1. CALL TO ORDER
The meeting was called to order by Mayor Pro Tem Alton Porter
at 6:02 P.M.
Members of City Council Present: Mayor Pro Tem. Alton Porter,
Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob
McLaughlin, Deotis Gay, Jack Maxwell and Jerry Clarke

2. INVOCATION BY DR. WAYNE SPEARS - FAIRMONT PARR BAPTIST CHURCH
The invocation was given by the Pastor of the First Baptist
Church Rev. Randy Gilchrist, as Dr. Spears was unable to
attend the meeting tonight.
Councilperson Clarke addressed Council thanking Rev. Gilchrist
for the participation of the La Porte Alliance of Ministers.
He indicated it is a real inspiration for this Council and the
City of La Porte.
3. CONSIDER APPROVING MINUTES OF PUBLIC HEARING AND REGULAR
MEETING JUNE 12, 1995
Motion was made by Councilperson Thrower to aubrove the
minutes of June 12, 1995. Second by Councilperson Clarke.
The motion carried, 8 ayes and 0 nays.

4. PRESENTATION:
A. PRESENTATION TO RETIRING MEMBER OF PLANNING AND ZONING
COMMISSION
Mayor Pro Tem. Alton Porter asked Planning and Zoning
Commission Chairman Betty Waters, retiring board member Inge
Browder, and Chief Building Official Mark Lewis to come before
Council for a presentation. Mayor Pro Tem. Porter read a
profile regarding Ms. Browder's contribution and the many
accomplishments made by the Planning and Zoning Commission
during her approximate twelve years of dedicated service.
Chief Building Official Mark Lewis presented a plaque to Ms.
Browder. Ms. Browder thanked Council for the plaque and the
recognition given to the Planning and Zoning Commission.
Betty Waters stated, "Inge could always be counted on to bring
about a real thorough discussion on any topic presented to the
Commission."
Mayor Pro Tem. Porter introduced the new Director of Planning
Guy Rankin. Assistant City Manager John Joerns stated, "Mr.
Rankin comes to us from the Harris County Community
Development Agency where he was instrumental in starting their
first planning department. He also had approximately two and
one half years of service with the City of Houston. Prior to
that Mr. Rankin was with a Council of Governments region
planning effort in North Carolina." Mr. Joerns indicated the
City of La Porte is very pleased to have Mr. Rankin on board,
and we are looking forward, with his assistance, to continue
to progress in the area of planning, community and economic
development.
Director of Planning Guy Rankin stated, "I am glad to be here.
It seems like a friendly town, and I am glad you chose me for
your Planning Director." Council welcomed Mr. Rankin.

There were no citizens wishing to address Council.
6. CONSIDER APPROVING AN ORDINANCE ESTABLISHING SCHOOL ZONES
WITHIN THE CITY OF LA PORTE (Ord. 95-1466-G) - B. Jacobs
Assistant Director of Public Works Buddy Jacobs reviewed the
summary and staff recommendation regarding this request.

Council asked for clarification of the proposed ordinance.
Assistant City Attorney John Armstrong reviewed the ordinance
with Council.

ORDINANCE AMENDING CHAPTER 25, ARTICLE 2, SECTION 25-23 OF THE
CODE OF ORDINANCES OF THE CITY OF LA PORTE; FOR THE PURPOSE OF
DESIGNATING MAXIMUM SPEED LIMITS UPON THE STREETS OF THE CITY
OF LA PORTE; FOR THE FURTHER PURPOSE OF SPECIFICALLY
DESIGNATING SCHOOL ZONES AND THE MAXIMUM SPEED LIMITS APPLYING
TO SAID SCHOOL ZONES AT TIMES SPECIFIED HEREIN; FURTHER
PROVIDING THAT ANY PERSON VIOLATING THE TERMS OF THIS
ORDINANCE SHALL BE DEEMED GUILTY OF A MISDEMEANOR AND UPON
CONVICTION SHALL BE FINED IN A SUM NOT TO EXCEED TWO HUNDRED
DOLLARS; PROVIDING A SEVERABILITY CLAUSE; FINDING COMPLIANCE

Motion was Made by Councilperson Cooper to adopt Ordinance 95-
1466-G as read by the Assistant City Attorney. Second by
Councilperson Gay. The motion carried 8 ayes and 0 nays.

