LA PORTE CITY COUNCIL
SEPTEMBER 12, 1994
1. The meeting was called to order by Mayor Norman Malone at 6:00
P.M.
Members of city Council Present: Mayor Norman Malone,
councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob
McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell and Jerry
Clarke
Members of Council Absent: None

Assistant city Manager John Joerns, Chief of Police Bobby
Powell, Director of Finance Jeff Litchfield, Director of

2. The invocation was given by Councilperson Porter.
3. Council considered approving minutes of Regular Meeting August
8, 1994.
Motion was made ,bv Councilperson McLauahlin to approve the
minutes of Auqust 8 as presented. Second by Councilperson
Thrower. The motion carried, 9 ayes, 0 nays.

4. Mayor Malone presented a plaque to Robin Klataska for Employee
of the Quarter for April, May and June of 1994. He also
presented a certificate of Appreciation to Neighborhood
Centers, Inc., for their involvement with environmental
programs benefiting the City of La Porte. Receiving the
certificate for Neighborhood Centers was Director of the
Neighborhood Centers from the Houston Office Jo Monday,
Director of Harris County JPTA Program Deanie Diamond, Summer
Program Councilor Donna Navarro and a student representative
who participated in the storm drain stenciling program Laqunta
Doughty. Miss Doughty presented Mayor and Council with a

plaque denoting Neighborhood Centers appreciation of city of
La Porte's support for their Environmental Education Project.
5. Mayor Malone deferred the proclamation for Officer Matthew
"Matt" Deaumer until a future meeting. The Mayor proclaimed
the week of September 17th through 23rd as "Constitution Week"
in the City of La Porte. Receiving the proclamation was a
Representative of the Jane Long Chapter of the Daughters of
the American Revolution Marie Russell.
6. There were three citizens wishing to address Council.
Elaine Moore, 11722 Bear Street, representing residents from
Monument Estates subdivision. She thanked Councilperson
Sutherland for attending their neighborhood meeting August 9th
and for his support and guidance for helping address their
concerns to the proper persons. The concerns were for the 30
miles per hour speed limits set on their neighborhood streets.
They would like to change those limits to 20 miles per hour on
the side streets. The second concern addressed the
underground drainage system. She stated that teenagers are
removing the covers to these drainage systems and causing
neighborhood concern for the safety of their children.
Helen McFerren, 925 Oak Grove, spoke to Council and Staff
regarding the proposed park project on the Beasley Property,
further described as Seabreeze sailing Club. She stated she
has turned in several names of area citizens to be placed on
any committee which might be formed to decide the manner of
use for this property. She relinquished her remaining time to
Brenda Knapp. Ms. Knapp also voiced her concerns for
developing a park in their neighborhood and stated, "The city
is rich in parks but very poor in other retail areas."
Mr. Lynn Green, 10131 Quiet Hill Road, spoke in support of
raising the green fee rates at La Porte Bay Forest Golf
Course. He stated, "It is one of the best kept courses
around." He explained, "I would like to see our debt at that
course knocked down sooner by raising the rates."
7. Mayor Malone opened Public Hearing - A at 6:23 P.M.

Porte Zoning Ordinance 1501; Article III, section 3-100,
"Definitions"; Article V, section 5-600, "Table A-
Residential"; Article VI, section 6-400, "Table A-Commercial" ,
section 6-500 "Table B-Commercial", Section 6-501 "Footnotes",
section 6-600 "special Use Performance Standards", and Article
X, section 10-300, "Accessory Buildings, Uses and Equipment",

a new section 6-100 et seq. "Commercial Recreational (C.R.)
District" .
Director of Planning Chuck Harrington reviewed for Council the
background, information, and reason for the request for the
amendments and answered Council's questions.
Mayor Malone asked for Public Input on the proposed changes.
Mrs. Helen McFerren was the only citizen with a question. She
was concerned about the "Commercial Recreational (C.R.)
District". Mr. Harrington clarified that this district is to
provide a specialized district for the establishment of
businesses providing or supporting recreational, leisure or
entertainment activities.
Mr. Harrington stated, "The staff and the Planning and Zoning
Commi ttee are very happy and pleased to recommend these
changes to the City Council for their approval."
Mayor Malone closed Public Hearing A at 6:36 P.M.
8. Council considered approving an ordinance amending the City of
La Porte Zoning Ordinance, Ordinance 1501.

