Ray - Purchasing Agen SUBJECT: Evaluation of Sound System City Council Chambers An evaluation of the existing sound system located in the Council Chambers has identified the following problems: (1) Uncomfortable and inefficient microphone positioning. (2) Inadequately sized microphone cable to carry signal back to the amp- lifier. This results in poor system response and a high noise to signal ratio. High noise to signal ratios produce hissing and crackling when amplified and result in distorted sound. (3) Present design prohibits personal flexibility in adjusting or moving microphones. (4) Poor solder joints in microphone connectors, push-to-talk switches, amplifier connections resulting in shorts and poor signal transfer. A representative of Meredith Wilson Music Co., Ronald D. Reegan, examined the system at my request and has made some recommendations for revision. His recommendations are displayed below in the form of two proposals. I. Proposal l: A. Replace existing "Gooseneck" microphone holders with chassis mount connectors. This would bring microphones closer to the user and allow individual adjustment of each microphone to suit the user. B. Replace existing push-to-talk switches to eliminate shorts and worn out switch connectors. C. Replace existing microphone cables with proper sized cable to ensure optimum amplifier response. Microphone cables at each station would be increased to a four foot length to allow flexibility in microphone positioning. D. Installation of fixed desk mount microphone stands at each station. Total cost of Proposal 1 including all parts and labor would be $1192.50. It should be noted that Proposal 1 is based upon reuse of materials wherever possible to reduce the cost of the installation. All surplus material will be returned to the City of La Porte after completion of the job. II. Proposal 2: Proposal 2 will include all work specified in Proposal 1 with the following additional items, A. Purchase and installation of twelve (12) lapel microphones. B. Fabrication and installation of one extra microphone cable per station to allow use of existing microphones as a back up system should the new system require maintenance. Total cost of Proposal 2 including all parts and labor will be $2177.50. Councilmembers who would like to see what the new system would look like should inspect the present installation at your station. LA PORTE, TEXAS 77571-1218 ASSOCIATE April 13, 1983 Honorable Mayor and City Council CITY OF LA PORTE City Hall La Porte, Texas 77571 Dear Ladies and Gentlemen: TELEPHONE 713 471.1888 At the recent meeting of the City of La Porte Industrial Develop- ment Corporation, at which the application of La Quinta Motor Inns, Inc., for Industrial Development Bond Financing was approved, the applicant made mention of the possible amount of hotel occupancy tax which its facility might raise, when in operation. Heretofore, the City of La Porte has had only limited hotel facilities. It appears that, in the future, with La Quinta, and other companies which have expressed an interes, such as Travel Lodge, that a fairly substantial amount of hotel rooms, of first class quality, will be erected in La Porte in the coming years. Article 1269j-4.1 is the legislative authority ofr cities to levy a hotel occupancy tax. I have enclosed with this letter a copy of that act. You will note that although the act has a great deal of discussion of revenue bonds,. nevertheless, a city can levy the tax and spend the revenue without having to issue revenue bonds. Basically, the City of La Porte could levy a tax, not to exceed 4$ of the price of the room, and thereafter dispose of the revenue as shown in Section 3C of the act. The tax could be used for the maintenance of our existing civic center buildings; historical preser- vation and restoration, which could be done directly by the City, or, perhaps, by the City under contact with the local Heritage Society. You will note that if the occupancy tax is levied, if the tax is 3~ or less, 2 of 1~ of the cost of the hotel room, shall be used for advertising and conducting solicitation programs to acquaint users with public meeting and convention facilities, and "for promotion of tourism and advertising of the City and its vacinity either by the City or through contract with persons or organizations selected by the City." If the tax is in excess of 3~, then la must be devoted to advertising purposes. The City could possibly contract with the Chamber of Commerce, as to the advertising, as the Chamber routinely publishes maps, brochures, and the like which promote the City. ~-~ ~!5 Honorable Mayor and City Council April 13, 1983 Page 2 Finally, as to legal uses of the funds, note that Section 2, and also Section 3A, of the act mentions, among other uses, "libraries or other city buildings." However, libraries are not mentioned under Section 3C(a). Although there is an internal inconsistency in the act, on this issue, the legislative intent would seem to be clear that libraries would be among the permitted uses of the funds. Based on utility demands supplied by the applicant, the City of La Porte can furnish adequate utilities. Sewer The 21" trunk main along Fairmont Parkway fronts the site in question and has adequate capacity available to meet the demands projected by Swisco. If service is approved by Council, Swisco will be required to enter into a utility extension agreement and comply with the service plan for the 21" and 36" trunk main adopted by Council on March 16, 1983. Water Presently there is no water service available to the site. In order to provide