Director of Finance/Assistant City Manager Jeff Litchfield
reviewed for Council the summary and recommendation for the
request.
Council discussed the recommendation and asked for
clarification of method used to calculate value of the
property.
Director of Finance/Assistant City Manager Jeff Litchfield and
Assistant City Manager John Joerns made clarifications for
Council.

Ordinance 95-2032-A as read by the Assistant City Attorney.

8. CONSIDER AN ORDINANCE APPROVING AND AUTHORIZING THE SALE AND

BLOCK 3, SHADY RIVER SUBDIVISION, SECTION 2, HARRIS COUNTY,
TEXAS TO ROBINSON CAPEN AND WIFE, MARIAN V. CAPEN (Ord. 95-
20431 - J. Joerns
Assistant City Manager John Joerns recommended tabling this
item. Mr. Joerns explained after the item was placed on the
agenda, he received a call from a person in the community
expressing an interest in the purchase or in the acquisition
of this sale. Mr. Joerns stated, "After staff reviewed the
request it was felt one of the State's law exemptions on
public notice fit this particular situation. On further
review of the State exemptions for public notice, I am
recommending to Council we table this item tonight for further
review with the City Attorney."
Motion was made by Councilperson Maxwell to table item 8 until
Council brings it back to the table. Second by
Councilperson Cooper. The motion carried, 8 ayes and 0 nays.

10. ADMINISTRATIVE REPORTS
A. MOTORCYCLE DIVISION - B. Powell
B. RIBBON CUTTING CEREMONY FOR THE OPENING OF THE UNDERWOOD
ROAD BETWEEN FAIRMONT AND SPENCER IS SET FOR 10:00 A.M.
ON JULY 5, IN FRONT OF THE ANGELIS SERVICE STATION
B) Assistant City Manager John Joerns reminded Council about
the ribbon cutting ceremony for the opening of the Underwood
Road between Fairmont and Spencer to be held at 10:00 A.M. on
July 5th. Mr. Joerns also reported to Council there was an
EMS unit involved in an accident last Wednesday on Spencer
Highway. There were no injuries to the EMS attendant or
driver, but it appears the ambulance will be a total loss.
The City is working with the insurance adjustor for the other
person involved in the accident, and staff will keep Council
informed. At this time we have two ambulances in service, but
our third response vehicle is not available. If we were to
have a need for the third unit we would rely on the "First
Response" unit, the suburban, followed up by Mutual Aid from
another community. The City also had a police unit involved
in an accident on Highway 225. A City of La Porte Police
Officer had just completed his investigation of a wreck on
Highway 225, and he was entering his police unit to leave when
a car hit his police unit from the rear. The Officer bumped
his knee but was not severely injured. He was treated and
released later that evening from the hospital. Unfortunately,
the other person involved is suffering some significant
injuries. The police unit may have to be declared a loss
because it received chassis damage. Mr. Joerns also reported
there was a single vehicle accident on Myrtle Creek and
Spencer Highway. It appeared the vehicle veered off and
struck the traffic signal pole. It caused damage to the pole
and lights at the intersection. It took approximately three
and one half hours to clear the intersection. The City is
responsible for the traffic signals at that intersection, and
we are presently looking for a traffic pole to fit the base
which holds those signals. None of these incidents appear to

be the fault of City personnel involved and staff will keep
Council informed on all these matters.
A) Chief Bobby Powell came before Council seeking approval to
start a motorcycle unit within the City of La Porte Police
Department. Chief Powell said due to the growth of the City
these units will be very beneficial. These units will be
equipped with radar for speed control. The motorcycles will
be owned by individual officers and leased to the City for a
fee of $450.00 per month for each motorcycle. This fee will
cover the up -keep of the unit. The officer owning the
motorcycle will be responsible for the repairs, oil, tires,
brakes, insurance and other maintenance. The gasoline will be
worked out on the basis of use to the City per week, as the
units will be utilized by the officer for other jobs which
they preform. Chief Powell said there will be some special
equipment required which the City will be responsible. He
said the funds are available in the existing budget to carry
the expenditures to October and the beginning of the new
budget year.
Assistant City Manager John Joerns asked for Council direction
to order the equipment. An affirmative response from Council
is needed to begin this program. Mayor Pro Tem Porter asked
if there were any objections from Council to the proposed
motorcycle units. No objections were heard. City Manager
Joerns stated, "Not having heard any objections, we will
proceed." Mr. Joerns also announced the budget workshops will
begin on August 14 after the City Council meeting.
Chief Powell introduced Officer George Young and David Hoffman
who will be operating the two motorcycle units.
11. COUNCIL ACTION
Councilpersons Maxwell, Gay, McLaughlin, Thrower, Cooper,
Sutherland and Mayor Pro Tem Porter brought items to Council's
attention.