Director of Finance reviewed with Council the summary of all
funds which appear in the city of La Porte Budget for 1994-
1995.
There was no public input regarding the proposed budget.
Jeff Litchfield stated staff's recommendation is to approve
the adoption of the Budget FY 94-95 as presented.
Mayor Malone closed Public Hearing - B at 6:48 P.M.
10. Council considered an ordinance approving and adopting the
Budget for City of La Porte, Texas, for the period of October
1, 1994 through September 30, 1995.
City Attorney read: ORDINANCE 1995 - AN ORDINANCE APPROVING
AND ADOPTING THE BUDGET FOR THE CITY OF LA PORTE, TEXAS, FOR
THE PERIOD OF OCTOBER 1, 1994 THROUGH SEPTEMBER 30, 1995;
FINDING THAT ALL THINGS REQUISITE AND NECESSARY HAVE BEEN DONE
IN PREPARATION AND PRESENTMENT OF SAID BUDGET; FINDING

Robin's position as Customer Service Representative has constant
interaction with both City personnel and citizens. Never have I
heard an ill comment from anyone. It is always how wonderful he
is. He will do anything to help a citizen or a co-worker, no
matter what time it is or where they are.
He is not liked by everyone; but loved. I hear this on a daily
basis from citizens and co-workers. He completes his assignments
to perfection and on time, regardless of obstacles. He gives 110%
of his time to do it and maintains a good positive attitude.
He never complains and is always the first to volunteer in anything
that we may need help in. It does not matter if it takes him away
from his personal time, even if it is 3:00 in the morning. He
listens to calls on the radio and if he hears calls for his
employees he meets them at the job site. Robin himself is not on
call and does not have to be there. He is considerate enough to
care about the welfare and well being of all his employees. He
wants to help them get the job done faster so his employees can go
home and get back to bed quicker.
If he is short staffed or there has been bad weather he gets out
there with his employees and helps them complete their routes so it
does not put his employees behind. It does not matter if it puts
his regular duties behind. His employees come first, then his co-
workers and then himself. He is the most unselfish person I have
ever known. He is very conscientious and dedicated to his job. He
sets a good example for his employees and co-workers.
I have never had the pleasure to have an employee of Robin's
caliber on any staff anywhere I have worked. I am proud to have
him on my staff here at the City of La Porte.

Matthew "Matt" Daeumer has been employee by the
City of La Porte since August 24, 1987, and
WHEREAS, he has served the City of La Porte as a Patrol Officer and a
member of the Special Weapons And Tacties Unit, and
WHEREAS, he has served as a member of the Harris County Organized Crime
and Narcotics Task Force Unit since January of 1992, and
WHEREAS, he has exemplified himself as a leader and one of the best
Undercover Officers in the organization, and
WHEREAS, Matthew Daeumer has won a number of awards such as, 1994
Texas Municipal Police Association Officer of the Year, and 1994 Texas Narcotics Officer
Association Narcotics Officer of the Year award.

SUMMARY & RECOMMENDATION
Summary:
The Planning and Zoning Commission, in accordance with the provisions of Section 11-
504 of Ordinance 1501, has' conducted the 1994 Annual Zoning Ordinance Review. The
review, which has been conducted over the course of the Commission's last four
meetings, has focused on three areas. They are:
Clarification of ambiguities
Elimination of conflicts with other ordinances or laws.
Implementing elements of the Bayfront Master Plan.
The ordinance amendments that have been recommended by the Commission as a
means of achieving these goals, are contained in Ordinance 1501-S. Staff's reports
detailing the amendments are also attached as ordinance Exhibit "En.
Recommendation:
The Planning and Zoning Commission has unanimously recommended adoption of the
amendments included in Ordinance 1501-S. Staff concurs with the Commission and
recommends approval.

In May of this year, the Planning and Zoning Commission, as mandated by the City's Zoning
Ordinance, undertook the 1994 Annual Zoning Ordinance Review. The review has been
conducted over the course of four meetings, two of which have been public hearings.
The review has been undertaken with three goals in mind. These are as follows:
· Clarification of ambiguities.
· Elimination of. conflicts that have arisen because of amendments to state laws
and other city ordinances.
Implementation of the goals of the Bayfront Master Plan.