adequate service the developer would be required to extend the existing 12" water line across their entire frontage and meet all other requirements of the policy established by Council on January 5, 1983. Fire Protection The request for potable water service did not include the statement on fire protection as required by the City's policy. Requests for potable water service by users outside the City limits of La Porte shall be subject to the following conditions: 1. Must have City of La Porte Council approval 2. Require that City water be used for human consumption, washing, etc., and at no time be used for process water of any sort without specific approval of City Council 3. Where required by the City of La Porte (mandatory for all process-type plants) a reduced pressure zone backflow preventor must be installed to protect the City from any possible cross-connections 4. When recommended by the City of La Porte, a meter bypass will be installed 5. All plumbing shall meet applicable State and City of La Porte code requirements. Services will be geared to transporting primarily elderly, handicapped, and low-income residents to medical facilities, social service agencies (entitlement program) pharmzceu- tical entities, once-a-week shopping and selected enrichment and cultural activities. Transportation services will be provided to a monthly rider- ship of 800 persons on a scheduled, subscribed demand response basis, pick- ing up elegible residents from their homes, transporting them to scheduled appointments and/or activities and returning them to their residences. Residents must call in a 24-hour lead time basis. This Project represents a continuation of services previously funded through a one-time Special Initiative Grant awarded by the Coitatrounity Services Administration. BCDI is also exploring the expansion of transpor- tation service with other political subdivisions in the Bayshore Area. /~ - • • r- --o 2.0 BCDI PURPOSE AND HISTORY Bayshore Com<rnznity Development Corporation, incorporated May 8, 1970, represents a not for profit comrninity-based, anti-poverty organization dele- gated by the governing body of C~il.f Coast Community Services Association (GCCSA). The Economic Opportunity Act authorized the establishment of ContYni pity-Based Organizations to ccu~ibat poverty-related neighborhood conditions and to provide a wide range of services focused on the needs and concerns of low-income and elderly residents. '" The BCDI Program Service Area includes the primary population centers of La Porte, Baytown, TAIitaX, Seabrook, Shore Acres and Morgan's Point -all locat- ed in the far southeastern quadrant of Harris County. From its inception, BCDI has sponsored many programs addressing the concerns of the elderly and the needy poor, more recently in providing a Transportation Services Project in the Bayshore Area. This Transportation Services Project increased transportation mobility primarily for the elderly, handicapped and lou,~inccane residents frcgm July - September 1982, under a $50,000 Special Initiative Grant, a~rarded by the then- existing Federal Agency, the Community Services Administration. The Project transported a ridership of 1,835 during the three-month period, for approximate- ly 6,500 linear miles per month. The primary sources of trip generation were medical facilities, social services (entitlement programs) pharmaceutical faci- lities and shopping areas. Cost incurred for the Project included aone-time $25,000 purchase cost of two (2) fifteen (15) passenger vans. This Proposal represents a potential funding request for the continuation of that project and possible expanded services for a larger ridership. ~~~ • • '~. 3.0 PROBLEP4 STATE[~IT La Porte, like the entire county, is automobiled oriented. The transit arteries represent a highly developed system of freeways, secondary highways and supporting arterial, c~oilector and local corridors. For most trips made by residents in the County as well as La Porte, the automobile is the most desirable and most often the only available form of transportation. This condition is the crux of the mobility problems of the low-income, elderly and/or handicapped resident, since many of these residents are unable to drive automobiles, due to either physical or financial reasons. Specifically, low-income residents comprise a measurable percentage of the total po?~ul.ation in La Porte, a substantial number of whom are senior citizens. As indicated in the above table, the total La Porte resident elderly are almost to above the County relationship of 60/over to total population. Because most elderly, low-income persons and handicapped .. persons residing inthe area are on fixed or limited incomes, transporta- tion mobility problems are even more highly severe than in densely popula- ted County Areas. Increasing transportation difficulties is the total lack of public transportation and paucity of feasible alternative transportation services in the La Porte area. The Ia Porte Area residents voted against partici- pation in the regionally conceived Metropolitan Transit Authority. There- fore the low-income, handicapped and elderly are frequently faced to pay outrageous prices to neigborhood residents for transportation service pro- vision. There is limited taxi service, e.g., one major provider, but that provider cannot transport a resident to areas outside La Porte boundaries. The cost of neighborhood resident providers ranges from $10 - $20 per trip and $1.00 ner mile by taxi. F-~ • • ~ ,. The transit mobility problem is magnified when reviewed ,from the