LA PORTE CITY COUNCIL

1. The meeting was called to order by Mayor Malone at 6:02 P.M.
Members of City Council Present: Mayor Norman Malone,
Councilpersons Mike Cooper, Ed Matuszak, Alton Porter, Mike
Shipp, Deotis Gay, B. Don Skelton (arrived at 6:10), Jerry
Clarke

2. The invocation was given by Councilperson Shipp.
3. Council adjourned into executive session at 6:03 P.M. to
confer with the City Attorney and Sears & Burns on
acquisition of land for sanitary landfill site and to discuss
with the City Attorney on evaluation criteria for
environmental attorneys regarding Houston Chemical Services
permit application. Council returned to the table at 7:40
P.M.
4. Council considered immediate rehabilitation/replacement of
sanitary sewer lines on East "E" Street.
Motion was made by Counci~Pr4nn Skpltnn to authorize staff
to begin negotiations with H Carlos Smith for design of
rep~acement of sewer ].in on East "E" Street from Iowa to
Browne~~, and the items budgeted for utility adjustment in

replacement. Second by Councilperson Porter. The motion
carried, 8 ayes and 0 nays..

5. Council considered purchase of plastic garbage bags to meet
requirements of last quarter FY 1987-88.
Motion was made by Councilperson Porter to award a bid for
garbage bags to Adams Plastic for 56,080 pounds of plastic
garbage bags in the amount of $2,256 00, and to authorize
the transfer of this amount from the General Fund Cont~ngencv
to the Solid Waste ODeratin~ Budget. Second by Councilperson
Gay. The motion carried, 8 ayes and 0 nays.

6. Council considered the appointment of a City Council
committee to interview potential environmental attorneys on
Houston Chemical Services permit application.
The Mayor stated he would like to appoint the Council as a
whole to interview potential environment attorneys, with
Alton Porter serving as chairman and Bob Herrera serving as
facilitator.
Motion was made by Councilperson Matuszak to approve t e
MaY9r's recommendation. Second by Councilperson Porter. The
motion carried, 8 ayes and 0 nays.

7. Workshop Item: The City Manager distributed copies of the
long range planning report. He briefly reviewed the contents
of the report and asked that Council study it and have it
placed on the June 13 meeting as a workshop item for
discussion.
It was suggested by Councilperson Shipp that some sort of
invitations be sent to the public encouraging them to
participate in the public meetings that will be held. Staff
will bring a proposal to Council at the June 13 meeting.

8. Administrative Reports:
A. The kick-off meeting of the Airport Advisory Board will
be held June 14 at 6:00 P.M. at City Hall.
B. Appointments of members to various City boards and
commissions are needed. The City Secretary was directed
to draft ordinances for these appointments to be acted
upon by Council, preferably at the meeting of June 13 or
June 27.
C. The FY 1988-89 budget calendar was presented. Staff
recommends review of the budget with Council between
August 1 and August 4.
g. There being no further business to come before the Council,
the meeting was duly adjourned at 8:30 P.M.

SUBJECT: East "E" Street Sanitary Sewer
Due to numerous emergency point repairs, the City found it necessary to
further investigate conditions of the sanitary sewer line on East
"E"Street. On May 5, 1988, the line was televised by Insituform Gulf
South, Inc. at our request. As shown by the enclosed videotape, there
is very evident heavy deterioration of the concrete line. Most
sections of the line have deteriorated to the point of exposing the
aggregrate material. Approximately 100 feet of the line has
deteriorated to the point of the top of the pipe being corroded away
and large cavities being formed in the surrounding earth. This section
could collapse at any time.
There have been five (5) point repairs made on this line in the past
year. Two of these repairs have consisted of replacing sections of
line too corroded to allow conventional repair. These two repairs
required replacement of approximately 300 feet of pipe.
East "E" Street is currently in the design stage of adding curb and
gutter and possibly widening of the roadway. Prior to the improvements
beginning, this sanitary sewer should be seriously considered for
replacement. If this is not done, it is likely a collapse will occur
resulting in repairs being made and possible damage done to the new
pavement. These repairs can be made this year without affecting the
East "E" improvements which are contingent on a future bond sale.
Funds were allocated in the budget of the East "E" Street
reconstruction project for relocation of utilities. The City could
utilize the 1985 General Obligation funds for replacement of the
sanitary sewer system and meet the obligations of the tax certificate.
Until an engineering estimate is prepared, it is not known if there
will be sufficient funds available.
The enclosed map indicates the section of line that needs to be
replaced. This line consists of approximately 1200 feet of 8" sanitary
sewer trunk main on East "E" Street from Iowa to Brownell.