SUMMARY & RECOMMENDATION
The La Porte Independent School District has requested the City to
establish a school zone for the Early Childhood Development Center on South
1st Street between West H and West I Streets. The Center is a year -around
facility, with staggered arrival and departure times.
In researching the Code of Ordinances, several problems were found with
overlapping ordinances. Over the years, several zones were inadvertently
deleted by omission. In order to correct the Code, a new ordinance was
drafted for all school zones correcting the problems and adding the Early
Childhood Development Center. The School District was contacted to ensure
arrival and departure times would be compatible with the new ordinance (see
attached letter).
Action Required by Council: Approve Ordinance No. 95-1466-G establishing
School Zones within the City of La Porte.

AN ORDINANCE AMENDING CHAPTER 25, ARTICLE 2, SECTION 25-23 OF THE
CODE OF ORDINANCES OF THE CITY OF LA PORTE; FOR THE PURPOSE OF
DESIGNATING MAXIMUM SPEED LIMITS UPON THE STREETS OF THE CITY OF
LA PORTE; FOR THE FURTHER PURPOSE OF SPECIFICALLY DESIGNATING

ZONES AT TIMES SPECIFIED HEREIN; FURTHER PROVIDING THAT ANY PERSON
VIOLATING THE TERMS OF THIS ORDINANCE SHALL BE DEEMED GUILTY OF A
MISDEMEANOR AND UPON CONVICTION SHALL BE FINED IN A SUM NOT TO

WHEREAS, Article 6701d, Vernon's Texas Civil Statutes,
provides that whenever the governing body of the City of La Porte
shall determine upon the basis of an engineering and traffic
investigation that any prima facia speed therein set forth is
greater or less than is reasonable or prudent under conditions
found to exist at any intersection or other place or upon any part
of a street or highway within the City of La Porte, taking into
consideration, but not limited to, the width and condition of the
pavement and other circumstances on such portion of said street or
highway, as well as the usual traffic thereon, said governing body
may determine and declare a reasonable and prudent prima facie
speed limit thereat or thereon by the passage of an ordinance,
which shall be effective when appropriate signage giving notice
thereof is erected at such intersection or other place or part of
the street or highway; and
WHEREAS, the City Council of the City of La Porte has directed
that an Engineering and Traffic Investigation take place for the
purpose of ascertaining reasonable and prudent prima facie speed
limits within the City of La Porte; and
WHEREAS, the results of said Engineering and Traffic
Investigation have become known unto the City Council of the City
of La Porte; and

WHEREAS, the City Council of the City of La Porte finds that
it is consistent in promoting the health, safety, and welfare of
the citizens of the City of La Porte to reduce the maximum speed
on said streets of the City of La Porte based upon the results of
said engineering and traffic investigation;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF LA PORTE:
Section 1. Upon the basis of an engineering and traffic
investigation heretofore made as authorized by the provisions of
Article 6701d, Vernon's Texas Civil Statutes, the Code of
Ordinances, City of La Porte, Harris County, Texas, Chapter 25
"Traffic", Article 2, Section 25-23, subparagraphs (a) through (d),
are hereby amended to read as follows, to -wit:
"Section 25-23. Maximum limits generally.
A. Except as otherwise provided in this section, it shall
be unlawful for any person to drive or operate a motor
vehicle within the City of La Porte at a rate of speed
greater that 30 miles per hour.
B. Notwithstanding any other provision of this Article, no
person shall drive a motor vehicle on any street or
highway in the City at a speed greater than is reasonable
and prudent under the conditions then existing, having
regard to the actual and potential hazard when
approaching or crossing an intersection or a railway
grade crossing, when approaching or going around a curve,
when approaching a hillcrest, when traveling upon a
narrow or winding street or highway, or when a special
hazard exists with respect to pedestrians or other
traffic or by reason of weather or street conditions.
In any event, speeds shall be so controlled as may be
necessary to avoid colliding with any person, vehicle,
or other conveyance on or entering the street, alleyway,
or highway in compliance with legal requirements, and the
duty of all persons, to use due care.
C. The City Council finds, upon traffic and engineering
studies, and having regard to all other elements and
factors required by law, including, but not limited to,