approximate trip mileage to needed services, e.g., La Porte to Houston Medical Center 25 miles; Ia Porte to Galveston John Sealy 35 miles; La Porte to Pasadena 10 miles; Ia Porte to Baytown 10 miles. In simmary, for the La Porte law-income, elderly and handicapped residents feasible transportation mobility and access are practically non-existent. It is for this group that proposed services are designed. ~'~ • 4.0 OPERATIONAL WORK PLAN 4.1 Overview Transportation services will be delivered to a ridership of appro.Yitnately 800 persons monthly on a demand response - sub- scription basis. The resident requesting service must tele- phone the Dispatch Office at least twenty-four (24) hours be- fore actual appointment or trip tune. The dispatcher will schedule pick-up by grouping sunilar times, destinations, lo- cales and adjacent pick-up areas. The vans will pick-up resi- dents at their home, transport them on a scheduled basis and pick-up for return by the same method. Emergency situations which fall outside of the regular 24-hour notice, demand re- sponse basis will be treated on a case-by-case basis. 4.2 Operations Transportation Services will be provided for only La Porte low- income, elderly residents. The specific service area will be mutually defined between the City of La Porte and BCDI. Routes will be listed and displayed daily at the Dispatch Office and compiled in the most efficient configuration to serve the re- quested calls. Rider eligibility will primarily be within OMB low-income guidelines with emphasis on persons over 60 years of age and any other criteria established by the City of La Porte. Trip response will be predominately confined to M,edicial facili- ties, social service agencies, pharmacies, and shopping areas. Trips to enrichment/cultural activities will also be provided on a planned basis. ~-9 ~_~ 4.3 Vehicle Configuration The Transportation Services Project has two (2) 15 passenger, 1982 Dodge Vans available to transport eligible residents. Assurance of service provision is enhanced by the 24-hour man- datory call-in lead time. Both preventive and remedial main- tenance will be contracted out by BCDI under competitive bidding arrangmerits . 4.4 Project Staffin This Proposal contemplates the funding initially of a full time Dispatcher -Driver reporting to the Transportation Com<ni.ttee of the BCDI Board of Directors. Dispatching Office hours and drive time will be established on a regularized, daily basis, Monday through FYiday with at least one enricYmlent/cultural ac- tivity scheduled on a weekend day of each month. Ray - Purchasing Agen SUBJECT: Evaluation of Sound System City Council Chambers An evaluation of the existing sound system located in the Council Chambers has identified the following problems: (1) Uncomfortable and inefficient microphone positioning. (2) Inadequately sized microphone cable to carry signal back to the amp- lifier. This results in poor system response and a high noise to signal ratio. High noise to signal ratios produce hissing and crackling when amplified and result in distorted sound. (3) Present design prohibits personal flexibility in adjusting or moving microphones. (4) Poor solder joints in microphone connectors, push-to-talk switches, amplifier connections resulting in shorts and poor signal transfer. A representative of Meredith Wilson Music Co., Ronald D. Reegan, examined the system at my request and has made some recommendations for revision. His recommendations are displayed below in the form of two proposals. I. Proposal l: A. Replace existing "Gooseneck" microphone holders with chassis mount connectors. This would bring microphones closer to the user and allow individual adjustment of each microphone to suit the user. B. Replace existing push-to-talk switches to eliminate shorts and worn out switch connectors. C. Replace existing microphone cables with proper sized cable to ensure optimum amplifier response. Microphone cables at each station would be increased to a four foot length to allow flexibility in microphone positioning. D. Installation of fixed desk mount microphone stands at each station. Total cost of Proposal 1 including all parts and labor would be $1192.50. It should be noted that Proposal 1 is based upon reuse of materials wherever possible to reduce the cost of the installation. All surplus material will be returned to the City of La Porte after completion of the job. II. Proposal 2: Proposal 2 will include all work specified in Proposal 1 with the following additional items, A. Purchase and installation of twelve (12) lapel microphones. B. Fabrication and installation of one extra microphone cable per station to allow use of existing microphones as a back up system should the new system require maintenance. Total cost of Proposal 2 including all parts and labor will be $2177.50. Heretofore, the City of La Porte has had only limited hotel facilities. It appears that, in the future, with La Quinta, and other companies which have expressed an interes, such as Travel Lodge, that a fairly substantial amount of hotel rooms, of first class quality, will be erected in La Porte in the coming years. Article 1269]-4.1 is the legislative authority ofr cities to levy a hotel occupancy tax. I have. enclosed with this letter a copy of that act. You will note that although the act has a great deal of discussion of revenue bonds, nevertheless, a city can levy the tax and spend the revenue without having to issue revenue bonds. Basically, the City of La Porte could levy a tax, not to exceed 4g of the price of the room, and thereafter dispose of the revenue