Malone at 6:00 P.M. Members of City Council Present: Mayor Norman L. Malone, Councilperson Guy Sutherland, Mike Cooper, Bob McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell and Jerry Clarke Members of Council Absent: Councilperson Bob Thrower Members of City Staff Present: Assistant City Manager John Joerns, City Attorney Knox Askins, City Secretary Sue Lenes, Director of Finance/ACM Jeff Litchfield, Director of Administrative Services Louis Rigby, Director of Public Works Steve Gillett, Police Chief Bobby Powell, Assistant Finance Director Cynthia Alexander, Purchasing Agent Susan Kelley, Others Present: Dr. John Sawyer, Superintendent of LPISD Schools, Ken Schlather, President of LPISD Board of Trustees, and a number of other persons, to be named later, representing LPISD; and several La Porte citizens 2. INVOCATION BY REV. MARLIN FINN, FIRST UNITED METHODIST CHURCH The invocation was delivered by Rev. Marlin Finn pastor of the First United Methodist Church in La Porte, Texas. 3. CONSIDER APPROVING MINUTES OF REGULAR MEETING FEBRUARY 12, 1996 Motion was made by Councilperson Cooper to approve the minutes of February 12 as presented. Second by Councilperson Maxwell. The motion carved, 8 ayes, 0 nays. Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor Malone Nays: None 4. PROCLAMATIONS: A. RELAY FOR LIFE DAY - AMERICAN CANCER SOCIETY B. TEXAS PUBLIC SCHOOLS WEEK Mayor Malone asked the City Council to join him in proclaiming March 29 and 30, 1996, as Relay for Life Day. Receiving the proclamation was Rosalie Kuntz, President Southeast Harris County Unit of the American Cancer Society. Mayor Malone proclaimed the week of March 10 through 16, 1996, as Texas Public Schools Week. Accepting the proclamation were Dr. John Sawyer, Superintendent of LPISD Schools, Ken Schlather, President of LPISD Board of Trustees, Nina Zoch, LPISD Board of Trustees, Mary McDermott -Jackson, Principal of Lomax Jr. High, Mary Cantwell, Assistant Principal at Bayshore, Gayla Garnett, Assistant Principal of Baker Jr. High, Charles Wilder, Assistant Principal of College Park Elementary, Karen Patrick, Assistant Principal of Rizzuto Elementary, and spokesperson for the group, Beth Rickert, Director of Communications and Public Information Officer of LPISD. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX PAYERS WISHING TO ADDRESS COUNCIL There were no citizens wishing to address Council at this time. 6. CONSENT AGENDA - ANY ITEM MAY BE REMOVED BY A COUNCILPERSON FOR DISCUSSION A. CONSIDER AWARDING BID FOR THE ANNUAL WASTEWATER LAB TESTING CONTRACT TO TEXAS STATE ANALYTICAL SERVICE - S. Gillett B. CONSIDER AWARDING BID FOR ANNUAL SUPPLY OF FLEXIBLE BASE -CRUSHED LIMESTONE TO GULF COAST LIMESTONE - S. Gillett C. CONSIDER AWARDING BID FOR VEHICLES TO RON CRAFT CHEVROLET - B. Powell Motion was made by Councilperson Clarke to accept all three items on the Consent Agenda as presented. Second by Councilperson McLaughlin. The motion carried, 8 ayes, 0 nays. Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor Malone Nays: None 7. ADMINISTRATIVE REPORTS Assistant City Manager John Joerns had no administrative reports to bring before Council. 8. COUNCIL ACTION Councilpersons Sutherland, McLaughlin, Porter, Gay, Clarke, and Mayor Malone brought items to Council's attention. 9. EXECUTIVE SESSION - PURSUANT TO PROVISION OF THE OPEN MEETINGS LAW, CHAPTER 551.071 THROUGH 551.076, AND 551.084, TEXAS GOVERNMENT CODE, - (CONSULTATION WITH ATTORNEY, DELIBERATION REGARDING REAL PROPERTY, DELIBERATION REGARDING PROSPECTIVE GIFT OR DONATION, PERSONNEL MATTERS, CONFERENCE WITH EMPLOYEES, DELIBERATION REGARDING SECURITY DEVICES, OR EXCLUDING A WITNESS DURING EXAMINATION OF ANOTHER WITNESS IN AN INVESTIGATION) There were no items to be considered at an executive session therefore, an executive session was not held. 10. CONSIDERATION AND POSSIBLE ACTION ON ITEMS CONSIDERED IN EXECUTIVE SESSION There was no action to be considered as an executive session was not held. Bob McLaughlin, Mayor Pro Tem • 4 Office of the Mayor 'W" YDII The American Cancer Society's Southeast Harris County Unit is the sponsor for Relay For Life, a 24 hour fund-raising event; and WHEREAS, the goal of Relay For Life is to unite communities, businesses, and organizations in a common effort to raise money for cancer research, education, and patient services; and WHEREAS, on March 29 and 30, 1996, various teams from the community will meet at the track on the San Jacinto College -Central campus where alternating team members will walk, run, roll, or stroll; and WHEREAS, on March 29th at 10:00 P.M. candles, called luminaries, will be lit in a special ceremony during the Relay For Life honoring loved ones whose life has been touched by cancer; and WHEREAS, anyone who wants to have a good time while raising money to help in the fight against cancer should participate in Relay For Life and help support The American Cancer Society s Southeast Harris County Unit. NOW, THEREFORE, I, NORMAN L. MALONE, i11AYOR of the City of La Pone, do hereby proclaim March 29 and 30, 1996, as RELAY FOR LIFE DAY in the City of La Porte, and urge all citizens to unite in an effort to raise money for the fight against cancer. Bid requests were mailed to ten (10) vendors with seven (7) returning bids. Overall low bid for the twelve (12) types of tests was submitted by Texas State Analytical Service in the amount of sixteen thousand, eight hundred, fifty-two dollars and twenty-four cents ($16,852.24). This represents a decrease of 11% over last year's bid. Staff recommends award of the bid for the annual contract for wastewater lab testing to Texas State Analytical Service, low bidder meeting specifications. Funds for this contract are budgeted in the 1995/96 Wastewater Division Operating Budget.
