The meeting was called to order by Mayor Malone at 6:12 P.M. Members of City Council Present: Mayor Norman Malone, Councilpersons Betty Waters, Mike Cooper, Ed Matuszak, Bob McLaughlin, Mike Shipp, Deotis Gay, B. Don Skelton, Jerry Clarke Members of City Council Absent: None Members of City Staff Present: City Manager Bob Herrera, City Attorney Knox Askins, City Secretary Cherie Black, Assistant City Manager John Joerns, Assistant to the City Manager Janie Bais, Finance Director Jeff Litchfield, Fire Chief Joe Sease, Assistant Fire Chief John Dunham Others Present: Pete Fischer; John Black, Bayshore Sun; 6 citizens 2. The Mayor called to order the public hearing regarding annexation of an industrial tract at the intersection of Fairmont Parkway and Bay Park Road. The City Attorney reviewed the proposed annexation and the proposed service plan for the area. The Mayor called for public input. There being none, the public hearing was adjourned. 3. Council considered authorizing preparations for a general obligation bond sale. The City Manager reviewed with Council the packets previously sent to them regarding the bond sale. Motion was made by Councilperson Shipp to authorize the City Manager to prepare for a general obligation bond sale. Second by Councilperson Waters. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Waters, Cooper, Matuszak, McLaughlin, Shipp, Gay, Skelton, Clarke and Mayor Malone Nays: None 4. Council adjourned into executive session at 6:39 P.M. to discuss two items: V.A.T.S. Article 6252-17, Section 2(G) ~ f Minutes, Public Hearing and Special Called Meeting La Porte City Council May 30, 1989, Page 2 (Personnel) - Discuss appointments to various boards and commissions; and under Section 2(E) (Legal) - Meet with attorney(s) regarding Houston Chemical Services, Inc. Council returned to the table at 8:39 P.M. No action was taken on the executive session items. However, the City Attorney was asked for a legal opinion as to the legality of discussing appointments in executive session. The City Manager was asked to notify Council if the Golf Course Advisory Board is still needed, and if so, why. 5. There being no further business to come before the Council, the meeting was duly adjourned at 8:40 P.M.
