2. The minutes of the May 12, 1987, meeting were read and approved
with one change.
3. The Oath of Office was administered to Claude Graves,
member-elect by John Armstrong.
4. Bob Y,errera updated the Board members on the progress with the
City of Houston.
Bob Herrera discussed a letter sent to Cary Burnley from CWA.
The letter stated Sam Clark will be negotiating the use of the
CWA property for an easement for our supply line, written
application procedures, and approximate cost. (See Attached).
Bob Herrera held discussion on surveying proposals received
from H. Carlos Smith and Baseline Corporation for ten (10) foot
waterline easement along the CWA corridor. (See Attached).
City of Houston provided a take-point at the CWA R.0.6J.and Red
Bluff Road. Steve Gillett recommended we use Baseline if
take-point at CWA R.O.W.at the east property line of Southeast
tdater Plant .
Rick Matthews made a motion that Steve Gillett"s recommendation
be accepted. Jerry Bramlett seconded. Passed unanimously.
Rick Matthews made a motion that Bob Herrera be authorized to
enter into a contract not to exceed $10,500. Seconded by Jerry
Bramlett. Passed unanimously.

SUBJECT: EVALUATION OF SURVEY PROPOSALS
LA PORTE AREA WATER AUTHORITY
The Authority has -received two (2) proposals For survey services to
obtain a proposed 10 foot waterline easement along the Coastal Water
Authority (CWA) Corridor between Spencer Highway and .Red Bluff Road, and
the recently acquired corridor between P.ed Bluff Road and the Southeast
Water Purification Plant. Proposals were received from Baseline
Corporation, the firm that recently surveyed the corridor between Red
Bluff Road and the plant, and H. Carlos Smith Engineers and Surveyors,
a local firm that has done extensive surveying in this area.
Both proposals have identical scope of work, with con~~~ensation based on
hourly rates on a not to exceed basis.
Because it is unclear at this time cahere the Authority's "take point"
will be, both proposals propose two scopes of work. Scope 1 includes
the entire corridor between the Southeast Water Purification Plant and
Spencer Highway. Scope 2 includes the corridor between the northeGst
right-of-way of Red Bluff Road to Spencer Highway. Scope 2 assumes that
the City of Houston will construct transmission facilities between the
plant a.nd Red Bluff Road.
The proposals are broken down as follows:
Base Line Corporation:
Scope 1 - $ 8,900 - 30 calendar days
Scope 2 - $ 5,900 - 21 calendar days
H. Carlos Smith Engineers and Surveyors:
Scope 1 - $10,500 - 42 calendar days
Scope 2 - $ 5,500 - 28 calendar days

Evaluation of Survey Proposals
If the City of Houston declines to participate in the transmission line
between the plant and Red Bluff Road, and Scope 1 is necessary, I
recommend Baseline Corporation perform the survey. This is based on
price, time, and familiarity with the new corridor.
If the City of Houston participates in the transmission line between the
plant and Red Bluff Road, and Scope 2 is satisfactory, I recommend
H. Carlos Smith Engineers and Surveyors perform the survey. This is
based on price and familiarity with the western portion of the City, and
recent work performed in this area.
It is imperative that the Authority obtain a firm take point commitment
from the City of Houston prior to selection of scope and the firm to
provide the survey.

on the above mentioned project. Referring to our conversation in your

In case the City of Houston constructs the proposed waterline to Red Bluff
Road, we will prepare easement maps along with metes and bounds descriptions
on items "C" and "D", as described above. This not-to-exceed amount will be
$5,900 (Five Thousand, Nine Hundred Dollars).
We can also begin work within two (2) working days end complete the survey
in 21 calendar days.

Regardless which scope of work is decided on, the price will include, tieing
the horizontal control into the City of La Porte's control system at
Underwood Street.
The maps will be drawn to a scale of 1"=200' on a sheet size of 17"X28".
These will be reduced in half for convenience, on 8~"X14" maps.

The above rates for field parties include vehicle and usual surveying

B. All time over eight hours per day, and Saturdays, Sundays and Holidays
shall be billed at 1.30 time the above rates.
C. All direct non-labor expenses, including, but not limited to, iron rods,
stakes, laths, flagging, telephone calls, reproduction, out-of-town tra-
vel and subsistence as may be required for the proper execution of the
work shall be billed at cost plus ten percent (10~).
D. Computers shall be charged for as follows: Wang 2200 MVP with
plotter--Twenty-Four Dollars ($24.00) per hour.
E. Total Station, with Data Collector shall be charged for at the rate of
Ten Dollars ($10.00) per hour (4 hour minimun).
F. Word Processing Equipment with operator shall be charged for at the rate
of Thirty Dollars ($30.00) per hour.
G. Mileage shall be charged for at the rate of Thirty Cents ($0.30) per
mile, portal-to-portal from our office.
The above rates will be in effect from July 1, 1986 through June 30,
1987.