the widths and conditions of pavements and other
circumstances, as well as the usual traffic thereon, that
the maximum rates of speed as prescribed in this article
are the maximum, reasonable, and prudent, safe prima
facie speeds for motor vehicles operating as described
herein.
D. Maximum limits and school zones.
(1) Notwithstanding any other provisions of this
article, it shall be unlawful for any person to
drive any motor vehicle at a rate of speed in excess
of 20 miles per hour in any of the following
designated school zones:
(a) Along Park Street from San Jacinto to Fairmont
Parkway, a distance of 700 feet, .133 miles.
(b) Along Fairmont Parkway from Park Street to
South Broadway, a distance of 1,800 feet, .34
miles.
(c) Along Texas Ave. from Fairmont Parkway to East
"G" Street, a distance of 1,400 feet, .27
miles.
(d) Along East "G" Street from South Broadway to
San Jacinto, a distance of 1,500 feet, .28
miles.
(e) Along South Broadway from a point 250 feet
south of East "G" Street to a point 75 feet
south of East "B" Street a distance of 2,525
feet, .48 miles.
(f) Along San Jacinto from a point 20 feet south
of East "B" Street to a point 200 feet south
of East "G" Street, a distance of 2,330 feet,
.44 miles.
(g) Along East "C" Street from San Jacinto to South
Broadway, a distance of 650 feet, .123 miles.
(h) Along West Madison from a point 30 feet west
of North 4th Street to North 6th Street, a
distance of 620 feet, .117 miles.
(i) Along North 6th Street from a point 400 feet

is hereby declared to be the intention of this City Council to have
passed each section, sentence, phrase, or clause, or part thereof,
irrespective of the fact that any other section, sentence, phrase
or clause, or part thereof, may be declared invalid.
Section 4. Any person, as defined in Section 1.07(26), Texas
Penal Code, who shall violate any provision of this ordinance,
shall be deemed guilty of a misdemeanor and upon conviction shall
be punished by a fine not to exceed Two Hundred Dollars ($200.00).
Section S. All ordinances or parts of ordinances in conflict
herewith are hereby repealed to the extent of such conflict only.
Section 6. This ordinance shall be effective fourteen (14)
days after its passage and approval. The City Secretary shall give
notice of the passage of this ordinance by causing the caption
hereof to be published in the official newspaper in the City of La
Porte at least twice within ten (10) days after the passage of this

On May 8th, 1995, the City Council approved a Street closing for West Adams
Street between blocks 679 and 690 for the adjacent property owner, Doug
Latimer.
After receiving information on the closing, Mr. Latimer has asked that we
reconsider the value we placed on the closing because of information he has
regarding two arms length sales of adjacent property that occurred in October
and November of 1993.
The policy of establishing a value on closings involves taking the average
Harris County Appraisal District value per square foot and multiplying it by a
factor of 1.75, and multiplying by the number of feet in the property being
closed. If an applicant disagrees with this value, they can ask for an
appraisal.
Using the HCAD approach, the value per square foot was .4849, which was
multiplied by 1.75 to arrive at a closing value of .8485 per square foot.
The sales information provided by Mr. Latimer on the two property
transactions, which are adjacent to the property being closed, are recent
enough to establish current market value of property in the area. As such, I
believe their closing price to more closely reflect market value and are
acceptable in lieu of an appraisal.
Mr. Latimer purchased block 679 for $55,500 and block 680 for $67,500. The
square footage of each block was 106,400. The average price per square foot
was $.5780 ((55,500 + 67,500) / 212,800).
The recalculated value of the property closing is $.5780 per square foot
multiplied by 21,280 square feet, or $12,299.84.
Even though this amount is less than the original amount of $18,057.67, it is
fair to both parties to reduce the cost for closing to $12,299.84.
ACTION REQUIRED BY COUNCIL:
Approve ordinance, which repeals ordinance 95-2032, and establishes an amount
of $12,299.84 for the closing of West Adams Street between blocks 679 and 690.