There is attached to this Ordinance as Exhibit "0", and incorporated by reference herein

Section 9. A new section is hereby added to the Zoning Ordinance of
the City of La Porte, being Article VI, Section 6-100, et seq., "COMMERCIAL
RECREATIONAL (C.R.) DISTRICT', by adding the language contained in bold-faced print
on page 2 of Exhibit "E".
Section 10. Any person, as defined in Section 1.02(27) Texas Penal
Code, who shall violate any provision of this Ordinance, shall be deemed guilty of a
misdemeanor and upon conviction shall be punished by a fine not to exceed One
Thousand Dollars ($1,000.00). Each day a violation of this ordinance shall continue shall
constitute a separate violation.
Section 11. If any section, sentence, phrase, clause, or any part of any
section, sentence, phrase, or clause, of this Ordinance shall, for any reason, be held
invalid, such invalidity shall not affect the remaining portions of this Ordinance, it is hereby
declared to be the intention of the City of Council to have passed each section, sentence,
phrase, or clause, or part thereof, irrespective of the fact that any other section, sentence,

phrase, or clause, or part treat, may be declared invalid. ·
Section 12. The City Council officially finds, determines, recites and
declares that a sufficient written notice of the date, hour, place and subject of this meeting
of the City Council was posted at a place convenient to the public at the City Hall of the
city for the time required by law preceding this meeting, as required by the Open
Meetings Law, Article 6252-17, Texas Civil Statutes Annotated; and that this meeting has
been open to the public as ,required by law at all times during which this ordinance and
the subject matter thereof has been discussed, considered and formally acted upon. The
City Council further ratifies, approves and confirms such written notice and the contents
and posting thereof.
Section 13. This Ordinance shall become effective fourteen (14) days
after its passage and approval. The City Secretary shall give notice to the passage of the
notice by causing the caption to be published in the official newspaper of the City of La
Porte at least twice within ten (10) days after the passage of the Ordinance.

In May of this year, the Planning and Zoning Commission, as mandated by the City's Zoning
Ordinance, undertook the 1994 Annual Zoning Ordinance Review. The review has been
conducted over the course of four meetings, two of which have been public hearings.
The review has been undertaken with three goals in mind. These are as follows:
. Clarification of ambiguities.
Elimination of conflicts that have arisen because of amendments to state laws
and other city ordinances.
Implementation of the goals of the Bayfront Master Plan.
With these goals in mind, the Commission has put forward a series of ordinance amendment

Proposed Amendments
The following amendments were presented to the Planning and Zoning Commission at its
July 21, 1994, meeting. For the purpose of public hearing review, the amendments have
been prepared in the form in which they will (if approved) appear in the Zoning Ordinance.
The State of Texas has amended its Manufactured Housing Act. The terms used to define
certain types of manufactured structures have changed. Language now found in the Zoning
Ordinance no longer matches that used by State Law.
The amendments noted below will not alter any City regulation pertaining to mobile or
manufactured homes. They merely update the terms used to describe certain types of
structures. This will allow the Zoning Ordinance to remain current with State Law.
Amending language is highlighted by bold face type.
Section 3-100. Definitions
Industrial Housing & Buildings: A residential or commercial structure that is constructed
in one or more modules or constructed using one or more modular components, built to the
specifications of the Texas Department of Licensing and Regulation (T.D.L.R.) Rules and
Regulations and designed to be placed on a permanent foundation system consistent \\1.th
the above requirements. Said industrialized house or building must bear a T.D.L.R.
approved decal or insignia permanently affixed to each transportable section or component
of each industrialized. house or building to indicate compliance with the State standards.
An industrialized house or buildhig is not a mobile or manufactured home as defined
herein.

