MINUTES OF THE REGULAR MEETING OF
LA PORTE CITY COUNCIL
APRIL 24, 1995
1. CALL TO ORDER
The meeting was called to order by Mayor Norman .Malone at 6:00
P.M.
Members of City Council Present: Mayor Norman Malone,
Councilpersons Guy Sutherland, Mike Cooper, Bob McLaughlin,
Alton Porter, Deotis Gay, Jack Maxwell and Jerry Clarke
Members of Council Absent: Councilperson Thrower
Members of City Staff Present: Assistant City Manager John

2. INVOCATION BY COUNCILPERSON PORTER
The invocation was given by Councilperson Alton Porter.
3. CONSIDER APPROVING MINUTES OF REGULAR MEETING OF LA PORTE CITY
COUNCIL APRIL 10. 1995
Motion was made by Councilperson Porter to approve the minutes
of April 10. 1995. Second by Councilperson Sutherland. The
motion carried, 8 ayes and 0 nays.
Ayes: Councilpersons Sutherland, Cooper, McLaughlin,
Porter, Gay, Maxwell, Clarke and Mayor Malone
Nays: None
4. PROCLAMATION•
RESPECT FOR THE LAW WEEK - L. Mabe - Optimist Club
Mayor Malone proclaimed May 1-7 as Respect For Law Week and
presented the proclamation to Optimist Club members Pam and
Larry Mabe. Larry Mabe presented a plaque to D.A.R.E. Officer

Richard Ayers for his outstanding service to the community and
to the Optimist Club.
5. PRESENTATION:
EMPLOYEE OF THE QUARTER - S. GILLETT
Mayor Malone recognized Isabel Salinas as employee of the
Quarter for January, February and March.

PAYERS WISHING TO ADDRESS COUNCIL
There were no requests to speak.
7. CONSENT AGENDA - ANY ITEM MAY BE REMOVED BY A COUNCILPERSON

A. CONSIDER DECLARING TERRYBERRY A SOLE SOURCE VENDOR AND
AUTHORIZE THE PURCHASE OF 1995 SERVICE PINS - L. RIGBY
B. CONSIDER AWARDING A BID FOR JANITORIAL SERVICE AS
FOLLOWS: QUALITY JANITORIAL FOR CITY HALL AND PUBLIC
WORKS; THE GREATEST JANITORIAL SERVICE FOR MUNICIPAL
COURT AND THE FITNESS CENTER - S. Kellev
Motion was made by Councilperson Porter to adopt the Consent
Agenda as presented. Second by Councilperson McLaughlin. The
motion carried, 8 ayes and 0 nays.

Porter, Gay, Maxwell, Clarke and Mayor Malone
Nays: None
8. ADMINISTRATIVE REPORTS
A. SYLVAN BEACH DAY
Assistant City Manager John Joerns reminded Council about the
upcoming events for Sylvan Beach Day celebration this
Saturday, April 29th.
9. COUNCIL ACTION
Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay,
Maxwell, Clarke and Mayor Malone brought items to Council's
attention.

week in May as "Respect for Law Week ; and
WHEREAS, the La Porte Noon Optimist Club has a special gift for the high-
school age drivers of the community who demonstrate a respect for law during the week of May
1-7, and
WHEREAS, the La Porte Noon Optimist Club it asking the La Porte Police
Department to help reward high-school age drivers who demonstrate courteous driving habits,
and
WHEREAS, special citation fornu will be issued by the Police Officers during
May 1-7 to eighteen youthful driver, and
WHEREAS, these special citation forms can be mailed by the driver to the La
Porte Optimist Club fora $10 reward and certificate.
NOW, THEREFORE, I, NORMAN L. MALONE, MAYOR of the City
of La Porte, do hereby proclaim the week of May 1-7, as
RESPECT FOR LAW WEEK
in the City of La Porte, and urge all citizens to demonstrate courteous driving habits
during this designated week

Dear Sue,
The first week in May has been traditionally set aside by Optimist
International as respect for law week. Each of the clubs, throughout the
world, will recognize, in some way, the importance of law and the law
enforcement to the community.
This year the La Porte Noon Optimist has a special gift for the high-
school age drivers of the community that demonstrate a respect for law.
During the week of May first through May seventh, 1995 the club is asking
the La Porte Police Department to help us in rewarding high-school age
drivers caught in the act of demonstrating courteous driving habits.
We will have a special ticket book prepared that will allow the
participating officer to issue a citation form that can be mailed by the driver
to the La Port Optimist Club fora $10 reward and certificate. I have
included a copy of this ticket. The club would like to recognize eighteen
youthful drivers in this way. The Club is asking the City to proclaim the first
week in may as "Respect for Law Week".

SUBJECT: Employee of the Quarter Nomination
Isabel Salinas is currently the Equipment Services Supervisor in
the Equipment Services Division of Public Works. He has been an
employee of the City of La Porte for a period of almost fifteen
(15) years. During this time he has advanced from a mechanic to
the Equipment Services Supervisor. He knows his job and performs
it in a very effective, ;efficient manner.
Isabel was requested to perform the duties of the Equipment
Services Superintendent, as well as his normal duties, when the
former superintendent resigned. He has done this difficult
assignment in a very professional and dedicated manner. He has
performed so well he was requested to consider the position of
superintendent on a permanent basis; however, for personal reasons,
he declined. He was not only willing to assume extra duties, he
has performed far above that which was expected of him. He has
applied himself to learn duties he would not be expected to do in
his normal duties such as preparing budget, preparing Motor Pool
lease fees and replacement lists, and making decisions not usually
falling under his control. He has done excellently in all of
these.
Isabel is a joy to work with. He is usually cheerful and
optimistic in his outlook. He provides a positive role model for
all employees in Public Works and the City. He has regularly
performed over and above that required of him without complaint and
in a truly excellent manner.
For all of the above reasons, I am proud to submit Isabel Salinas
as a candidate for Employee of the Quarter. Should you have any
questions or desire further information, please contact me or I
will be willing to discuss this employee's performance at the
selection meeting.

Service pins are awarded on an annual basis to those employees who have shown continued
loyalty to the City and have worked for 5, 10, 15, 20, and 25 years. When the service pin
program was first begun, quotes from several companies were obtained and Terryberry, a
company in Grapevine, Texas was awarded the bid and has continued to serve the City in this
capacity for each subsequent year. This year, due to the number of employees who are eligible
to receive service pins, the cost will be $5,971.20 (20 five year, 13 ten year, 11 fifteen year,
3 twenty year, and 1 twenty-five year).
To award this bid to another company would encompass an additional tool and die charge of
approximately $400. The pins purchased from Terryberry in the past have been of high quality
and each pin matches all previous awards.
Staff is requesting that Terryberry be declared a sole source and service pins for 1995 be
purchased from them for the amount stated above. Sufficient funds were budgeted in Human
Resources Employee Appreciation line item to cover this expense.

Declare Terryberry a sole source and authorize staff to purchase 1995 service pins.