Re: Request for Easement in CWA R.O.W.
Gentlemen:
As I indicated to you in our various meetings, the
Board of Directors of CWA has authorized me to negotiate
the use of our property for an easement for your supply
line from Houston's South East Water Purification Plant.
You need to apply for the easement accompanied by metes
and bounds descriptions and plats by a licensed land surveyor.
After we receive these documents,and after Board approval,
the Real Estate and Legal Departments will prepare the
necessary documents so that the easement can be filed.
The approximate cost of the easement will be on the order
of $40,000 according to the appraised value. If there are
any further questions, please contact me.

SUMMARY ~ RECOMMENDATION
During the Executive Session held at the Council meeting on
September 14, 1987, Council discussed forming an Audit Committee
to be comprised of three Council members. At the conclusion of
the Executive Session, Mayor Malone directed that an agenda item
be placed on the September 28 agenda to address appointing Council
members to this Audit Committee.
The City Manager's memo addressing the responsibilities of the
Audit Committee is enclosed for reference.
There is no requirement that an ordinance be passed to formalize
these appointments.

SUBJECT: Audit Committee
At tonight's Council Meeting during Executive Session, Council
• will be discussing the make up of an audit committee. An audit
committee of the City Council would provide an efficient mechanism
for the City Council's involvement in accounting and auditing
policy considerations. The audit committee should consist of
three (3) City Council members. The scope of the responsibilities
of the Audit Committee are listed below.
a) Select independent auditor and review auditor's
engagement letter. '
b) Review the independent auditor's overall audit plan
(scope, purpose, and general audit procedures).
c) Review the results of the auditor examination. Consider
matters that the auditor believes should be brought to
the attention of the City Council members with the City
Manager.
d) Review the independent auditor's evaluation of the
City's internal control systems.
e) Review the City's accounting, financial, and operating
controls.
f) Review the City policies concerning compliance with
federal, state and local laws.

SUMMARY ~ RECOMMENDATION
Design of Little Cedar Bayou Park - Southern Trunk Main C.L.P.
87-7102.
The construction of the golf course and park stimulated public/
private-sector planning for development of adjoining lands to each
of these facilities. The City recognized the need for
infrastructure serving those properties and appropriated $200,000
from last years general wastewater funds. These funds were
carried over into this years budget.
Staff has reviewed some preliminary routing and recognize that any
and all utilities serving the west side of the golf course will
have to cross the new park. Within the next few weeks
construction of the park will began.
H. Carlos Smith, Engineers and Surveyors, Inc., has submitted a
proposal for the design and preparation of construction
documents. Total fee is based on per diem rates not to exceed
$23,000.00.
Staff recomends that council award a professional services
contract to H. Carlos Smith Engineers and Surveyors for
$23,000.00.

SUMMARY ~ RECOMMENDATION
The 1986 Bonds for the Golf Course included funds for the
construction of a clubhouse as well as other buildings to be
located on the property. Staff has sought the services of an
architect for additional designs beside the ~~Log Cabin~~ structure
and a ~~Lighthouse~~ type structure previously discussed by the Golf
Course Advisory Board. The additional design was provided by the
firm of Rey de la Reza; the firm originally involved in the Golf
Course Clubhouse project.
The Golf Course Advisory Board did meet on September 9, 1987 to
make a recommendation to the City Council on the preferred
design. At that meeting the design by Rey de la Reza was
recommended but with some minor revisions which are the
enlargement of the restaurant facility by approximately 200 square
feet and the reduction of the pro shop by a like amount.
Staff does recommend for the award of Professional Architectural
Services for the design and construction documents of the La Porte
Golf Course Clubhouse Building at the new Municipal Golf Course.
The staff further recommends that the fees paid to date for the
design and the model be deducted from the fees charged by Rey de
la Reza.

