1. The meeting was called to order by Mayor Cline at 6:00 P.M.

2. The invocation was given by Councilperson Waters.
The Mayor announced that at this time she would present a
proclamation, and read the proclamation declaring January 28
through February 2, 1985, as Go Texan Week in the City of La
Porte. Pat Callahan and Nelda Anderson, representatives of
the Go Texan committee, accepted the proclamation.
3. Council considered approving the minutes of the regular
meeting held January 7, 1985.
The Mayor stated that the City Secretary had made a correction
to page 5 of the minutes and had placed a copy of this page in
each councilperson's mail box.

~4. Council considered financial assistance to the La Porte
Sesquicentennial Committee.
City Manager Owen stated that the City could utilize revenue
sharing funds for this project, and that there is a
sufficiency of funds in the contingency fund of revenue
sharing to appropriate funds for this purpose.
Motion was made b~Cou ci person Matuszak to designate $x,000
from the revenue sharing fund as finances ss~sta~ce t4 t~
La Porte Ses uicgntennial Committee. Second by Councilperson
Bridges. The motion carried, 8 ayes and 0 nays.

5. Council considered approving an agreement with Turner Collie &
Braden for design and construction services for sanitary
sewer.
City Manager Owen reported that this project is a part of the
agreement with Fairmont Plaza Joint Venture to relocate a 36"
sanitary sewer line that was to be completed within 18 months.
Therefore, it is necessary to take this particular item out of
sequence in order to meet our 18 month commitment in the
contract. The agenda item is concerning the engineering work
to do that.
Director of Community Development John Joerns refreshed
Council's memories on the past happenings on this line and
that these engineering services were now necessary because of
expanding the 36" line to a 66" line to be in agreement with
the Comprehensive Wastewater Plan.
After brief discussion, motior~was_made by Cou cilperson
s erg~e~_tg approve t e agreement with Tuner Collie
Braden for des~gr~ a~rd_construction for sanitary sewer. Second
by Councilperson Pfeiffer. The motion carried, 8 ayes and 0
nays.

6. Council considered awarding a bid for water and sewer supplies
contract.
The commodities were broken down into 5 groups of supplies
that are needed.

7. Administrative Reports
Mr. Owen requested an executive session to discuss ambulance
service personnel, as posted on the agenda.
8. Council Action
Skelton: Expressed concern that the Monday night meetings
were apparently conflicting with Mr. Gays work schedule and
felt that since Mr. Gay was not present at the meeting at
which the meeting night was changed, he should have been
consulted before the meeting night was changed. Also
expressed concern that the agendas were being distributed with
not enough time for the Council to thoroughly study them
before the meetings.
(Brief discussion by Council followed on what could be done in
both cases. It was decided that Council would discuss Mr.
Gays problem when he is was present and staff will try to get
the agendas distributed on Thursday if at all possible.)

Malone: Inquired about procedure when a private citizen wants
to put a culvert in front of his house and across his lot.
Mr. Owen replied that there was a moratorium in effect at the
present time. Mr. Malone asked if a person desiring to put
culvert but leave open spaces in between, should go to the
Engineering Department and talk with them. Mr. Owen replied
in the affirmative.
Discussion by Council followed and the consensus was that
staff should look at lifting the moratorium.
Cline: Announced that she would be making a trip to Austin
next Tuesday with the Chamber of Commerce group for a meeting
with the Highway Commission to discuss the bridge to replace
the La Porte-Baytown Tunnel.
9. Executive Session
Council adjourned into executive session to discuss Ambulance
Service personnel (V.A.T.S. - Article 6252-17, Section 2(G)),
• at 6:35 P.M. The meeting was reconvened at 7:45 P.M.
10. There being no further business to come before the Council,
the meeting was duly adjourned at 7:45 P.M.

