3. Project summary,- The City's Tax Division was asked to conduct a study on
granting a Residential Hoanestead Exemption for its citizens. After gathering
pertinent information and having some discussion on this subject with City
Council, Staff is now prepared to make a reccmmendation.
4. Action Rec~uirec~• Hear staff's recommendation on what percent level to allow
for a residential Hcgnestead Exemption.
5. Alternativ (A) Reject staff's recce~mendation percent level.

6. Recommendation: The City's Tan Division recommends that a Residential

TEXAS PROPERTY TAX LAWS ANNOTATED 1982 - -
This digest contains the constitutional and Property Tax Code provisions
relating to property taxation in Texas. In reviewing its contents on residential
homestead exemptions the following information was noted.
The governing body of the City of La Porte, by local option ~ offer a
residence homestead exemption. The exemption is based on a percentage (%) of the
market value of the residence homestead of a married or unmarried adult, including
one living alone.
This exemption is in addition to any other exemptions that are offered.
In giving this optional residence exemption, the following points need to be
adhered to.
(a) The percentage (%) may not exceed forty percent (40%) for the years
1982 through 1984. ~ .
(b) Thirty percent (30%) for the years 1985 through 1987, and
(c) Twenty per cent (20%) in 1988 and each subsequent year.
(d) The amount of an exemption authorized may not be less than $5,000.00
unless the State Legislature decides otherwise in one of their
general law sessions.
(e) If Ad Valorem Tax has been previously pledged for the payment of a
debt, the governing body of a City ~ continue to levy and collect
the tax against the value of the homesteads exempted until the debt
is discharged if the cessation of the levy would impair paying the
obligation of the contract by which the debt was created.

Project summary: The City, with approval of the City Council (April 13, 1983),
solicited a request for proposals for updating its Municipal Airport Master Plan..
On June 7, 1983 the City received a total of eight responses to its RFP. After
studying each proposal, staff has reached the conclusion that two of the eight
firms which sul~ni.tted a reply should be further considered for the study. Staffi
scheduled to interview the two finalists on July 26, 1983. For this study project
the City has submitted a grant application to the Dept. of Transportation -
Federal Aviation Administration; therefore, awarding of the study is subject to
their approval of our application. The City's portion would be l00 of the cost
to perform this study.
4. Action Required: Allow staff to make a recommendation during the July 27, 1983
workshop, on an aviation consultant to perform this project.

6. Recommendation: Permit staff to hire an aviation consultant to update the
City's Municipal Airport Master Plan. (.Contingent upon receiving grant
application approval from the Departanent of Transpartati,on-Federal Aviation
Administration) .

It is the unanimous opinion of this inspection board, after using City of
La Porte Ordinance ~~ 13350 Standard Housing Code, 19°2 Edition) as its guide in
making the inspection, that this building is in fact dangerous and should be demolished.
This building was involved in afire November 28,1982, and it would cost more than
50% of the then physical value $67.700 at 100% to repair it to com orm to e

TEXAS PROPERTY TAX LAWS ANNOTATED 1982
This digest contains the constitutional and Property Tax Code provisions
relating to property taxation in Texas. In reviewing its contents on residential
homestead exemptions the following information was noted.
The governing body of the City of La Porte, by local option ~ offer a
residence homestead .exemption. The exemption is based on a percentage (%) of the
market value of the residence homestead of a married or unmarried adult, including
one living alone.
This exemption is in addition to any other exemptions that are offered.
In giving this optional residence exemption, the following points need to be
adhered to.
(a) The percentage (%) may not exceed forty percent (40%) for the years
1982 through 1984. '
(b) Thirty percent (30%) for the years 1985 through 1987, and
(c) Twenty per cent (20%) in 1988 and each subsequent year.
(d) The amount of an exemption authorized may not be less than $5,000.00
unless the State Legislature decides otherwise in one of their
general law sessions.
(e) If Ad Valorem Tax has been previously pledged for the payment of a
debt, the governing body of a City ~ continue to levy and collect
the tax against the value of the homesteads exempted until the debt
is discharged if the cessation of the levy would impair paying the
obligation of the contract by which the debt was created.

Protect summary: The City, with approval of the City Council (April 13, 1983),
solicited a request for proposals for updating its Municipal Airport Master Plan..
On June 7, 1983 the City received a total of eight responses to its RFP. After
studying each proposal, staff has reached the conclusion that two of the eight
firms which sulxnitted a reply should be further considered for the study. Staffi
scheduled to interview the two finalists on July 26, 1983. For this study projec
the City has su}xnitted a grant application to the Dept. of Transportation -
Federal Aviation Administration; therefore, awarding of the study is subject to
their approval of our application. The City's portion would be 100 of the cost
to perform this study.
4. Action Required: Allow staff to make a reccxnnendation during the July 27, 1983
workshop, on an aviation consultant to perform this project.