Compensation for our Basic Services shall be a Stipulated Sum of
Eighteen Thousand dollars ($18,OJ0.00). However, the amount of
$2,400 paid by the City of La Porte to Rey de la Reza AIA~Architects
for Conceptual Design Services for this project (RE: Letter of
agreement from Joel H. Albrecht, Director of Community Development,
City of La Porte, dated September 14, 1987) shall be deducted from
the Stipulated Sum. Therefore the compensation shall be reduced
to a Stipulated Sum of Fifteen Thousand Six Hundred dollars
($15,600.00). Payments shall be made on a monthly basis in
proportion to the work completed. The appropriation of the Total
Basic Compensation is to be according to the following percentages:
DESIGN PHASE 35% or $ 5,460.00
CONSTRUCTION DOCUMENTS & BIDDING PHASE 45% or $ 7,020.00
CONSTRUCTION ADMINISTRATION PHASE 20% or $ 3,120.00
REIMBURSABLES: We will be reimbursed, at direct expense plus 10%,
out-of-pocket expenses incurred by us directly on this project.
This shall include: Reproduction costs prints, sepias, film
possitives, xerography, and photography) of drawings and speci-
fications, including 5 sets of the final documents and a set
of record reproducible drawings; automobile travel at $0.25 per
mile. The total reimbursable expenses outlined shall not exceed
$2,000.00.
Cost for additional Bid Sets of drawings and specifications will
be extra and will be purchased by the bidders. Additional sets
required by the City will be approximately $42.00 each.
We shall provide Additional Services not included in our Basic
Services if authorized in writing by the Owner. Such services
are itemized in Article 3 of the "Terms and Conditions of Agreement
between Owner and Architect". Compensation for these Additional
Services shall be computed as follows:
1. Principal's time at the fixed rate of $60.00 per hour.
2. Supervisory time at the fixed rate of $40.00 per hour.
Supervisory personne l include: Project Manager & Project Architect.
3. Technical level time at the fixed rate of $30.00 per hour.
Technical personnel include: Asst. Des igner and Draftsman.

auto and dealer parts were received.
Bid #0208 for Chevrolet dealer parts were received from three (3)
dealers. Low bid meeting specifications based upon a discount off of
manufacturers list price was Les Marks Cr~evrolet at 25~ discount and
also due to location.
Bid #0209 for general auto parts were received from three (3) suppliers.
Low bid meeting specifications with a discount off of manufacturers list
price was Allen & Kerber..
Bid #0210 for Chrysler dealer parts were received from two (2) dealers.
Low bid meeting specifications bidding dealer cost plus 10~ was
Charlie Thomas Auto World due to location.

SUBJECT: Sealed Bids 40208, #0209, 4021 and 4 1
DATE: September 22, 1987
Advertised, sealed bids 440208,440209,40210 and 40211 for the purchase of general auto
and dealer parts were opened and read in City Council chambers on September 14, 1987.
Bids 440208 for Chevrolet dealers parts were mailed to nine area Chevrolet dealers with
three dealers returning bids: (1) Les Marks Chevrolet, (2) Timmers Chevrolet, and (3)
Chuck Davis Chevrolet. Specifications were based upon vendors bidding a discount off
of manufacturers list price. All three dealers bid 257 discount.
Bids #0209 for general auto parts were mailed to seven area parts stores with three
suppliers returning bids: (1) Fischers Auto Parts, (2) R.P.W. Inc., (3) Allen & Kerber.
Specifications were based same as above and low overall bid was submitted by Allen &
Kerber (see bid tabulation).
Bids 440210 for Chrysler dealers parts were mailed to dive area Chrysler dealers with
two dealers returning bids: (1) River Oaks Chrysler-Plymouth and (2) Charlie Thomas
Auto World. Both dealers bid dealer cost plus 107.
Bids 440211 for Ford dealer parts were mailed to fourteen area Ford dealers with .four
dealers returning bids: (1') Mort. Hall Ford, (2) Jack Roach Ford, (3) Charlie Thomas
Ford, and (4) A.C. Collins Ford.
Jack Roach Ford bid a 307 discount off the parts list and Charlie Thomas Ford bid
dealer cost plus 107. To better evaluate these bids, both dealers were given a list
of 15 items that are commonly used by Equipment Services and costs were figured using
both methods. Charlie Thomas' bid of cost plus 107 was found to be lower.
Recommendations by bid number for the supply agreements listed above are as follows:
1. Sealed Bid 440208 - Chevrolet Dealer Parts - Les Marks Chevrolet due to location.
2. Sealed Bid 440209 - General Auto Parts - Allen & Kerber.
3. Sealed Bid 440210 - Chrysler Dealer Parts -Charlie Thomas Auto World due to location.
4. Sealed-Bid 440211 - Ford Dealer Parts - Charlie Thomas Ford.
Please submit your recommendation along with an agenda request form and all attachments
by the prescribed time preceding the next regular Council meeting. If there is a need
to delay bringing this bid to Council, please notify me.
