MINUTES OF THE CALLED REGULAR MEETING
LA PORTE CITY COUNCIL
JUNE 15, 1987
1. The meeting was called to order by Mayor Malone at 6:00 P.M.
Members of City Cou cil Present: Mayor Norman Malone,

Porter, Mike Shipp, Deotis Gay, B. Don Skelton, Jerry Clarke

2. Council considered approving Change Order ~2 for the Golf
Course.
John Joerns presented information regarding this item,
details of which are attached to these minutes as backup
material.

The motion carried, 9 ayes and 0 nays.

3. There being no further business to come before the Council,
the meeting was duly adjourned at 6:10 P.M.

SUMMARY ~ RECOMMENDATION
SUBJECT: Clearing, Burning and Root Plowing performed by
City staff.
1. Staff has evaluated the percentage of work completed by
staff and level of performance to complete all
outstanding work related to clearing, burning and root
plowing.
2. Staff has compared all outstanding work and negotiated a
firm quotation.
3. Staff has determined that Carter's proposal is
reasonable and presents certain advantages to the City
and therefore recommends a change order in the amount of
$23,348.00 to be added to Carter's contract.
4. Staff and Designer have reviewed the plans with Carter
Golf and have agreed to reduce (3) three items in the
unit price bid resulting in a decrease of $13,652.00.
5. A meeting was held on Friday (6/12/87) with
representatives from Riviere-Marr, Carter Golf, and City
Staff and further agreed to unit price reductions of
$23,000.00. This will be presented to the Golf Course
Advisory Board at the next scheduled meeting.

SUBJECT: Clearing, Burning and Root Plowing
Work Performed by City Staff
CLP4~86-5203, Municipal Golf Course
During the month of February, City staff made a recommendation to
undertake the clearing, burning, root plowing and incidental
underbrushing utilizing City staff and rental equipment.
On March 16, 1986, City Council approved the rental of equipment
and use of City employees to operate equipment and complete this
phase of the Golf Course project.
As of this date, much of the work included in this phase still
remains to be completed. Staff has estimated the time and cost
based on its current level of performance, rain curves, and
equipment down time. Staff has met with Carter and obtained a
firm quotation for completion of all outstanding work outside of
Carter's contract.
These costs and time efforts are demonstrated in Exhibit I and
II.
This comparison demonstrates the need to re-evaluate staff's
position on this phase of construction.
The City's estimate is based on weather permitting production
days. The City's cost estimate is $36,150.00 provided that
everything performs "just right".

Clearing, Burning, and Root Plowing
Carter Golf's estimate is based on a firm quotation of
$37,000.00 Carter's contract does Y14~ allow for rain days.
However, the City may have to extend Carter's calendar contract
by a reasonable amount of days. This would probably not exceed
(21) twenty-one days. This extension of time has not been
discussed with any one to date. It is recommended that
extensions to the current 150 day contract be held firm as a
"hole card" to be used at any surprise happening during the
tenure of the contract.
After discussion with City staff and Jay Riviere and after review
of cost comparisons, it is staff's recommendation that we accept
Carter's proposal for $37,000.00 to complete all remaining
clearing, raking and burning on the golf course. In addition,
turn-in all rental equipment and return City employees to their
regular positions.
Other considerations which support this recommendation are as
follows:
(A) Weather
1. Rainfall for May = 9.98 inches
2. Rainfall for June 1 through 12th = 11.02 inches
~ Equipment rental rates continue during rain days.
Equipment cost from Carter are firm.
(B) Conflicts with Carter Golf
1. Staying out of his way
2. Agreeing on final product and level of completion
(C) Critical need to return City employees to respective
departments.
* Estimated labor cost for City employees based on
$12.00/man hour is $11,500.00/month at straight time.
If production was increased by 1/3 (33~) reduction would
only amount to approximately $4,000.00/month.
In addition to the above, staff met with Jay Riviere and Carter
Golf and agreed on some non-critical unit price cost reductions.
These are demonstrated in Exhibit II.