WHEREAS, the City Council of the City of La Porte has been requested by record
owner of all of the property abutting the hereinafter described portion of West Adams
Street, in the Town of La Porte, Harris County, Texas, to vacate, abandon, and permanently
close that portion of West Adams Street; and
WHEREAS, the City Council of the City of La Porte has determined and does
hereby find, determine and declare that the hereinafter described portion of West Adams
Street, Town of La Porte, Harris County, Texas, is not suitable, needed, or beneficial to the
public as a public road, street and alley, and that the closing of the hereinafter described
portion of West Adams Street, Town of La Porte, Harris County, Texas, is for the protection
of the public and for the public interest and benefit, and that the hereinafter described
portion of said West Adams Street, should be vacated, abandoned, and permanently closed.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:
Section 1. Under and by virtue of the power granted to the City of La Porte under
its Home Rule Charter and Chapter 13, Title 28, Article 1175, of the Revised Civil Statutes
of the State of Texas, 1925, the hereinafter described portion of West Adams Street, Town
of La Porte, Harris County, Texas, is hereby permanently vacated, abandoned and closed
by the City of La Porte, to -wit:
Being that portion of the right-of-way of West Adams Street between Block 679 and
690, Town of La Porte, Harris County, Texas, and between the east right-of-way line
of North 18th Street and the west right-of-way line of North 17th Street.

Save and except, the City of La Porte retains a utility easement across this portion
of West Adams Street from the east right-of-way line of North 18th Street to the west
right-of-way line of North 17th Street. Said easement shall be twenty (20) feet in
width and lies ten (10) feet on either side of the center line of the existing 15 inch
diameter sanitary sewer line in the right-of-way.
The City of La Porte, for itself, its successors and assigns, and the public utilities
holding franchises from it, shall have the perpetual right, privilege and easement,
with appropriate rights of ingress and egress and reasonable working area for
construction and maintenance, to enter upon and construct, reconstruct, maintain,
operate, inspect, replace, repair and remove public utility facilities, together with all
necessary improvements under and across West Adams Street, as described herein.
All paving plans and specifications shall be subject to the prior approval of the City
of La Porte, including, but not limited to the placement of construction joints in any
paving. The City of La Porte and its franchised public utilities shall not be obligated
to restore or repair any such paving necessitated by the exercise of such public utility
rights and privileges. No permanent improvements other than paving and
landscaping shall be erected on said property.
Section 2. The City Council officially finds, determines, recites and declares that a
sufficient written notice of the date, hour, place and subject of this meeting of the City
Council was posted at a place convenient to the public at the City Hall of the City for the
time required by law preceding this meeting, as required by the Open Meetings Law, Article
6252-17, Texas Revised Civil Statutes Annotated; and that this meeting has been open to
the public as required by law at all times during which this ordinance and the subject matter
thereof has been discussed, considered and formally acted upon. The City Council further
ratifies, approves and confirms such written notice and the contents and posting thereof.
Section 3. This ordinance shall be effective from and after its passage and approval,
and it is so ordered. Applicant shall have thirty (30) days from the effective date hereof to

pay the City of La Porte, in certified funds the sum of $12,299.84 as consideration

I would like to ask for your assistance in the reviewing of our current request for the closing and
land purchase of West Adams Street between blocks 679 and 690. We would like to have the
current values being assigned to this property be reviewed by Jeff Litchfield.
Currently, the City is assessing the value of the property at the HCAD Value times a factor of 1.75
($0.49 x 1.75) or $0.857 per square foot for the land. We have recently purchased two separate
adjoining blocks of land, blocks 679 and 680, for $0.51 per square foot and $0.63 per square foot
respectively, from two different sources in an arms length market transaction.
We would hope to see the City's appraised values more in line with actual market values. Your

Staff determined the area the City would need to retain for future maintenance, repair or
reconstruction at the lift station. The remaining portion of the lot is the subject of the
proposed sale. The sales price is the same cost/square foot that the City paid for the lot.

to attest to all such signatures and to affix the seal of the City

The City of La Porte has advertised for bids for materials and services to provide the annual Fourth
of July Fireworks Display at Sylvan Beach Park. Bids were opened and read on June 19, 1995.
Bid requests were issued to eleven vendors with one vendor returning a bid.
Alpha -Lee Enterprises, Inc. submitted a bid of Five Thousand, Two Hundred and Fifty Dollars
($5,250.00) to provide this year's fireworks display. For safety reasons, this year's display will
be performed from the t-head at the end of the Sylvan Beach Fishing Pier. The bid presented by
Alpha -Lee Enterprises, Inc. is five percent (5%) over the cost of last year's display and exceeds the
Five Thousand Dollars ($5,000.00) budgeted for the program. The Parks & Recreation Department
can absorb the budget overrun due to cost savings in other special events programs for the fiscal
year. Alpha -Lee Enterprises, Inc. has provided our fireworks display for the past five (5) years and
meets the state requirements for certification and safety.
Staff recommends that the bid be awarded to Alpha -Lee Enterprises, Inc., as overall low bidder
meeting specifications, with funding being available for this program.

