The invocation was given by Mayor Malone. 3. Council considered approving the minutes of the regular meeting of Council held April 23, 1990. Motion was made by Councilperson Skelton to approve the April 23 minutes as presented. Second by Councilperson Cooper. The motion carried, 8 ayes and 0 nays. Nays: Councilpersons Waters, Cooper, Matuszak, Porter, Gay, Skelton, Clarke and Mayor Malone None Ayes: 4. The Mayor proclaimed May 13 as Special Olympics Day. 5. Council canvassed the results of the May 5 election and considered an ordinance declaring the results of the election. Their certificates of Election were presented to them by the city Secretary. 6. Council considered an ordinance declaring results of a charter amendment election held in the City of La Porte on May 5, 1990. The City Attorney read: ORDINANCE 1699 - AN ORDINANCE DECLARING THE RESULTS OF A CHARTER AMENDMENT ELECTION HELD IN THE CITY OF LA PORTE ON MAY 5, 1990; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. The Ordinance declared that the Charter amendment had passed, 286 for and 141 against. Motion was made by councilperson Skelton to adopt Ordinance 1699 as read by the city Attorney. Second by Councilperson Clarke. The motion carried, 8 ayes and 0 nays. Nays: CouncilpersonsSutherland, Cooper, Matuszak, Porter, Gay, Skelton, Clarke and Mayor Malone None Ayes: 7. The Mayor called outgoing Councilperson Betty Waters to come forward. He then read a proclamation, signed by all members of the City council, wishing Betty all the best in the future. He then presented her with a plaque in appreciation of her untiring service to the City. Mrs. Waters addressed each member of Council with words of wisdom and encouragement for their future endeavors. 8. Council considered an ordinance granting the City Manager general authority to contract for expenditures without further approval of city Council for budgeted items not exceeding $5,000.00. The City Attorney read: ORDINANCE 1700 - AN ORDINANCE GRANTING THE CITY MANAGER GENERAL AUTHORITY TO CONTRACT FOR EXPENDITURES WITHOUT FURTHER APPROVAL OF CITY COUNCIL FOR BUDGETED ITEMS NOT EXCEEDING $5,000.00; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Council considered an ordinance establishing speed limits during construction on a portion of SH 225 within the corporate limits of the City of La Porte. The City Attorney read: ORDINANCE 1701 - AN ORDINANCE ESTABLISHING SPEED LIMITS DURING CONSTRUCTION ON A PORTION OF SH 225 WITHIN THE CORPORATE LIMITS OF LA PORTE AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF. Motion was made bY Councilperson Skelton to adopt Ordinance 1701 as read by the city Attorney. Second by Councilperson Porter. The motion carried, 8 ayes and 0 nays. Council considered an ordinance amending Ordinance 1644, establishing rates for use of municipal swimming pools and hours of operation for municipal swimming pools. The City Attorney read: ORDINANCE 1644-A - AN ORDINANCE ESTABLISHING THE RATES FOR THE USE OF THE MUNICIPAL SWIMMING POOLS AND THE HOURS OF OPERATION FOR THE MUNICIPAL SWIMMING POOLS. Motion was made by Councilperson Porter to adopt Ordinance 1644-A as read by the City Attorney. Second by Councilperson Cooper. Administrative Reports: The City Manager addressed the fact that the 100th birthday of the founding of La Porte will be in 1992, and that a committee needs to be appointed to begin planning the celebration. Mr. Herrera also congratulated Guy Sutherland on his election to Council, and welcomed him aboard. 15. Council Action: Councilpersons Sutherland, Cooper, Matuszak, Porter, Gay, Skelton, Clarke and Mayor Malone brought items to Council's attention. 16. There was no executive session. 17. There being no further business to come before the Council, the meeting was duly adjourned at 7:43 P.M. Malone, Mayor e e May 7, 1990 City of LaPorte Mayor Norman Malone Members of City Council Bob Herrera, City Manager Gentlemen: Last year I was an active participant in the Visions 89 study, led by Mr. Ferdon Lawrence. The purpose of that undertaking was to find ways in which to improve our quality of life. I have recently been reviewing in my mind the total concept presented by Visions 89, and it seems more relevant as time passes. Those of us who worked on this study have had no feedback at all from Council, but I am fairly certain our work has not been simply discarded. With budget hearings com- mencing soon, now would be a perfect time to consider some small beginning. My subcommittee's efforts were directed toward the study of Tourism, pusiness Development, and Marketing. The improvement of our community in order to attract tourists is a no-risk investment. If outsiders are drawn to this area to enjoy our assets, then the quality of life is surely being improved for our resi- dents. The attached report is a short review of some of the concepts presented in the Visions 89 Goals Report. I hope you will read it and be reminded that a great many of the improvements can be accomplished by volunteers. Many citizens of the LaPorte-Bayshore Area are eager to perform services which benefit the community, and would welcome the opportunity to assist in some of these pro- jects. What is needed most from our city government is guidance and commit- ment, Without that, nothing can happen. ]peCtfUllY SU?ted. pa~~ 117 Garfield LaPorte, Tx 77571 