The meeting was called to order by Mayor Norman Malone at 6:00 P.M. Members of City Council Present: Mayor Norman Malone, Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob McLaughlin, Deotis Gay, Jack Maxwell and Jerry Clarke Members of Council Absent: Councilperson Alton Porter Members of City Staff Present: City Manager Robert T. Herrera, City Attorney Knox Askins, City Secretary Sue Lenes, Assistant City Manager John Joerns, Director of Administrative Services Louis Rigby, Chief of Police Bobby Powell, Fire Chief Joe Sease, Director of Parks and Recreation Buddy Jacobs, Purchasing Agent Susan Kelley, Assistant City Attorney John Armstrong, Recreation Superintendent Tim O'Connor, Senior Services Superintendent Karen Beerman, Recreation Center Coordinator Marian Scott Others Present: Administrative Assistant to Commissioner Jim Fonteno, Mr. Louie Ditta; La Porte Librarian Peggy Warnock; La Porte Elementary Principal John Still and Assistant Principal Charlotte Ryne; Director of Communication La Porte I.S.D.; Lori Ray and daughters, and a citizen, Don Perry. 2. The invocation was given by City Attorney Knox Askins. 3. Council considered approving minutes of Regular Meeting February 14, 1994. Motion was made by Councilperson Clarke to approve the minutes of February 14 as presented. Second by Councilperson Gay. The motion carried, 8 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Gay, Maxwell, Clarke and Mayor Malone Nays: None 4. Parks and Recreation Director Buddy Jacobs, assisted by Senior Services Superintendent Karen Beerman, presented a Certificate of Appreciation to Lori Ray. Mrs. Ray resigned her position as Recreation Therapist for the Special Populations Organized Recreation Therapy Program at the City of La Porte. i • Minutes Regular Meeting La Porte City Council February 28, 1994, Page 2 Mayor Malone announced the City of La Porte and La Porte Independent School District were recently recognized by the Texas Recreation and Parks Society (TRAPS), with an Excellence in Programming Award. Mayor Malone recognized La Porte Elementary Principal John Still, Assistant Principal Charlotte Ryne, Director of Communications for La Porte I.S.D., Beth Rickert, City of La Porte Recreation Superintendent Tim O'Connor, Recreation Center Coordinator Marian Scott, and Director of Parks and Recreation Buddy Jacobs. Mayor Malone thanked all for their efforts in the Extended Learning Program. 5. There were no citizens or tax payers wishing to address Council. 6. Council considered awarding bid for five inch fire hose to Four Alarm Fire Equipment. Motion was made b~ Councilperson Sutherland to award the bid as presented ~ Chief Joe Sease Second by Councilperson Thrower. The motion carried, 8 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Gay, Maxwell, Clarke and Mayor Malone Nays: None 7. Administrative Reports: City Manager Robert T. Herrera reported the cover for the Livestock/Rodeo Area is almost complete. He stated, "We are currently in the process of ironing out the agreement between the City and the Livestock/Rodeo Association which should be on the agenda for the next regular meeting on March 14. The City and the Livestock/Rodeo Association would like for Council to participate with them in a "Giant Ribbon Cutting Ceremony" on March 31st, starting at 1:00 P.M. The annual Livestock Show will be held on that day, March 31st, and you will be able to participate in a "high profile" event. Please let staff know if anyone will be unable to attend." Mr. Herrera reported if Council arrives about 11:30 or 12:00 Noon there will be a special meeting place for them to have dinner with some of the officers of the association. Mayor Malone announced the Livestock Show will be held March 28 through the 31st and will have some stock judging Monday through Thursday. The association also has plans to hold a dance in the arena. s • Minutes Regular Meeting La Porte City Council February 28, 1994, Page 3 Mr. Herrera presented another item regarding the update on the current discussion with Harris County Precinct 2 for a fishing pier at Sylvan Beach County Park. Mr. Herrera asked Buddy Jacobs to give an overview of the activities leading up to an agreement, as the City feels an agreement will be presented in the next 90 days. Mr. Herrera reported, "Council has information in their agenda packets regarding the procedural steps the City must follow in order to secure a coastal easement permit from the Texas Land Office. In addition, you will find information regarding the contract issues discussed between City of La Porte and Harris County Precinct 2, entering into a contract to rebuild a pier that was very much in La Porte's past." Parks and Recreation Director Buddy Jacobs gave an overview to Council regarding the process the City has gone through to obtain a permit for the rebuilding of the pier. Mr. Herrera introduced Administrative Assistant to Commissioner Jim Fonteno, Harris County Precinct 2, Mr. Louis Ditta, who answered Councils question regarding the future agreement for the pier. 8. Councilpersons Cooper, McLaughlin and Gay brought items to Council's attention. 