HomeMy WebLinkAbout1984-07-30 Public Hearing on Revenue Sharing • MINUTES OF THE • PUBLIC HEARING ON REVENUE SHARING JULY 30, 1984 The public hearing on revenue sharing was called to order at 7:11 P.M. at the request of the City's Chief. Executive Officer, City Manager Jack Owen. Mayor Pro Tem Deotis Gay presided. Mr: Owen read briefly from the regulations regarding revenue sharing public hearings and explained the purpose of the hearing. He reported the amount of estimated funds that would be available for revenue sharing is $258,718 from the Federal revenue sharing fund and an estimated carryover fund balance from last year of $91,282, for an estimated total of $350,000. Mayor Pro Tem Gay asked if there was anyone present who would like to make a proposal for the expenditure of these funds. Mr. Cecil Knight of the Spenwick Addition proposed that street lights into the addition be installed at several locations: • Canada Road and Spencer, Clarkville and Spencer, Bayer and .Spencer, Hilldale and Spencer, Andricks and Underwood, Belfast and Underwood, Carlow and Underwood and Catlett and Underwood. Mr. Owen stated that the City might be able to handle this particular request from the other budget without resorting to revenue sharing funds. Mr. Gay proposed a $12,000 expenditure for Gulf Coast Community Services transportation project and a television set and a piano for the Jenny Riley. Civic Center. Councilperson Matuszak stated he would like to see a road put on the east side of the Leo Rizzuto elementary school so that students living in Fairmont Park East would have access getting to the school. This would be an extension of Catlett. Mr. Owen replied that it is best not to have items in revenue sharing that would require going out for bids, due to the require- ments of the Bacon-Davis Act being so strict that it would cost more than the funds to be allocated. Mr. Matuszak str.ated that he realized that, but the request still stood. Councilperson Westergren would like to see us look into pro- viding sewage to those people on West D adjacent to the airport. She recognized the fact that it could not be done with revenue • sharing funds, but perhaps the funds could be used to purchase street materials or other types of material, then some of that money could be used to do the sewage. ~ ~ I • Minutes, Public Hearing on Revenue Sharing July 30, 1984, Page 2 • Mr. Matuszak suggested that perhaps we could also get street materials for D Street and pave it. Mr. Skelton noted that the street was on the paving list. Mr. Gay was in accord with the sewage and street paving. Mr. Skelton agreed with Mrs. Westergren that sewer is needed in that area, but noted that it would take half a million dollars to put everyone on the sewer line. Mrs. Pauline Lewis requested that North Fifth Street be fixed. Mr. Skelton requested, as a citizen, that a $24,000 appro- priation be used to build three fishing piers of 100 feet each, on the City right-of-ways - two in the far east part of La Porte and one the other side of Sylvan Beach Mr. Matuszak would like $20,000 used to continue the beauti- fication program - perhaps the intersection of 146 and Spencer • Highway being an example. Mr. Gay asked for a $5,000 appropriation to the park fund for the park on the west side of 146. There being no further input, the public hearing was adjourned at 7:29 P.M.
