preliminary capacities of supply facilities required to serve these demands. Required unit capacities for raw water supply and treatment, booster pur:~page, and ground and elevated storage capacities will be prepared. Unit capacities will be determined based on the water consumption requirements for each milestone year. Task 2.5 - Client Review The information collected, criteria established, and projec- tions made will be presented to the Board in a Technical Review Meeting. The data and information will be presented in graphs, tables, and exhibits. No formal report is proposed, but minutes • of the meeting will be prepared and distributed. Task 3.0 - Water System Analysis Following establishment of final land-use projections and demand criteria, Engineer will prepare final systemwide demands. A computer- ized model of the water system will be utilized to determine the conveyance capability of the existing distribution network and required improvements for each milestone year. The model, titled UKNET, developed by the University of Kentucky, will be used. The • 0 ~/.~ • • • ~ task also includes evaluation of alternate supply sources and loca- tion of major treatment facilities, if required. Task 3.1 - Existing Water System Engineers will analyze existing water system to determine its ability to meet the existing system requirements and immediate growth (pre-1988). The existing system will be calibrated using pumping and .pressure records provided by the Authority from the City of La Porte's pumping stations and pressure measurements taken by the Engineer at key locations within the distribution system. Engineer anticipates approximately 12-15 points for pressure measurements and expects these to be made at a fire hydrant. If a fire hydrant is unavailable at the required location, the Authority will provide suitable taps at no expense • o the En ineer. Existin deficient areas will be noted and t g 9 Y presented in the report as requiring immediate attention. Task 3.2 - Future Water System The future water system facilities will be based on the water demand requirements determined in Task 2.0. The determination of the raw water source will dictate the direction of construc- tion of the remainder of the system. Engineer will prepare an evaluation of the viability and economic impacts of the primary alternatives of water supply. The evaluation will include the following alternatives. 1. Construction of a surface water treatment facility for alternative raw water sources. All raw water sources . within the area will initially be considered. 2. Future areawide groundwater availability. 3. Purchase of treated water from the City of Houston. 4. A combination of the above sources. The evaluation will include consideration of amortized capital costs, surface and groundwater treatment plant opera- tion costs, pumping and transmission main costs, future land requirements and costs, and engineering costs. Groundwater • e ~~~ • • availability will include a review of previous literature with specific concerns addressing: 1. Historical water level patterns for area wells. 2. Data on recharge zones, physical characteristics, and water quality. 3. Adjacent area water demands and future projections of groundwater use. 4. Permitting requirements. Specific information will be obtained regarding the current attitude and practice of the Houston-Galveston Coastal Subsidence a District regarding the use of groundwater. Following the determination of each supply alternative, an associated distribu- tion system model will be utilized to analyze the La Porte area • ch milestone ear. If, at an time, demand consumption for ea y Y projections within the system indicate system deficiencies, the model will be modified to identify required improvements that will be necessary to meet future demands.; Task 4.0 - Recommendations and Conclusions Task 4.1 - Supply System The most cost-effective, technically feasible raw or treated water source will be selected from the possible alternatives listed in Task 3.0. A_tabular presentation of costs for each alternative will be presented in addition to a discussion of the merits and deficiencies of each. Task 4.2 - Distribution System • Final determination of the distribution system will be based on which water source is recommended. Task 4.3 - Preliminary Layout Engineer will prepare an exhibit detailing the final water system configuration including preliminary locations of exist- ing and proposed supply facilities and distribution mains. The exhibit will present the major system network, but it will not include lines serving individual blocks or customers. • ~~s` • • • Task 4.4 - Costs An estimate of probable construction costs for required utility improvements will be prepared for each milestone year over the planning period. These estimates will be based on construction costs in the Gulf Coast area modified to reflect known differences peculiar to the La Porte area. Task 4.5 - Preliminary Water Rate Schedule Based on the cost alternatives analyzed in Task 3.2, the final construction cost estimates prepared in Task 4.4, and the preliminary financing plan prepared as Task 1.4, estimates of the proposal system revenue requirements will be prepared. These revenue requirements will be allocated to appropriate functional classifications which represent the costs of provid- ing the various elements of water production, delivery, customer service, and administration. Various potential customer groups to be served by the system will then be identified