1. The meeting was called to order by Mayor Malone at 6:03 P.M.

5. Mayor h9alone presented the Employee of the Quarter award to
Debra Wilmore, Code Enforcement Division. Debra was presented
a plaque by Councilperson Skelton.
6. Council considered appointing members to various boards and
commissions.
Motion was made by Counci~..person Skeltosto reappoint Bruce
Hammack_for District 2 and Janet G~v~s fo~,~strict 3, to
the Planning & Zoning Commission and to appoint Delbert Walker
as the Council representative on the Wrecker Committee.
Second by Councilperson Westergren. The motion carried, 7
ayes and 0 nays.

Motion was made by Councilperson Walker to table appointing
members to the Industrial Development Corporation and Health
Facilities Development Corporation to_the next meeting.
Second by Councilperson Lloyd. The motion carried, 7 ayes and
0 nays.

7. Council considered an agreement with Houston International
Seamen's Center, Harbour's Cut Branch, for use of a van.
Motion was made by Councilperson Skelton to enarove
a reement with the Bar_bour's Cut Branch o tie International
Seamen's Center for use of a van for a period of two (2)
years. Second by Councilperson Lloyd. The motion carried, 7
ayes and 0 nays.

8. Council considered a consent agenda:

Motion was made by Cou ci person Waters to approve the consent
agenda as presented. Second by Councilperson Walker. The
motion carried, 7 ayes and 0 nays.

9. Council considered setting a date for a public hearing to
allow a duplex in an R-2 zone.

10. Administrative Reports: City Manager Owen requested that
Monday, July 15, be a workshop on the bond program.
11. Council Action: Councilpersons Walker, Lloyd and Westergren
brought items to Council's attention.
Mayor Malone reported a challenge from the City,of Baytown for
a baseball game to be held at 10 A.M. on July 27. Council
accepted the challenge.
12. There was no executive session.
13. There being no further business to come before the Council,
the meeting was duly adjourned at 6:30 P.M.

EMPLOYEE OF THE QUARTER
March, April, May 1985
Debra Wilmore of the Code Enforcement Division has been
employed by the City as a full time employee since February 1985.
Debra was employed to enforce the City's junk vehicle ordinance,
and she developed the entire program and procedures for tagging,
notifying, removing, storing, and auctioning of vehicles falling
within the parameters of the junk vehicle ordinance.
Debra has utilized the City's computer by designing and
implementing various legal forms and filing. This has saved an
estimated five manhours per week. Some of the forms devised by
Debra are now used state-wide by other cities that have started
junk vehicle programs. During her tenure in this position, Debbie
had some 300 vehicles removed, with no valid complaints. To
enforce an ordinance of this nature without complaints indicates
that her skills and motivation are well above the norm.
In October of 198+, Debra was promoted to Building Inspector
Trainee. She has completed the following: passage of the
Standard Code Building Inspector Certification Exam; passage of
the State Plumbing Inspector License Exam; completion of the A&M
160 hour Municipal Inspector Training Program; and extensive
on-the-job training, including weekly written exams.
This training is required by Debra's training schedule, but
is exceptional in that these requirements were completed in only
six months, instead of the one year allowed.
Debra consistently produces well above the average work
required of an employee. She has a perfect safety record.
Debra's suggestions of time saving or procedural changes are well
thought out and presented in a positive way. She has devoted many
hours of her own time to make herself a skilled and knowledgeable
employee.
We are proud to have Debra Wilmore as the Employee of the
Quarter for March, April and May, 1985.

These terms will expire in 1988; however, there are
two vacancies to be filled, both due to resignation of
members.
LA PORTE AREA WATER AUTHORITY -
1 vacancy (position 1) which will expire in 1986
Position 4 and 5, which expire 9/1/85 (presently held
by Rick Matthews and Jerry Bramlett, respectively)
LA PORTE WRECKER COMMITTEE -
This committee has three members - one police officer
(Bobby Lee Powell), one wrecker owner/operator (Tim
Dewalt) and one council member. The position held by
a council member needs to be filled due to the
resignation of Kevin Graves from Council.
AIRPORT ADVISORY BOARD -
It has been recommended that this board be dissolved.

There has been a vacancy on this committee since Kevin Graves
resigned from City Council. This committee consists, as you are
aware, of one police officer (Lt. Bobby Powell), one wrecker
owner/operator (Tim Dewalt), and a council member.
The committee has asked that I request Council to appoint a
~Councilperson to this committee as soon as possible, as they need
to meet and are unable to do so because the committee is
incomplete.
It is my understanding that Councilperson Walker has expressed
a willingness to serve on this committee, should you desire to
appoint him.

