The meeting was called to order by Mayor Cline at 7:00 P.M. The invocation was given by Councilperson Malone. Mayor Cline welcomed members of the school board Brenda Tyrell, Jerry Graham, Reude Wheeler, Leo Rizzuto, ,John Paul Zemanek and D. O. Laird 3. Council considered approving the minutes of the Regular Meeting held December 7, 1983. Motion was made by Councilperson Skelton to approve the minutes as presented. Second by Councilperson Gay. Mayor Cline presented t e mployee of the Quarter award to George Turany, Parks Foreman, for his efforts of special endeavor for the City. 7. Mrs. Mineola Walker was scheduled to speak .before Council but had not yet arrived. Mayor Cline stated that Council could return to this item when Mrs. Walker did arrive.. • 8. La Porte Independent School District Superintendent Robert Williams and School Board Trustee Reude Wheeler presented a report on the. upcoming school bond election. to be `held on January 21, 1984, and .the building program in conjunction with it. Councilperson Graves arrived at the Council table at 7:13 P.M. At this time Mrs. Mineola Walker had arrived and addressed Council about the possibility of the City giving her permission to use property she owns on 5th Street and Crest Lane for needy people to place their house trailers on at no charge to them. Af ter questions from Council had been answered, the Mayor stated Mrs. Walker's request would be taken under advisement and would let her know if anything could be worked out.. 9. Council considered an ordinance setting temporary water and sewer flat. rates for residents of Spenwick Municipal Utility District. Council considered. emergency purchase of a booster pump for Booster Station #l. Motion was made by Councilperson Westergren to approve the emergency purchase of a booster pump from Pump and Power Equipment Company in the amount of 4,700.. Second by Council- person Pfeiffer. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Malone, Longley, Matuszak, Graves, Pfeiffer, Gay, Skelton, Westergren and Mayor Cline Nays: None, • 12. Council considered authorizing hiring additional police patrol- men and transferring funds from the Contingency fund to the Police budget. Mr. Owen stated that since the annexation had added some 2700 residents to the City, it is felt that three (3) additional patrolmen are needed to provide the services presently being given to the rest of the City. Since. no funds were budgeted for the additional patrolmen, it is requested that authorize- tion for a .budget. transfer.. from the Contingency fund to the Police budget in the amount of $6.2,617 be given. • • • • A'linutes, Regular Meeting, La Porte City Council January 4, 1984, Page 4 Mr. Owen also asked Council to consider adding $4,483 to the amount in order to convert a room at the .Police Department into a video filming room for DWIs, to comply with the new State DWI laws. After discussion, motion was made b to authorize the transfer of $67,10 to the Police budget. Second by Co motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Malone, Longley, Matuszak, Graves, Pfeiffer, Gay, Skelton, Westergren and Mayor Cline Nays: None 13. Council considered awarding a bid for garbage trucks. Steve Gillett, Assistant Director of Public Works, explained that the low bidder did not meet bid specifications, and that the next low bidder was only $406 higher and. did meet bid specifications. Staff recommends the bid be awarded to the next low bidder meeting specifications. Motion was made. by Councilperson Westergren to award the bid for garbage trucks to Environmental Sales and. Service in the amount of 127,396. Second by Councilperson Skelton. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Malone, Longley, Matuszak, Graves, Pfeiffer, Gay, Skelton, Westergren and Mayor Cline Nays: None 14. Council considered a method. to express appreciation. to volun- teer firemen and police reserve officers. It was noted that these people spend countless hours serving the community with no compensation. It had been suggested by Councilperson Westergren that perhaps a way could. be-found to show .the. City's appreciation for their efforts.. Mr. Owen suggested a one-time payment of $2.5.00 each, .to at least partially cover gas and oil., etc., .that these people have used going to and from their call outs. Motion was made by Council erson Wester ren to ive a one-time payment of 25.00 each to all police reserve officers and volunteer firemen. Administrative Reports Mr. Owen reminded Council that there is a vacancy of the La Porte Area Water Authority Board that needs to. be filled. This position is one to be filled by a person living outside the corporate limits of the City but within the ETJ. Asked if Council would consider a special meeting to get to- gether with Bill Metzger and the Comprehensive Planning-staff for an update to City ouncil about where"they are on the Plan. After discussion, January 23 at 7x00 P.M. was set for the meeting. Mr. Owen requested an executive session on personnel and legal. 