Members of City Council Present: Mayor Norman Malone, Councilpersons Guy Sutherland, Mike Cooper, Bob McLaughlin, Alton Porter, Deotis Gay, B. Don Skelton, Jerry Clarke Members of City Council Absent: Councilperson Ed Matuszak Members of City Staff Present: Assistant City Manager John Joerns, City Attorney Knox Askins, City Secretary Cherie Black, Acting Police Chief Bobby Powell, Director of Finance Jeff Litchfield, Assistant Public Works Director Buddy Jacobs Others Present: Marie Dennis and Lou Lawler, Seamen's Center - Barbour's Cut Branch; Genitha Smith, employee of the quarter, and family 2. The invocation was given by Councilperson Skelton. 3. Council considered approving the minutes of the public hearing and regular meeting of Council held September 24, 1990. Motion was made by Councilperson Porter to approve the September 24 minutes as presented. Second by Councilperson Skelton. The motion carried, 8 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None 4. Council considered approving the minutes of the special called meeting of Council held September 27, 1990. Motion was made by Councilperson Clarke to approve the September 27 minutes as presented. Second by Councilperson Cooper. The motion carried, 8 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None 5. The Mayor presented Genitha Smith with a plaque for being named employee of the quarter for June, July and August, 1990. Genitha was accompanied by her family. 6. Marie Dennis, Director of the Harbour's Cut Branch of the Seamen's Center and Lou Lawler, Chairman of the Board, presented the annual status report for the Center. Board Member B. Don Skelton made brief comments and complimented Marie and Lou on the hard work they do. 8. Council considered an ordinance amending Ordinance 1285-E, Policemen's Civil Service. The City Attorney read: ORDINANCE 1285-F - AN ORDINANCE AMENDING ORDINANCE NO. 1285-E, "AN ORDINANCE IMPLEMENTING POLICEMEN'S CIVIL SERVICE"; ESTABLISHING CLASSIFICATIONS; NUMBER OF AUTHORIZED POSITIONS IN EACH CLASSIFICATION; ESTABLISHING PAY SCHEDULES; CONTAINING A SEVERABILITY CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; CONTAINING A REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilperson Sutherland to adopt Ordinance 1285-F as read by the City Attorney. Second by Councilperson Skelton. The motion carried, 8 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None 9. This item was deferred until after the executive session. 10. Administrative Reports - City Manager Bob Herrera announced that Congressman Mike Andrews will be meeting with the EPA October 1, 18, and 19 to review the Houston Chemical Services hazardous waste permit application. Also, David Melasky, Attorney representing Harris County in the HCS hearing, will be in Commissioners Court on October 9 to request permission to file a motion for a new hearing on the permit application. Councilperson Skelton will attend the meeting to represent the City. 11. Councilpersons Sutherland, Cooper, Porter, Gay, Skelton, Clarke and Mayor Malone brought items to Council's attention. 12. Executive Session - Council retired into executive session at 6:30 P.M. to discuss appointments to various boards and commissions, under V.A.T.S. Article 6252-17, Section 2(G) - Personnel. Council returned to the table at 7:54 P.M. and addressed item 9. 9. Council considered appointing members to various City boards and commissions, as follows: • • Minutes, Regular Meeting, La Porte City Council October 8, 1990, Page 3 (A) ORDINANCE 1722 - AN ORDINANCE APPOINTING MEMBERS TO THE CITY OF LA PORTE PLANNING AND ZONING COMMISSION; CONTAINING A REPEALING CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilt~erson Gay to Adopt Ordinance 1722 and appoint the following members: Chairman - Inae Browder; member District 1 - Betty Waters; member, District 2 - Wayne Anderson; member, District 3 - Eugene Edmonds; member, District 4 - Lola Phillips; member, District 5 - Paul Schaider; member, District 6 - Doua Martin. Second by Councilperson Clarke. The motion carried, 8 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None (B) ORDINANCE 1723 - AN ORDINANCE APPOINTING MEMBERS TO THE CITY OF LA PORTE ELECTRICAL BOARD; CONTAINING A REPEALING CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made bv__Councilperson McLaughlin to adopt Ordinance 1723 and appoint the