LA PORTE CITY COUNCIL
FEBRUARY 26, 1996
CALL TO ORDER
The meeting was called to order by Mayor Norman L. Malone at 6:00 P.M.
Members of City Council Present: Mayor Norman L. Malone, Councilperson Guy Sutherland, Mike
Cooper, Bob McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell and Jerry Clarke
Members of Council Absent: Councilperson Bob Thrower
Members of City Staff Present: Assistant City Manager John Joerns, City Attorney Knox Askins, City
Secretary Sue Lenes, Director of Finance/ACM Jeff Litchfield, Director of Administrative Services Louis

2. INVOCATION BY REV. MARLIN FINN, FIRST UNITED METHODIST CHURCH
The invocation was delivered by Rev. Marlin Finn pastor of the First United Methodist Church in La
Porte, Texas.
3. CONSIDER APPROVING MINUTES OF REGULAR MEETING FEBRUARY 12, 1996
Motion was made by Councilperson Cooper to approve the minutes of February 12 as presented. Second
by Councilperson Maxwell. The motion carved, 8 ayes, 0 nays.
Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor

4. PROCLAMATIONS:
A. RELAY FOR LIFE DAY - AMERICAN CANCER SOCIETY
B. TEXAS PUBLIC SCHOOLS WEEK
Mayor Malone asked the City Council to join him in proclaiming March 29 and 30, 1996, as Relay for
Life Day. Receiving the proclamation was Rosalie Kuntz, President Southeast Harris County Unit of the
American Cancer Society.
Mayor Malone proclaimed the week of March 10 through 16, 1996, as Texas Public Schools Week.
Accepting the proclamation were Dr. John Sawyer, Superintendent of LPISD Schools, Ken Schlather,
President of LPISD Board of Trustees, Nina Zoch, LPISD Board of Trustees, Mary McDermott -Jackson,
Principal of Lomax Jr. High, Mary Cantwell, Assistant Principal at Bayshore, Gayla Garnett, Assistant
Principal of Baker Jr. High, Charles Wilder, Assistant Principal of College Park Elementary, Karen
Patrick, Assistant Principal of Rizzuto Elementary, and spokesperson for the group, Beth Rickert, Director
of Communications and Public Information Officer of LPISD.

The American Cancer Society's Southeast Harris
County Unit is the sponsor for Relay For Life, a 24
hour fund-raising event; and
WHEREAS, the goal of Relay For Life is to unite communities, businesses, and
organizations in a common effort to raise money for cancer research, education, and patient
services; and
WHEREAS, on March 29 and 30, 1996, various teams from the community
will meet at the track on the San Jacinto College -Central campus where alternating team
members will walk, run, roll, or stroll; and
WHEREAS, on March 29th at 10:00 P.M. candles, called luminaries, will
be lit in a special ceremony during the Relay For Life honoring loved ones whose life has been
touched by cancer; and
WHEREAS, anyone who wants to have a good time while raising money to
help in the fight against cancer should participate in Relay For Life and help support The
American Cancer Society s Southeast Harris County Unit.
NOW, THEREFORE, I, NORMAN L. MALONE, i11AYOR of the
City of La Pone, do hereby proclaim March 29 and 30, 1996, as
RELAY FOR LIFE DAY
in the City of La Porte, and urge all citizens to unite in an effort to raise money for the fight
against cancer.
IN WITNESS WHEREOF,1 have hereunto set my hand and caused the Seal

WHEREAS, all children deserve a high quality, free and public education; and
WHEREAS, Texas has historically been dedicated to a strong system of
education and for more than 40 years special emphasis has been placed upon education with the
observance of Texas Public Schools Week; and
WHEREAS, the 1990's and beyond hold the responsibility for Texans to meet
the opportunities and demands for the future; and
WHEREAS, a joint effort must be made by parents, schools and the community
working together toward a common commitment for preparing our children to be tomorrow's
leaders; and
WHEREAS, public schools are preparing and educating today s students to
become tomorrow's leaders.
NOW, THEREFORE, I, NORMAN L. MALONE, MAYOR of the
City of La Porte, do hereby proclaim March 10 through 16, 1996, as
TEXAS PUBLIC SCHOOLS WEEK
in the City of La Pone, and urge all citizens to make a commitment to public education and to
the future of La Porte children by visiting their local public schools and by contributing their
time and talents to enhance their local public school system.

SUMMARY & RECOMMENDATION
Ordinance
Advertised, sealed bids for the annual contract for Wastewater Lab Testing
were opened and read on February 5, 1996. Bid requests were mailed to ten
(10) vendors with seven (7) returning bids.
Overall low bid for the twelve (12) types of tests was submitted by Texas
State Analytical Service in the amount of sixteen thousand, eight hundred,
fifty-two dollars and twenty-four cents ($16,852.24). This represents a
decrease of 11% over last year's bid.
Staff recommends award of the bid for the annual contract for wastewater
lab testing to Texas State Analytical Service, low bidder meeting
specifications. Funds for this contract are budgeted in the 1995/96
Wastewater Division Operating Budget.
Action Required by Council: Award bid for the annual wastewater lab testing
contract to Texas State Analytical Service, low bidder meeting
specifications.

contract is twenty-nine thousand, five hundred, and forty dollars
($29,540.00).

limestone to Gulf Coast Limestone, overall low bidder meeting
specifications. Adequate funds for this contract are budgeted in the
1995/96 Street Division Operating Budget.

Three (3) CID vehicles are scheduled to be replaced during the
1995-96 budget year.
In January 1996, advertised sealed bids #0670-vehicles was mailed
to six vendors, with (4) four bids returned. The sealed bids were
opened and read on February 12, 1996. The low bid submitted by Ron
Craft Chev/Olds is $10,995.00 per car. The cars bid are 1995 Olds
Ciera, with mileage on each unit under 27,000 miles. The price is
within our budget.