16. Council Action • Malone:. Voiced his support of school bond election. Asked where we stand on the Comprehensive Plan. (Mr. Owen. replied he thought the finishing of that would be the latter part of February . ) Inquired if a moratorium could be set on things in a commercial and a residential district now, or at the-next Council meeting? He is concerned about the activity going on at the old kennels on 26th Street. The kennel sits between four houses and the Pecan Villa Mobile Home Park and the residents. are concerned at the activity going on, as they don't want another kennel there. The houses on the kennel property are in gread dis- repair and have flooded at least once, and the grass .has not- been cut in a very long time. Something needs to be done. We need to set some type of restrictions. (The City Attorney was directed to look into the matter.) There is a lot of truck traffic on 26th Street. Is it a designated truck route? (Mr. Owen replied it was only origin. and destination..) Inquired if officers were read ordinances or were they just put on bulletin board, and if some type of education process was given them. Feels it is time to do something. about the trucks. • Longley: Welcome to members of the school board. Congratu- lations and support on their fine efforts. Welcome back to Herbie - it's been a long time and I missed him. • Minutes, Regular Meeting, La Porte City Council January 4, 1984, Page 6 Has a letter been sent to the Cable TV folks yet? (Bob Herrera had .written them a letter and has set up a meeting with them for next week. A copy of the letter will be put in their boxes for Mayor and Council.) Skelton: Please mention when you meet with. them that several people still haven't received their refund for service inter rupted by the hurricane. Clines The office here is now being kept open all day instead of half a day . Matuszak: Welcome to school board - we-have a lot of things in common with the growth of the City. Please come to the meeting on the 23rd and on the 30th to the public meeting. Invited everyone on Council who would like to join him on the sign ordinance committee to please do so. Did we get photographs taken of the areas we have just annexed? • (Yes . ) Graves: Welcome to the school. I'm ..proud of the .progress we have made. Glad to see donation to police reserves and volun- teer firemen. Would like to see us be able to do it for all City employees around Christmas time in the form of a Christmas package of some sort. Maybe we can work on that for a year or two down the line. Pfeiffer: Wishes everyone a prosperous new year. Wish the school board good luck with .their bond issue. Hopes everyone will get out and support it. G_~': Happy New Year to each of you. Happy the school board is making an effort to improve and better education. Owen: We still are without it and will be for some time. We are looking into rental of a unit. We have fire insurance on our vehicles, so our maximum cost will be $5,000. Westergren: Is our water pressure staying consistent now? (For all practical purposes it is.) Cline: Do we have any final figures on our clean up after the hurricane, and how we stand .with FEMA and reimbursement of funds? Owen: We have received a 50 ~ reimbursement at this time, but no final figures. Hodge: We are preparing them now, and they should. be ready by the end of the month . Cline: I'm sure you'll pass around copies to the Council. 17. Council adjourned into executive session at 8:-29 P.M. and returned to the Council table at 9:48 P.M. 18. There being no further business to be brought before the Council, the meeting was duly adjourned at 9:48 P.M. George initially became employed with the City of La Porte on December 1, 1981, and the ongoing Parks Maintenance program has shown a.marked improvement since that date. George normally arrives at .work thirty minutes early to coordinate the days work schedule. He has also on occasion worked through lunch and breaks in order to complete a high priority task. No compensation has been required to motivate his earnest desire to get the job completed regardless of personal time lost. George has volunteered himself for "on-call" duty several times, not even considering compensation for.~this duty. George is a cost concerned employee, who has saved the City money oh numerous occasions. A metal light pole, which was blown down during the storm, was considered a loss and a replacement was needed. George improvised a technique whereby the damaged pole was remounted, providing a considerable savings to the City. George has also repaired the Public works ice machine on two separate occasions, eliminating a hundred dollar service call each time. George has worked for the Recreation Department on several programs. He assisted Lori Ray in the capacity of driver for a hay ride she had for her kids. He has also helped her collect cans for recycling, for the purpose of gaining needed revenue for the S.P.O.R.T. Program. George has volunteered to play Santa Claus every year for Tim Anderson's North Pole Calling project. All of the above mentioned work George has done for the Recreation Department was a donation of personal. time to the La Porte Community. In my opinion, George more than meets the criteria that has been established for Employee of the Quarter. .