It is Staff"s recommendation that the Engineer currently designing the
East "E" Street improvements, H. Carlos Smith, be contacted as to the
possibility of his firm performing the design work for replacement of
this section of line and maintain the schedule for the completion of
East "E" design. If we are unsuccessful in negotiating a contract with
H. Carlos Smith in a timely manner, we should pursue the services of
another consultant. It is critical that this section of line be
replaced due to its deteriorated condition and that it be done very
soon. There is a very real possiblility of another collapse at any
time. Other forms of sewer rehabilitation are not feasible due to the
extremely poor condition of the line.
There is a possiblility of utilizing some portions of this line that
have been replaced in the past. This could be determined at the time
of construction and be taken as a deduct from the total contract.
We would like to present both the preliminary Engineering Report on
East "E" Street and certain footage of the televised sanitary sewer
line to City Council on June 6, 1988.

CITY OF LA PORTS
FAST "E" STREET PROJECT
Allocated funds will be used to reconstruct East "E" Street from San
Jacinto to Park Street. The construction of curbs, gutters, and
necessary drainage improvements are also included in this project.
This project upgrades East "E" Street to a principal street on East La
Porte. The projected date for completion of this project is September
1987.

Ordinance
Sealed bid #0256 for purchase of plastic garbage bags were opened and
read on May 24, 1988. Bid requests were mailed to six manufacturers
with four returning bids. Low bid meeting specifications was
submitted by Adams Plastic, our current supplier, in the amount of
seventy (70) cents per pound.
Failure to accept delivery of order prior to June 30, 1988 would
increase price to seventy-five (75) cents per pound.
Staff recommends award of bid to Adams Plastic, low bidder meeting
specifications, in the amount of $0.70 per pound. Staff additionally
recommends immediate placement of order for 46,080 pounds of bags in
order to receive the $0.70 per pound price. This order would be in the
amount of $32,256.00. Funds are not available in the Solid Waste
operating budget, due to the 84~ price increase, for the purchase.
Staff recommends transfer of $32,256.00 from the General Fund Contingency
to fund purchase.
Action Required by Council:
Award bid to Adams Plastic, low bidder meeting specifications, for
56,080 pounds of plastic garbage bags in the amount of $32,256.00.
Authorize transfer of $32,256.00 from General Fund Contingency to
Solid Waste Operating Budget.

SUBJECT: Purchase of Plastic Garbage Bags
Bids were opened on May 24, 1988 for the purchase of plastic garbage
bags for the July bag handout. Low bid meeting specifications was
submitted by Adams Plastic, our current supplier, in the amount of
seventy (70) cents per pound. This is an increase of 18% above the
price last paid for bags in April, 1988, and an increase of 84% above
the price paid in April, 1987•
In order to meet the demand of the July handout, over the counter sales
and handouts to new accounts for the remainder of the 87/88 fiscal
year, we estimate placing an order for 46,080 pounds at this time. The
following table indicates the factors used to arrive at this figure:
Needed for July handout 8,500 rolls
Needed for August and September 5,000 rolls

46,080 lbs x $.70/lb = $32,256 total cost
At the time the 1887-88 budget was prepared, the price of plastic bags
had been stable for two (2) years, and an 84% increase was
unanticipated. In order to fund the necessary purchase, funds will
have to be transferred from the General Fund Contingency. Purchase of
the 46,080 pounds of plastic bags will cover operations until October,
1988. It will be necessary to request bids for another order to cover
the December handout in late August.
The vendor has indicated that, if delivery of the order is not taken
prior to June 30, 1988, the price will increase to $.75 per pound, an
additional increase of 7~. This request needs to be taken before City
Council on June 6 in order to meet this deadline.

SUBJECT: Sealed Bid ~~0256 - Plastic Garbage Bags
Advertised, sealed bids ~~0256 for plastic garbage bags were
opened and read on May 24, 1888. Bid requests were mailed to six
manufacturers with the following four returning bids: 1) Adams
Plastics, 2) Arrow Industries, 3) Sunbelt Plastics, and 4) Armin
Plastics.
Suppliers were asked to bid a per pound price for 105,000
pounds of plastic garbage bags, 2 mil thick. Low bid meeting
specifications was submitted by Adams Plastics, our current
supplier. Their bid of seventy (70) cents per pound represents a
14~ increase over our last bid in December, 1887.
Another factor to consider is that this price is in effect
for bags delivered on or before June 30, 1988. I spoke with a
representative of Adams Plastics and was told that if we order by
June 14, this deadline could "probably" be met.
Please submit your recommendation with an agenda request form
by the prescribed time before the next regular Council meeting.
If there is a need to delay bringing this before Council, please
notify me.