Please recall that around May 22, 1995, I sent you a copy of an interoffice
memorandum on the above subject (see attachment). The memorandum contains
a personal note to you that this item would be placed on the June 26, 1995,
Council meeting.
During the June 26 meeting, Chief Powell will be making a presentation to you
on starting a Motorcycle Division within the Police Department. If you agree with
this concept, we would like an administrative approval from you to pursue this
new public police program. An affirmative reply will allow us to order equipment
and to plan a kick off for the program around August.
I support the formation of a La Porte Motorcycle Division. From an
administrator's point of view, I like the good public relations and visibility a
program like this offers. From a manager's point of view, I like the flexibility this
program will afford the Police Department in areas such as traffic enforcement,
accident investigation, path clearing for emergency vehicles and parade control.
I believe we can financially absorb the initial cost necessary to kick off this
program with current funds, thus allowing us to plan next year's 1995-96 budget
with this division in place. Supporting this memorandum is a prepared budget for
the remainder of the fiscal year.

Police Motorcycle Officers in La Porte may be a
controversial idea in its onset. I believe it will prove to be a
major asset to both the city and police department.
The primary mission of the Motorcycle Officers will be traffic
enforcement. However, MC Officers will increase the police
presence around the community and multiply the flexibility of the
departments assets many times over.
My intention is to utilize the MC Officers in many more ways
than simply ticket writing.
The inherent appearance of a MC Officer naturally draws
attention and comments from the citizens. We intend to put this

patrol the business and residential areas as well as the highways.
The officer is of course, more "open" than an officer inside a
patrol car, so he is more approachable and friendly. We will play
on this perception by having the officers park while they work
traffic. In this way, they can interact with the citizens,
explaining why working traffic is important. They can give a short
demonstration of the radar and radio to a group of children in a
school zone. This can go a long way to dispel misunderstandings
about traffic enforcement.
We can use the MC Officers most effectively as a "hot -spot"
tool. When we receive a series of complaints about a particular
area of town (Myrtle Creek, for example), the MC Officers can have
a commanding presence to the complainants. They generate a
feeling of increase traffic enforcement simply by being in an area.
When the presence of the MC Officers becomes common knowledge,
traffic problems should diminish rapidly. So, too, should the
complaints about lack of police presence in that particular area of
town.
The primary duty of the MC Officers is traffic enforcement and
accident investigation. However, they can linger in a problem area

longer than the patrol car units, who must leave to take calls.
That is not to say that the MC Officers won't respond when there is
a threat to lives or property. Their duties will not include
routine report taking. They will remain available to back-up the
car units when needed.
With the expected completion of the Fred Hartman Bridge, the
need to proceed to an accident scene on the bridge could very well
be done only by the MC Officers. A major traffic tie up could
prohibit patrol cars from getting up the bridge to victims and a MC
Officer could accomplish this much easier. Also, they could weave
a path for EMS and Fire Department units more readily than a patrol
car unit.
Finally, crowd control is a major use of the MC Officers. Many
times, during events on the street, spectators move onto the street
dangerously close to the path of parade vehicles. They are more
effective in keeping the crowd back away from the parade vehicles.
This is accomplished by cruising the edges of the parade route
itself. A car simply cannot do this job safely.

Usually finding $12,000.00 midway through a budget year to
start a program would be almost impossible. However, due to
careful budget management, the funds are available now. I do not
expect any major obstacles in starting this program very soon. The
only delay is buying some of the special order equipment, which m�
take four to eight weeks.
I am requesting your approval to begin this program in the near
future. I will consider it as an internal departmental expansion of
services, not as a major realignment of manpower. I am a so
requesting this issue be presented to council, for their approval,
at the next meeting. I will explain what I plan to accomplish,
should council have question in executive session.

Of Motorcycle Patrol
This proposed budget is for the addition of two Motorcycle Patrol Officers for
the period August 1, 1995 through September 30, 1995. The expenses can be
grouped into three categories, which are:

The items listed above in the clothing and equipment categories are expenses
that will not be needed each year. The expected useful life of these items is
from 3 to seven years.
The funds to support this new operation will be taken from several accounts in
the patrol budget. Specifically, there will be funds available for use in the
salary, overtime and clothing accounts. These accounts have funds available
because of careful management of budget items during the first eight months of
this fiscal year.