471-3961 e e TOURISM IN THE LA PORTE-RA YSHORE AREA By Pat Muston e e TOURISM IN THE LA PORTE-BAYSHORE AREA Tourism is the second largest industry in the state of Texas. According to a recent survey conducted by Southern Living Magazine, the LaPorte-Bayshore Area appears to already have those assets preferred by most tourists. (See chart below), The major category, Historic Attractions, is well represented here, as are the categories of Outdoor Sports and Boating & Fishing. WHY DO TOURISTS TRAVEL IN TEXAS? Let us look first at our existing assets, then consider ways to promote them, improve them, or capitalize upon them, -1- e e SAN JACINTO BATTLEGROUND STATE PARK This park hosts over one million visitors per year. This is the site of the famous Battle of San Jacinto, where a few Texans soundly defeated the large Mexican army of General Santa Anna, making the Republic of Texas a reality. The park contains the San Jacinto Monument, a 570 foot tall shaft featuring an elevator to the observa- tion area at the top, A fine museum is located in the base of the monument, and a theater is currently under construction. San Jacinto is also the home port for the USS Texas, the only remaining Dreadnaught class battleship, and the only surviving battleship to have fought in two world wars. San Jacinto Battleground State Park is situated within the extra-territorial juris- diction of the City of LaPorte. Its mailing address is LaPorte, and all informa- tion and publicity sent out by the State of Texas gives LaPorte as the location of this popular tourist attraction. We should claim this park as our own, and esta- blish a working relationship between the park and our city. We should take part in promotional activities which would benefit both the park and the city. Another San Jacinto Day celebration took place two weeks ago, with no participation at all from the City of LaPorte. GALVESTON BAY AND SYLVAN PEACH PARK Our greatest natural resource is Galveston Bay, the nearest open water to the City of Houston. It is well suited to all types of boating activities, water sports, and fishing. A boat ramp at Sylvan Beach Park provides free access to the water. Sylvan Beach Park also contains picnic and playground areas as well as the City of LaPorte's Pavilion/Convention Center. Historic Sylvan Beach Depot/Museum provides a link to the past, when Sylvan Beach was a well known playground of the South. Currently being initiated is a Depot Docent, or guide program, which will make this museum more available to the public. NASA AND FUTURE SPACE THEME PARK NASA is already an extremely popular tourist attraction, and will increase in popularity with the completion of the Disney theme park. LaPorte can capture some of the tourist trade moving between NASA and San Jacinto if we provide at- tractive and comfortable facilities for overnight visitors. San Jacinto and NASA are both daytime attractions, but tourists can hardly enjoy both in the same day. We could become the home base for side trips to both, as well as to Houston or Galveston, if we had a small hotel and several bed and breakfast establishments near the waterfront. -2- e e PORT OF HOD STON The Fentress Bracewell Farbours Cut Container Terminal is one of the world's leading containerized ports, and is growing. The City of LaFbrte can suffer the truck traffic, the container storage yards, and the dust, or we can capitalize on this world-wide publicity and marketplace. We could become a leading import center with an International Marketplace offering prime imports from around the world to the Southeast Texas region. Manyvisitors from inland are extremely interested in seeing the ships, so we should provide facilities for viewing ships as they travel up the channel, and provide an observation tower for those who wish to watch the loading of cargo. OLD MAIN STREET LaPorte's old Main Street District must be rescued from the probability of be- coming a slum area. This district cannot compete with regional malls as far as shopping opportunities, but the potential is there for a rather charming his- toric area composed of specialty shops, restaurants, theaters, offices, galler- ies, museums, and import shops. The City of LaPorte should recognize the needs of this district and provide the necessary assistance and expertise to the Main Street Association and local merchants in restoring this area to a viable shopping district and entertainment center. CITY PARK FACILITIES Bay Forest Golf Course and Little Cedar Bayou Nature Trail and Wave Pool are first-class facilities which are available at low cost to visitors to our city. Such local attractions can serve as secondary activities which would provide pleasure to those tourists whose main reason for coming to our area would be to visit NASA or San Jacinto. -3- e e SPECIFIC SUGGESTIONS FOR PROMOTING TOURISM San Jacinto: * Incorporate the San Jacinto Monument into our city's official seal, and advertise LaPorte as the home of the San Jacinto Battleground. * Establish a group of trained and costumed "Living History" docents who would conduct regular guided tours of the battleground. This could be included in pro- motional material published by the State of Texas. (Combined effort of City, School, and Heritage Society) Galveston Bay and Sylvan Beach Park: * Harris County should make the following improvements