Section 10-300.11 (Amended listing)
Breeding Kennels (Dogs and Cats only): Breeding kennels for dogs and cats only, are
a permitted accessory use on lots in ,excess of 43,560 square feet, provided that all
of said kennels are licensed according to Chapter 5 of the City of La Porte Code of
Ordinances. Provided further that all animals must be boarded in enclosures located
no closer than one hundred (100) feet from any property line. The requirements of
City Ordinance 1358 and any amendments or additions thereto shall apply in any
event. The provisions of this section shall in no way supersede or override
prohibitions or regulations of any other ordinance pertaining to kennels, their
licensing or operation.
Section 10-604.6 Garage Requirement: (Amended listing: clarification)
Every single family dwelling unit hereafter shall be so located on the lot so that at
least a two (2) car garage or carport (exclusive of front yard carports), either
attached or detached, can be accessed on said lot. It is not, however, the intent of
this section to prohibit the conversion of an existing residential garage to a habitable
room.
Section 10-605.6 Surfacing [Drivewavs/Parking Lots] (Amended listing: clarification)
All areas intended to be utilized for parking space and driveways shall be surfaced
with materials suitable to control dust and drainage. Suitable materials shall be
concrete, asphalt, recycled asphalt, or other materials if approved by the City

hundred dollars ($100.00) cash value thereof, estimated in lawful currency
of the United States for the current expenses for the support, maintenance,
and improvement of the City Government of said City of La Porte; and
(2) An Ad Valorem Tax of and at the rate of sixteen cents ($.16) on the one
hundred dollars ($100.00) cash value thereof, estimated in lawful currency
of the United States, to pay current interest on and provide one year's
sinking fund and to pay all of the Principal and Interest accruing on all
outstanding general obligation bonds and certificates of obligation
lawfully issued by the City of La Porte.
That this provides the sum of total Ad Valorem tax at the rate of seventy-one
cents ($.71) on the one hundred dollars ($100.00) cash value thereof, estimated in
lawful currency of the United States.
Section 2. All property upon which a rate of taxation is hereinabove levied
shall be assessed on a ratio of one hundred percent (100%) of the estimated market
value thereof.

In June of 1994, the City Council approved a rate change for payments to the
City's commercial solid waste hauler, Browning Ferris Industries. The
increase was for fees associated with roll off service and was driven by
landfill fees for non compacted trash. At that time, staff indicated that an
offsetting increase for our rates to our customers would be needed and that we
would request the change with the new budget, so as to not increase rates
during the middle of the year.
The City has not adjusted its rates for commercial solid waste since the
original ordinance was passed in 1990. Since that time, the City has received
increases from BFI that are driven by their increased costs and capped by a
Consumer Price Index factor. The City has been able to absorb these increases
without having to increase the rates to its customers.
At this time, it is necessary to increase the amount charged for container
service by five percent (5%) and the amount for roll off service to five
percent (5%) more that we are being charged by BFI.
The attached ordinance, 1729-A, establishes the following rates for commercial
solid waste

Extra Dump Service $2.10 per cubic yard

SUMMARY & RECOMMENDATION
On March 14, 1994, the City' executed a joint agreement with Harris County to restore the
existing pier located at Sylvan Beach Park. As a part of that agreement, Harris County
is to provide construction materials for the restoration and the City is to provide plans,
specifications, contract administration, and cost for labor on the project.
In accordance with the agreement, the City had the enineering design work performed
and developed specifications for the project. Staff advertised for bids in early August of
1994, and opened bids on August 22, 1994, Of the ten (10) contractors anticipated to
bid, only three (3) did so (see attached bid tabulation).
After evaluation of the bids received, it has been determined that the lowest qualified
bidder is Galveston Bay Land & Marine with a bid of $62,848,50. Due to the nature of this
type of construction (ie: over water, etc.), staff would also recommend an additional 10%
contingency of $6,284,85 be included to cover any extra work items that may arise as a
result of the construction.
Funding for this project will be from an Escrow Account established in 1987 by private
. contributions to the City for the pier restoration.