conmitted its support to this celebration, and. .
3 . Wri-iEREA.S . . A major goal of the La Porte, Texas 1986 Sesquicentenni.a.l Celebration
master plan is to inwlve the entire comza.mity in activities that will
have lasting benefits for the~ca~mity as a whole, and. .
4. WI~REAS. .The task force dedicated to establish and maintain a La Porte/Bayshore
Historical Tour is well on its way to getting this task accomplished
by January 1, 1986, and. .
5. WHEREAS. .The La Porte/Bayshore (amber of Commerce is considering a similar pro-
posal presented to the Board of Directors for support of the Historical
Tour promotion, as well as the Bayshore area with "billboards" and a
high quality brochure. .
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS TO
MAKE WHATEVER COMMITMENT IS NECESSARY T0:
1. Provide financial assistance ("seed-money") to the La Porte, Texas 1986
Sesquicenterm~al Coordinating Committee in the amrnmt of $5,000.00 so that
necessary expenditures for promotional materials, as well as other necessary
purchases can be made in conjunction with the State-Wide effort to assure
that all goals of the master plan can be carried out...noting that all of
the goals are designed to benefit La Porte/Bayshore residents and visitors
for many, many years to follow the Sesquicentermial.
2. Cooperate with the La Porte/Bayshore Channber of Commerce in its efforts to
promote this area and this comnami.ty so as to attract visitors to our City,
this area, and the Historical Tour, not just for the Sesquicentermial but
for marry, many years to follow.
Special.Note: These requests are in keeping with ccxnnitments being
made around the State so as to assure a tremendous
celebration is held throughout the State.

3. Project Summary: On May 23, 1984, the City reached an agreement with
Fairmont Plaza Joint Venture that provided for the abandonment of 12th
Street between Fairmont Parkway and West "K" The agreement further
called for the contribution of $75,000 by Fairmont Plaza Joint Venture
to cover the expenses associated with the relocation of a 36" Sanitary
Sewer which was to be completed by the City within 18 months.
4. Action Required: the City needs to execute a contract with TC&B to
provide for additional services necessary to prepare plans and
specifications ahead of the original schedule.
s. Alternative: N/A. The City is already under contract with TC&B to provide
design services for the trunk sewer. This contract is necessary to
meet the City's committment to relocate the 36" Sanitary. Sewer within the
18 month time frame stipulated in the City's agreement.
6. Recommendation: Execution of the Engineering Services Agreement with
TC&B. The estimated costs do not include any of the services provided
for under the Agreement for design of the Fairmont Parkway relief
sewer. Also, note that the estimated costs for the project representative,
if authorized, will reduce the costs for project representation during
the construction of the Fairmont Parkway Relief Sewer.

Advertised sealed bids 440062 for the purchase of water and sewer supplies
were opened and read in City Council Chambers November 26, 1984 at 4 p.m.
Sealed bids were mailed to eight area contractor supply companies with
the following four vendors responding; (1) The Rohan Company,. (2) Utility
Supply Company, (3) Golden Triangle Pipe and Water Supply and (4) Municipal
Supply Company.
Invitations for bid were based upon maintenance materials used by City of
La Porte water and sewer crew and are normally carried in inventory. Quan-
tity estimates were devised through historical usage rates for fiscal year
1983-84 coupled with projected consumption for Fiscal Year 1984-85.
• Commodities were divided into the following groups, (1) Section I: Brass
Fittings, (2) Section II: Tapping Saddles, (3) Section III: Clamps, Couplings,
and Pipe Repair Products, (4) Section IV: Rubber Adaptors and Misc. Supplies,
and (5) Section V: PVC and Polyethylene Products.. Recommended bid awards
are based upon low weighted average per section and are as follows:
Section I: Brass Fittings: Utility Supply Company
Weighted Average = 1.45 (87/60)
Prices averaged 4% to 11% lower than 1983-84
Section II: Tapping Saddles: Golden Triangle Pipe & Water Supply
Weighted Average = 1.75 (42/24)
Prices averaged 3% higher to 35% lower than 1983-84
Section III: Clamps, Couplings, and Pipe Repair Products: Golden Triangle
Pipe and Water Supply
Weighted Average = 1.02 (55/54)
Prices averaged 3% to 10% lower than 1983-84
Section IV: Rubber Adaptors, Misc. Supplies: Municipal Pipe
Weighted Average = 1.90 (40/21)
Prices averaged 9% higher to 10% lower than 1983-84

Items will be ordered on an as needed basis from annual supply agreement
and placed in inventory until needed. Recommended bidders will offer
fixed pricing for 180 days with escalation permissible with proper docu-
mentation of manufacturers price increases.
I recommend that the City of La Porte sign one-year supply agreements with
the aforementioned low bidders for the furnishing of specified water and
sewer supplies. I trust this recommendation meets with your approval.