from Task 1.3 and Task 2 along with their respective use characteristics. Functionally identified cost of service data will then be used to establish schedules of rates and charges for each customer class. An analysis will then be conducted of the current produc- tion costs of water for the City of La Porte. Task 4.6 - Preparation for Bond Sale Based on the preliminary financing plan established as Task 1.4, the Engineer will work with the Authority's fiscal • advisors developing preliminary preparation for the issuance of Authority revenue bonds. These preparations will include: Task 4.6.1 - Preparation of a capital improvement project schedule. Task 4.6.2 - Preliminary project revenue projections. Task 4.6.3 - Solicitation of appropriate letters of interest or commitment from prospective customers. Task 4.6.4 - Other appropriate documentation from the final report. • a ~ i6 • • . Task 5.0 - Final Report Task 5.1 - Report Contents The Final Report will include the following items. 1. Exhibits showing. land use, allocation of demands, and population densities. 2. Tabular presentations of required improvements to major system components, including supply, storage, and pumping facilities. 3. Exhibits showing existing and proposed improvements for each milestone year. 4. A schedule of the required bond issues over the planning period. • 5. A tabular presentation of water rates defined in terms of user class and rate block. 6. Supporting text including design criteria, study methodology, system evaluation, and conclusions. Task 5.2 - Authority Review A Preliminary Draft of the report will be submitted for review of all pertinent information. A Technical Review Session will be held to answer any questions that may surface as a result of the review. Task 5.3 - Presentation of the Final Report Fifteen copies of the Final Report, including exhibits and tables, will be provided. The scope of services includes two formal presentations of the Final Report if desired by the • Authority. GENERAL INFORi~1ATI0N: Coupland Drive is a reinforced concrete paved street with curbs serving a subdivision of Outlot 442, La Porte Outlots, Enoch Brinson Survey, A-5, La Porte, Harris County, Texas. The subdivision is named Diamond "C" Addition, and is filed for record in Volume 254, at Page 123, of the Map Records of Harris County, Texas. Diamond "C" Addition was developed by James R. Coupland in 1977 under the subdivision regulations of the City of Lomax. It is assumed that all improvements were constructed by the developer. All utilities are underground. There is one electrical crossing, according to Houston Lighting & Power Co. plans, at the South end of the street between Lots 7 & 8 and between Lots 10 and 11. Street lights are installed at the back of the curb and underground service to these lights are in ~=asements along lot lines from the perimeter and center main lines. The street right-of-way is 60 feet in width and is in the shape of a "U" with the open ends of the "U" entering on North "L" Street approximately 460 feet West of Lomax School Road. For convenience in identification the streets were designated East and West Coupland Drive. Investigation of the construction plans, furnished by the City, indicate that the sanitary sewer and the street paving ~oere not constructed according to plan. Street plans call for a minimum grade of 0.20% and the sanitary sewer plans call for two manholes and cleanouts on each sewer line at the South end of the "U" to accomodate service to all of the lots. RESLrLTS OF INVESTIG:ITION a. Cross-sections of the street were taken from right-of-way line to ri~ht- of-way line at 50 feet intervals along the centerline of the street,with elevations taken across the road at right-ot-way Line, top of curb, ;;utter line, c~*.:ter line, ;utter line, top of curb and right-of-way line. Center Line - center line elevations vary from a high of 23.74 at Sta. • 8+50 to a low of 22.97 at Sta. 16+00, a difference of 0.77 feet. There is no consistent grade with highs and lows at various points. The section of West Coup land Drive from Sta. 13+00 to Sta. 16+00 does have a grade of -0.13% which is less than the plan grade and is about half of a minimum desired grade of 0.25%. c. Outside Gutter Line - The outside gutter line elevations vary from a high of 23.42 to a low of 22.35, a difference of 1.07 feet. Again there is no consistent grade with highs and lows at various points along the gutter line. d. Inside Gutter Line - The inside gutter line elevations vary from a high of 23.37 to a low of 22.61, a difference of 0.76 feet again with no consistent grade. e. Curb heights - The curb height is inconsistent and follows the pattern of the gutters with no definite grade. The height of the curb varies from 0.16 feet to 0.40 feet with an average of about 0.3 feet. f. Crown - The cro~~rn of the street is also inconsistent and varies from a -0.02 feet to a +0.68 feet. The gutter at one section is above the center line of the street. The cro~,m is also inconsistent across the street at the same stations. g. Property Line - Property line or right-of-way line elevations vary from a high of 24.2 to a low of 23.0. These elevations are only slightly higher than the existing top of curb elevations at their respective locations: ie. Elev. 24.2 - T.C. Elev. 23.5. Average difference in property line to top of curb elevation is about 0.5 feet. The area is virtually flat. RECO:MENTATIONS: Several alternative methods to alleviate the drainage problem on Coupland Drive were considered and are addressed as follows: ALTERNATE N0. 