following members: Chairman, Bob McLaughlin; Position 1, Terry Groff; Position 2, Gene Pfeiffer; Position 3, Kenneth Kendrick; Position 4, Jim Counts. Second by Councilperson Sutherland. The motion carried, 8 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None (C) ORDINANCE 1724 - AN ORDINANCE APPOINTING A DIRECTOR, POSITION 2, FOR A TERM TO EXPIRE SEPTEMBER 1, 1992, AND A DIRECTOR, POSITION 4, TO FILL AN UNEXPIRED TERM TO EXPIRE SEPTEMBER 1, .1991, OF THE LA PORTE AREA WATER AUTHORITY; CONTAINING A REPEALING CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilperson Porter to adopt Ordinance 1724 and appoint Al Fields to Position 2 and bob Blackwell to Position 4. Second by Councilperson Clarke. The motion carried, 8 ayes and o nays. Motion was made by Councilperson Skelton to adopt Ordinance 1725 and appoint Larry Tucker to Position 2, Debbie Rihn to Position 3 . Mike Miller to Position 4 , Larry Ouinn to Position 5, and Steve Olsen as the Airline ComUany Representative. Second by Councilperson Sutherland.. The motion carried, 8 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None (E) Motion was made by Councilperson Sutherland to appoint Councilperson B. Don Skelton as Director to the Houston- Galveston Area Council and Councilperson Alton Porter as Alternate Director to H-GAC, to represent La Porte as a city with over 25,00 population. Second by Councilperson Clarke. The motion carried, 8 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None 13. There being no further business to come before the Council, the meeting was duly adjourned at 8:00 P.M. Mal e, Mayor .. • CITY OF LA PORTE INTER-DEPARTMENTAL MEMORANDUM September 11, 1990 TO: FROM: SUBJECT: Hert Clark Steve Gille S ublic Works Director Employee of the Quarter Nomination Genitha Smith has been an employee of the City of La Porte for the past six years. During that time, she has exhibited a willingness to perform any task requested of her. She is always willing to spend any time necessary to get her work done. She has been, and continues to be, an excellent employee. Genitha currently has the task of daily entry of data into the Work Management System used by Public Works to track daily task- related casts performed by field crews. In addition, she performs all of the personnel-related duties of Public Works. She keeps all of the time cards current and submits all of the paperwork required by Personnel for promotions, terminations, sick leave, vacations, resignations, etc. This in itself is a time-consuming and sometimes frustrating task. She performs all of these duties and still manages to assist any P.W. employee with their personnel-related problems. Genitha is always very easy to get along with and works well all of her fellow employees. She always has a smile and a joke to lighten up the work day. She is just an excellent person to be around. For the above reasons, I am proud to place Genitha Smith in nomination for the Employee of the Quarter. She is an excellent employee and is an example for all of her fellow employees. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE: Section 1. The City Council of the City of La Porte hereby appoints as a Member, Position 2, and appoints as a Member, Position 3, on the City of La Porte Airport Advisory Board, for a term to expire May 31, 1991; and hereby appoints as a Member, Position 4, and appoints as a Member, Position 5, on the City of La Porte Airport Advisory Board, for a term to expire May 31, 1992, and until their successors shall have been duly appointed and qualified. Section 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of conflict only. Section 3. The City Council officially finds, determines, recites and declares that a sufficient written notice of the date, hour, place and subject of this meeting of the City Council was posted at a place convenient to the public at the City Hall of the City for the time required by law preceding this meeting, as required by the Open Meetings Law, Article 6252-17, Texas Revised Civil Statutes Annotated; and that this meeting has been open to the public as required by law at all times ;during which this ordinance and the subject matter thereof has been discussed, considered and formally acted upon. The City Council further ratifies, approves and confirms such written notice and the contents and posting thereof. Section 4.