~ ~A ~~ • ORDINANCE NO. 1394 AN ORDINANCE ESTABLISHING TEMPORARY WATER AND. SEWER FLAT RATES FOR THE RESIDENTS OF THE SPENWICK PLACE MUNICLPAL UTILITY DISTRICT; AND PROVIDING AN EFFECTIVE DATE HEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:. Section 1. The City Council of the City of La Porte has heretofore passed Ordinance No. 1393, finally annexing to the City of La Porte a tract of land which includes all of the Spenwick Place Municipal Utility District. Effective upon the effective date of an Ordinance by the City Council of the City of La Porte, dissolving the corporate existence of the Spenwick Place Municipal Utility • District, and continuing until individual water meters have been installed by the City of La Porte in the Spenwick Place Municipal Utility District, the following water and sewer flat rates shall prevail WATER FLAT RATE: First 2,000 gallons of water $ 4.50 Next 8,000 gallons @'$1.60 per thousand 12.80 Total Water 17.30 SEWER FLAT RATE: Sewer Base Charge: $ 4.25 Plus 70~ of the Net Water Bill ($17.30) 12.11 Total Sewer $16.36 *TOTAL WATER & SEWER FLAT RATE: $33.66 Section 2. Approved for City Council Agenda City r4anager Date r .. • CITY OF LA PORTE INTER-OFFICE MEb40RANDUM T0: Jerry Hodge, Director of Public Works DATE: Dece'~,m'~bjJer 5, 1983 FROM: Luther Maxey, Assistant Director of Public Work ~/I// SUBJECT: Fairmont Water Booster Station t The large booster pump at Water Station ~fl is an Aurora 750 gpm pump which has a worn down impeller, wear plates and a bad outboard bearing which has scored the pump shaft. We have contacted Aurora Pumps, Inc., for availability of repair parts. The pump is outdated, and Aurora is having difficulty locating the necessary parts. I strongly recommend that the City purchase a complete replacement pump. Jackson Ray, Purchasing Agent, has located a replacement pump for $4,700 (FOUR THOUSAND SEVEN HUNDRED DOLLARS). Estimated repair cost of the old pump is $2,600 .(TWO THOUSAND SIX HUNDRID DOLLARS) to $3,500 (THREE THOUSAND FIVE HUNDRED) depending on availability of parts. It appears we could be waiting for eight (8) , to twelve (12) weeks for parts while the new pump could be installed • by December 9, 1983. This matter should be handled on an emergency basis due to the fact that the second pump is ~nlv rated at 500 $pm, and we have noticed a thirty percent (30~) reduction in efficiency over the past nine (9) months. If Fairmont is isolated from the rest of La Porte (such as leak shutdown on the 16" main along West Main); the remaining pump will not provide service to all of the Fairmont area. Funds for this pump should come from Water and Wastewater Contingency account #003-810-810-000. Bids were received from Basic Waste Systems, Inc., ,Environmental Sales and Service, inc.,=and Industrial Disposal Supply Company• • Apparent low bidder was from ~~sic Waste Systems, Inc. 'for two (2) Heil Formula 5;000's, for a total-price a,'~;$126,990,00. Review of manufacture's information, together with the bid submitted, reveal that this unit will not. meet the intent of City of La-Port e:, specifications. The ratio of pounds per cubic yard compacted is the basic. indication of a high- compaction body. The'Heil~Formula 5000 was tested by the City of La Porte in October, and averaged 8.5.0 pounds per cubic yard, S~ecificati©ns cal,l for 900 pounds per cubic yard:. The hydraulic system is the heart of a garbage truck. The Heil operates on a high .pressure, low volume hydraulic pump. The standard. pump for the Heil operates at 2~ gpm. The two competing trucks operate on low pressure, high volume, and standard pumps exceed 40 gpm. In order to meet specifications, Basic Waste Systems has proposed to install a ~+8 gpm pump, almost twice the volume of the standard. Because the Heil 5000 is designed for a 26 gpm pump at high pressure ,,.the. bigger pump will result in higher temperatures and increased downtime due to hydraulic leaks, The greater distance to the landfill in Baytown is the primary reason to buy the high-compaction. truck. The higher compaction will enable the Solid Waste Division to collect more garbage with fewer trips to the landfill. Because ac~~ual field tests revealed that the Heil will not compact. to minimum specifications, and' the proposed. increased pressure on a high pressure hydraulic system will result in excessive downtime, we recommend that the bid submitted by Basic Waste Systems, Inc., be disallowed. ~. This amount is $~06.OO more, or $203.00 per unit more, than the apparent low bidder. The Leach 2-R meets the intent of all;" specifications, and will pack in excess of 950 pounds per cubic yard. High bid was from Industrial Disposal Supply Company for two (2).Loadmaster LM-425's for a total price of $138,216.00. This unit meets all specifications. Budgeted amount for the two (2) trucks is $160,000.00. We recommend that the City accept the low bid meeting specifications from Environmental .Sales and Service for two (2) Leach 2-R's in the amount of $127.,396.00.. After conferring with City Attorney Knox Askins, I believe that the City Council can authorize asmall payment to each of them to compensate them for gas and other expenses they .incur because they are Volunteer Firemen and Police Reserve Officers.