This Agreement made and entered into by and between the CITY
OF LA PORTS, a municipal corporation hereafter "CITY," and the
BARBOUR'S CUT BRANCH, HOUSTON INTERNATIONAL SEAMEN'S CENTER, a
Texas non-profit corporation, hereafter "SEAMEN'S CENTER,"
W I T N E S S E T H:
I.
City is the owner of a 1978 Chevrolet Sportvan, bearing
vehicle identification no. CGL268U132364, (hereafter the "VAN").
SEAMEN"S CENTER is organized to provide recreational and other
services to merchant seamen whose ships are calling upon the
Barbour's Cut facilities of the Port of Houston Authority.
SEAMEN'S CENTER is in need of a van, to provide transportation for
the seamen to points within CITY'S corporate limits, to serve
seamen's needs for postal services, shopping, medical attention,
and the like. City Council of CITY finds that it would be to the
public welfare of CITY and its residents to enter into an
agreement with SEAMEN'S CENTER to provide this transportation
need.
II.
CITY finds that VAN is surplus to its other municipal needs.
The parties have agreed that for and in consideration of the
transfer and conveyance of the title to VAN, by CITY to SEAMEN'S
CENTER, that SEAMEN'S CENTER will, at its sole cost and expense,
utilize VAN for a period of (_) years to transport
seamen to points within the city limits of CITY, for postal
services, shopping, medical attention, and the like, without
further expense or liability to CITY.
III.
SEAMEN'S CENTER shall keep and maintain liability insurance
coverage with minimum limits of One Hundred Thousand/Three Hundred
Thousand/Fifty Thousand Dollars on the vehicle during the term of

this Agreement, which shall be for a period of July 1, 1985,
through June 30, 19_. SEAMEN'S CENTER agrees to SAVE AND HOLD
HARMLESS CITY from any loss, claim, or liability, arising out of
this Agreement. SEAMEN'S CENTER shall not charge the seamen any
fee for the provision of transportation services under this
Agreement.

SUBJECT: Sealed Bid #0105 -
or Fuel Supply Agreement
Advertised, sealed bids 40105 for the annual supply agreement for
various grades of motor fuel were opened and read in City Council Chambers
June 10, 1985 at 4 p.m. Sealed bid packages were mailed to eight area jobbers
and refiners with the following six returning bids; (1) Major Brand Oil, (2)
B & K Oil Co., (3) Three L Inc., (4) Exxon Inc. (5) Texas Gulf Gas, and (6)
Angels Oil Co.
Bidders were asked to submit pricing based upon the Monthly Average
Price of Motor Fuels computed by the Oil Price Information Service for the
Houston, Texas area, plus a differential figure.
Low bid meeting specifications was submitted by Angel's Oil Co. of
La Porte. Angel's Oil Co. bid the Monthly O.P.I.S. average plus no differen-
tial. Angel's also submitted an alternate bid to sell motor fuel at invoice
cost plus $175 for delivery. The alternate bid by Angel's Oil Co. represents
low bid on gasoline orders exceeding 7,000 gallons.
I recommend that the City of La Porte sign a one-year supply agreement
with the option to renew for one-year with Angel's Oil Co. to furnish fuel
at invoice cost plus $175 delivery charge on the basis of low alternate bid.
I trust this recommendation will meet with your approval.

SUBJECT: Sealed Bid ~~0099 - Auto~vupplies

Advertised, sealed bids ~~0099 for the annual supply agreement for
automotive supplies were opened and read in City Council Chambers June 3,
1985 at 4 p.m. Bid invitations were mailed to fifteen area wholesalers
and supply houses with the following vendors returning bids; (1) Chickering
Oil and Supply Co., (2) Jones Oil Co.,.~(3) Spencer Hwy. Auto Supply, (4)
Allen-Kerber Parts, (5) Gorham Automotive. Vendors submitted pricing on
the following three categories of supplies; Section I: Bulk Oil, Greases
and Transmission Fluid, Section II: Antifreeze and Lubricants, and Section
III: Assorted Shop Supplies.
Bidders were asked to submit firm prices for a one-year period on all
items included in the supply agreement. Items will be ordered by Equip-
ment Services Personnel for inventory and/or as needed to maintain service
levels in the maintenance of City of La Porte rolling stock.
Low bid in Section I for Bulk Oils, Greases and Transmission Fluid was
the current contractor Jones Oil Co. with a weighted average of 1.4. Prices
averaged 2X higher than prices under the current agreement.
There is a tie bid in Section II for Antifreeze and Lubricants between
Jones Oil Co. and Chickering Oil and Supply Co., both with a weighted average
of 1.83. Prices in this section average SX lower to 3X higher than pricing
under the current contract with Chickering Oil Co.
Low bid in Section III for Assorted Automotive Supplies is Chickering
Oil and Supply Co. with a weighted average of 1.26. Prices were the same
to 2X higher than pricing under the current contract.
Recommended bid awards by Section are as follows:
1. Section I: Award one-year supply agreement to Jones Oil Co. - Low bid
meeting specifications.
2. Section II: Tie bid between Jones Oil Co. and Chickering Oil and Supply.
Award one year supply agreement to vendor chosen by drawing of lots by
Mayor Malone at next City Council meeting.
3. Section III: Award one-year supply agreement to Chickering Oil and Supply
on the basis of low bid meeting specifications.

requires much the same procedure as a rezoning. You have met the
minimum square footage of 850 square feet per dwelling unit. .Listed
below are the steps needed•to complete the duplex zoning process. The
first step is the letter of request that you have already submitted.

1. Submit duplex request to the Planning and Zoning Commission.
2. The City Secretary will set a meeting for the Planning and
Zoning Commission to consider the request.
3. Planning and Zoning will hear the request and at this point
will set a date for public fearing. At the time of the
public hearing by P & Z, they will request that City Council
hold a public hearing .on the mattac.
4. A pulic hearing will be held by the City Council on the
duplex request. A written recommendation from the Planning
and Zoning Commission will be presented to Council after
their public hearing. ~ ~ •~~
5. City Council will either approve or deny the duplex request.
• If approved, an ordinance will be passed to allow a duplex
and a certified copy of the ordinance will be sent to the
property owner.
