Council considered approving Change Order ~~6 for the Fairmont Parkway Relief Sanitary Sewer project. Motion was made by Councilnerson Skelton to a~nrove Change Order ~~6 for the Fairmont Parkway Relief Sanitary Sewer project in the amount of $24716.08. Second by Councilperson Porter. The motion carried, 7 ayes and 0 nays. Ayes: Councilpersons Waters, Lloyd, Porter, Shipp, Skelton, Clarke and Mayor Malone Nays: None 3. There being no further business to come before the Council, the meeting was adjourned at 6:35 P.M. Change order No. 6 SUMMARY & RECOMMENDATION Public Works Ordinance To complete the abandonment of Lift Station No. 29, provision must be made to serve the existing two businesses on Fairmont Parkway currently being served by the existing sewer line. Additionally, this new line will provide for future development of the adjacent 150 acres. The construction of this line necessitates initiation of Change Order No. 6 to the Fairmont Parkway Sewer Trunk main contract. This change order will also cover costs incurred by McKey Construction for open cutting a commercial driveway paved after submission of bids for the project. Change Order No. 6 will consist of: Construction of 8" sewer main w/12" tunnel crossing of Fairmont Parkway $22,928.50 Open cut and repair of paved drive 1,787.58 Total Change Order No. 6 24,716.08 Total contract authorization with this Change Order = 2,434,291.48 Action Required by Council: Approve Change Order No. 6 to McKey Construction in the amount of $24,716.08. Contract Amount: $2,278,581.40 Turner Collie & Braden Project No. 13-02000-034 Gentlemen: In accordance with direction by the City of La Porte, Change Order No. 6 has been prepared to (1) modify the scope of work to accom- modate extra work associated with an additional sanitary sewer line and (2) extra work relating to newly installed asphalt drive- way. As a result of the above referenced extra work, the following changes are herewith being made as part of this Change Order: MODIFICATION TO SCOPE OF WORK 1. In accordance with Revised Plan Sheets 8 and 9 of 35 (attached hereto and herewith being made a part of this change. order) add the following quantities to accommodate the modifications to the scope of work: (a) Add the installation of one (l) 12-inch diameter stub-out to previously installed manhole No. 18 to accommodate the "tie--in" of a proposed 12-inch diameter PVC gravity sanitary sewer line. Herrera, City Mana er ~~-~ SUBJECT: Fiscal Opportunities Facing The City of La Porte During the July 6, 1987, Workshop, staff's presentation to Council will center on fiscal opportunities the City must address. The session will prove very informative and enlighting. This meeting will test our abilities to recognize the importance of following and implementing financial guidelines generally accepted by public sector accounting authorities. This year's theme of "doing more with less" is truly symbolic of what is happening throughout the economically depressed State of Texas, and should not be perceived by La Portians as a singling out effect. To the contrary, La Porte's position is unique in that we are in better control of our future than most other Texas cities. We have the Comprehensive Plan Steering Committee which guided the development of the City of La Porte's comprehensive plan. We have the Citizens Advisory Committee that identified and recommended a five (5) year Capital Improvement Program which resulted in the approval of $24.9 million dollars in capital improvements by the voters of La Porte. A progressive Planning & Zoning Commission that took the hard work of the steering committee and adopted the elements that comprise the Comprehensive Plan. Fiscal Opportunities Facing The City of La Porte Page 2 of 4 Comprehensive Plan Element Thoroughfares Utilities Plan Stormwater Potable Water Wastewater Open Space & Pedestrian System Beautification & Conservation Community Facilities Safety Plan Parks & Recreation Plan Land Use Plan We have developed with the Planning & Zoning Commission: o Development Ordinance (to replace an old Subdivision Ordinance) o Zoning Ordinance o New Zoning Map We are developing strategies and pursuing other long-range planning issues including: o La Porte Area Water Authority o Solidwaste Landfill o La Porte Municipal Airport Fiscal Opportunities Facing The City of La Porte Page 3 of 4 We are developing Economic Development Strategies such as: o Protect and Maintain Existing Companies; o Promote La Porte; o Renovation of Sylvan Beach Pavilion o Completion of Municipal Golf Course o Market the City; and o Adoption. of the Southeast Economic Development Target Plan. Other assets the City has include: o An Airport Master Plan. o A positive and progressive City Council with adopted written goals and objectives. o A management philosophy that La Porte, Texas is a municipal corporation. The pursuit of these objectives often involves the issuance of debt which enables a City to undertake capital-intensive projects. Bonds provide capital at low interest rates, and allows local governments to extend repayment costs over the life of the benefits generated from the projects. The ability of a city to finance. projects with bonds is limited, and mistakes can be devastating to a community's financial health. Overlooking a legal requirement can nullify a bond; incorrectly or improperly marketing a bond issue can result in limited investors, and a poorly designed debt instrument can strap a community with high interest rates for a long period of time. This must be accomplished at the same time the City meets its maintenance and operation needs. Therefore, staff has dedicated itself to giving 100 of itself to developing a realistic, workable budget with a responsible tax rate. A responsible tax rate is one which meets the maintenance and operational needs of the City while satisfying a tax levy needed to the retirement of debt. + • Fiscal Opportunities Facing The City of La Porte P a ge,,'4 o f 4 As you prepare for the July 6th Workshop, please keep in mind that if we dwell to much on the past we might lose ground with our future. HIGHLIGHTS OF THE WORKSHOP 1. Proposed audit committee made up of City Council members will be requested by staff. Audit will be passed out. 2. A new Financial Administration philosophy. 3. A tax rate that reflects staff's committment to meet Council's goal to develop an ad valorem property tax that reflects an attitude of growth consciousness while maintaining a level of service acceptable to the resident's and property owners of La Porte. Together, I am confident that we can establish a financial position that demonstrates La Porte's potential to be recognized as the City of the 90's for Harris County, Chambers County, and Galveston County.