Approve an ordinance awarding a construction contract to Galveston Bay Land & Marine

Summary
On June 13, 1994, Councii authorized the City Manager to enter into a contract with
Commodore Construction for renovation to be made to the municipal jail facility. As the
low bid was in excess of the amount budgeted, the contract amount was reduced
$56,200.00 by postponing some work to be done in the new budget year.
During the Budget workshops, the Council authorized an additional $56,200.00 be spent
on the municipal jail facility to complete the origincllproject. In order to keep the project
moving with no interruptions, the staff now requests that a contract change order in the
amount of $56,200.00 be approved with the funds to be expended in the Fiscal Year 1995
which begins October 1.
Recommendation
The staff recommends that Council authorize the City Manager to execute a contract
change order with Commodore Construction in the amount of $56,200.00 to complete the
Municipal Jail Renovation Project.
Action Required by Council:
Approve an ordinance authorizing the City Manager to execute a contract change order
in the amount of $56,200.00 with Commodore Construction for the Municipal Jail

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA PORTE PLEDGING
SUPPORT FOR THE EFFECTIVE CONSERVATION AND IMPROVED MANAGEMENT OF
THE GALVESTON BAY ESTUARY AND ITS CRITICAL RESOURCES.
WHEREAS, the Galveston Bay System has been recognized as an
estuary of national significance, under provisions of the 1987
federal Water Quality Act, and
WHEREAS, Galveston Bay is the largest estuary in Texas, the
nation's second most productive bay fishery, and is vital to the
local, statewide und national economies as a renowned deepwater
port, as a nationally significant petrochemical complex, and as a
premier recreational resource,_ and
WHEREAS, the counties surrounding Galveston Bay are home to
more than three million citizens who look to the Bay for
recreation, as a pleasant living environment, and as a valuable
generator of employment and income, and
WHEREAS, recent scientific studies of Galveston Bay resources
and public policy studies of existing Bay management methods have
indicated the need for prompt, coordinated action to more
effectively address adverse impacts on water quality, habitat and
living resources, and public health, and
WHEREAS, the watershed area which drains into Galveston Bay
crosses the boundaries of numerous governmental jurisdictions in
the Houston-Galveston region and involves management of a range of
activities by various agencies at all levels of government, and
WHEREAS, the ecosystem protection approach developed for the
Bay system through the Galveston Bay National Estuary Program
represents the "state of the art" in environmental planning and
management, and
WHEREAS, the management of Galveston Bay as premier regional
economic and environmental asset deserves the participation of all
bay users and interests groups, and
WHEREAS, the Galveston Bay Estuary program will be
administered by the state without any expense to the City of La
Porte
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA
PORTE, TEXAS THAT;
. The City of La-Porte recognizes that coordinated regional
management of Galveston Bay will be the most effective means of
achieving the goals of the Galveston Bay Plan, and

SUCH COALITION TO INTERVENE ON BEHALF OF THE CITY OF LA PORTE IN
PUBLIC UTILITY COMMISSION DOCKET NO. 12065 AND TO TAKE OTHER
APPROPRIATE ACTIONS RELATING TO ELECTRIC UTILITY RATES; MAKING
CERTAIN FINDINGS AND TAKING OTHER ACTIONS RELATING THERETO; FINDING
COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE
DATE HEREOF.
WHEREAS, the City of La Porte (the 'City") is authorized under
the terms of the Texas Public utility Act, Art. 1446c, Tex. Rev.
civ. Stat. Ann. (Vernon Supp. 1994), and Chapter 37 of the Code of
Ordinances of the City, to regulate electric rates within the City
to the extent provided therein; and
WHEREAS, certain parties have instituted with the Public
utility commission of Texas (the "Commission") a rate proceeding
styled "Complaint of Kenneth D. Williams against Houston Lighting
and Power Company ("HL&P") for certain unincorporated areas wi thin
its service area; and
WHEREAS, certain municipalities have indicated their desire to
join with the City in a coalition of cities interested in the
conduct of the Proceeding and to intervene on behalf of the
participating municipalities therein; and
WHEREAS, the City Council of City has determined that it is in
the best interests of the electric rate payers of the City that the
City join in the formation and operation of the Coalition, and that
the coalition be authorized to lntervene in the Proceeding on the
City's behalf;
. 'NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF LA PORTE:
section 1. The facts and recitation set forth in the preamble
of this Resolution are hereby found to be true and correct.
section 2. The City is hereby authorized to assist in the
organization of and to join in a coalition of municipalities and
other parties having a similar interest in the proceeding. The City
is hereby authorized to intervene in the Proceeding, either as a
member of the coalition or otherwise, and to take all related legal
and other actions on behalf of the City and its rate payers in
connection with the subject matter thereof.
Section 3. Robert T. Herrera, City Manager, or any other
officer or agent of the city designated by the City Council for such