to Sylvan Beach Park: a. Construct a fishing pier with docking provisions for tour boats. b. Construct a breakwater which would afford protection for the pier. c. Remove unsightly buildings and storage areas and replace with modern restrooms. d. Retain the entire park area for enjoyment of the public, with no lease pro- visions to entities other than the City of LaPorte. * A private tour boat company should be recruited to provide the following types of boat tours: a. San Jacinto Battleground cruise b. Bird-watching tours of islands in Galveston Bay c. Local sight-seeing tours of historic bay homes, Houston Yacht Club, Fred Hartman Bridge, Farbours Cut Port d. Fishing party boats e. Moonlight dinner cruises * We should encourage development of a marina, perhaps in the protected waters adjacent to the Fred Hartman Fridge. * A park should be situated beneath the approach to Fred Hartman Fridge, with picnic areas and benches for viewing the bridge and passing ships. Overnight facilities for visitors: * The city could establish a redevelopment zone adjacent to Sylvan Beach Park, and encourage investors to replace existing housing with a hotel/restaurant complex. * Many of today's tourists travel in recreational vehicles, but there is no RV Park available in this region. The City of LaPorte should actively recruit a nationally known RV park (such as KOA), and should amend the current zoning ordinance to allow this use. Such a park would be advertised in publications such as AAA Travel Guides. -4- ., . e Tourism is a clean industry and a desirable one. Visitors will spend their money here, but will not demand city services in return. Tourism does not just happen, however. We must actively work to promote and advertise our assets, then issue an invitation to travelers to come and visit us. It is my opinion that a professional advertising program should be un~ertaken, with an overall theme to unify our pro- motional efforts. High quality brochures should be created for distribution through- out regional hotels, airports, highway rest stops, parks, etc. A visitor information center can be established, with brochures available which describe local sights and which offer maps of walking or driving tours of points of interest. Such tours could include historic buildings on Main Street, or the "Silk Stocking Row" of bayfront homes on Bayridge Road. In most small cities such as ours, economic development and tourist promotion are ordinarily conducted by the local Chamber of Commerce. However, a broad- er range of individuals might better serve the diverse needs of our community. A working committee composed of representatives of the city and chamber, local business leaders, members of historical societies, real estate brokers, and public relations experts could perform the service of actively recruiting desirable new businesses to our community. They could also work with a professional advertis- ing firm to establish priorities for promotional advertising. The City of LaPorte can use its governmental powers to promote a clean-up cam- paign throughout the city, enforcing existing ordinances regarding trash, danger- ous buildings, unhealthful conditions, and traffic laws. Emphasis should be placed on high visibility areas and entrances to the city. Roadsides can be planted with wild flowers, creating a more attractive setting while decreasing maintenance costs. The recently announced tree-planting program is a very good start in the beautification of our community. "Familiarity breeds contempt." This old saying is quite well illustrated in our community. We have some of the most wonderful things. . . assets which visitors would love to enjoy with us if they only were aware of them. We have attractions which should be the envy of any small city in the state. Other cities would probably take anyone of our many attractions and build a tourism campaign upon it. Because these things are so familiar to us, however, we don't realize their value. Step back and look at our community as an outsider might. Mr. Robert Bryant, 9622 Carlow, addressed Council regarding building code updates for mobile homes to allow them on single lots, and also about possible tax abatements for businesses on Main street to encourage new business. 6. Council considered a resolution accepting a grant offer from the Federal Aviation Administration for Airport Project No. 3-48-0127-05. The City Attorney read: RESOLUTION 90-4 - A RESOLUTION ACCEPTING A GRANT OFFER FROM THE FEDERAL AVIATION ADMINISTRATION FOR AIRPORT PROJECT NO. 3-48-0127-05 Motion was made bv Councilperson Porter to approve Resolution 90-4 as read bv the citv Attorney. Council returned to the table at 7:42 P.M. Councilperson Matuszak.left the Council table at 6:35 P.M. from the executive session and did not return to the Council table. 