as shown in Section 3C of the act. The tax could be used for the maintenance of our existing civic center buildings; historical preser- vation and restoration, which could be done directly by the City, or, perhaps, by the City under contact with the local Heritage Society. You will note that if the occupancy tax is levied, if the tax is 3$ or less, '~ of 1$ of the cost of the hotel room, shall be used for advertising and conducting solicitation programs to acquaint users with public meeting and convention facilities, and "for promotion of tourism and advertising of the City and its vacinity either by the City or through contract with persons or organizations selected by the City." If the tax is in excess of 3~, then l~ must be devoted to advertising purposes. The City could possibly contract with the Chamber of Commerce, as to the advertising, as the Chamber routinely publishes maps, brochures, and the like which promote the City. • • Honorable Mayor and City Council April 13, 1983 Page 2 Finally, as to legal uses of the funds, note that Section 2, and also Section 3A, of the act mentions, among other uses, "libraries or other city buildings." However, libraries are not mentioned under Section 3C(a). Although there is an internal inconsistency in the act, on this issue, the legislative intent would seem to be clear that libraries would be among the permitted uses of the funds. Based on utility demands supplied by the applicant, the City of La Porte can furnish adequate z~~ilities. Sewer The 21" trunk main along Fairmont Parkway fronts the site in question and has adequate capacity available to meet the demands projected by Swisco. If service is approved by Council, Swisco will be required to enter into a utility extension agreement and comply with the service plan for the 21" and 36" trunk main adopted by Council on March 16, 1983. Water Presently there is no water service available to the site. In order to provide adequate service the developer would be required to extend the existing 12" water line across their entire frontage and meet all other requirements of the policy established by Council on January 5, 1983. Fire Protection The request for potable water service did not include the statement on fire protection as required by the City's policy. The City's Fire Marshal, Paul Hickenbottom, will be contacting Swisco and should have additional infor- mation available at the workshop. The proposed user shall supply the following information in writing: 1. Statement of utility demands*1 including as a minimum; Average day demand Peak day demand Peak hourly demand (if applicable) Fire protection*2 Minimum working pressure requirements which shall be reviewed and approved by the City of La Porte *1 For any other than commercial or industrial users the City of La Porte will set the minimum utility demands *2 Note if fire protection is provided by another means or agency 2. Certified site plan showing the total acreage of the tract including present and proposed improvements and a suitable location map of the site II. City of La Porte will determine availability of adequate utilities bas d e on estimate of demands furnished by proposed user. If adequate utilities are available the provisions If adequate utilities are not outlined in Section III available potable water service shall not be recommended unless shall apply, special provisions are made (and approved) for a utility extension of proper size to meet present and projected demands for municipal water service for the area. I All proposed extensions shall meet the City of La Porte policy for a utility extension agreement which requires: - procurement of all necessary easements, right-of-ways, permits, etc. (at no cost to the City) - dedication of utility to the City of La Porte as well as other provisions. n • • ". III. Requests for potable water service by users outside the City limits of La Porte shall be subject to the following conditions: 1. Must have City of La Porte Council approval 2. Require that City water be used for human consumption, washing, etc., and at no time be used for process water of any sort without specific approval of City Council 3. Where required by the City of La Porte (mandatory for all process-type plants) a reduced pressure zone backflow preventor must be installed to protect the City from any possible cross-connections 4. When recommended by the City of La Porte, a meter bypass will be installed 5. All plumbing shall meet applicable State and City of La Porte code requirements. City of La Porte shall have the right to inspect any and all work related to the furnishing of potable water to the user 6. The proposed user shall be charged the customary front foot fees on the area developed and improved, including off-street parking areas but not including areas intended for future development (Ordinance 759-E) 7. The user shall pay 150% of the water rates currently in effect for users within the corporate limits of the City of La Porte 8. April 25, 1983 in the City Hall Council Chambers. Sealed bids were received from the following contractors; (1) Arvell Moore A/C and Heating, (2) Barrett's Heating & A/C, (3) Bay Refrigeration Co., (4) Coastal A/C Co., and (5) Green's A/C and Heating. Low bid meeting specifications was submitted by Green's A/C and Heating in the amount of $4,245.30. A total of $3700 is presently appropriated in account number 502-907 for the purchase of this unit. The additional $545.30 needed to purchase this unit is available for transfer in account number 503-902 should City Council approve the purchase of this unit.