The National League of Cities' Annual Business Meeting will be held Sunday, December 4,
1994 at the Congress of Cities in Minneapolis, Minnesota. Under the Bylaws of the National
League of Cities, each direct member city is entitled to cast from one to 20 votes, depending
upon the city's population, through its designated voting delegate at the Annual Business
Meeting. The table on the reverse side of this memorandum shows the breakdown of votes
by p"opulation categories.
To be eligible to cast the city's vote(s), each voting delegate and alternate voting delegate
must be designated by the city using the attached form which will be forwarded to NLC's
Credentials Committee. NLC's Bylaws expressly prohibit voting by proxy. Thus, the
designated voting delegates must be present at the Annual Business Meeting to cast the city's
vote or votes.
To enable us to get your credentials in order and to provide your voting delegates with
proposed National Municipal Policy amendments and proposed Resolutions prior to the
Congress of Cities, we ask that you return the IVORY copy of the completed form to NLC
on or before October 10, 1994. A pre-addressed envelope is attached. Upon receipt of
these names, NLC will send each voting and alternate voting delegate a set of instructions on
registration and rules governing the conduct of the Annual Business Meeting.

SUMMARY & RECOMMENDATION
Sealed bids were received on August 8, 1994 for the annual contract for
smoke bombs. Bombs are used in the Infiltration and Inflow reduction
Program to identify sources of water inflow in the sewer system.
Bid requests were sent to four (4) vendors with four (4) bids returned.
Low bid was submitted by I.C.M. of Houston for $34.20 per case. Using
estimated yearly quantities, the total annual cost would be $13,680. This
represents a 3% price decrease over the current supplier. Adequate funds
are budgeted in the Wastewater Collection operating budget.
Action Required by Council: Award annual contract to I.C.M. of Houston for
supplying smoke bombs at $34.20 per case, for an estimated annual purchase
of $13,680.

SUMMARY & RECOMMENDATION
Sealed bids were received on August 22, 1994 for the annual contract for
cleaning, televising and removal of roots in sanitary sewer lines. This
contract is a component of the City's Inflow and Infiltration Reduction
Program, and will be used to supplement the City's in-house cleaning and
televising program.
Bids were sent to six (6) contractors, with five (5) returning bids. Low
bid was submitted by AAA Flexible Pipe, of La Porte, for an estimated
annual cost of $65,170. A total of $70,000 has been allocated in the FY
94-95 Inflow/Infiltration Fund.
Action Required by Council: Award annual contract for cleaning, televising
and removal of roots from sanitary sewer lines to AAA Flexible Pipe Co. for
an estimated annual cost of $65,170.

SUMMARY & RECOMMENDATION
Sealed bid #0607 for the annual supply of liquid asphalt cement (AC-10) was
opened and read on August 29, 1994. Bid requests were mailed to three (3)
vendors with two (2) returning bids. AC-10 is used in the Street Paving
Program.
Low bid meeting specifications was submitted by Exxon Company, USA, at an
estimated annual cost of $14,490.00. This represents a 3% increase over
last year's bid. Adequate funds for the total estimated contract price is
available in the Street Division's Annual Operating Budget.
Action Required by Council: Award bid for the annual contract for supply

SUMMARY AND RECOMMENDATION
On August 1, 1994, Sealed Bids # 0602, for Automated Meter Reading Devices,
were opened and read. Bid requests were mailed to five (5) vendors with one
(1) returning a bid.
The only bid received was submitted by Sensus Technologies. The amount of
their bid totals $45,937.30 when unit prices are multiplied by estimated
quantities. Their price represents a 3% increase over our current contract
price.
The other vendors who were contacted but did not turn in a bid indicated that
either they did not sell meters that met our specifications, they could not
met the price of the manufacturer or their bid package was returned to the
City with no forwarding address.
The City advertised in the Bayshore Sun and sent a bid notice to the Chamber
of Commerce.
The meters bid will be used by City utility staff to install at various
locations within the city. These meters permit City staff to economically
obtain meter consumption reads (for billing purposes) in inclement weather.
ACTION REQUIRED BY COUNCIL:
Approve or reject contract with Sensus Technologies for purchase of automated
meter reading devices at the unit prices shown.