9. Lori graduated from North Texas State University in 1980 with a Bachelor of Science degree with an emphasis on Therapeutic Recreation and Travel and Tourism. She received her Certified Therapeutic Recreation Specialist through the National Council for Therapeutic Recreation Certification. Since coming to work for La Porte, Lori has implemented several unique programs for the S.P.O.R.T. group. Some of these are: Cooperative Education Program: In cooperation with the La Porte I.S.D., this program provides additional educational and lifeskills training opportunities. This program began 10 years ago with aquatic activities for the severe/profound multi-handicapped class and was expanded in 1990 to include in-school programs such a~ fine and gross motor skills labs ~a~ holiday craft classes and lifeskills programs such as community field trips to various recreation centers, bowling, and restaurants. Buddy Day Came: Developed for special education and regular education students to interact and play together. Each special education camper has a buddy who is their partner for the week. This program received an Excellence in Programming Award from the Texas Recreation and Parks Society in 1993. Several cities are planning to incorporate this concept into their programming. Project Independence Training (PIT): Incorporates lifeskills and leisure into a fun learning process which will be used for a lifetime. Community Awareness (Post Office, shopping centers, etc.), independence skills (money management, cooking, grooming, etc), and lifetime hobbies (ceramics, sewing, woodworking, needlecraft, etc.) are just a few of the focal points of this program. Lori is very active in the Special Olympics program and, through her efforts, the program has expanded from one sport to five (volleyball, Bowling, Basketball, Track & Field, and Aquatics). She was named Coach of the Year for Area 22 in 1992. From 1985-1992, she was instrumental in hosting a local Special Olympics Track & Field meet which accommodated 350 athletes/coaches and 200 volunteers. Lori has been the Bay Area Coordinator for the Very Special Arts Festival for the past 8 years. In this capacity, she has helped coordinate annual festivals with the Cities of Pasadena, Deer Park, and Baytown giving disabled children and adults the opportunity to experience the arts through hands-on booths, a variety of performances, and a place to showcase their achievements. Lori is planning on spending more time with her husband and three children after leaving the City. Her caring and loving touch will be sorely missed in the S.P.O.R.T. program. She has graciously consented to continue in a part-time, temporary.p,Qsition to make sure the transition _ with a new Therapist will be less difficult and upsetting to the participants and parents. She wants to make sure the program continues while the search for her replacement goes on. The City of La Porte and the La Porte I.S.D. were recently recognized by the Texas Recreation and Parks Society (TRAPS) with an Excellence in Programming award. This award was presented on February 4, 1994 at the T.R.A.P.S. Regional Conference in Baytown, Texas. In May of 1992, the La Porte Parks and Recreation Department was approached by Mr. John Still, Principal, and Ms. Gail Guillot, Fifth Grade Teacher, from the La Porte Elementary school with the idea of an Extended Learning Program. This program is made available to all interested students in the district. Teachers, administrators, and Parks & Recreation staff work together to tutor and mentor students at the City of La Porte's recreation centers. This program began with one site, the Jennie Riley Center; but, has met with such success it has been expanded to include the Evelyn Kennedy Center. We recognize and appreciate the fact that any community's success depends on cooperation of all business, industrial, and tax based services working together towards a common goal. Through this program, such a success has been achieved and we commend those who were instrumental in the successful development and maintenance of the Extended Learning Program. Tonight we recognize Mr. John Still and Ms. Gail Guillot of the La Porte Independent School District and Ms. Marian Scott of the City of La Porte Parks & Recreation Department. The low bidder for 1500 feet of five inch fire hose and specified adapters was Four Alarm Fire Equipment of South Houston in the amount of $7,705.00. Funds in the amount of $8500.00 were allocated in the budget for this purpose. The recommendation is to award the bid to Four Alarm Fire Equipment in the amount of $7,705.00.