13. Council addressed two workshop items: (A) Discuss request for utility service outside city limits. Assistant City Manager John Joerns reviewed the request of Mr. Eugene Abbott for utility service outside the La Porte city limits in Deer Park and Council's direction to staff at that time. The information provided for the workshop covered buildings owned or developed by Abbott Development and the pending request for service to two new buildings requesting service. (B) Discuss false alarm ordinance. Police Chief Charles smith reviewed a proposed false alarm ordinance. After the review and questions from Council, motion was made bv Councilperson Skelton that the ordinance be put on the Mav 21 aqenda for action. Second by Councilperson McLaughlin. Commercial Solid Waste Study - Director of Public Works Steve Gillett presented highlights of the study done by him and his staff regarding commercial solid waste operations. A comparison will be made between City operations and a private hauler operation by requesting proposals from private collection contractors for collecting commercial containerized solid waste in our city, and evaluation made on whether to expand our commercial operations. The request will be solicited in mid-May of this year. B. Leadership Conference on April 26 - Bob Herrera reminded Council of the Leadership Conference breakfast and the luncheon at Sylvan Beach Pavilion at noon. 16. On July 15, 1988, the State sent a letter to La Porte requesting the City to establish a reduced construction speed zone, 45 mph, from the west city limit to 1.3 miles east of SH 134 (Battleground Road). This request never reached the City of La Porte. The State has already signed the speed zone. In order for legal enforcement to take place, the City Council needs to approve the attached ordinance. As usual with these requests, the State will handle all sign installation and maintenance, and the construction speed zone will automatically cancel upon completion of the project. We feel that this option would increase our sales and daily attendance. We feel that the current season pass is limiting to those who may travel, vacation or have other obligations during the summer that may discourage the purchase of a pass for an entire season. Therefore, we would l~ke to offer passes available for limited periods of time. Those include a monthly (30 day) pass, a 5 day pass and a 3 day pass. The 30 day fees are based on a 1/3 percentage of the seasonal pass all ready in existence. The 5 day and 3 day pass are computed at a rate of 25% discount of the daily admission fee and rounded up to the nearest 25 cent increment. It is also recommended that the Northwest and San Jacinto pools be closed on Mondays. This would enable proper maintenance to be performed in a thorough and comprehensive manner. It would also greatly reduce the amount of wear and tear on the filtration and operation systems at each of the facilities. It is found to be a common practice among many municipal pools and does appear to help customer satisfaction by having better maintained facilities. The closing on Mondays would allow crews to perform lawn care, locker room cleaning, deck cleaning, general repairs, and if necessary super chlorination of the pools. As well as being able to conduct staff training sessions. We also request to be given the authority to make decisions regarding the adjusting of hours of operation to accommodate heavy use times and low attendance periods. We feel it is very cost prohibited to remain operational during late evening hours when there are no users. THE RATES FOR THE USE OF THE MUNICIPAL HOURS OF OPERATION FOR THE MUNICIPAL Section I. Admission to the Municipal Swimming Pools may be obtained by either purchase of a season pass or by paying a general admission fee. A. Season passes for San Jacinto & Northwest Municipal Pools may be purchased at the Parks and Recreation offices or at the municipal swimming pools. Askins City Attorney e e EXHIBIT "A" PROPOSAL FOR SPECIAL PURCHASE PASSES It is recommended that the City of La Porte offer the option, to its users, a variety of special passes to be used at Little Cedar Bayou Wave Pool. We feel that this option would increase our sales and daily attendance. We feel that the current season pass is limiting to those who may travel, vacation or have other obligations during the summer that may discourage the purchase of a pass for an entire season. Therefore, we would l~ke to offer passes available for limited periods of time. Those include a monthly (30 day) pass, a 5 day pass and a 3 day pass. The 30 day fees are based on a l/3 percentage of the seasonal pass all ready in existence. The 5 day and 3 day pass are computed at a rate of 25% discount of the daily admission fee and rounded up to the nearest 25 cent increment. Staff does not believe we should offer any discounts or special times for any group at the Little Cedar Bayou Park Wave Pool. It is also recommended that the Northwest and San Jacinto pools be closed on Mondays. This would enable proper maintenance to be performed in a thorough and comprehensive manner. It would also greatly reduce the amount of wear and tear on the filtration and operation systems at each of the facilities. It is found to be a common practice among many municipal pools and does appear to help customer satisfaction by having better maintained facilities. The closing on Mondays would allow crews to perform lawn care. locker room cleaning, deck cleaning, general repairs, and if necessary super chlorination of the pools. As well as being able to conduct staff training sessions. We also request to be given the authority to make decisions regarding the adjusting of hours of operation to accommodate heavy use times and low attendance periods. We feel it is very cost prohibited to remain operational during late evening hours when there are no users.
