EMERGENCY CALLED MEETING OF LA PORTE CITY COUNCIL
JULY 15, 19$5
1. The meeting was called to order by Mayor Malone at 6:23 P.M.
Members of City Council Present: Mayor Norman Malone,
Councilpersons Delbert Walker, John Lloyd, Ed Matuszak, Betty
Waters, Lindsay Pfei~'fer, Deotis Gay, B. Don Skelton, Linda

2. Council considered declaring an emergency and authorizing
advertisement for bids for installation of sewer line across
Highway 146 at "K" Street prior to overpass construction.
Director of Public Works Jerry Hodge and Bob Reach of Turner
Collie & Braden addressed the urgency of installation of this
sewer line prior to the State's construction of the overpass
at Highway 146 and Fairmont Parkway.
Motion was made by_Counc~lperson Skelton to dec
emerg~cy and authorize a~e_rtis~ap,,for bids for install tion
of sewer line across Highwav 146 at "EC" Street prior to
overpass construction. Second by Council person Walker. The
motion carried, 9 ayes and 0 nays.
Ayes: Councilpersons Walker, Lloyd, Matuszak, Waters,
Pfeiffer, Gay, Skelton, Westergren and Mayor Malone

SUBJECT: INSTALLATION OF SEWER LINE ACROSS 146 - AGENDA ITEM ~3
Representatives from Turner Collie & Braden will be present at
the meeting to discuss out-of-phase construction of the above
referenced project.
Emergency action may be necessary in order not to conflict
with the State's construction schedule for the overpass at Highway
146 and Fairmont Parkway.

Dear Mr. Owen,
This letter summarizes the current status of the proposed
sanitary sewer crossing State Highway 146 at 'K' Street
and presents our recommendations concerning the required
course of action.
The State Department of Highways and Public Transportation
has received bids for construction of the State Highway 146
overpass at Fairmont Parkway, wh.icfi includes placemen'-t of
fill south of Fairmont Parkway across the proposed sewer
alignment. The contract was awarded to Williams Brothers
Construction Company, Inc. and is currently being executed
and finalized. Both parties to this contract expect that
a work order and notice to proceed will be issued by
Friday, July 26, 1985. The contractor expects to start
work on the project by August 1, 1985. The placement of
fill for the approaches to the overpass will be the first
item of work. and should start in early August.
Once the fill has been placed, the proposed sewer line will
not be able to be installed using the less expensive
"open-cut" type of construction, but instead will have to
be tunneled uner the S. H. 146 right-of-way. This would
involve a considerable additional expense to the City.
Doug Pitcock of Williams Brothers Construction Company has
indicated that they can avoid placing the fill in the
proposed sewer alignment for about 6-7 weeks, if the City
will proceed with construction of the sewer line so that
it can be completed in that time. This schedule does not
allow for the normal period of time required for advertise-
ment for bids, award of contract, delivery of materials
and construction.

We recommend that the City award a contract for construction
of the proposed sewer line under S.H. 146 by Friday, July 26,
1985, using the Class III RCP thick wall pipe with calcareous
aggregate, with a construction time of 35 days. Since there
is not adequate time for a normal 2-3 week advertising period,
we suggest that closed bids be obtained from two or more
qualified contractors by Tuesday, July 23, 1985, so that a
contract can be awarded by the following Friday.
We will prepare the necessary documents to receive bids on
this work at your direction. Please give me a call if you
have any questions.