1: Overlay with Asphaltic Concrete - Not Acceptable a. Would have to raise upper end to obtain sufficient grade to drain to exist- ing inlets. ;finimum grade of 0.25% from e::isting low points at North "L" St. This would raise centerline of pavement 1,5 feet above existing center- line grade at Sta. 8+50. This would be at Elev. 25.24 and would also be 1.5 feet above the elevation of the ground at the property line of the lots. Surface drainage from the lots would be blocked. b. Overlay would be of, such thickness that the existing curbs would be covered and additional curbs would have to be constructed, most economically Erom the asphaltic concrete. c. The construction of such a thickness of rsphaltic concrete ~oould be difficult to control to obtain a satisfactory surface to prevent bird baths. d. OONCLUSION: 1. Alternate No. 3, the open ditch drainage system is the most practical solution to the problem but presents several problems that will have to be dealt with as follows: a. The attitude of the residents along this street to the idea of open ditch drainage. They are living on a curbed street at this time, although the street does not drain. The presentation of this alternate method of drainage will have to be in a manner to salve their desire to live on a curbed street against their desire for an adequately drained street. b. The existing waterline falls in the bottom of the proposed ditch and may require the lowering of a portion of this line. Spot elevations of this line indicate that the top of the line will be at the .grade of the ditch near ::orth "L" Street. No cost estimate has been prepared to handle this condition. 2. Quantity of water line to be lowered for Alternate No. 3. a. The water line on the East side of West Coupland Drive should be lowered from Sta. 17+10 or the South ditch on North "L" St. to Sta. 13+50 cohere it will have a cover of 1.0 feet. This is about 360 feet to be lowered. b. The water line on the ,Vest side of East Coupland Drive should be lowered from Sta. 0-10 or the South ditch on North "L" St. to Sta. 4+50 where it will have 1.0 feet of cover. This is about 460 feet to be lowered. c. Total length of water line to be lowered to provide minimum 1.0 feet cover is about 820 feet. d. To provide a minimum cover of 2.0 feet would require lowering all except about 100 feet of the line or approximately 1,600 feet of line to be lowered. • 2. Coupland Drive - Alternate No. 4: a. Install inlets on each side of existing pavement at Sta. 6+50 and at Sta. 11+50, install 15" inlet lead under pavement at these points, install 18" storm sewer on West side of both East and West Coupland Drive from inlets to roadside ditch on North "L" St., remove and reset to grade 24" culvert under West Coupland Dr. at :forth "L" St., and regrade ditch on South side of North "L" St. from East Coupland Dr. to Big Island Slough and overlay low areas of gutter line with hot mi:t asphaltic concrete. b. Conclusion: Alternate No. 4 is in our opinion not as satisfactory a solution as is Alternate No. 3. The costs are relatively the same, with the exception of the possibility of lowering a portion of the water line for Alternate No. 3. The installation of the inlets; leads and storm sewer indicated herein does not take into consideration three additional low points on West Coupland Drive and four additional low points on East Coupland Drive. Alternate No. 4 leaves some doubt as to the ability of a contractor or the City to make satisfactory ovelays of asphaltic concrete in the thickness of less than 0.10 feet, to adequately drain the low areas in the gutter line. Grinding out or cutting down the high points might prove more satisfactory. Either the overlay or grinding would probably create additional bird baths as the grade of the gutter line is insufficient to adequately drain the street. d. Recommendation: We would still recommend Alternate No. 3 as being the most satisfactory solution to the drainage problem on Coupland Drive. If we may be of further assistance, please contact us. Airco has approached us to tap the recently installed Westinghouse line. Note that neither of these businesses is within the corporate city limits of La Porte . We would like to make the following recommendations for adoption by City Council. 1. Any process-type plant of any sort .must have a reduced pressure zone backflow preventor installed to protect the City from any possible cross-connections or misuse by said plant. A bypass would be installed to allow the larger meters used in these plants to be removed for calibration. 2. Treat these plants as if they are within the .City limit by charging the front .foot fees on the area developed and improved, including off-street .parking areas but not including areas intended for future development (Ordinance 759-E, the ordinance :setting forth the fees). 3. Require that city water be used for. human consumption, washing, etc., and at no time be used for process water of any sort. 4. All taps for outside users are currently brought to Council for approval. .These. users must pay 150$ of the current water rates. This requirement is based on ordinance and lets Council control these taps. A policy of some kind is needed;. we are seeing the "tip of the iceburg" concerning taps of this type. Every vehicle, with or without motive power, other than a pole trailer or ranch trailer, designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that no part of its weight rests upon the towing vehicle.
